Staff Report
June 22, 2026
To: City Council
From: Department of Administrative Services,
Carolyn Johnson, Director of Administrative Services
Subject: Approval of the Monthly Investment Report for the month ended May 31, 2026
Staff Recommendation
It is recommended that the City Council approve the Monthly Investment Report for the month ended May 31, 2026.
Background
In accordance with the City's Investment Policy, the M onthly Investment Report is submitted to the City Council for review and approval. This report provides a summary of the City's investment portfolio, including holdings, market values, and compliance with authorized investment practices. Regular City Council approval ensures transparency, promotes fiscal accountability, and affirms that the City's investments are managed in accordance with legal requirements and policy objectives. By reviewing this repor t, the City Council fulfills its oversight role in safeguarding public funds and supporting sound financial stewardship.
Discussion
The City has contracted with an investment advisory firm, Insight Investment LLC (“Insight”). As part of the City’s agreement with Insight, they prepare the Monthly Investment Report. Data provided by Insight is attached. Information contained in that report is summarized below:
• Percentage of the portfolio represented by each investment category o Cash and Cash Equivalents: 59%
o U.S. Treasury: 14%
o U.S. Agencies: 15%
o Corporate Bonds: 12%
• A listing of individual securities held at the end of the reporting period by authorized investment category. Includes the type of investment, name of the issuer, security or certificate number. Coupon, discount, or earnings rate; (shown under “Coupon” for each investment listed).
• Weighted Average Maturity of Advisor Managed Investments: 2.30 years
Agenda Item No.
Consent (3)
• Weighted Average Yield on Advisor Managed portfolio: 4.19%
The fair market value of a portfolio invested in debt securities changes from month to month and typically moves in the opposite direction of the change in interest rates demanded by the marketplace for the period in question. For example, per the U.S. Department of the Treasury’s website, annualized Treasury Yield Curve Rates for three- year treasury increased from 3.91% on April 30, 2026, to 4.06% on May 29, 2026.
A Fixed Income Market Review through May 31, 2026, is included to provide the current economic conditions.
• The fair market value of all investments as of May 31, 2026, held by the City (excluding investments held by bond trustee): $355,659,211.
The portfolio is in compliance with the City’s Statement of Investment Policy . The City has sufficient liquidity to meet expenditure requirements for at least the next six months.
Financial Impact
Approving the Monthly Investment Report has no direct financial impact, as it does not authorize new transactions or alter the City’s budget. However, it is a key accountability measure that ensures the City Council maintains oversight of the investment portfolio.
This regular review helps safeguard public funds, reinforces transparency, and confirms that investments are managed in accordance with policy and legal standards.
City Council Priority
The Monthly Investment Report supports the Fiscal Stability Pillar of Excellence by providing regular oversight of the City’s investment portfolio, ensuring funds are managed prudently and in alignment with policy to preserve capital, liquidity, and generate interest income. This helps safeguard public resources and contributes to long- term financial health.
It also advances Excellent City Government Pillar of Excellence by promoting accountability and transparency in financial operations. By reviewing and approving the Report, the City Council demonstrates responsible stewardship and reinforces public trust in how taxpayer dollars are invested.
Suggested Motion
I move to approve the Monthly Investment Report for the month ended May 31, 2026.
Summary
In accordance with the City's Investment Policy, the Monthly Investment Report, prepared by Insight Investment LLC, is submitted to the City Council for review and approval. This process ensures transparency, confirms compliance with authorized investment practices, and supports the Council’s oversight role in safeguarding public funds. 2 Prepared by: Eric Sanchez, Staff Accountant

As of May 31, 2026
SIMI VALLEY
Chart 1: Energy continued to prop up inflation
Source: Bloomberg, May 31, 2026.
Chart 2: Consumers appeared to draw down savings to maintain consumption Source: Bloomberg, May 31, 2026
Economic Indicators and Monetary Policy
Geopolitical risk remained elevated with the US and Iran negotiating to resolve the conflict, and the nations appeared closer to an agreement by the end of May. Global oil prices were volatile, with WTI crude ending the month at just under $90 per barrel.
Markets shifted from debating the timing of cuts to pricing a meaningful probability of hikes.
Headline CPI accelerated in May from 3.3% to 3.8% year-over-year, the highest since May 2024.
Core CPI rose from 2.6% to 2.8%. Headline PCE inflation accelerated from 3.5% to 3.8% in April, while core PCE rose from 3.2% to 3.3%. Energy continued to be the main driver. CPI also saw a likely one-time acceleration in shelter inflation, reflecting calculation disruptions relating to the recent government shutdown.
Nonfarm payrolls increased by 115,000 in April, down from a revised gain of 185,000 jobs in March. The unemployment rate held steady at 4.3%. Weekly initial claims remained contained but rose in May. Initial jobless claims rose from 190,000 to 215,000 and continuing claims rose modestly from 1.758m to 1.786m.
The second estimate of Q1 2026 GDP growth was revised down to 2% from 1.6% SAAR and below the consensus forecast of 2%. The downward shift primarily reflected steeper pullbacks in private nonfarm inventory investment and a cooling in consumer spending, particularly on services.
Nominal personal income growth was flat in April, and real income fell by 0.5%. To maintain spending growth, which increased 0.5% month-over-month, the personal savings rate fell from
3.2% to 2.6%, the lowest level since 2022. The Conference Board’s consumer confidence index dipped by 0.7 points to 93.1 with the present situation index retreating 3.2 points to 121.2.
The share of consumers who said a US recession is “very likely” and “somewhat likely” over the next 12 months rose, and two-thirds of consumers cited cutting back on spending overall due to rising prices.
Interest Rate Summary
Front-end yields rose as markets priced in a rate hike by March 2027. At the end of May, the 3- month US Treasury bill yielded 3.67%, the 6-month US Treasury bill yielded 3.74%, the 2-year US Treasury note yielded 4.0%, the 5-year US Treasury note yielded 4.14% and the 10-year US Treasury note yielded 4.44%.

The performance results shown, whether net or gross of investment management fees, reflect the reinvestment of dividends and/or income and other earnings. Any gross of fees performance does not include fees and charges and these can have a material detrimental effect on the performance of an investment. The performance shown is for the stated time period(s) only.
Any target performance aims are not a guarantee, may not be achieved and a capital loss may occur. Funds which have a higher performance aim generally take more risk to achieve this and so have a greater potential for the returns to be significantly different than expected. Investments are subject to risks, including loss of principal. There can be no guarantee that any investment strategy will meet the liability funding needs of a particular client.
Performance information for certain accounts may reflect performance achieved while the account was managed at a prior firm. In addition, the performance and customized benchmark information for these periods are based on Information from 3rd parties that Insight believes to be accurate, but Insight has not independently verified such information and no representation is made regarding its accuracy or completeness.
The quoted benchmarks do not reflect deductions for fees, expenses or taxes. These benchmarks are unmanaged and cannot be purchased directly by investors. Benchmark performance is shown for illustrative purposes only and does not predict or depict the performance of any investment. There may be material factors relevant to any such comparison such as differences in volatility, and regulatory and legal restrictions between the indices shown and the strategy.
Any currency conversions performed for this presentation, use FX rates as per WM Reuters 4pm spot rates, unless noted otherwise.
Funds and portfolios with an ESG objective follow a sustainable or ESG related investment approach, which may cause them to perform differently than funds that are not required to integrate sustainable investment criteria when selecting securities. Funds and portfolios with no ESG objective are not required to integrate sustainable investment criteria when selecting securities so any ESG approach shown is only indicative and there is no guarantee that the specific approach will be applied across the whole portfolio.
