Staff Report
August 10, 2026
To: City Council
From: Public Works Department
Jay Spurgin, Interim Public Works Director
Subject: A public hearing to consider a proposed Preferential Parking zone fee and adoption of a resolution establishing a preferential parking zone fee
Staff Recommendation
It is recommended that the City Council (1) open the public hearing (Attachment A); (2) receive verbal and documented testimony; and (3) after receiving the evidence from the public hearing, adopt Resolution No. 2026- 40 (Attachment B) approving a preferential parking zone fee and adopt a resolution establishing a preferential parking zone fee.
Background
On September 8, 2025, the City Council adopted Ordinance No. 1365 establishing a preferential parking program (Attachment C). Preferential permit parking is a program that restricts on-street parking along residential streets to residents of a designated area and their guests. Typically , preferential parking zones are established along residential streets where parking is impacted by non-resident parkers, such as overflow parking from adjacent businesses or parkers from neighborhood schools or parks.
Preferential parking enables resident s to have a better opportunity to find on- street parking for themselves, their family members, or their guests if current parking conditions are adversely impacted by individuals who do not reside in that area. The City Council established the preferential parking program under Ordinance No. 1365, which provides for the Council’s designation of parking zones by resolution.
On June 22, 202 6, the City Council adopted R esolution No. 2026-35 (Attachment D) establishing a preferential parking zone for Brandon Avenue south of Fitzgerald Road and directing staff to establish an annual fee for parking permits.
The required public hearing notice was published on July 29, 2026.
Discussion
Resolution No. 2026- 35 established a preferential parking zone for Brandon Avenue south of Fitzgerald Road. Under Ordinance No. 1365, qualified residents may obtain preferential parking permits in accordance with Simi Valley Municipal Code § 4-9.805(c),
Agenda Item No.
5B
including up to three residential permits per qualified applicant, additional permits in qualifying hardship circumstances, and up to two visitor permits per dwelling unit. The ordinance authorizes the City Council to establish permit fees by resolution and directs staff to establish an annual fee for parking permits . Staff is now proposing a preferential parking permit fee to prepare for program implementation.
Following adoption of the permit fee resolution, s taff will issue permits and maintain records of permit holders and addresses , and install and maintain the restricted parking signs. The Police Department will be responsible for parking enforcement.
Under California law, fees like these are meant to recover the City's reasonable costs of providing a service. In other words, the City cannot charge more than the reasonable cost of establishing and administering the preferential parking program. The City Council may choose how much of those costs should be paid by permit holders and how much, if any, should be paid by the General Fund.
Full cost recovery for Brandon Avenue south of Fitzgerald Road would include costs to review and process the application, sign installation , and permits . Signs are required every 150 feet for residential streets, with seven signs required for Brandon Avenue. The first two fees , as noted in the table below, would be paid collectively by the applicants , along with a new permit and additional permit per household fees. Annual permit renewal fees would also be required. Full cost recovery is shown in Attachment E.
While f ull cost recovery may be more than residents anticipated , it reflects the full operational costs of such a program and is presented here for City Council’s consideration. Additionally, most fees throughout the City are determined by and reflect full cost recovery. It should be noted, however, that fees associated with full cost recovery are not always typical of preferential parking zone fees. Other jurisdictions have opted to absorb some of the upfront costs to create a more reasonable and simplified fee structure and set per-household fees that are more resident-friendly while still acknowledging staff time and material costs.
Jurisdictions vary greatly in their fee structures. For instance, i n the City of Thousand Oaks, Preferential Parking Program permit fees—as well as rules for visitor passes—are determined on a case- by-case basis depending on the specific neighborhood or Preferential Parking District established by the City Council. While some designated zones issue annual permits around $34 each, fees and availability are controlled by the City's Master Fee Resolution.
In the City of Ventura, P referential Parking permit fees for residents are $25 per permit, with permits requiring renewal every two years. The exact fee and allocation limits vary slightly depending on the specific district and program.
In Santa Monica, Preferential Parking permit fees vary based on the type of permit.
Vehicle-specific residential permit s start at $41 for the first permit, $51 for the second, $95 for the third, and $148 for the fourth. Flexible visitor permits cost $72 each, with a maximum of two per household. Applications and signage costs are absorbed in these 2 jurisdictions, resulting in simplified permit fee structures that do not fully recover the costs of their programs.
Option 1: Fully Cost Recovery. Under this option, residents would pay the full cost of establishing the preferential parking zone. T he one-time costs, consisting of the $324 application fee and $490 sign installation cost (per sign on average) , would be shared among each household, averaging approximately $340 per household. In addition, to the one-time costs, each household would pay the initial $37 permit fee and $10 for each permit thereafter, and an annual permit renewal issuance fee of $27.
• $324 application fee
• $490 per sign cost and installation on average (Brandon Avenue requires seven signs, totaling $3,430, however using existing street light poles and retaining wall to place the signs on, the cost for Brandon Avenue is $1,900; costs would vary for other parking zones)
• $3 7 initial permit and $10 for each additional permit per household, and $27 annual renewal permit fee (3 resident and 2 visitor permits total are allowed per household)
Option 2: Partial Cost Recovery. Under this option, residents would pay a r educed cost toward establishing the preferential parking zone. A one-time fee of $324 for the permit application, shared among each household, and a permit issuance per-household fee will be collected prior to sign installation . $37 for the initial permit and $10 for each permit thereafter, and a $27 annual renewal permit fee.
The preferential parking zone options are summarized in the following table:
Option Application
Fee
Sign
Installation
(per sign)
Number of
Signs (7 for
Brandon)
New Permit
fees
Total for Brandon Ave (all
residents) plus one permit
1 - Full Cost $324 $490 $1,900 $37 + $10 $324 +$1,900 + $37 2 - Partial Cost $324 $0 $0 $37 + $10 $324 + $37
Please note that both options do not include the Police Department’s enforcement costs.
Staff recommends Option 2 at this time, with the City absorbing some of the upfront costs to create a simplified fee structure and per-household fees that are more resident-friendly while still acknowledging staff time and material costs. The application fee and individual permit fees are less than full cost recovery and would not be used for general revenue purposes. Staff can monitor the total cost impact over the next year and report back to the City Council with the impact to the General Fund for this program.
Financial Impact
Option 1 has a minimal financial impact, as the Application Fee would cover the administrative and operational costs associated with establishing and administering the Preferred Parking program including staff time, and permit administration. P ermit 3 materials, parking signage, and installation cost s would be passed on to the neighborhood.
As shown in the table, Option 2 would have a financial impact of $2,390 to the City for this Preferred Parking Zone. As the costs could vary in additional zones in the future, it is difficult to estimate.
The proposed permit fee is intended to recover the costs of establishing and maintaining the preferential parking program, consistent with Ordinance No. 1365. Attachment E summarizes the service fee review used to estimate the City's costs of providing the preferential parking program.
City Council Priority
This item supports the City Council’s Excellent City Government Pillar of Excellence.
Suggested Motion
I move to:
1. A dopt Resolution No. 2026-40 establishing an annual preferential parking zone fee;
2. Direct staff to implement Option 1 for full recovery of costs for the preferential parking zone;
3. Direct staff to implement Option 2 for partial recovery of costs for the preferential parking zone; or
4. Provide staff with alternate direction.
Staff recommends Alternative Nos. 1 and 3.
Summary
On September 8, 2025, the City Council adopted Ordinance No. 1365 establishing a preferential parking program. Preferential permit parking is a program that restricts on-street parking along residential streets to residents of a designated area and their guests where parking is impacted by non-resident parkers, such as overflow parking from adjacent businesses or from neighborhood schools or parks. Preferential parking enables residents to have a better opportunity to find on-street parking for themselves, their family members, or their guests if current parking conditions are adversely impacted by individuals who do not reside in that area. The City Council established the preferential parking program under Ordinance No. 1365, which provides for the Council’s designation of parking zones by resolution. It is recommended that the City Council adopt Resolution No. 2026-40 establishing an annual preferential parking zone fee.

