NFORMATIONAL PRESENTATIONS:

C
ity Manager Argabrite provided an overview of the meeting's purpose and welcomed attendees.
3 B. City Budget Overview (Johnson)
D
eputy Administrative Services Director Johanna Medrano provided an overview of the City’s annual budget process, which begins in December, followed by departments Minutes November 12, 2025

preparing budget narratives in January outlining current -year accomplishments and goals for the upcoming fiscal year. The City Manager reviews the proposed budget in March, the City holds a public budget meeting in May, and the City Council considers the proposed budget in June. She also reviewed the City’s primary revenue sources and fund types, including the General Fund, Special Revenue Funds, Enterprise Funds, and Capital Funds, and summarized the major components of the City’s annual budget.

Administrative Services Director Carolyn Johnson provided an overview of Supplemental Budget requests and the authority to accept and expend additional funds. She explained that Supplemental Budget requests may be necessary because of unexpected costs, changes in project scope, new mandates, price increases, or the receipt of grant awards and donations not anticipated when the annual budget was adopted. She also discussed the relationship between budgeted and actual revenues and expenditures, factors contributing to year -end surpluses, and the City’s conservative budgeting methodology. Director Johnson noted that surpluses may result from expenditures coming in below budget or revenues exceeding conservative projections. He emphasized the importance of prudent revenue estimates and ongoing monitoring of financial performance when evaluating available funds and supplemental budget requests.

Staff responded to questions and clarified that authorized positions are generally fully budgeted to ensure funding is available when vacancies are filled. When positions remain vacant, resulting salary and benefit savings may contribute to a year -end surplus; however, these savings are considered one-time because the positions remain authorized. Staff further clarified that a year-end surplus reflects the difference between actual revenues and expenditures and does not necessarily represent funds available for new purposes, as funds may be restricted, committed, assigned, needed to maintain reserves, or designated for other priorities.

4. NEW BUSINESS:

4A. Discussion of City Budget’s Strategic Alignment with Adopted City Council Focus Area Goals (Argabrite)

City Manager Argabrite provided an overview of the City Council’s goals and focus areas, as well as the priority projects identified for the City.

Staff responded to questions and clarified that the estimated cost of placing the TOT measure on the ballot is approximately $300,000, depending on associated outreach efforts, and noted that the City cannot advocate for its own ballot measure, requiring advocacy efforts to be conducted independently on a volunteer basis. Staff also explained that the approximately $150,000 identified for Code Enforcement would primarily support staffing costs and that the majority of the estimated $7.5 million to $16.5 million in costs presented is attribut ed to implementation of the compensation and classification study and achieving compensation parity. 2 Minutes November 12, 2025

4B. Presentation of Upcoming City Projects and Future Budget Impacts (Argabrite, Shorts, Fuchiwaki, Perros, Johnson, Gutierres)

City staff provided an overview of department al snapshots, highlighting upcoming projects and potential future budget impacts . Projects discussed included implementation of the Compensation Study, the former Sheriff’s Station, Public Safety Radio System, Public Records Request System upgrade, Traffic Signal Battery Backup, major and minor street pavement rehabilitation, Pace Scheduler for law enforcement, the Police Department’s planned migration to the cloud- based Versaterm system, and implementation of the Technology Master Plan.

Staff responded to questions and clarified that the Public Records Request system does not currently utilize artificial intelligence and confirmed that Versaterm includes system redundancy. Staff explained that the courts administer traffic violations , while the Information Services division is evaluating online payment options for parking violations. Staff further clarified that, pursuant to the Library lease agreement, the City is responsible for facility maintenance and any desired upgrades, and noted that the Police Department continues to evaluate alternative camera systems.

4C. Discussion and Possible Direction for FY 2026-27 Budget Priorities (Argabrite)

City Manager Argabrite requested direction from the City Council regarding priorities for the FY 2026-27 budget.
