Staff Recommendation
I
t is recommended that the City Council approve, and the Mayor appoint, Andy Goitia to the Community Development Block Grant (CDBG) Advisory Committee. The nominee will serve a term commencing on January 1, 2026, and expiring on December 31, 2028.
Background
T
he City Council established a five- member CDBG Advisory Committee to provide funding recommendations on CDBG applications. The Committee is comprised of one representative from the Chamber of Commerce, one representative from the Council On Aging, two representatives from the Neighborhood Councils, and one Planning Commissioner who chairs the Committee (pursuant to City Council direction). The City Council-adopted terms of service stipulate that each appointee serves up to three years on the Committee regardless of their term of service on their nominating body. The term is based on the calendar year. A list of the 202 5 Committee Members is attached (Attachment A).
T
he Committee meets three times each calendar year: (1) an orientation, (2) a public hearing to evaluate, rate , and rank applications and recommend funding allocations to the City Council, and (3) a debriefing meeting.
Discussion
On
December 31, 2025, the term of one Neighborhood Council representative will expire.
The Neighborhood Councils Joint Chairs were unable to meet for their nomination; however, staff solicited volunteer nominations , and one (1) Executive Council Board Member, Andy Goitia, indicated he would be interested in serving on this committee. Staff supports Mr. Goitia to serve a full term on the Committee commencing on January 1, 2026, and expiring on December 31, 2028.
