In Dece
mber 2025, staff applied for the State of California, California Highway Patrol (CHP) Cannabis Tax Fund Grant to cover the costs of officers and instructors to teach Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), Drug Recognition Expert (DRE) recertification/field certification, and DRE Instructor Training. The grant also provides funding for overtime costs associated with DUI checkpoint activities and DUI saturation patrols, as well as backfill costs when officers attend DUI alcohol - and drug- related training. In addition, grant funds will support attendance at the International Association of Chiefs of Police Impaired Driving Conference, the Governor’s Highway Safety Association Conference, the annual CN OA Conference, and the Lifesavers Traffic Safety Conference, which provide resources on current trends in drug-impaired and DUI driving and effective strategies to address these issues on the roadways. In June 2026, the City was notified that its application was successful and that it was awarded $184,384.16 for the period of July 1, 2026, through June 30, 2027.

Increasing the number of trained DRE officers would enhance the Department’s ability to conduct timely evaluations, support successful prosecutions, and respond efficiently t o drug-impaired driving incidents. Continued training is also essential to ensure officers remain informed of emerging traffic -safety trends and are equipped to better protect the community and prevent impaired driving.
The C
HP Cannabis Tax Grant program provides l aw enforcement grants to allied agencies for the education, prevention, and enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis. The intent of the program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, improve the agency’s effectiveness through training, and aid in the development of new strategies.
T
his grant provides reimbursement for overtime pay associated with instructors’ time to teach Standard Field Sobriety Test (SFST) and Advanced Roadside Impaired Driving Enforcement (ARIDE) courses, as well as to provide Drug Recognition Expert (DRE) certification and recertification training to Department officers. The ability to provide these programs in- house is invaluable and supports the Department’s ongoing efforts to enhance impaired-driving enforcement. The grant will also reimburse backfill costs when officers attend DUI alcohol - and drug- related training. In addition, the grant provides funding for overtime costs associated with DUI checkpoint activities and DUI saturation patrols. Grant funds will also support attendance at the annual International Association of Chiefs of Police Impaired Driving Conference, the Governor’s Highway Safety Association Conference, the annual CNOA Conference, and the Lifesavers Traffic Safety Conference, all of which provide information on current drug and alcohol-impaired driving trends and strategies to address these issues on the roadways.
T
he Simi Valley Police Department is committed to ongoing DUI training for our law enforcement officers to help protect the community from impaired drivers. In 202 5, approximately 11% of Simi Valley documented collisions were caused by one party being DUI; of those DUI related collisions, 33% of them resulted in one or more party being injured. In 2024, approximately 10% of Simi Valley documented collisions were caused by one party being DUI; of those DUI related collisions, 52 % of them resulted in one or more party being injured. Additionally, in 2025 the Department made 185 DUI arrests and 182 arrests in 2024. The Department believes the rise in DUI arrests is a result of more officers receiving effective training in DUI and DUI/drug enforcement, along with enhanced enforcement efforts made possible through previous grant funding. Current studies conducted by UC Berkley indicate that over half of all DUI Alcohol arrests also include the individual having some other intoxicating substance in their body. The City of Simi Valley is currently experiencing more collisions involving intoxicants aside from alcohol. Grant funds will be utilized to reimburse the City’s costs associated with this training/certification, education in traffic trends associated with impaired driving, and new equipment which will be used during DUI investigations and can give the Officer’s the confidence to make a DUI Drug arrest. No City match is required , and all funds are planned for expenditure by the deadline of June 30, 2027. 3 To proceed, the City Council must adopt Resolution No. 2026-36 accepting the grant award from CHP’s Cannabis Tax Fund Grant Program and authorize the City Manager or designee to execute all grant related documents.

Project Description
In order to combat the rise in DUI related crashes, increase the number or DUI arrests, and train new and existing officers in DUI enforcement, the Simi Valley Police Department is requesting funds from the Cannabis Grant Unit to assist with providing DUI related training to our Simi Valley Police Department Officers, provide SFST, ARIDE, and DRE Instructors to assist with trainings throughout Ventura County, host DUI related trainings at the Simi Valley Police Department open to all Law Enforcement agencies, conduct DUI Saturation Patrols, and conduct DUI/DL Checkpoints. Funds would also be used to fund overtime created by an officer attending DUI related trainings or conferences or instructing DUI re lated trainings. The grant will also enable traffic officers and/or DRE officers attend key national and state conferences, such as the IACP Impaired Driving Conference (Aug. 21-23, 2026, Anaheim, CA), Governors Highway Safety Association Conference (August 29-September 2, 2026, Minneapolis, MN), California Narcotic Officer's Association annual training conference (November 20-24, 2026, San Diego, CA) and the Lifesavers Roadway Safety Conference (March 7-9, 2027, San Antonio, TX). These conferences provide valuable insights into emerging trends related to DUI Detection and enforcement, legal updates related to DUI's, and best practices for combating drunk and drugged driving, ensuring the Simi Valley Police Department remains at the forefront of impaired driving detection and prevention efforts.
