City of Simi Valley
Staff Report

August 24, 2026

To: City Council

From: Public Works Department
Jay Spurgin, Interim Public Works Director

Subject: Award a contract to Toro Enterprises, Inc. in the amount of $1,974,105.98 for the construction of FY 2026-27 Annual Major Streets Rehabilitation Program:

Los Angeles Avenue (First Street to Erringer Road) , CP60000018, Specification No. SV 26-21

Staff Recommendation

It is recommended that the City Council a ward a contract ( Attachment A) to Toro Enterprises, Inc . (Toro) in the amount of $1,974,105.98 for the construction of FY 2026-27 Annual Major Streets Rehabilitation Program: Los Angeles Avenue (First Street to Erringer Road), CP60000018, Specification No. SV 26-21 (Project).

Background

The City maintains 346 centerline miles of streets, with an estimated replacement value of nearly $900 million. The City rehabilitates approximately 10 miles of streets each year, along with repair or replacement of damaged concrete improvements such as curbs, gutters, sidewalks, and curb ramps . One mile of Los Angeles Avenue, from First Street to Erringer Road, has deteriorated and needs rehabilitation, along with portions of adjacent concrete sections.

On June 23, 2026, the City solicited construction bids for the Project, which includes :
concrete sidewalk, curb, cross gutter, driveway approach, bus turnout, and curb ramp reconstruction; cold milling; asphalt repairs and overlay; and all appurtenant work (Attachment B). Portions of the concrete work on Los Angeles Avenue not done as part of this Project will be completed in the FY 2026- 27 Curb, Gutter, and Sidewalk Replacement Project, SV 26- 13. Most work is expected to be completed at night , from 9:00 p.m. to 6:00 a.m., to minimize the impact on traffic and businesses. Of the five bids received on July 21, 2026, Toro submitted the lowest bid. The Project is anticipated to be completed in late October 2026.

To maintain compliance with the Americans with Disabilities Act (ADA), the westernmost crosswalk at Los Angeles Avenue and Hubbard Street will be removed. An ADA‑compliant ramp cannot be constructed on the north side of Los Angeles Avenue at the west side of the intersection. Because the crosswalk would not have a compliant ramp to receive pedestrians, removal of the crosswalk is the safest option. Notices in English

and Spanish will be posted at the intersection one month prior to construction. Permanent signs restricting pedestrian crossings will also be installed on the traffic signal poles. The easternmost crosswalk at Los Angeles and Avenue and Hubbard Street, less than 75’ away, will remain.

Discussion

A Notice Inviting Bids (Notice) was published in the Ventura County Star and submitted to various publications and plan rooms. The Notice was also sent to contractors on the City’s contractors list, including local contractors, and posted on the City’s website.

On July 21, 2026, the bid opening date, the City received five bids, and the results are shown in the table below:

Staff estimates the cost of construction materials testing and inspection services to be approximately $50,000.