SECTION 1: Article 8 is hereby added to Chapter 9 of Title 4 of the Simi Valley Municipal Code to read as follows:
ARTICLE 8. PREFERENTIAL PARKING ZONES
Sect. 4-9.801. Purpose.
The preferential parking requirements established in this Article are intended to regulate and manage traffic and parking circulation by limiting on-s treet parking availability on residential streets in a manner that facilitates the ability of residents with preferential parking permits to find on-street parking for their vehicles in proximity to their residence, and promotes sufficient parking availability in a particular area when and where needed.
Sect. 4-9.802 Definitions.
The following words and phrases used in this Chapter shall have the following meanings. (a) "Dwelling unit" shall mean any self-contained house, apartment, stock cooperative, or condominium occupied solely for residential purposes.
(b) "Preferential parking zone" shall mean a residential area with streets and boundaries designated by the City Council wherein vehicles displaying a permit issued pursuant to this Article shall be exempt from parking restrictions established pursuant to this Article. (c) "Resident" shall mean any person who lives in a dwelling unit located in a preferential parking zone.
(d) "Visitor" shall mean a person visiting residents living in a preferential parking zone.
Sect. 4-9.803. Designation of preferential parking zone. (a) Upon receipt and verification of a petition signed by residents living in two-thirds of the dwelling units comprising at least fifty percent of the developed frontage of the area proposed for designation, the area may be designated a preferential parking zone.
(b) Upon the recommendation of City staff, the City Council shall consider areas for designation as preferential parking zones. If the Council finds that an area should receive such a designation, the Council may adopt a resolution designating the area as a preferential parking zone and then authorize the Director of Public

10 Works, or designee, to establish appropriate parking restrictions for the zone. At a minimum, preferential parking zones shall be designated in increments of complete blocks, defined as a street segment between two intersections. (c) The City Council may, at its discretion, adopt a resolution designating an area as a preferential parking zone and then authorize the Director of Public Works, or designee, to establish appropriate parking restrictions for the zone.
Sect. 4-9.804. Dissolution process.
A preferential parking zone shall be dissolved by resolution of the City Council:
( a) Upon receipt and verification of a petition signed by residents living in two-thirds of the dwelling units comprising at least fifty percent of the developed frontage of the preferential parking zone; or

Sect. 4-9.805. Preferential parking permits.
(a) Issuance and Fees. No permit will be issued to any applicant until that applicant has paid all of his or her outstanding parking citations, including all civil penalties and related fees.
An applicant shall present proof of residency in the preferential parking zone.
Each qualified applicant is entitled to purchase one permit per vehicle, up to three (3) permits per year. The address of vehicle registration must coincide with the residence address of applicant. An applicant requesting more than three permits may be granted additional permits by the Public Works Department upon showing that there are more than three vehicles registered at the dwelling unit and that to deny additional permits would constitute a hardship, and upon the determination by the Public Works Department that sufficient off-street parking is not available to the applicant.

(e) Availability of Parking. A preferential parking permit shall not guarantee or reserve for the permit holder an on-street parking space within the designated preferential parking zone.
(f) Restrictions and Conditions. Each permit issued pursuant to this Section shall be subject to every condition and restriction set forth in this Article and as provided for the preferential parking zone for which it was issued, as may be amended from time to time.
