On S
eptember 8, 2025, the City Council adopted Ordinance No. 1365 establishing a preferential parking program (Attachment B). Preferential permit parking is a program that restricts on -street parking along residential streets to residents of that designated area and their guests. Typically , preferential parking zones are established along residential streets where parking is impacted by non- resident parkers, such as overflow parking from adjacent businesses, or streets that may be impacted by non-resident parkers from neighborhood schools or parks. Preferential parking enables resident s a better opportunity to find on-street parking for themselves, their family members, or their guests if current parking conditions are adversely impacted by individuals who do not reside in that area. The City Council established the preferential parking program under Ordinance No. 1365, which provides for the Council’s designation of parking zones by resolution.

A pet
ition requesting preferential parking was received from residents along Brandon Avenue south of Fitzgerald Road (Attachment C). Brandon Avenue is a short cul-de-sac street with 11 homes along the west side and 1 home on the east side. The petition was signed by 11 of the 12 homeowners along the street. The petition satisfies the requirements of Ordinance No. 1365 because it was signed by 11 of the 12 affected homeowners, exceeding the minimum petition threshold.

An informational meeting was held on April 22, 2026, inviting residents to learn more about preferential parking and to discuss their concerns. A representative of the Simi Valley Unified School District also attended. The residents' concerns centered on the student drop off and pick up activity that occurs on Brandon Avenue from the adjacent Hillside Middle School. Several vehicles park or wait (stop) on Brandon Avenue to drop off or pick up students (see pictures that accompanied the residents' petition) . It was discussed that this situation is common around most schools and is a short term impact.

At the end of the meeting, it was suggested that a n o stopping preferential parking zone could be recommended. A no stopping zone prohibits non -residents from parking or stopping to drop off or pick up students. The proposed parking restrictions for Brandon Avenue are "No Stopping, 6:30 am to 4:00 pm, School Days, Except by Permit".

T
he attendees were cautioned that there is no guarantee that preferential parking will solve the traffic situation on Brandon Avenue. It was also mentioned that enforcement of the parking restrictions will be limited to the available resources of the Police Department.

I
f approved, the resolution will establish a preferential parking zone for Brandon Avenue south of Fitzgerald Road. Under Ordinance No. 1365, each dwelling will be eligible to obtain up to three residential permits and two visitor permits. The ordinance authorizes the City Council to establish permit fees by resolution. Staff will return at a future meeting (after the summer break) with a proposed permit fee after completion of the required notice and hearing process and preparation of additional information regarding the City's anticipated costs of administering the preferential parking program. No permits will be issued until the City Council adopts a permit fee by separate resolution.

I
f the City Council approves the establishment of a preferential parking zone along Brandon Avenue, Public Works staff will install parking restriction signs and prepare for program implementation. Following adoption of the permit fee resolution, staff will issue permits and maintain records of permit holders and addresses and pursue cost recovery for the purchase and installation of the No Stopping signs. The Police Department will be responsible for parking enforcement.

Fi
nancial Impact
T
he total financial impact of the preferential parking program is unknown at this time.

Administrative and operational costs associated with establishing and administering the program will initially be absorbed within the Public Works operating budget, including staff time, permit administration, permit materials, parking signage, and installation costs. Any future permit fee will be considered separately by the City Council and will be intended to recover the costs of establishing and maintaining the preferential parking zone, consistent with Ordinance No. 1365.

C
ity Council Priority
This item supports the City Council’s Excellent City Government Pillar of Excellence. 2 Suggested Motion
I move to adopt R esolution No. 2026 -35 establishing a preferential parking zone for Brandon Avenue south of Fitzgerald Road and direct staff to establish an annual fee for parking permits.

Summary
On September 8, 2025, the City Council adopted Ordinance No. 1365 establishing a preferential parking program. Preferential permit parking is a program that restricts on- street parking along residential streets to residents of that designated area and their guests. Typically, preferential parking zones are established along residential streets where parking is impacted by non- resident parkers, such as overflow parking from adjacent businesses, or streets that may be impacted by non-resident parkers from neighborhood schools or parks. Preferential parking enables residents a better opportunity to find on-street parking for themselves, their family members, or their guests if current parking conditions are adversely impacted by individuals who do not reside i n that area.

A petition requesting preferential parking was received from residents along Brandon Avenue south of Fitzgerald Road. Brandon Avenue is a short cul -de-sac street with 11 homes along the west side and 1 home on the east side. The petition was signed by 11 of the 12 homeowners along the street. The recommended parking restriction is, "No Stopping, 6:30 am to 4:00 pm, School Days, Except by Permit." A no stopping zone prohibits non-residents from parking or stopping to drop off or pick up students.

It is recommended that the City Council adopt a resolution establish ing a preferential parking zone for Brandon Avenue south of Fitzgerald Road. Staff will return at a future meeting with a proposed permit fee following completion of the required notice and hearing process and preparation of additional information regarding the City's anticipated costs of administering the preferential parking program.

Petition for Residential Preferential Parking
Permit Program
Residents of Brandon Avenue Cul-de-Sac, Simi Valley, California We, the residents of Brandon Avenue in Simi Valley, California, specifically those living in the cul de-sac south of the intersection between Brandon Avenue and Fitzgerald Avenue and adjacent to Hillside Middle School, respectfully request that the City establish a residential preferential parking zone for our cul-de-sac pursuant to Ordinance No. 1365: the preferential parking program adopted in September 2025.

Because our homes are located next to the school, our neighborhood has faced increasing parking congestion due to non-resident vehicles, which has significantly impacted our quality of life and access to on-street parking. Each weekday, parents use our cul-de-sac as an "informal" pick-up and parking area, causing major congestion within the cul-de-sac. We have experienced numerous instances of parents parking in front of residents' mailboxes and children gathering and waiting upon our front yards and driveways during school pick-up and drop-off times.

Chronic congestion associated with school activity has created recurring safety hazards, impaired emergency ingress/egress, property damage to several mailboxes and one resident's garage, obstructed driveways and mail delivery, and rendered normal residential access unreliable. Existing enforcement mechanisms have proven insufficient. Due to recurring congestion and obstruction, the residents request that no general short-term (15-30 minutes) non-permit parking exemption be applied during restricted hours.

During after-school events at Hillside Middle School, the parking situation worsens considerably.

Parents often park their vehicles in the cul-de-sac from 5:00PM to 9:00PM, resulting in severe congestion that persists for extended periods. This prolonged overcrowding compounds the daily disruptions, further restricting residents' ability to access their homes and increasing the risk that emergency responders may be unable to enter the cul-de-sac when timely access is required. We ask that all restrictions remain in effect during all school-related events to prevent prolonged overflow parking and sustained congestion within the cul-de-sac.

We wish to emphasize that individual residents have voiced their concerns directly to Hillside Middle School for years, seeking relief from the parking and congestion issues. However, despite repeated appeals and requests, the school consistently shifts responsibility to the city and has not implemented any effective solutions. This ongoing cycle underscores the urgent need for action from city officials. Thank you for your attention to this matter. We look forward to your support and a positive resolution for our neighborhood.
