Award a contract to Chapman Coast Roof Co. Inc. to construct the Simi Valley Public Library Roof Rehabilitation Project, CP25000001, Specification No. SV 26-33
Staff Recommendation
It is recommended that the City Council award a contract (Attachment A) to Chapman Coast Roof Co. Inc. (Chapman), as the lowest responsive and responsible bidder, in the amount of $661,952 to construct the Simi Valley Public Library Roof Rehabilitation Project, CP25000001, Specification No. SV 26-33 (Library Roof Project), and authorize the City Manager or Designee to execute any contract amendments.

Background
On February 13, 2023, the City Council authorized the acceptance of a $350,000 Building Forward Library Infrastructure Grant from the State of California and authorized the City Manager to execute grant-related documents. The City qualified for a 50% reduction to the program's dollar-for-dollar matching requirement, resulting in a required City match of $175,000. The grant term was subsequently amended, extending the deadline through March 2027. The Library Roof Project is scheduled for construction from November through December 2026, allowing completion within the amended grant period
The Library Roof Project was initiated as part of the City’s ongoing efforts to maintain and preserve the Simi Valley Public Library. Over time, the existing roofing system has required periodic maintenance and repairs related to water intrusion, roofing materials, and drainage components. The proposed rehabilitation will provide a comprehensive, long-term solution to address these conditions, protect the facility and its contents, and extend the roofing system's useful life.

Based on site assessments, City staff determined that rehabilitating the roofing system is the appropriate approach to address the identified conditions and support the facility's long-term performance. The Library Roof Project scope includes removing and replacing existing roofing materials, repairing substrate areas as needed, installing a new roofing system with a long-term warranty, upgrading flashing, and improving roof drainage components. A location map showing the Library Roof Project area is shown in Attachment B.

Agenda Item No.

Consent (8)
Although the City does not currently own the library building, per the facility lease agreement with the County, the City is responsible for the cost and maintenance of the building. However, discussions with the County of Ventura to transfer ownership of the library building from the County to the City have made significant progress. Staff anticipates presenting an item to begin the property transfer process at an upcoming City Council meeting.

Discussion
On July 16, 2026, the City solicited bids for the Library Roof Project. The City published a notice inviting bids in the Ventura County Star and posted it on the City’s website. The City made plans and specifications available at the Public Works counter and sent them to plan rooms and contractors. Eleven (11) firms requested placement on the plan holder list.

On August 27, 2026, fifteen (15) bids were received, with the following results:

CONTRACTOR BID
Sierra North Construction Inc., Glendale, CA $ 640,000* Chapman Coast Roof Co. Inc., Fullerton, CA $ 661,952
Durable Cool Roofs, Inc., Fresno, CA $ 685,715
Commercial and Industrial Roofing Company, Spring Valley, CA $ 689,115 Courtney Inc., Irvine, CA $ 694,400
Danny Letner Inc dba Letner Roofing Company, Orange, CA $ 715,005 Southland Roofing, Inc., Commerce, CA $ 770,000
KRGS Roofing Inc., Beaumont, CA $ 775,000
Best Contracting Services, Inc., Gardena, CA $ 786,850
Ranger Roofing and Solar, Malibu, CA $ 826,085
Pacific Builders & Roofing Inc. dba: WSP Roofing, Granite Bay, CA $ 841,058 Rainy Day Roofing, Inc., Rancho Cucamonga, CA $ 930,918 Solar Roofing and Energy Storage Inc., Escondido, CA $ 967,976 AME Builder, Inc. dba AME Roofing, Upland, CA $ 1,214,090 Brazos Urethane, Inc., Madera, CA $ 1,239,600
*Bid found unresponsive
The Engineer's construction estimate for the Library Roof Project is $760,970. Staff reviewed and evaluated the bids and determined that the low bid, submitted by Sierra North Construction Inc., was nonresponsive because Sierra North did not attend the mandatory pre-bid job walk, did not hold the required Class C-39 roofing contractor license, and could not provide the required 25-year warranty. The next lowest bidder, Chapman, submitted a responsive bid, has the proper license, can provide the required 25-year warranty, and has a history of completing similar projects. Staff determined that Chapman is the lowest responsive and responsible bidder. The Library Roof Project has 2 a 45-calendar-day construction schedule, with work expected from November 2026 through December 2026, before the amended grant deadline in March 2027.

Financial Impact
The $661,952 construction cost is included in the FY 2026-27 Adopted Budget for the Library Roof Rehabilitation Project, CP25000001, Specification No. SV 26-33.

The City is eligible for reimbursement of up to $350,000 through the Building Forward Library Infrastructure Grant, which will partially offset the project costs.

Based on the contract amount, the remaining City-funded construction cost is approximately $311,952. No additional appropriation is required.

City Council Priority
This Library Roof Project supports the City Council’s Reliable Infrastructure Pillar of Excellence.

Suggested Motion
I move to award a contract to Chapman, as the lowest responsive and responsible bidder, in the amount of $661,952 to construct the Library Roof Project and authorize the City Manager or her designee to execute any contract amendments.

Summary
On February 13, 2023, the City Council authorized the acceptance of a $350,000 Building Forward Library Infrastructure Grant from the State of California. The City qualified for a 50% reduction to the program's dollar-for-dollar matching requirement, resulting in a required City match of $175,000. The grant term was subsequently amended, extending the deadline through March 2027. The Library Roof Project addresses ongoing deterioration of the existing roofing system at the Simi Valley Public Library, including water intrusion, membrane delamination, and compromised drainage components. Public Works engineering staff determined that full roof rehabilitation is required to protect the building, library collections, and other City assets. Following a competitive bidding process, the City determined Chapman to be the lowest responsive and responsible bidder at $661,952.

Construction is anticipated to occur from November through December 2026, within the amended grant period. It is recommended that the City Council award a contract to Chapman, as the lowest responsive and responsible bidder, in the amount of $661,952 to construct the Library Roof Project and authorize the City Manager or Designee to execute any contract amendments.
