City of Simi Valley
Staff Report

June 22, 2026

To: City Council

From: Department of Environmental Services
Stratis Perros, Environmental Services Director

Subject: Appointment of Neighborhood Council Executive Board Members to the f our Neighborhood Councils

Staff Recommendation

It is recommended that the City Council approve, and the Mayor appoint, the 13 nominees to the Neighborhood Council Executive Boards , with terms commencing July 1, 2026, and concluding June 30, 2028.

Background

The City’s Neighborhood Councils, established in 1970 to promote citizen awareness and participation in local government, serve as advisory b oards to the City Council and the Planning Commission. The Simi Valley Municipal Code (SVMC) calls for the City Council to appoint a minimum of seven and a maximum of 13 members to each Neighborhood Council Executive Board. The SVMC further states that Executive Board members serve 24-month staggered terms, with regular appointments occurring every eight months. The next term is scheduled to begin on July 1, 2026.

Discussion

A recruitment to fill Executive Board vacancies opened on March 3, 2026, and closed on April 3, 2026. The Neighborhood Councils received 25 applications . Applicants were invited to attend an orientation session on April 7, 2026, or April 11, 2026. Following the eligibility review, 19 applicants participated in the interview process.

On April 20, 2026, the City Council appointed Council Member Ayala and Council Member Judge to serve on the Interview Subcommittee for Neighborhood Councils 1 and 2, and Mayor Pro Tem Litster and Council Member Rhodes to serve on the Interview Subcommittee for Neighborhood Councils 3 and 4.

On May 13, 2026, Council Member Ayala and Council Member Judge interviewed nine applicants for Neighborhood Councils 1 and 2 and nominated seven applicants for appointment. On May 26, 2026, Mayor Pro Tem Litster and Council Member Rhodes interviewed 10 applicants for Neighborhood Councils 3 and 4 and nominated s ix applicants for appointment.

Agenda Item No.

3A(2)

The nominees recommended for appointment are listed in Table 1. Their applications are provided for reference (Attachment A). Neighborhood Councils 1, 2, and 4 will each have 13 members on their Executive Boards. Neighborhood Council 3 will have eight appointed members for the term due to the limited number of applicants received during this recruitment cycle . City recruitment efforts included posting information on the City’s website, a press release, SVTV bulletin, GovDelivery notifications, social media posts, and Executive Board members sharing information with their neighbors.

I hope to be able to channel that energy to working with other members for the greater good of the city and having a positive impact. *
My understanding is that the responsibilities include the following: attending meetings, providing feedback to City Council members on projects and proposals, voicing resident concerns that are elevated, facilitating communication about community developments, reviewing local project ideas and fostering community engagement. *
I think they are important because they allow residents, individuals who live, work and send their kids to local-area schools, to have a meaningful voice in issues and projects that will have a lasting impact. I am pretty much a lifetime resident of Simi Valley. My parents moved to Simi Valley in 1959. I have lived here ever since except for during my Military Service in the United States Coast Guard. When discharged, my new family and I moved to Fresno and other places for about 10 years. We returned to Simi about 1980 and have been here since. My employment experience has been very diverse. In 2015 I retired from Ventura County. I left after combined service to Ventura of about 25 Years.

My last position, which I held for about 14 years was Fleet Services Customer Service Supervisor. I was essentially an operations supervisor over a staff of 50 - 60 employees with duties covering all aspects of a fleet of about 2,000 vehicles. I enjoyed the constant challenge. My primary reason for leaving was that my retirement would pay me nearly the same salary I was working for. When I considered the 70 mile daily commute time and expense, I, quite simply was paying the county to work for them. The decision was made to have more time to enjoy life, and more time to spend on our sailboat. Evelyn and I raised our children here. Our kids, Justin and Genesee both enjoyed the public schools here and went on to become responsible adults in their communities.

Having lived in Simi Valley for the past five years, I am deeply invested in our community's well-being and growth. My desire to join the executive board stems from a genuine commitment to contribute my skills and experience to benefit our neighbors and local organizations. With a master’s degree in public administration and ongoing doctoral studies in the same field, I bring a strong foundation in leadership, policy, and organizational management. As a business owner in Simi Valley and a parent with children attending local schools, I understand the unique challenges and opportunities our community faces. I believe that my background, combined with my passion for service, positions me to add meaningful value to the executive board and help drive positive change in Simi Valley. *
I believe my primary responsibility would be to serve as an accessible bridge between Simi Valley residents and the city government. This means actively listening to neighborhood concerns, ensuring that everyone has a voice in matters affecting our community, and communicating those perspectives to city leaders in a clear, constructive way. I would be committed to participating in regular meetings, collaborating with fellow board members, and helping to develop thoughtful recommendations on local development, public safety, and community services. Additionally, I see it as my duty to foster meaningful engagement, encouraging neighbors to get involved, ask questions, and share their ideas so that our council truly reflects the community’s needs and values. Ultimately, I would strive to represen our neighborhood with integrity, transparency, and a spirit of service, working toward practical solutions that enhance the quality of life for all Simi Valley residents. *
Neighborhood councils play a vital role in strengthening the connection between the city government and residents. They provide a platform for community members to voice their concerns, share ideas, and influence decisions on important issues like development, public safety, and community services. By fostering open communicatio and engagement, neighborhood councils ensure that local government is responsive to the needs and values of the people it serves, ultimately enhancing the quality of life in the community.

As a U.S. Navy Veteran and former Federal Investigator, I have dedicated more than two decades to serving others and advocating for individuals who may not have a voice. My career has been shaped by a commitment to integrity, transparency, and community service. In applying for the Neighborhood Council Executive Board, I would like to be considered not only for my professional experience but also for my passion for empowering residents and fostering meaningful engagement. My goal is to ensure that every member of our community feels heard and represented, and to help develop practical solutions that enhance the quality of life for all Simi Valley residents. Please consider my proven dedication to public service and my desire to be an accessible, constructive bridge between neighbors and city government as you review my application.

I am interested in serving as an Executive Board member because I care about the quality of life and long-term vitality of our community. I believe that local government works best when residents are actively engaged, and I want to be part of that connection between the community and City leadership. In my professional and personal life, I’ve developed a strong appreciation for collaboration, transparency, and thoughtful decision-making. Serving on the Executive Board would allow me to contribute those skills in a meaningful way. I am particularly motivated by the opportunity to help shape responsible growth, support public services, and foster a strong sense of community in Simi Valley.
*
I see my responsibilities as both representative and collaborative. I would serve as a voice for residents. Actively listening to community concerns, asking thoughtful questions, and ensuring those perspectives are clearly communicated to City leaders and staff. I would work collaboratively with fellow board members and City representatives to review issues such as development proposals, public safety, and community services. This includes being well-prepared, objective, and focused on solutions that benefit the community as a whole. To help foster engagement by encouraging participation, maintaining transparency, and building trust. *
Neighborhood Councils are important because they provide a direct and meaningful way for residents to participate in local government. They serve as an essential bridge between residents and City leadership, helping to surface concerns early, improve communication, and create more responsive and effective governance.

Neighborhood Councils help shape better outcomes on issues like development, zoning, public safety, and services. Ultimately, they strengthen civic engagement and help build a more informed, connected, and resilient community. *
