Staff Recommendation
It is recommended that the City Council adopt Resolution No. 2026- 43 (Attachment A) approving the Final Map and accepting the public improvements for Tract No. 6018.

Background
On June 29, 2018, Xebec Realty filed an application seeking a Planned Development Permit (PD-S-1060) to construct six industrial buildings, totaling 508,838 square feet, and a Tentative Tract Map (TT6018) to subdivide a 35.6-acre site into five parcels (Attachment B). The application was reviewed for consistency with the General Plan and applicable development standards . Environmental review was completed in accordance with the California Environmental Quality Act (CEQA) , and the project was scheduled for public hearing before the Planning Commission.

O
n March 13, 2019, the Planning Commission conducted a public hearing to receive public testimony and other evidence related to the proposed project, and adopted Resolution SVPC 04 -2019 approving the Tentative Tract Map No. 6018 , Planned Development Permit, Mitigated Negative Declaration, and Mitigation Monitoring Plan. The approved project included public improvements consisting of:
• S
treet improvements valued at $15,700;
• Sewer improvements valued at $180,000;
• Water improvements valued at $143,600;
• Survey monuments valued at $29,477; and
• Landscape improvements valued at $5,000.

In February 2022, Xebec Realty filed for an extension of the Tentative Tract Map until March 13, 2025. In February 2025, Xebec Realty filed for a second extension of the Tentative Tract Map until March 13, 2028. The Tentative Tract Map is currently valid.

Discussion
T
he requested action approves the Final Map for recordation and accepts the public improvements constructed by the developer. The City Engineer has reviewed the Final Map and determined that it is in substantial compliance with the approved Tentative Tract Map and applicable requirements of the Subdivision Map Act and Simi Valley Municipal Code.

T
ract No. 6018 consists of five parcels on a 35.6-acre site located east of Madera Road and north of E. Easy Street. The Final Map creates three developable industrial parcels and two lettered lots. Two of the industrial parcels are intended for single-owner industrial development, while the third is designated for industrial condominium purposes and includes common areas that will be maintained by a property owners' association. The two lettered lots are not intended for structural development. One lettered lot is a private driveway (Hook Drive), and the other is reserved as a riparian area for environmental purposes.

Adop
tion of this resolution authorizes the Mayor to sign the Final Map for Tract No. 6018 on behalf of the City Council. The map must then be returned to Ventura County for additional signatures and recordation. The map allows for the sale of industrial property on three contiguous parcels.

T
he decision to adopt the resolution would allow the subdividers to proceed with the lawful sale of the industrial properties after Final Map recordation. If the resolution is adopted, the Mayor is expected to sign the “City Council Certificate” on the Tract Map at the earliest convenience.

I
t is standard practice in municipalities to require approval and signature by elected officials when development-related improvements and rights-of-way are dedicated to the public. The City’s required language for statements and certificates on subdivision maps is consistent with that of other Ventura County municipalities.

Fin
ancial Impact
T
his action does not create a direct fiscal obligation for the City. The Public Improvements accepted by this action will be taken into the City’s inventory for maintenance.

C
ity Council Priority
T
his item supports the City Council’s Thriving Community Pillar of Excellence.

S
uggested Motion
I

2 Summary
