Subject: Award a professional services contract to Cannon Corporation for engineering design services for the Water Quality Control Plant 3- Water Pump Station Replacement Project, CP970505, Specification No. SV 23-19
Staff Recommendation
It is recommended that the City Council award a professional services contract (Attachment A) to Cannon Corporation (Cannon) for a not-to-exceed amount of $252,906 to provide engineering design services for the Water Quality Control Plant (WQCP) 3- Water Pump Station (3WPS) Replacement Project (Project), CP970505, Specification No. SV 23-19.
Background
To meet State and Federal regulatory requirements for recycled water compliance, the WQCP disinfects its process water using two Chlorine Contact Chambers (CCC), CCC No. 1 and CCC No. 2, in series. The current 3WPS utilizes recycled water from the first chlorine contact chamber, CCC No. 1 . The supply at this location is not fully treated for proper use to comply with recycled water regulations. This project will move the 3WPS pump station and upgrade it to use fully treated recycled water (the water will be supplied from CCC No. 2) compliant with recycled water regulations and will have increased capacity to supply all WQCP peak demands. The 3WPS is to be relocated 450 feet south adjacent the Calleguas Municipal Water District’s (Callegaus) recycled water pump station (RWPS). The Calleguas RWPS is located near the sout heast portion of the WQCP. The proposed 3WPS will also provide emergency power to the RWPS during power outages.
Cannon Corporation completed a Preliminary Design Report on the 3WPS in 2016. Later, in 2017, the City contracted Cannon for the design of the 3WPS. Shortly after, the City requested that Cannon stop work . To save costs, the project was incorporated into the Energy Services Company (ESCO) contract with Schneider Electric. In 2018, Cannon subcontracted with Schneider Electric for the design of the 3WPS under the ESCO project. As a subcontractor of Schneider Electric, Canon conducted a topographic survey and research of existing utilities for the pipeline connecting the 3WPS to the WQCP at the location of the existing 3WPS, 30% design, and Opinion of Construction Cost (OCC).
Canon completed a 30% design and submitted it with the OCC. The 3WPS was withdrawn from the ESCO project because the total cost of design was more than originally anticipated.
AGENDA ITEM NO.
Consent (3)
The existing 3WPS, as originally conceived, needed to be enlarged from four 400-gallon-per-minute (gpm) pumps to six 400 gpm pumps to adequately supply more high flow times. Cannon resumed the design of the 3WPS with a submittal package in August 2023.
O
n June 6, 2025, Cannon was requested to submit a proposal with the following additional scope:
1. Raise the pump capacity of the 3WPS to supply for all peak usage. The total peak flow will be increased from 2,000 to 3,000 gallons per minute based on the current four-year period from 2021 to 2025 of 3-water usage.
2. Include potholing for the pipe and duct bank r outes to identify underground interferences. The pr evious investigation only reviewed plan sheets . The excavation routes for the pipe and duct bank go through areas with many underground pipes, high power lines, and concrete s tructures not shown on plans that will create change orders during construction. The design will use the pothole information to identify and design the routes to avoid the interferences.
3. Increase the size of the electrical duct bank to power the RWPS future and existing demand.
4. Add construction support for mec hanical, electrical, and automation integration with the WQCP systems.
5. Design for backup power using an Automatic Transfer Switch to energize the RWPS during power outages.
6. Include process control to allow flow to the 3WPS and halt flow to the RWPS during high turbidity events at the WQCP.
T
hese added elements will improve the design to lower construction costs, be compliant with State and Federal recycled water regulations, and improve the 3WPS service to the WQCP. The total paid to Cannon to date for the design is $201,459, and they are proposing an additional $252,906 to add the above items. The 3WPS total design cost of $454,365 with the new scope is expected to be in a typical range of 8- 12% of the construction cost (estimated construction cost of $3,500,000 without the new scope).
Discussion
O
n August 8, 2025, the City received a proposal from Cannon in the amount of $252,906 to complete their ongoing design of the new 3WPS with additional services for potholing, construction support, and design of backup power for the RWPS. The new 3WPS design will increase the capacity of the facility to process more peak flow times and allow greater flexibility in the plant operation. Potholing will avoid costs for unforeseen events while excavating for the pipeline and electrical conduit bank during constr uction. Consultant support during construction will speed up the start-up of the facility. 2 In accordance with Simi Valley Municipal Code (SVMC) section 2-9.301, the City Council is authorized to award professional services for $100,000 or more without the competitive bidding process. The competitive bidding process is not legally required for a professional service, as it is based on qualifications. Staff recommends Cannon based on their demonstrated performance and familiarity with the 3WPS since 2016 as the engineer of record, Cannon’s multidisciplinary capability, and sanitation engineering staff will not need to spend significant time communicating project information to Cannon.
The Project has a 120 working- day schedule, with work expected to take place from November 2025 to February 2026. The authorized project not to exceed budget is $252,906 (CP970505).
Financial Impact
$252,906. The cost was included in the FY 2025-26 Adopted Budget as part of the Water Pump Station Project, CP970505, SV 23-19. No additional appropriation is required.
City Council Priority
This Project supports the Reliable Infrastructure Pillar of Excellence.
Suggested Motion
I move to award a professional services contract to Cannon for a not-to-exceed amount of $252,906 to provide engineering design services for the WQCP 3WPS, CP970505, Specification No. SV 23-19.
Summary

PROJECT: ENGINEERING DESIGN SERVICES - FOR SIMI VALLEY THREE-WATER PUMP STATION –
ENGINEERING AND CONSTRUCTION PHASE SUPPORT SERVICES
Dear Mr. Hamilton:
The purpose of this proposal is to provide the City of Simi Valley (City) with the completion of the design of the Simi Valley Three-Water Pump Station (3WPS) located at the Simi Valley Wastewater Treatment Plant (Plant).
First, we would like to provide a history of this project:
On September 19, 2016, Cannon received a Purchase Order for $20,940, to complete a Preliminary Design Report (PDR) on the 3WPS. On September 29, 2016 Cannon submitted our Preliminary Design Report (PDR).
On January 4, 2017, Cannon submitted a proposal for the design of the 3WPS. On March 7, 2017, the City issued a purchase order in the amount of $110,216.00 for the design of the 3WPS. Shortly after the issuance of the purchase order, the City requested that Cannon stop work.
On July 12, 2018, Cannon signed an agreement with Schneider Electric for the design of the 3WPS. We were authorized the amount of $70,303 for topographic survey and research of existing utilities for the pipeline connecting the 3WPS to the Wastewater Treatment Plant (WWTP) at the location of the existing 3WPS, 30% design, and Opinion of Construction Cost (OCC). We completed our 30% design and submitted it with the OCC. We did not receive comments on the submittal. Schneider Electric informed us that the project was not proceeding and that we should send our final invoice.
While we were completing this work for Schneider Electric, we were given additional flow information for the 3WPS. This additional information required that the 3WPS, EXHIBIT 1

as originally conceived needed, to be enlarged from four-400 gallons per minute (gpm) pum3WPS to six-400 gpm pum3WPS.
On March 31, 2020, Cannon submitted and was authorized another proposal to complete the design for the 3WPS. Cannon submitted the 100% submittal package on August 22, 2023. During the course of design there has been many requested changes to the design based on staff turnover with the City staff and changes in the operation of the wastewater treatment plant. On December 3, 2024 a meeting with the City Staff and Cannon was held at the Wastewater Treatment Plant. The intent of the meeting was to review the comments on the 100% plans and discuss the Scope of Work required to finalize the plans and specifications.
On June 6, 2025 Cannon received a request to include in the design of backup power from the plant to the Recycled Water Pump Station (RWPS).
We look forward to proceeding with the design of the 3WPS for the City of Simi Valley for the Simi Valley Public Works Sanitation (City). If this proposal meets with your approval, please contact me. We are prepared to begin work immediately upon receipt of the notice to proceed.
The fees quoted in this proposal are valid for 60 days from this date and are based upon current California Prevailing Wages.
If you have any questions after reviewing the scope of services, please contact me.

