It is re commended that the City Council award a contract (Attachment A) to Insituform Technologies, LLC (Insituform), in the amount of $ 1,249,226 to construct the Sewer Rehabilitation Project of Two Sites: Arroyo Simi and Easy Street, CP70200064, Specification No. SV 26-01 (Project).
B
ackground
The City owns and maintains more than 380 miles of sanitary sewer pipeline and conducts an ongoing program of cleaning, closed- circuit television (CCTV) inspection, and rehabilitation to preserve the integrity of the sewer system. Since 2006, the City has utilized trenchless cured- in-place pipe ( CIPP) technology as part of this rehabilitation program and has rehabilitated more than 22 miles of sewer pipeline. The Project includes the rehabilitation of sewer segments along Arroyo Simi, west of Madera Road, and East Easy Street, west of First Street (Location Map, Attachment B). The Project will rehabilitate approximately 2,147 linear feet of 20- inch, 33- inch, and 36 -inch diameter sewer lines, using a CIPP lining system. The existing sewer lines, made of reinforced concrete pipe and asbestos cement pipe, are over 50 years old. Sewer video assessments revealed that the existing pipelines are severely corroded, deteriorating, and require rehabilitation.
Discussion
On June 25, 2026, the City solicited bids for the Project. A notice inviting bids w as published in the Ventura County Star and posted on the City’s website. P lans and specifications were made available at the Public Works counter and sent to plan rooms and contractors. Five firms requested to be placed on the plan holders’ list.
On July 23, 2026, the bid opening date, three (3) bids were received, and the results are shown in the table below:

Consent (8)
The Engineer’s construction estimate for the Project is $1,288,600 . Staff reviewed and evaluated the bids and determined that the low est bid , su bmitted by Insituform , is responsive. Insituform is a responsible bidder with the proper license and has a history of successfully completing projects for the City. The P roject has a 90 calendar -day schedule, with work expected to take place from November 2026 through January 2027.
Financial Impact
The cost of the Project is $1,249,226 and was included in the FY 2026-27 Adopted Budget as part of Sewer Rehabilitation Project CP70200064, SV 2 6-01. No additional appropriation is required.
