To: City Council
From: Office of the City Manager
Samantha C. Argabrite, City Manager
Subject: Appointment of City Council Member s to a Crossing Guard and School Resource Officer Working Group
Staff Recommendation
It is recommended that the City Council approve, and the Mayor appoint, two City Council Members to participate in a working group with the Simi Valley Unified School District, City staff, and the Simi Valley Police Department to discuss Crossing Guard and School Resource Officer services at local schools and potential cost-sharing opportunities.

Background
The City of Simi Valley and the Simi Valley Unified School District (SVUSD) have a longstanding collaborative relationship in support of public safety and student well-being.

Through this partnership, Crossing Guards have provided safety services and School Resource Officers (SROs) have provided law enforcement presence, relationship - building, and safety support at local school campuses.

During the May 1 1, 2026, City Council meeting, the City Council discussed the topic of School Resource Officers, including the role of SROs within the community, the associated costs of providing these services, and potential opportunities for shared funding between the Ci ty and SVUSD. As part of that discussion, the City Council expressed interest in establishing a working group to further evaluate the topic and facilitate coordination between the agencies involved.

Discussion
The proposed working group would include representatives from the Simi Valley City Council, Simi Valley Unified School District, City staff, and the Simi Valley Police Department. The purpose of the working group would be to discuss the services currently provided by the City to the School District at no charge, including the Crossing Guard and School Resource Officer program s, evaluate service needs and operational considerations, and explore potential cost -sharing opportunities related to maintaining these services at local schools.

To support these discussions and provide City Council representation, staff recommends the appointment to two City Council Members to participate in the working group.
