Subject: Designation of City Council Members to interview and nominate prospective Neighborhood Council District Three Executive Board Members
Staff Recommendation
It is recommended that the City Council appoint one subcommittee of two City Council Members to interview and nominate prospective Neighborhood Council District Three Executive Board Members.
Background
Neighborhood Council Executive Board Members serve staggered two-year terms, with approximately one -third of the seats expiring every eight months. The Neighborhood Council District Three Executive Board currently has eight Executive Board Members and five vacancies. Because the Board requires a minimum of seven members to conduct business and maintain a quorum, staff recommends filling the vacant positions to ensure the Board can continue to operate effectively. The term of appointment for the new members will begin on October 1, 2026, and conclude on June 30, 2028. A special recruitment to fill five positions opened on July 22, 2026, and will conclude on August 14, 2026.
Only applicants who attend the mandatory orientation and participate in the interview process are eligible for appointment to the Executive Board. A virtual orientation will be offered on Thursday, August 27, 2026. Executive Board appointments are anticipated to be made at a City Council meeting in September 2026.
Discussion
Staff recommends that the City Council appoint one subcommittee of two City Council Members to interview and nominate prospective Neighborhood Council District Three Executive Board Members. The Brown Act (Government Code Section 54950, et seq.) provides that advisory committees composed solely of less than a quorum of the City Council that meet for a limited duration and specified scope are not legislative bodies.
The interviews and nominations conducted by the subcommittee will be presented to the City Council for consideration in compliance with the Brown Act.
For the July 2026 term, Council Member Ayala and Council Member Judge interviewed and nominated applicants for Neighborhood Councils #1 and #2. Mayor Pro Tem Litster and Council Member Rhodes interviewed and nominated applicants for Neighborhood Councils #3 and #4. Staff have identified the first two weeks of September as the preferred
