ff Recommendation
I
t is recommended that the City Council approve a supplemental budget request to adjust the Streets and Roads Fund (Fund 600) and add $375,000 to the Major Streets Rehabilitation Program Expense Budget (CP60000018) for a reimbursement grant from the California Department of Resources Recycling and Recovery.

T
he California Department of Resources Recycling and Recovery (CalRecycle) administers the Rubberized Asphalt Concrete Pavement Grant Program pursuant to Section 42870 et seq. of the Public Resources Code. The program promotes the use of rubberized asphalt pavement products manufactured from 100 percent recycled California-generated waste tires.
I
n accordance with CalRecycle grant guidelines, cities are not allowed to apply for funds in consecutive years. The City has successfully received funding through this program during the FY 2019– 20, FY 2021 –22, and FY 2023– 24 grant cycles to support eligible street rehabilitation projects.
O
n September 25, 2023, the City Council adopted Resolution No. 2023- 43, authorizing the City Manager to execute grant applications and related agreements with CalRecycle for the Rubberized Asphalt Concrete Pavement Grant Program for a three- year period.
Pursuant to that authorization, staff submitted an application for the FY 2025 –26 grant cycle requesting the maximum allowable grant amount of $375,000.
O
n September 16, 2025, CalRecycle notified the City that the application could not be funded due to limited program funding but would remain eligible for consideration should additional funds become available. On April 22, 2026, CalRecycle approved the Cit y's grant application. The FY 2 025-26 Grant Agreement (Attachment A) was fully executed on May 4, 2026, and CalRecycle issued a Notice to Proceed on May 5, 2026, and established a grant term through April 1, 2028.
Agenda Item No.
Consent (5)
The supplemental budget adjustment is being requested to ensure funds are available when needed during the grant term. Because the funds were not intended for immediate use after issuance of the Notice to Proceed, the request is being brought forward now to support eligible expenditures and subsequent reimbursement requests.
Discussion
The City was awarded $375,000 through the FY 2025– 26 Rubberized Asphalt Concrete Pavement Grant Program. The grant provides reimbursement for qualifying rubberized asphalt concrete pavement work completed as part of street improvement projects during the grant period. The grant was not included in the FY 2025 –26 adopted budget and, therefore, a supplemental budget request to adjust the Streets and Roads Fund (Fund 600) and add $375,000.00 to the Major Streets Rehabilitation Program Expense Budget (CP60000018) is needed.
Financial Impact
$375,000 will be added to the Major Streets Rehabilitation Program Expense Budget (CP60000018). However, the City will be reimbursed for this amount through the CalRecycle grant. There will be no impact to the City’s General Fund.
City Council Priority
This supports the City’s Reliable Infrastructure Pillar of Excellence, which is the City’s commitment to maintain and upgrade roads, facilities, and technology systems to ensure safe, efficient, and resilient public services.
Suggested Motion
I move to approve a supplemental budget request to adjust the Streets and Roads Fund (Fund 600) and Major Street Rehabilitation Program Expenditure Budget (CP60000018).
Summary
CalRecycle administers the Rubberized Asphalt Concrete Pavement Grant Program. The program promotes the use of rubberized asphalt pavement products manufactured from California-generated waste tires. The City applied for and was awarded $375,000 in the FY 2025– 26 grant cycle. Therefore, it is recommended that City Council approve a supplemental budget request to adjust the Streets and Roads Fund (Fund 600) and add $375,000 to the Major Streets Rehabilitation Program Expense Budget (CP60000018) for a reimbursement grant from the California Department of Resources Recycling and Recovery.