PROJECT UNDERSTANDING AND APPROACH
Currently the Simi Valley Wastewater Treatment Plant (Plant) has the 3WPS to provide recycled water for the Public Service Area. The recycled water being used within the Plant property is for landscape irrigation and does not meet Title 22 standards for disinfection contact time. Our understanding of this issue is that the recycled water is being diverted prior to the second chlorine contact chamber for onsite irrigation.
The 3WPS will be relocated adjacent to the recycled water pump station. The 3WPS will be connected onto the existing 36-inch underground suction header and extend east of the Recycled Water Pump Station.
In 2023, Cannon completed the 100% P,S,&E package for the project and have been asked to submit a proposal to finalize the design of the project. Currently, the design has the 3WPS consisting of six new vertical turbine pumps. Five pumps providing a total flow of 2,000 gpm and the sixth pump will serve as a stand-by pump. Each pump was selected and designed to provide 400 gpm at Total Dynamic Head (TDH) of 80 psi or 184 feet. The new 3WPS will pump into a closed system and will be controlled with variable frequency drive controls based on required discharge pressures.
During our meeting with the City on December 3, 2024, it was determined that the flow and pressures of the new 3WPS may need to be updated due to upgrades to the Plant since the original preparation of the PDM and completion of the 100% P,S,&E package. The requirements of the 3WPS will be to meet peak flow at all time plus irrigation of the Public Service Area. The City will provide Cannon with the peak flow requirements. Cannon will prepare a hydraulic model of the irrigation system to determine the flow and pressure requirements required to irrigate the landscape areas. The City will provide the areas to be irrigated along with the pressure and demand requirements.
The control of the recycled pump station in relation to the water quality will be changed as part of this project. The current control closes the inflow gate upon high turbidity. The new control will shut down the RWPS
SCOPE OF WORK
Phase 1. Preliminary Engineering
Task 1 Project Management
The project requires setup, scheduling, controlling and correspondence between the City and utility agencies. Correspondence includes telephone conversations, emails, project status reports, monthly status reports, project memorandums when necessary and detailed monthly invoices.

Task 2 Hydraulic Analysis
This task includes performing a hydraulic analysis of the irrigation system at the Public Service Area and inserting into the model the peak flow requirement established by the City.
Note: Operations does not think that the water system will handle higher pressures.
Deliverable: Draft and Final Hydraulic Analysis Technical Memorandum
Task 3 Potholing
The design will include the potholing of the existing utilities along the proposed alignment at the locations proposed by the City in the email from John Hamilton dated June 26, 2025.
1. The alignments as shown on the email will be investigated using Ground Penetrating Radar (GPR) to determine the approximate location of the utilities. Then the utilities will be potholing to determine a more precise location including horizontal and vertical locations.
The potholing will be completed by AirX. See the attached proposal and scope of work.
2. The location of the potholes will be surveyed by Benner and Carpenter. See the attached proposal and scope of work.
Phase 2. Revise Design and Construction Documents
This phase includes the preparation of review submittals of the revised construction documents, progress meetings, and preparation of final construction plans, specifications, and cost estimates. As part of this phase, we will provide monthly updates to the City on the progress of the project. This phase culminates with the delivery of a finalized construction documents package ready for the City’s packaging for bidding purposes
Task 1 Prepare 60% Plans, Specifications and Opinion of Probable Construction Costs Based on the previous Phase 1 – Hydraulic Analysis, we will prepare a 60% design plans package for submittal. Additionally, we will incorporate comments received during the December 3, 2024 meeting with the City and site visit on January 16, 2024. A summary of major changes for the plans and specifications are as follows:
1. Cannon will update to include new pumps to meet new flow and pressure requirements following results of the hydraulic analysis.
2. Cannon will update the connection point to the existing system. on January 16, 2024, it is our understanding that the existing Three-Water Pump Station shall remain as a back-up to the new 3WPS. This warrants a redesign of the connection point.
3. Cannon will provide the design of backup power from the plant to the Recycled Water Pump Station (RWPS). The design will include:
a. Site visit to gather information on the existing equipment at the RWPS and solar field.
b. Coordination with vendors to specify an automatic transfer switch (ATS). 23 150726.03

Optional Task: Electrical Redesign Due to Larger Pumps
If the results of the updated hydraulic analysis indicate that the pumps are to be larger horsepower, then the electrical design will need to be updated. This redesign will require updated calculations, additional vendor coordination and modifications to the plans.
Phase 3. Bid and Construction Support
Task 1 Submittal Review
Each shop drawing submittal received from the Contractor will be reviewed for its completeness and conformance to the project specifications and City standards by the Design Engineer. Draft shop drawing submittals will be distributed to the City for review and final comments before being returned to the Contractor for action. We have assumed a review of 25 submittals in total and an average of one (1) returned for resubmittal for a total of 36 submittals to review at and average time of 2 hour per submittal.
Task 2 Construction Support
The process of reviewing and responding to RFIs and RFCs is vital to keeping the project on schedule and resolving issues before they become “claims” or “project delays”. RFIs and RFCs received from the contractor will be addressed and responded to via email by Cannon’s design engineer and will be forwarded to the City for review and input and then be returned to the Contractor in a timely manner. In addition, we will provide a recommendation of approval or denial as to our opinion of whether or not the RFI/RFC response warrants a change order to the Contractor. We assume a response of up to five RFIs and five RFCs total and five change order request for a total of 15 with an average of 1 hour per each.
Task 3 Construction Meetings and Site Visits
This task included miscellaneous construction meetings via a Team and in person and miscellaneous emails and phone calls.
