City of Simi Valley
Staff Report
June 22, 2026
To: City Council
From: Department of Environmental Services
Stratis Perros, Environmental Services Director
Subject: A public hearing to consider Simi Valley Municipal Code amendments (Z - S-2026-0001) to update regulations for Accessory Dwelling Units; a determination that these amendments are exempt from the California Environmental Quality Act, and the introduction of an ordinance
Subsequent to preparation of this staff report, staff observed an inadvertent omission in the proposed ordinance.
Pursuant to Government Code Section 66321(b)(3), “a local agency shall not establish by ordinance […] any […] front setback […] for either attached or detached dwellings that does not permit an accessory dwelling unit with at least 800 square feet of interior livable space and with four-foot side and rear yard setbacks to be constructed in compliance with all other local development standards.”
To ensure consistency with State law, corrections to a portion of Section D., Table 4-4.5 (pages 11-13) of the proposed ordinance are shown below in bold and underline:
Table 4-4.5: “Non- State Exempt” ADU Development Standards (Not subject to Govt. Code § 66323)