Problem Statement
In the City of Simi Valley over the past year, there has been an increase in the number of DUI collisions. From January 1, 2024, through December 31, 2024, there were approximately 65 collisions involving a DUI driver.
Of those 65 collisions, 34 were injury crashes which resulted in 45 people being injured. Over the same time period in 2025 (January 1 through December 31) there were 74 collisions involving a DUI driver. Of those 74 collisions, 24 were injury collisions which resulted in 29 people being injured and 2 people being killed. While the number of injuries resulting from crashes decreased, the number of DUI related crashes increased along with the number of individuals killed as a result of a DUI crash. In 2024, the Simi Valley Police Department made 182 arrests for DUI and in 2025, 185 arrests were made for DUI. Even though the number of arrests increased in 2025, the city still experienced an increase in DUI related crashes and DUI related fatalities.
Over the past year, we have hired many new officers who have no DUI detection / enforcement training, and we have experienced numerous veteran officers who are asking for refresher training to become more familiar with DUI detection and enforcement.
Performance Measures/Scope of Work (Proposed Solution)
The Simi Valley Police Department proposes to utilize funds awarded through the Cannabis Grant Unit to implement a comprehensive DUI enforcement and prevention strategy focused on officer training, high- visibility enforcement, and measurable outcomes. Grant funds will be used to provided DUI-related training for sworn personnel (SFST / ARIDE / DRE), ensuring officers are current on DUI detection, impaired driving trends (including cannabis-related impairment), standardized field sobriety testing, and courtroom testimony.
Thi
s training will enhance officers' ability to identify, investigate, and successfully prosecute impaired drivers, directly supporting t raffic safety object ives.
In addition to training, grant funding will support proactive DUI enforcement efforts, including the deployment of four DUI Saturation Patrols per quarter and two DUI/DL Checkpoints over the grant period. DUI Saturation Patrols will be strategically scheduled during peak times for impaired driving and in identified collision- prone areas to maximize deterrence and enforcement effectiveness. DUI/DL Checkpoints will provide highly visible enforcement and public awareness, reinforcing the Department's commitment to preventing impaired driving while ensuring compliance with licensing laws.
15 Schedule A
The effectiveness of this program will be quantified through data-driven evaluation methods. The Department will compare DUI-related
collision data and DUI arrests totals from the grant period against data from the year prior to implementation. Program success will be measured by achieving a target 10% reduction in DUI-related c
rashes and a 10% increase in DUI arrests, reflecting both improved enforcement activity and enhanced officer proficiency resulting from funded training. This evaluation approach will allow the Simi Valley Police Department to assess program impact, refine enforcement strategies, and demonstrate accountability for grant funding while working
toward safer roadways for the community.
DUI Related
Enforcement Activities
12 DUI Saturation Patrols - 3 DUI Saturation Patrols per quarter (Q1=3, Q2=3, Q3=3, Q4=3) staffed by 3 officers driving separate marked enforcement vehicles: These saturation patrols will be conducted in order to reduce the number of
DUI related collisions by 10% and increase the number of DUI related arrests by 10%. 2 DUI/DL Checkpoints - (Q1=1,
Q3=1): Conduct two DUI/DL Checkpoints in hopes of reducing the number of DUI related crashes
by 10% and increasing the number of DUI related arrests by 10%. The checkpoints will be used as a deterrence and for education of drivers to inform them of the dangers of driving while impaired.
Our goal
would be to contact a total of 1500 drivers (750 per checkpoint) during these operations.
DUI Related Training
Funding received from the Cannabis Grant Unit will be used to pay the overtime needed to backfill officers who attend DUI related
training courses (SFST/ARIDE/DRE/DRE-Recertification/DART). It would also be used to pay the overtime needed to backfill SFST/ARIDE/DRE instructors who are instructing DUI related trainings.
Officers w
ho attend DUI related trainings in-lieu of their regular shifts often create a vacancy which is required to be filled by
an officer working overtime. We will use funds to pay the overtime needed to fill these vacancies. Our goal is to send two officers to a DUI related training course per quarter. This goal will be measured by increasing the number of officers trained in SFST/ARIDE/DRE/DAR/ and DART.
