Staff Report
September 28, 2026
To: City Council
From: Public Works Department
Jay Spurgin, Interim Public Works Director
Subject: Adopt a resolution authorizing the City Manager to execute the Recipient Certifications and Assurances and Authorized Agent Form for submission to the California Department of Transportation for the State of Good Repair Program and annual State Transit Assistance funds
Staff Recommendation
It is recommended that the City Council adopt Resolution No. 2026-48 (Attachment A) authorizing the City Manager to execute the Recipient Certifications and Assurances (Attachment B) and Authorized Agent Form (Attachment C) for submission to the California Department of Transportation (Caltrans) for the State of Good Repair (SGR) Program and annual State Transit Assistance (STA) funds.

Background
The Road Repair and Accountability Act of 2017, Senate Bill 1 (SB 1), includes a program that will provide additional revenues for transit infrastructure repair and service improvements. This investment in public transit is referred to as the State of Good Repair (SGR) Program. These funds are made available to recipients for eligible transit maintenance, rehabilitation, and capital projects. The City of Simi Valley is a recipient of SGR funds.

SB 1 emphasizes the importance of accountability and transparency in California’s transportation programs. Consequently, to be eligible for SGR funding, agencies must comply with various reporting requirements. Pursuant to Public Utilities Code 99312.1(d)(1), before receiving SGR funds, potential recipients must submit an annual list of projects proposed to be funded with SGR funds. Caltrans also requires potential recipients to submit the Recipient Certifications and Assurances and Authorized Agent Form along with an authorizing resolution for the funding period.

Discussion
The City’s estimated SGR apportionment for FY 2026-27 is $4,529. Additionally, the City will receive a State Transit Assistance allocation estimated at $31,351. STA funds are a second source of funding for transportation planning and mass transportation purposes.

Caltrans has recommended that the City submit project lists for both the SGR and STA funding sources. Historically, SGR and STA funds have been used to finance improvements to bus stops.

Agenda Item No.

Consent (7)
The bus improvement projects will consist of sidewalk improvements for bus shelters and access paths. The project costs will also include labor, tools, materials, and supplies necessary to furnish, transport, and install bus shelters, benches, trash/recyclable receptacles, and signage. Exhibit 2 to the resolution contains a list of proposed bus stop sites scheduled for improvements.

To qualify for these funds, the City must complete and submit the Recipient Certifications and Assurances and the Authorized Agent Form with an attached authorizing resolution.

Financial Impact
The FY 2026-27 Capital Improvement Project Adopted Budget (CP75000006) includes $4,529 from SGR and $31,351 from STA, totaling $35,880 for the bus stop improvement projects (Exhibit 1 to the resolution). This action will not impact the City’s General Fund.

City Council Priority
This item supports the Reliable Infrastructure City Council Goal, which is designed to maintain and upgrade roads, facilities, and technology systems to ensure safe, efficient, and resilient public services.

Suggested Motion
I move to adopt attached Resolution No. 2026-48 authorizing the City Manager to execute the Recipient Certifications and Assurances for the State of Good Repair Program and Authorized Agent Form.

Summary
The City receives annual SGR and STA funds to support bus stop improvement projects.

For FY 2026-27, the allocation includes $4,529 from SGR and $31,351 from STA, totaling $35,880, pending adoption of the resolution and completion of the Recipient Certifications and Assurances and Authorized Agent Form. It is recommended that the City Council adopt attached Resolution No. 2026-48 and authorize the City Manager to execute the Recipient Certifications and Assurances and the Authorized Agent Form.
