n June 9, 2025, the City Council/Board of Directors (City/Board) approved the FY 2025- 26 budget, which allocated $2,452,000 for the replacement of Public Works vehicles. Due to age, high maintenance costs, lack of available replacement parts, and the California Air Resources Board (CARB) mandates requiring replacement vehicles to use newer model-year engines, one vehicle in the Public Works Waterworks fleet was approved for replacement during the FY 2025-26 budget process: Vehicle #598, 2014 Ford F350 utility truck.
W
aterworks Vehicle #598, a 2014 Ford F350 utility truck, is to be replaced with a 2026 Ford F450 utility truck. Vehicle #598 has reached the end of its service life and requires frequent repairs and increased maintenance. The vehicle is used by District staff to service, repair, and transport heavy equipment to District facilities located in remote and uneven terrain. Staff is recommending replacement with a Ford F450 in order to provide increased payload and towing capacity needed to safely transport heavier equipment, tools, and materials associated with ongoing District operations. The larger chassis and suspension configuration of the F450 is also better suited for the demanding operating conditions and terrain encountered at District facilities, which w ill improve reliability, operational efficiency, and long-term serviceability.

Discussion
On
April 26, 2026, the City solicited bids for the replacement vehicle. A notice inviting bids was published in the Ventura County Star, posted on the City’s website, and mailed to 27 vendors on the City’s bidders list.
On May 14, 2026, two (2) bids were received, with the following results:
Vendor Price
Villa Ford – Orange, CA $140,166.63
Blue Angel International – Berkeley, CA $153,915.69
Staff has reviewed and evaluated the bids received and determined that the low bid submitted by Villa Ford is the lowest responsive and responsible bidder . Villa Ford possesses the required licensing and has a proven record of successfully supplying vehicles to the City.
F
unding of $103,620.52 is available in the FY 2025-26 Waterworks vehicle replacement budget; however, an additional $36,546.11 is needed to complete the purchase.
