Subject: Adoption of a resolution renaming Flower Glen Street to Innovators Way Staff Recommendation
It is recommended that the City Council adopt Resolution No. 2026-49 (Attachment A) renaming Flower Glen Street west of First Street to Innovators Way.
Background
A request was received from Taran Tactical Innovations (TTI), the new owner of the building located at 997 Flower Glen Street, to rename Flower Glen Street, west of First Street, to Innovators Way (Attachment B). This is the only building with an address that utilizes Flower Glen Street.
In 2015, the City Council approved a name change for Flower Glen Street to the west of the subject street segment to Innovators Way. This portion of the street is private and currently has only one building that utilizes Innovators Way as an address. Existing street names may be changed by action of the City Council pursuant to Government Code section 34091.1 and Streets and Highways Code section 5026, provided that all procedural requirements are followed, which include obtaining a request from all affected property owners and a review and notification of various involved agencies, including the Police and Fire Departments. In addition, Government Code section 34092 and Streets and Highways Code section 5026 require the City Clerk to promptly forward a certified copy of the adopted resolution to the Clerk of the Board of Supervisors of the County of Ventura and the Ventura County Surveyor.
Discussion
TTI, based in Simi Valley, California, was founded in 2011 by Taran Butler, a nationally and internationally recognized competitive shooter whose accomplishments include numerous championship titles in USPSA, IDPA, IPSC, and multi-gun competition. Butler established TTI to apply his decades of competitive experience toward developing highperformance products and services focused on reliability, precision, and performance.
Since its founding, the company has developed a distinctive reputation within the shooting-sports and firearms industries, with its Simi Valley operations supporting a specialized business that combines product development, manufacturing, gunsmithing, and industry expertise.
TTI purchased the only building on Flower Glen Street. Renaming this portion of Flower Glen Street will not impact any neighboring businesses in the area. The proposed Agenda Item No.

renaming will also help eliminate confusion caused by using a different street name for an approximately 475-foot segment of the street. Access to other businesses in the area will retain their existing address and should not be adversely impacted. The Police and Fire Departments have reviewed the request and have no concerns with the renaming.
Financial Impact
There is no fiscal impact associated with this item. The City will utilize the existing street sign replacement budget to update the two street signs located at the First Street intersection.
City Council Priority
This item supports the Economic Vitality Pillar of Excellence, which supports business growth, job creation, and workforce development to strengthen the local economy.
Suggested Motion
It is recommended that the City Council adopt Resolution No. 2026-49 renaming Flower Glen Street west of First Street to Innovators Way.
Summary
A request has been received from TTI to rename Flower Glen Street, west of First Street, to Innovators Way. This approximately 475-foot segment is used only by one building, recently purchased by TTI, at 977 Flower Glen Street. Renaming this portion of Flower Glen Street will help avoid confusion currently caused by splitting this street name of this small segment of the street. The proposed street name change will not have a significant adverse impact on neighboring businesses in the area. Ventura County Fire and Simi Valley Police Department reviewed the request and have no objections. Therefore, it is recommended that the City Council adopt Resolution No. 2026-49 renaming Flower Glen Street to Innovators Way.

RESOLUTION NO. 2026-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SIMI VALLEY RENAMING FLOWER GLEN STREET, WEST
OF FIRST STREET, TO INNOVATORS WAY
WHEREAS, the City of Simi Valley has received a request by Taran Tactical Innovations to rename Flower Glen Street west of First Street; and WHEREAS, Government Code section 34091.1 and Streets and Highways Code section 5026 authorize the City Council to change the name of an existing city street by resolution; and
WHEREAS, the City Engineer finds and determines that the renaming will not have a significant adverse impact on neighboring businesses in the area; and WHEREAS, the request complies with Section 8(b) of the City of Simi Valley Department of Public Works Criterion for Selection of Street Names (adopted by Resolution No. 87-37, May 4, 1987), Street Name Changes of the Criterion for Selecting of Street Names.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIMI VALLEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The above recitals are true and correct.
SECTION 2. The City Council hereby approves renaming Flower Glen Street, shown on the attached Vicinity Map (Exhibit 1), to Innovators Way.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the Office of the City Clerk. Pursuant to Government Code section 34092 and Streets and Highways Code section 5026, the City Clerk shall promptly forward a certified copy of this resolution to the Clerk of the Board of Supervisors of the County of Ventura and to the Ventura County Surveyor.
PASSED and ADOPTED this 28th day of September 2026.
