CITY OF SIMI VALLEY
STAFF REPORT
November 17, 2025
To: City Council
From: Police Department, Steve Shorts, Chief of Police
Subject: Authorize FY 2025 –26 Vehicle Purchases, City Manager Contract Amendments, and Increase Not -to-Exceed Amounts Under State of California Vehicle Cooperative Contracts
Staff Recommendation
It is recommended that the City Council:
1. Approve an increase of $741,100 for three State of California vehicle cooperative contracts, for the Police Department to purchase light and medium-duty vehicles, including motorcycles and related equipment; for a combined not-to-exceed amount of $1,280,884.95 for Fiscal Year 2025-26;
2. Authorize the City Manager, or designee, to execute purchase orders and related documents to procure vehicles under the three State cooperative contracts, and to adjust the distribution of funds among the contracts, provided the combined total amount does not exceed $741,100; and
3. Authorize the City Manager, or designee, to approve future contract amendments consistent with the original scope and intent of the cooperative contracts to incorporate future budgeted appropriations into the not -to-exceed limits of each contract, provided such amendments do not extend beyond the current contract terms, which expire between December 27, 2026, and May 10, 2027.
Background
The Simi Valley Police Department ( SVPD) maintains a fleet of vehicles that support public safety and community outreach operations. To ensure reliability and cost‑effectiveness, SVPD replaces vehicles that are destroyed or have reached the end of their useful life. The Department also acquires units needed for new or expanded programs as approved by the City Council through the annual budget process.
Cooperative procurement through competitively awarded State of California contracts provides volume pricing, reduces administrative overhead and lead times, and ensures compliance with public purchasing requirements.
On prior occasions, the City Manager and the City Council authorized the use of three (3) State contracts to purchase vehicles, including Winner Chevrolet #1-22-23-20D, originally approved by City Manager January 16,2024 (Attachment A), Folsom Lake Ford #1-22- 23-14C, approved by City Council on September 23, 2024 (Attachment B), and Long Beach BMW #1-22-23-30, approved by the City Council on October 9, 2023 (Attachment C) for a combined amount of $539,784.95.
AGENDA ITEM NO.
Consent (5)
2 This request will increase the not -to-exceed (NTE) amount by an additional $741,100, resulting in a combined NTE of $1,280,884.95 for Fiscal Year (F Y) 2025-26 for these cooperative contracts. Staff now seeks authorization to continue utilizing those contracts for additional flexibility and to mitigate supply chain and model ‑year availability constraints.
Discussion
All three State cooperative contracts listed below were established through competitive solicitations and are available to local agencies statewide. Utilizing multiple awarded dealers across manufacturers and models enables the City to:
• Optimize pricing through competition among contract holders; • Shorten procurement timelines by avoiding duplicative bidding; • Address market volatility, model‑year changeovers, and vendor allocation limits; and
• Standardize vehicle specifications for maintenance efficiency and safety.

Total: $741,100
Under the recommended delegation, the City Manager or their designee will execute purchase orders for vehicles acquired through these contracts and adjust the distribution of funds among the contracts, provided the total amount for FY 2025-26 does not exceed $741,100.
The proposed Council action also delegates authority to the City Manager, or designee, to approve future contract amendments (e.g., adding models, adjusting pricing in accordance with bid terms, or incorporating future budgets approved by the City Council during the annual budget process to increase the contract NTE amount ) that do not materially change the contracts’ scope or extend the term beyond 2027.
This action will result in the following NTE changes to the cooperative contracts:
• Winner Chevrolet – NTE amount increases to $214,020.06 3 • Folsom Lake Ford – NTE amount increases to $926,233.40 • Long Beach BMW - NTE amount increases to $140,631.49
Fiscal Impact
The total not -to-exceed authority across the cooperative contracts is $1,280,884.95.
Expenditures for these vehicle purchases are fully budgeted and will be paid from a combination of the Vehicle Replacement Fund (6519005), Forfeited Assets Fund (280) , and Office of Traffic Safety (OTS) grant funding (287), based on vehicle eligibility and grant requirements. No additional appropriation is requested. Purchases will be made on an as-needed basis and charged to the appropriate funding source; any related taxes, fees, or standard upfitting costs are included within the stated NTE amounts. Ongoing operating and maintenance costs are expected to be absorbed within existing departmental budgets.
City Council Priority
This item supports the Public Safety and Reliable Infrastructure Pillars of Excellence by maintaining a safe and dependable Police Department vehicle fleet, which is necessary to provide effective emergency response and community policing services.
Suggested Motion
I move that the City Council:
1. Approve an increase of $741,100 for three State of California vehicle cooperative contracts, for the Police Department to purchase light and medium-duty vehicles, including motorcycles and related equipment; for a combined not -to-exceed amount of $1,280,884.95 for Fiscal Year 2025-26;
2. Authorize the City Manager, or designee, to execute purchase orders and related documents to procure vehicles under these contracts, and to adjust the distribution of funds among the contracts, provided the total amount does not exceed $741,100; and
Authorize the City Manager, or designee, to approve future contract amendments consistent with the original scope and intent of the cooperative contracts to incorporate future budgeted appropriations into the not -to-exceed limits of each contract, provided such amendments do not extend beyond the current contract terms, which expire between December 27, 2026, and May 10, 2027.
Summary
This action authorizes the Police Department to continue purchasing vehicles and related equipment through State of California cooperative contracts , including existing agreements with Winner Chevrolet , Folsom Lake Ford , and Long Beach BMW . It delegates authority to the City Manager , or designee , to approve amendments and increase not -to-exceed amounts to align with current budget appropriations. Utilizing multiple State-awarded vendors will reduce lead times, streamline procurement, manage 4 pricing and model-year changes, and standardize vehicle specifications, while ensuring purchases remain within adopted budgets and established reporting practices.
