City of Simi Valley
Staff Report
March 9, 2026
TO: City Council
FROM: Public Works Department,
Ron Fuchiwaki, Public Works Director
SUBJECT: Adopt a resolution approving Program Supplement Agreement No. A942 to implement Highway Safety Improvement Program Project
No. HSIPSL-5405(106), CP60000055
Staff Recommendation
It is recommended that the City Council adopt Resolution No. 2026-04 (Attachment A) approving Program Supplement No. A942 (Attachment B) to the Administering Agency-State Agreement for State -Funded Projects No. 075405S21 for the City to implement Highway Safety Improvement Program Project No. HSIPSL-5405(106), CP60000055 to install reflectorized tape on 91 traffic signals, and authorize the Mayor to execute the Program Supplement Agreement.

Background
The Highway Safety Improvement Program (HSIP) is a federally funded initiative in the United States aimed at reducing fatalities and serious injuries on public roads. It’s part of the Federal Highway Administration’s (FHWA) overall safety strategy and is codified under 23 U.S.C. §148.

The State of California administers federal HSIP funds through a structured process managed by Caltrans, ensuring compliance with FHWA requirements while tailoring the program to local needs. FHWA allocates HSIP funds to California based on a formula that considers factors such as lane miles, vehicle miles traveled, and crash data. The Caltrans Division of Local Assistance (DLA) oversees HSIP for local agencies, and issues HSIP Calls for Projects (typically every 2 years). The most recent call for projects was HSIP Cycle 12.

HSIP projects must align with California’s Strategic Highway Safety Plan (SHSP), which identifies emphasis areas such as intersection safety , r oadway departure prevention , pedestrian and bicycle safety, and speed management. Applications are evaluated based on several different criteria, including crash data analysis, Benefit-Cost Ratio (BCR), and project scope and cost estimate.

Discussion
The City has a total of 121 traffic signals. A previous HSIP -funded project provided the City with funding to install yellow reflective tape on the signal heads at the 30 signalized intersections with the highest crash rates in the City. The yellow reflective tape is designed to provide additional warning at traffic signals, to increase compliance with them. Further, the yellow reflective tape serves to reinforce the presence of traffic signals in the event of a power failure or Public Safety Power Shutoff (PSPS), helping to increase compliance with dark traffic signals as a four-way stop.

In September 2024, the City applied for and received HSIP Cyle 12 Grant to install yellow reflective tape on 1,059 signal heads at the 91 remaining signalized intersections in the City. This agreement will allow the City to complete the process to obtain the State funding to complete this work. Upon completion of the project, all 121 traffic signals in the City of Simi Valley will have yellow reflective tape on the signal heads.

Upon selection for funding, an Agency must submit a request to Caltrans for allocation of funding within the required timelines. For design services, also known as Preliminary Engineering, the deadline for HSIP Cycle 12 was December 31, 2025. As all design was conducted in -house for this project, there was no need to request allocation for Preliminary Engineering. The deadline to request allocation of Construction funds is March 31, 2028. A request for allocation for Constru ction was submitted on December 11, 2025, and approved on December 17, 2025.

HSIP is a reimbursement program. Reimbursable work cannot commence until the agency receives an allocation, and a Program Supplement Agreement is in place. The Program Supplement Agreement is a formal document that amends the Master Agreement between Caltrans and a local agency for federal or state-funded transportation projects. It serves as the contract that authorizes funding for a specific project under the umbrella of the Master Agreement. The Staff Report and Council-approved Resolution execute the Program Supplement Agreement between the City and Caltrans.

The total estimated construction cost is $1,098,600. HSIP requires a 10% local match to receive funding . State funding in the amount of $988,740 has been approved for this project, with a local match requirement of $109,860 as required by the guidelines, to cover the total project cost of $1,098,600. It is anticipated that the project would be advertised in the Spring of 2026 and be completed within a year of award.

As this action is to execute an agreement between the City and Caltrans, it is not considered a project under the California Environmental Quality Act ( CEQA) and is therefore exempt from CEQA environmental review.

Financial Impact
The cost of this action was included in the FY 2025-26 Adopted Budget to the Highway Safety Improvement Program - Cycle 12 proj ect, CP 600000055. No appropriation is required.
2 City Council Priority
This item supports the Reliable Infrastructure Pillar of Excellence.

Suggested Motion
I move to adopt Resolution No. 2026-04 approving Program Supplement No. A942 to implement Highway Safety Improvement Program Project No. HSIPSL-5405(1 06) and authorize the Mayor to execute the Program Supplement Agreement.

Summary
In September 2024, the City applied for and received an HSIP Cycle 12 Grant to install yellow reflective tape on 1,059 signal heads at 91 signalized intersections in the City , completing installation of yellow reflective tape on all signal heads at all traffic signals in the City. To receive the funding, the City Council must approve a resolution and execute a Program Supplement Agreement. It is recommended that the City Council adopt Resolution 2026-04 approving Program Supplement No. A 409 to implement Highway Safety Improvement Program Project No. HSIPSL-5405(106) and authorize the Mayor to execute a Program Supplement Agreement enabling the City to advertise and award the project.