Grant funding
will also be used to provide DRE and SFST Instructors to teach hosted DUI related trainings at the Simi
Valley Police Department. These POST approved trainings would be open to all Simi Valley Police Department officers as well as outside agency officers who need DUI related training. Our goal would be to host or pr
ovide DRE/SFST Instructors to at least one DUI related training per quarter. This goal would be measured by documenting the number of DUI related trainings hosted at the Simi Valley Police Department to include the number
of officers trained and/or by documenting the DRE/SFST Instructors who help instruct DUI related training and the number of officers trained.
Funding for the International Association of Chief of Police Impaired Driving and Traffic Safety Conference would be used duri
ng the first quarter to send two traffic officers and/or traffic sergeants/commanders and two DRE certified Officers to the annual conference in Anaheim, CA. Officers attending this conference will learn about current
DUI related trends and will be able to bring the information back and share the information will all officers
through DUI related trainings and roll-call trainings. The goal will be measured by the officers attending and completing the training and disseminating the information to all other officers at the Simi Valley Police Department.
Funding for the Governors
Highway Safety Association annual conference will be used during the first quarter to send two traffic officers and/or traffic sergeants/commanders to the annual conference being held in Minneapolis, MN.
Officers attending this conference will learn about updated road safety issues to include alcohol and
drug collision trends and ways to combat the growing impaired driving problem. The goal will be measured by the officer
attending the training and then disseminating the information to all other officers in the agency.
Funding for the California Narcotic Officer's Association annual training conference will be used during the second quarter to send four traffic officers/sergeants/commanders to the annual training institute being held in San Diego, CA.
The officers attending will learn about current alcohol and drug trends which affect driving and how best
to detect these individuals. The training institute will also provide updates on laws related to alcohol and/or drugs and the prosecution of violators. The goal will be measured by the officers attending the training and providing t
he information they obtained with other officers in the Simi Valley Police Department. 16 Schedule A
Funding for the Lifesavers Traffic Safety Conference will be used during the third quarter to send two Traffic officers/sergeants/commanders to the annual conference being held in San Antonio, TX. The officers attending this training will get the latest updates on road safety concerns to include alcohol and/or drug impaired driving. The goal will be measured by officers attending the training and sharing the information they obtained with the other officers of the Simi Valley Police Department.
Proj
ect Performance Evaluation
The Simi Valley Police Department will evaluate the Project effectiveness and its positive impact on the community by utilizing a multi-faceted approach. We will leverage social media platforms, press releases, and community outreach events to educate the public about the dangers of impaired driving and the initiatives being undertaken to address this critical issue. These efforts will raise awareness and encourage community support for the project. The department will measure project effectiveness by analyzing impaired driving statistics on a quarterly basis, tracking trends to identify any increases or decreases in impaired driving incidents. Additionally, success will be evaluated by the number of officers attending impaired driving training classes and the measurable improvement in their knowledge and skills related to identifying and addressing impaired driving. This comprehensive evaluation process will ensure the project remains impactful and continues to enhance public safety throughout the community.
Prog
ram Sustainability
The Simi Valley Police Department is committed to sustaining its program for training officers on impaired driving detection and conducting impaired driving enforcement, even in the event of reduced or rescinded grant funding. To ensure the continuation of these vital efforts, the department will prioritize impaired driving- specific activities during its annual budget planning process. By requesting additional funding from the city's budget, the department can allocate necessary resources to support enforcement operations, training initiatives, and equipment essential for combating impaired driving effectively.
Addit
ionally, the department will seek other external funding opportunities, such as applying for alternative grants or exploring partnerships with organizations that support roadway safety initiatives. These additional funding streams will help ensure that officers continue to receive advanced training, such as SFST, ARIDE, and DRE which are critical for maintaining a high level of expertise in impaired driving detection.
To furt
her reduce reliance on external funding, the department will enhance its use of in- house training resources. By utilizing agency-certified SFST and DRE Instructors to conduct training sessions internally, the department can continue to provide officers with the necessary knowledge and skills at a reduced cost. This approach will allow the department to maintain a robust training program and uphold its commitment to roadway safety, ensuring the long-term sustainability of impaired driving enforcement and education efforts.
Admi
nistrative Support
The Simi Valley Police Department is currently receiving grant funds from multiple different organizations related to impaired driving and roadway safety. The Simi Valley Police Department has been receiving grant funds from the Office of Traffic Safety (OTS) for approximately eight years and from the Cannabis Tax Fund Grant Program for approximately five years. These grants have been managed effectively and without any issues. These grants are managed by the Traffic Bureau Supervisor and the Police Department's Administrative Officer. Both of these grants have benefited our agency immensely over the past years. Our fiscal services unit handles all financial documentation and expenditure as well as budget reporting. The Traffic Bureau Supervisor handles the daily operation of the grants as well as organizing and reporting on all grant funded activities. The City of Simi Valley City Council and executive staff all support the grant and appreciate the grant funding.
