t is recommended that the City Council reject all bids received and authorize staff to revise the bid specifications and rebid the FY 2026-27 Annual Major Streets Rehabilitation Program: Alamo Street (Erringer Road to Gage Avenue), CP6000001 8, Specification No. SV 26-25 (Project), pursuant to Simi Valley Municipal Code (SVMC) Section 2-9.205, Informal and Formal Bidding Procedures, Section (h)(2), Rejection of Bids.

May 19, 2026, the City solicited construction bids for the P roject, which includes the rehabilitation of Alamo Street (Erringer Road to Gage Road). Improvements consist of the reconstruction of curb ramps and sidewalk s, cold milling, asphalt repair , and all appurtenant work in conjunction with street improvements (Attachment A).

Notice Inviting Bids (Notice) was published in the Ventura County Star and submitted to various publications and plan rooms. The Notice was also sent to contractors on the City’s contractors’ list, including local contractors, and posted on the City’s website.
On
June 16, 202 6, the bid opening date, eight bids were received, and the results are shown in the table below:

The Engineer’s construction estimate for the Project is $621,774.85. Staff reviewed the bids and determined that the lowest bid was submitted by Estate Design and Construction (Estate). After consultation with the City Attorney’s Office, it was recommended that all bids be rejected and revisions be made to the project bid solicitation documents with regard to the amount of work performed by subcontractors, and that the project be rebid.
Financial Impact
This action will have no financial impact. Funding for the Project remains budgeted in the FY 2025-26 Adopted Budget.

I move to reject all bids received and authorize staff to revise the project bid solicitation documents and rebid the FY 2026-27 Annual Major Streets Rehabilitation Program:
