From: Department of Administrative Services,

Subject: Award contracts for the purchase of equipment and services to support the City’s transition to the Ventura Countywide Regional Radio System Staff Recommendation
It is recommended that the City Council:
1. Approve a contract with Day Wireless, Inc., in the amount of $187,823.45 for the installation of new mobile radios, base stations, antennas and other equipment and authorize the City Manager’s execution thereof.
2. Approve a contract with Client First Consulting , in the amount of $245,125 , for professional project management services and authorize the City Manager’s execution thereof.
3. Approve a contract with Capture Technologies, in the amount of $186,548.48, for the purchase of an Eventide voice recorder for the 911 dispatch center and authorize the City Manager’s execution thereof.
Background
On September 15, 2025, the City Council approved a Memorandum of Understanding formalizing the City of Simi Valley’s participation in the Ventura Countywide Regional Radio System and on November 17, 2025 , approved the purchase of Motorola radios, consoles, and services. Budget for third party equipment and services was approved at that time. Staff is now requesting the execution of contracts for the additional equipment and services.
Discussion
Equipment and services are required for the City to participate in the countywide regional radio system , which include: installation of radios and consoles in vehicles , project management services, and a 911 voice recorder.
Day Wireless provided a quote in the amount of $187,823.45 for the implementation of radio equipment, including vehicle mobile radios, base stations, dispatch consoles, and other Motorola components. The Day Wireless agreement uses the City’s standard General Services Agreement (Attachment A) and references the Sourcewell Cooperative Agenda Item No.
Consent (3)
Master Contract 042021 -MOT (Attachment B) . Because the Sourcewell contract is a cooperative agreement competitively awarded and covers design, cybersecurity, integration, and maintenance, this procurement satisfies Simi Valley Municipal Code (“SVMC”) § 2-9.201(f)’s exception to competitive bidding.
Client First Consulting provided a quote in the amount of $245,125 for professional project management services to coordinate procurement, installation, and migration. Services include developing and managing the project schedule, coordinating the deployme nt of 500+ radios (including reallocation of existing units), overseeing the installation of new dispatch consoles, managing testing, and coordinating training to support a smooth rollout. The Client First agreement uses the City’s standard Professional Se rvices Agreement (Attachment C) and is procured consistent with California Government Code § 37103. These specialized consulting services may be obtained without formal bidding because they rely on professional expertise rather than price competition and meet the criteria in Government Code § 19130(a). City Council approval is required for this agreement pursuant to SVMC § 2-9.303
Capture Technologies provided a quote in the amount of $186,548.48 for a voice recorder system to be installed in the 911 Dispatch Center. The Capture Technologies agreement uses the City’s standard General Services Agreement (Attachment D) and the CMAS Cooperative Master Contract No. 3-22-03-1070 (Attachment E). In accordance with Simi Valley Municipal Code § 2-9.201(c), staff obtained two additional quotes and determined that Capture Technologies offered the best value and lowest cost for the required equipment and services.
While the City transitions to the regional system, a decision will be made at a later date as to the future of the legacy system with regard to the level of maintenance that the City continues to put into the system and for how long.
Financial Impact
On November 17, 2025, the City Council approved funding for the project in the amount of $8.9 million over a 7-year period. No additional funds are being requested.
City Council Priority
The City’s Public Safety Radio Project directly supports several Pillars of Excellence , including Public Safety, Reliable Infrastructure, Fiscal Stability, and Excellent City Government. The project enhances emergency response, strengthens regional interoperability, and ensures resilient, Citywide communications. By leveraging the Regional System, the City avoids significant standalone replacement costs while strengthening long-term system reliability, reducing maintenance burdens, and enhancing the safety of both officers and the community. This strategic investment in core technology infrastructure demonstrates the City’s commitment to fiscal responsibility, operational efficiency, and modernized high-quality public service.
2 Suggested Motion
I move that the City Council authorize the Mayor to execute agreements in a form approved by the City Attorney or designee, with:

Summary
The City Council previously approved a memorandum of understanding and budget permitting the City to participate in the Ventura County Regional Radio System. To obtain full functionality, additional equipment and services are required, including installation of the devices, project management services, and a new 9-1-1 recording system.
No additional funds are being requested at this time.
