BACKGROUND AND OVERVIEW
T
he Road Repair and Accountability Act of 2017, Senate Bill (SB) 1, includes a program that will provide additional revenues for transit infrastructure repair and service improvements. This investment in public transit is referred to as the SGR Program. This Program provides an estimated $137 million to the STA Account for fiscal year FY25-26.

These funds are made available to recipients for eligible transit maintenance, rehabilitation, and capital projects. The City of Simi Valley is a recipient of STA funds and is eligible to receive SGR funds.

P
ursuant to Public Utilities Code Section 99312.1, prior to receiving an apportionment of the SGR monies, a potential recipient must submit an executed Recipient Certifications and Assurances, Attachment A (page 9 ) with an attached authorizing resolution for this funding period.

FINDINGS AND ALTERNATIVES
T
he City’s estimated fiscal year ( FY) 2025-26 SGR and STA apportionments, per the California State Controller’s Office, are $14,136 and $81,507, totaling $95,643. To qualify for these funds, the City must complete and submit the Recipient Certifications and Assurances with an attached authorizing resolution.

T
he proposed work, as outlined in Exhibit A (page 5) to Resolution No. 2025- 30, would include the purchase and installation of bus stop signage and amenities and renovation of existing bus stops. The project may also include removing trees and constructing new AGENDA ITEM NO.

sidewalks for bus shelters and access paths. Costs of the project include labor, tools, materials, and supplies necessary to furnish, transport, and install any combination of the bus shelter, bench, and trash/recyclable receptacles. Exhibit B (page 8) includes the list of Proposed Bus Stop Sites that are scheduled to receive improvements during this phase.

The following alternatives are available to the City Council:

1. Adopt Resolution No. 2025-30 authorizing the City Manager, or her designee, to execute the Recipient Certifications and Assurances to receive the FY 2025-26 STA funding from the SGR Program;

2. Provide staff with further direction.

Staff recommends Alternative No. 1.

SUGGESTED CITY COUNCIL MOTION

I move to adopt R esolution No. 202 5-30 that authorizes the City Manager, or her designee, to execute the Recipient Certifications and Assurances and related documents to submit to the State of Good Repair Program to receive State Transit Assistance funding.

SUMMARY

The Road Repair and Accountability Act of 2017, Senate Bill (SB) 1, includes a program that will provide additional revenues for transit infrastructure repair and service improvements, SGR, and STA funds.
