The Highway Safety Improvement Program (HSIP) is a federally funded initiative in the United States aimed at reducing fatalities and serious injuries on public roads. It is part of the Federal Highway Administration’s (FHWA) overall safety strategy and is codified under 23 U.S.C. § 148.

T
he State of California administers federal HSIP funds through a structured process managed by Caltrans, ensuring compliance with FHWA requirements while tailoring the program to local needs. FHWA allocates HSIP funds to California based on a formula that considers factors such as lane miles, vehicle miles traveled, and crash data. The Caltrans Division of Local Assistance oversees the HSIP program for local agencies and issues HSIP Calls for Projects (typically every 2 years). The most recent call for projects was HSIP Cycle 12.

H
SIP projects must align with California’s Strategic Highway Safety Plan, which identifies emphasis areas such as intersection safety, roadway departure prevention, p edestrian and bicycle safety, and speed management. Applications are evaluated based on several different criteria, including crash data analysis, the Benefit-Cost Ratio, and project scope and cost estimate.

On
April 15 , 2026, the City solicited bids for the Project , which consists of installing retroreflective tape on the signal heads at 91 intersections in the City. Of the three bids received on May 19, 2026, Crosstown Electrical & Data, Inc. was the most responsive, responsible, and cost-competitive.

T
he City has a total of 121 traffic signals. A previous HSIP -funded project provided the City with funding to install yellow reflective tape on the signal heads at the 30 intersections with the highest crash rates in the City. The yellow reflective tape is designed to provide additional warning at traffic signals, to increase compliance with them. Further, the yellow reflective tape serves to reinforce the presence of traffic signals in the event of a power failure or Public Safety Power Shutoff, helping to increase compliance with dark traffic signals at a four-way stop.

In
September 2024, the City applied for and received an HSIP Cycle 12 Grant to install yellow reflective tape on 1,059 signal heads at the 91 remaining signalized intersections in the City. This agreement will allow the City to complete the process to obtain the State funding to complete this work. Upon completion of the Project, all 121 traffic signals in the City of Simi Valley will have yellow reflective tape on the signal heads.

U
pon selection for funding, an Agency must submit a request to Caltrans for allocation of funding within the required timelines. For design services, also known as Preliminary Engineering, the deadline for HSIP Cycle 12 was December 31, 2025. As all design was conducted in- house for this project, there was no need to request allocation for Preliminary Engineering. The deadline to request allocation of Construction F unds is March 31, 2028. A request for allocation for Construction Funds was submitted on December 11, 2025, and approved on December 17, 2025.

A
Notice Inviting Bids (Notice) was published in the Ventura County Star and submitted to various publications and plan rooms. The Notice was also sent to contractors on the City’s contractors’ list, including local contractors, and posted on the City’s website. On May 19, 2026, the bid opening date, three bids were received, and the results are shown in the table below:

taff reviewed the bids and determined that the lowest bid, submitted by Crosstown Electrical & Data, Inc., was responsive and responsible, and cost-competitive. Work shall be performed as described in the Bid Schedule, not to exceed the awarded contract amount of $163,987.00. Based on the references provided by Crosstown Electrical & Data, Inc. for previous work completed, staff has determined that Crosstown Electrical & Data, Inc. possesses the necessary qualifications and experience to perform the work required for the Project and is a responsible bidder. The expected completion date of the Project is 365 calendar days after the City issues a Notice to Proceed. 2 Fi
nancial Impact
The P roject was included in the FY 2025- 26 Adopted Budget as the Retroreflective Backplate Project (HSIP Cycle 12) , CP 60000055. No appropriation is required. HSIP requires a 10% local match to receive funding. The City’s share of the project construction cost is therefore $16,398.70.

City Council Priority
This item supports the Reliable Infrastructure Pillar of Excellence.
