Bac

The S
imi Valley Police Department has contracted with the Ventura County Probation Agency for the past several years to participate in the PROS program. The program was established as part of the County’s implementation of the Public Safety Realignment Act of 2011, including Assembly Bill 109, and supports the integration of local law enforcement into the supervision and oversight of post-release offenders.

Under
the agreement, the City of Simi Valley, through the Simi Valley Police Department, assigns one full-time police officer to the East County Post Release Offender Supervision Team. The East County team serves the cities of Simi Valley, Moorpark, and Thousand Oaks, as well as surrounding unincorporated areas. The officer works collaboratively with Ventura County Probation Agency staff and other regional partners to support offender Agenda Item No.

Consent (6)
supervision, enforcement operations, case management, information sharing, and offender reintegration efforts.

The current agreement has exceeded the authority threshold for City Manager approval.

As a result, City Council authorization is required to approve the agreement and authorize the City Manager to continue signing agreements, extensions, renewals, amendments, or successor agreements related to the City’s continued participation in the Post Release Offender Supervision program with the Ventura County Probation Agency.

Discussion

The PROS program provides a collaborative regional approach to supervising offenders released under Assembly Bill 109 and other high- risk probationers. The Ventura County Probation Agency has identified local law enforcement participation as an essential component of effective offender supervision and community safety. The Simi Valley Police Department’s participation allows the City to remain directly engaged in the supervision of offenders who reside in, travel through, or otherwise impact Simi Valley and the East County region.

The agreement requires the Simi Valley Police Department to assign one full-time police officer to the East County PROS Team. The assigned officer works with Deputy Probation Officers in the supervision and case management of offenders, participates in field operations, assists with arrests and warrant-related activity, conducts probation searches, supports unannounced residence visits, assists with transportation when necessary, and coordinates with other law enforcement agencies when the team operates in their jurisdictions.

Continuation of this agreement provides several advantages to the City. The program enhances public safety by allowing the Department to work directly with probation personnel in the supervision of post -release offenders and other high- risk probationers.

It also improves communication and information sharing between the City and County, supports coordinated enforcement efforts, and promotes a more unified response to offender supervision in the East County region.

The program also supports offender reintegration by allowing the assigned officer and probation staff to coordinate with Ventura County Behavioral Health, community -based organizations, and other service providers. These partnerships assist in connecting offenders to services such as mental health treatment, substance abuse treatment, housing resources, job training, and other programs intended to reduce recidivism and improve long-term outcomes.

The agreement term begins July 1, 2026, and ends June 30, 2029. The agreement may be extended for up to three additional one- year periods upon mutual written consent of the parties. Authorizing the City Manager to execute future extensions, renewals, amendments, or successor agreements will allow the City to continue participating in the program without interruption, provided the agreements remain consistent with the 2 program purpose, are approved as to form by the City Attorney, and do not require an additional General Fund appropriation.

Financial Impact

The Ventura County Probation Agency will reimburse the City for eligible PROS program- related costs associated with the assigned officer. Total annual compensation to the City cannot exceed $179,134, which includes $147,984 for salary and benefits, $7,000 for overtime, and $24,150 for equipment and vehicle use costs. The City will invoice the County on a quarterly basis for actual program-related costs.

This action does not require an additional General Fund appropriation. Eligible costs will be reimbursed by the Ventura County Probation Agency in accordance with the agreement. Any future financial impacts associated with extensions, renewals, amendments, or successor agreements will be reviewed as part of the City’s annual budget process or returned to City Council if additional appropriation is required.

City Council Priority

This item supports the City Council’s public safety goals as outlined in the City Council priorities.

Suggested Motion

I move to:

1. Approve the agreement between the County of Ventura, through the Ventura County Probation Agency, and the City of Simi Valley for the Simi Valley Police Department’s continued participation in the Post Release Offender Supervision (PROS) program;

2. Authorize the City Manager to execute the agreement with the Ventura County Probation Agency for the term beginning July 1, 2026, through June 30, 2029;

3. Authorize the City Manager to execute future extensions, renewals, amendments, or successor agreements necessary for the Simi Valley Police Department’s continued participation in the PROS program, provided the agreements are consistent with the program ’s purpose, are approved as to form by the City Attorney, and do not require an additional General Fund appropriation; and

4. Authorize the City Manager, or designee, to execute related documents necessary to administer the agreement.

Summary

The Simi Valley Police Department has participated in the Post Release Offender Supervision program with the Ventura County Probation Agency for the past several years. The program supports public safety by integrating local law enforcement into the supervision and oversight of post -release offenders and other high -risk probationers in 3 the East County region. Because the agreement has exceeded the authority threshold for City Manager approval, staff recommends that the City Council approve the agreement, authorize the City Manager to execute the agreement for the July 1, 2026, through Ju ne 30, 2029 term, and authorize the City Manager to execute future extensions, renewals, amendments, or successor agreements necessary for continued participation in the program, subject to City Attorney review and available funding.
