Background
The VCAAA Advisory Council represents the concerns of senior citizens countywide and provides leadership, advocacy, and visibility for persons aged 60 and over within Ventura County. The VCAAA Advisory Council is comprised of two (2) representatives from each city within the County and serves to advise the VCAAA on matters related to persons aged 60 and older. Each city’s Council On Aging Executive Board selects its two representatives, which are then ratified by the respective City Councils and appointed to the 39-member VCAAA Advisory Council. The Bylaws of the VCAAA permit members to serve up to three consecutive two-year terms on the Advisory Council, after which a one- year waiting period must elapse before they are eligible for another term.
Discussion
On August 4, 2025, the COA received a resignation from one of its VCAAA Advisory Council Representatives, whose term was scheduled to end on June 30, 2026. The COA opted to keep the seat vacant until the regularly scheduled recruitment period. In compliance with the VCAAA Advisory Council Guidelines for the Election of Representatives from Council On Aging, the COA began soliciting applications for the vacancy on April 6, 2026, and closed the recruitment on May 8, 2026. During this period, four applications were received.
On May 11, 2026, the COA Executive Board voted to recommend the appointment of Nancy Garcia subject to the City Council’s ratification. If ratified, this will be Ms. Garcia’s first term. Pursuant to the VCAAA Bylaws, she will be eligible to serve three consecutive two-year terms before a waiting period of one year must lapse to be eligible for another term.
