From: Public Works Department
Ron Fuchiwaki, Public Works Director
Subject: Award a contract for the construction of FY 2025-26 Annual Minor Streets Rehabilitation Program, CDBG, CP60000019, Specification No. SV 26-03 and approve a Supplemental Budget Request
Staff Recommendation
It is recommended that the City Council:
1. Award a contract (Attachment A) to Onyx Paving Company (Onyx) in the amount of $848,000 for the construction of Schedule I and Schedule II of the FY 2025-26 Annual Minor Streets Rehabilitation Program, C ommunity Development Block Grant (CDBG), CP60000019, Specification No. SV 26-03 (Project);
2. Approve a Supplemental Budget Request of $159,007.89 from the General Fund (100) and authorize a budget transfer to the Streets and Roads budget, CP60000019, to fund the construction of Schedule I and Schedule II of the FY 2025-26 Annual Minor Streets Rehabilitation Program, CDBG, CP60000019, Specification No. SV 26-03.
Background
The Public Works Department applied for funding through the CDBG program in February 2025, prior to the adoption of the FY 2025–26 budget. The application included the street rehabilitation of Avenida Vista Del Monte, Malton Avenue, Nelda Street (Los Angeles Avenue to Rockdale Avenue), Suede Avenue, Calle La Sombra, and Via Allegre.
On December 22, 2025, City staff solicited construction bids for the P roject, which included the rehabilitation of the streets (Attachment B) identified in the application, as well as an additional segment of Nelda Street (Rockdale Avenue to Alscot Avenue), due to its poor condition and frontage to White Oak Elementary School.
Due to insufficient funds in FY 202 5-26 Streets and Road Budget, CP60000019, the Project was broken into the following two schedules for bidding and award purposes:
Agenda Item No.
Consent (5)
• Schedule I includes the rehabilitation of Avenida Vista Del Monte, Malton Avenue, Nelda Street (Los Angeles Avenue to Rockdale Avenue), Suede Avenue, and Via Allegre.
• Schedule II includes the rehabilitation of Calle La Sombra and Nelda Street (Rockdale Avenue to Alscot Avenue).
Improvements consist of rubberized asphalt overlay, concrete repair s of curb, gutter, sidewalk and driveway approaches, tree root pruning, traffic signing and striping, and all appurtenant work in conjunction with street improvements. Of the bids received on January 22, 2026, the bid from Onyx was the most responsive and cost-competitive.
Discussion
A Notice Inviting Bids (Notice) was published in the Ventura County Star and was also submitted to various publications and plan rooms. A Notice was also sent to the contractors on the City’s contractors’ list, including local contractors, and was posted on the City’s website.
On January 22, 2026, the bid opening date, three bids were received, and the results are shown in the table below:
Contractor Bid Amount
Schedule I
Bid Amount
Schedule I & II
Onyx Paving Company,
Yorba Linda, CA $626,000.00 $848,000.00
Toro Enterprises,
Oxnard, CA $705,041.24 $945,303.99
General Pavement Management,
Thousand Oaks, CA $739,000.00 $1,049,000
Engineer’s Estimate $720,000.00 $965,000.00
Staff reviewed the bids received and determined that Onyx submitted the lowest responsive bid and is a responsible bidder. Onyx also satisfied the Project’s Department of Housing and Urban Development ( HUD) Section 3 requirements. Based on Onyx’s previous work performance, staff believe s that Onyx possesses the necessary qualifications and experience for the construction of the P roject and is considered to be a responsible bidder.
Additionally, construction materials testing and inspection services will be required during the construction of the P roject. The City will solicit cost proposals for these services in accordance with existing on-call contracts for pavement engineering and material testing 2 services. Staff estimates the cost for these services to be approximately $20,000 for Schedule I and an additional $9,000 for Schedule II.
On the basis of awarding a construction contract to Onyx for only Schedule I, the total Project cost is estimated as follows:
Construction Bid Amount (Onyx) $626,000.00
Soils/Materials Testing (To Be Determined) $20,000.00
Total Project Cost $646,000.00
On the basis of the recommended approval of a supplemental budget and the transfer of $159,007.89, and the award of a construction contract to Onyx for both Schedules I and II, the total project cost is estimated as follows:
Construction Bid Amount (Onyx) $848,000.00
Soils/Materials Testing (To Be Determined) $29,000.00
Total Project Cost $877,000
Onyx’s bid for Schedules I and II is approximately 12% below the Engineer’s Estimate.
Financial Impact
$877,000. Sufficient funding is available in the FY 2025-26 Streets and Road budget , CP60000019, for the award of construction on Schedule I of the Project. No appropriation is required.
A Supplemental Budget Request of $159,007.89 from the General Fund (Fund 100) and a request to authorize a budget transfer to the Streets and Road budget, CP60000019, is requested for the construction of both Schedule I and II of the Project.
