Staff Report
September 21, 2026
To: City Council
From: Office of the City Manager
Heather Sumagaysay, Deputy City Manager
Subject: Adoption of a resolution amending the Simi Valley Youth Employment Service Advisory Board Bylaws
Staff Recommendation
The Youth Employment Service (YES) Advisory Board recommends that the City Council adopt Resolution 2026-46 (Attachment A) amending the YES Advisory Board bylaws.
Background
In 1982, the City Council established a YES Advisory Board (Board) pursuant to Resolution No. 82-108, as thereafter replaced, modified, or amended by Resolution Nos. 83-150, 2003-63, and 2015-01.
At its October 15, 2025, meeting, the Board established a Bylaw Review Ad Hoc Committee to complete a thorough review of its bylaws. Subsequently, at the November 19, 2025, meeting, Board members discussed the recommendations brought forward by the ad hoc committee, including updating the ages of youth served, adding board seats, clarifying the board meeting attendance policy, and other minor amendments. The Board unanimously voted to direct City staff to research, write, and work with the City Attorney’s office to amend the Bylaws with these updates, additions, and clarifications. Upon completion of these draft amendments to the Bylaws, it was determined that, to avoid potential confusion during the traditional recruitment period for new Board members, the revised Bylaws would be implemented during the new Board term, which began in August 2026.
Discussion
The proposed bylaw amendments include:
• Increasing the bottom age range of youth served from “13” to “14” • Adding one additional board seat that would be nominated by the Rancho Simi Recreation and Park District (RSRPD)
• Adding one additional board seat and creating a new auxiliary member who would be nominated by the Simi Valley Unified School District (SVUSD). SVUSD would now nominate
Agenda Item No.
Consent (10)
This would allow the Youth Employment Service Advisory Board to update the ages of youth served, add additional partner agency nominated board seats, update the City department that oversees YES, strengthen the board meeting attendance policy, and clarify Vice Chair responsibilities. It is recommended that the City Council adopt the resolution amending the bylaws governing the Youth Employment Service Advisory Board.
Financial Impact
There is no fiscal impact associated with this item.
City Council Priority
This item supports the Excellent City government and Thriving Community Pillars of Excellence.
Suggested Motion
I move to adopt Resolution No. 2026-46 amending the bylaws governing the Youth Employment Service Advisory Board.
Summary
On November 19, 2025, the Youth Employment Service Advisory Board voted to recommend that the City Council amend the Youth Employment Service Advisory Board bylaws to update ages of youth served, add additional board seats, clarify which City department YES is housed in, strengthen board meeting attendance policies, and clarify Vice Chair responsibilities. The Youth Employment Service Advisory Board is recommending that the City Council consider adopting the attached resolution to amend the bylaws governing the Youth Employment Service Advisory Board.
