CITY OF SIMI VALLEY

MEMORANDUM
S
eptember 15, 2025
T
O: City Council
F
ROM: Department of Environmental Services
S
UBJECT: ADOPTION OF A RESOLUTION AUTHORIZING THE SUBMITTAL OF AN

APPLICATION TO THE DEPARTMENT OF HOUSING AND COMMUNITY

DEVELOPMENT FOR USE OF HOME INVESTMENT PARTNERSHIPS

PROGRAM FUNDS AND AUTHORIZATION FOR THE CITY MANAGER

TO EXECUTE A STANDARD AGREEMENT NECESSARY TO

PARTICIPATE IN THE PROGRAM

STAFF RECOMMENDATION
I
t is recommended that the City Council adopt the attached Resolution No. 2025-29 (page 3) authorizing the submittal of an application to the Department of Housing and Community Development (HCD) for the Home Investments Partnerships Program (HOME) and authorizing the City Manager to execut e a standard agreement, any amendments, and related documents necessary to participate in the program.

BACKGROUND AND OVERVIEW
T
he City uses federal HOME funds as a funding source to support the City’s Home Rehabilitation Program. The Program aids homeowners in the form of low -interest, deferred payment loans to finance the cost of necessary health and safety repairs to owner-occupied single- family dwellings. At HCD’s direction, the program has been dormant pending recertification. On June 9, 2025, HCD approved the City’s Home Rehabilitation Program Guidelines, and the City Council subsequently adopted them on June 23, 2025.

W
ith the Home Rehabilitation Program Guidelines approved, the City is prepared to submit an application to HCD for approval to use HOME Program Income that the City currently holds. These funds are from previously received grant awards that were utilized in revolving loan programs such as the First-Time Homebuyer and Home Rehabilitation programs and have been repaid to the City.

FINDINGS AND ALTERNATIVES
S
taff is required to submit an application to HCD for approval to use the balance of approximately $1,560,000 that the City currently holds in Program Income. Per HCD’s recommendation, an additional $120,000 has been added to the application budget to account for any Program Income that may be received from loan payoffs between the end of FY 2024- 25 and the execution of the standard agreement. The total budget requested would be $1,680,000. A resolution granting authority to make an application to the HOME Program is required for submission for all applications. Upon approval of the AGENDA ITEM NO.

Consent (7)
submitted application, a standard agreement would be executed , making the funds available for future rehabilitation loans.

The City entered into a consortium agreement on June 17, 2019, with local jurisdictions and the County of Ventura. However, the funds currently held by the City were received before the consortium agreement, therefore, there is no conflict with the application and standard agreement being requested by HCD at this time.

The following alternatives are available to the City Council:

1. Adopt the attached Resolution No. 2025-29 authorizing the submittal of an application to the Department of Housing and Community Development for the Home Investments Partnerships Program and authorizing the City Manager to execute a standard agreement, any amendments, and related documents necessary to participate in the program;

2. Provide staff with other direction.

Staff recommends Alternative No. 1.

SUGGESTED CITY COUNCIL MOTION

I move to adopt Resolution No. 2025-29 authorizing the submittal of an application to the Department of Housing and Community Development for the Home Investments Partnerships Program and authorizing the City Manager to execute a standard agreement, any amendments, and related documents necessary to participate in the program.

SUMMARY

The City currently has Program Income from previous HOME Program awards eligible to invest in the Home Rehabilitation Program. To use these funds, HCD requires the submittal of an application and, upon approval, the execution of a standard agreement.

Therefore, it is recommended that the City Council adopt the attached resolution.
