STAFF REPORT
CITY OF SOLANA BEACH
TO: Honorable Mayor and City Councilmembers
FROM: Alyssa Muto, City Manager
MEETING DATE: January 14, 2026
ORIGINATING DEPT: City Manager’s Department - Dion Akers, Government Affairs Manager
SUBJECT: Coastal Rail Trail Extension Grant Acceptance (Reso. 2026- 004)
BACKGROUND:
On October 15, 2025, the City of Solana Beach (City) was notified that Senator Catherine Blakespear secured $300,000 for the Coastal Rail Trail extension via SB 105, a budgetrelated bill that enacted specific policy changes or adjustments related to State’s main budget.
This investment will support improvements to the northern end of the Coastal Rail Trail and the completion of the Coastal Rail Trail in Solana Beach to the border with the City of Encinitas, providing a safe and scenic path for pedestrians and cyclists.
The funds will be administered to the City through the California Natural Resources Agency. In order to accept the funds, the California Natural Resources Agency requires the City to adopt an Authorizing Resolution approving the acceptance of a general fund allocation, and certifying the approval of a Project Information Packet, which has been completed by the Department of Public Works.
This item is before Council to approve Resolution 2026-004 accepting the grant funds for the Coastal Rail Trail extension.
DISCUSSION:
Each year, as part of the annal state budget development and approval process, the legislature considers various local assistance programs and funding allocations, including one-time grants to support municipal projects or programs.
Item H.3
January 14, 2026
CRT Extension State Grant Acceptance
Sen. Blakespear has been a long-time supporter of the Coastal Rail Trail and our region’s network of interconnected trails. Through regular briefing and ongoing partnerships, Sen Blakespear understands the City’s intent to make improvements to the northern end of the existing Coastal Rail Trail and extend the Coastal Rail Trail. During the 2025/2026 State Budget process, Sen. Blakespear was able to secure $300,000 in one-time grant funding for the City to support the extension of the Coastal Rail Trail.
The funds will be administered to the City through the California Natural Resources Agency. In order to accept the funds, the California Natural Resources Agency requires the City to adopt an Authorizing Resolution approving the acceptance of a general fund allocation.
Coastal Rail Trail Project Summary
This project will extend the City of Solana Beach’s existing Coastal Rail Trail (CRT) from its current northern terminus near Ocean Street to the City’s jurisdictional boundary with the City of Encinitas. At the north end, the project will connect to a proposed pedestrian crosswalk that links the Harbaugh Seaside Trails to Seaside State Beach in Encinitas, creating a continuous, high-quality coastal trail experience. The scope includes extending the concrete multi-use path with decomposed granite (DG) shoulders, installing landscaping and irrigation, performing minor repairs to the existing concrete path, and refreshing the existing northern segment of the CRT, including removal of the crescent deck platform and replacement with drought-tolerant, native plantings.
Schedule and Duration
The project is anticipated to complete CEQA by summer 2026. Improvements to the existing northern section of the CRT are expected to begin in fall 2026.
For the extension to the jurisdictional boundary, the final design (PS&E) is expected to be complete by spring 2027. Construction is anticipated to begin in July 2027 and be substantially complete by February 2028, with project close-out in March 2028.
Estimated Total Project Costs
Project Approval & Environmental Document: $60,000
Plans, Specifications, and Estimates: $155,000
Construction – $860,000 (including $300,000 General Fund Grant) Total project cost: $1,075,000.
CEQA COMPLIANCE STATEMENT:
The acceptance of the grant is not a project as defined by CEQA. As mentioned previously in the report, the project itself will need to go through the CEQA process before construction begins.

SUBJECT: Reclassification of a Current Part-Time Senior Civil Engineer Position to a Full-Time Position and Updating
the Part-Time/Seasonal/Temporary Employees’ Salary
Schedule 6 to Reflect the 2026 California Minimum Wage
(Reso. 2026-03)
BACKGROUND:
In accordance with the City’s Personnel Rules and Regulations, Section 8.10, the City Council authorizes and approves all salary and benefit plans for employees and establishes salary ranges pursuant to the recommendation of the City Manager. Salary and benefits for all employees (Represented, Executive Management, Mid-Management, Management, Confidential, and Temporary/Part-time Employees) are included in the Salary and Compensation Plan approved by the City Council each fiscal year. The City Council must approve a Salary and Compensation Plan for all employees to coincide with fiscal appropriations of a new fiscal year and new budget. Subsequent revisions to the adopted Salary and Compensation Plan will be recommended by the City Manager pursuant to City Personnel Rules and approved by the City Council.
This item is before City Council to consider adopting Resolution 2026-003 approving the reclassification of a current part-time Senior Civil Engineer position to a full-time position and updating the Part-Time/Seasonal/Temporary Employees’ Salary Schedule 6 to reflect the 2026 California Minimum Wage.
DISCUSSION:
Listed below is a summary of the proposed updates and changes. 2026 Minimum Wage Update:
The minimum wage in the State of California has increased from $16.50 per hour in 2025 to $16.90 per hour beginning on January 1, 2026. A history of past and future minimum wage amounts per hour is listed below:

1/ 1/ 20 24 $16 .0 0 / h o u r
1/ 1/ 20 25 $16 .5 0 / h o u r
1/ 1/ 20 26 $16 .9 0 / h o u r
The current FY 2025/2026 Part-Time/Temporary/Seasonal Salary 6 (Attachment 2) must be updated to comply with the State of California’s minimum wage requirements for Calendar Year 2026 (Attachment 3). Each calendar year on January 1st, the City must continue to update impacted salary schedules to meet the State’s minimum wage requirements.
Positions in pay grade PTS 9101, 9121, and 9141 will be adjusted according to the California Minimum Wage from $16.50/hour to $16.90/hour effective January 1, 2026 (Attachment 3).
Reclassification of Part-Time Senior Civil Engineer to Full-Time Senior Civil Engineer:
It is the responsibility of the City Manager to consistently engage in organizational analysis of various City operations to improve efficiency and effectiveness and ensure the most economical means of conducting business is achieved. Section 2.08.070, Section D, of the Solana Beach Municipal Code (SBMC), “Powers and Duties (of City Manager)” Administrative Reorganization of Offices, states:
It shall be the duty and responsibility of the City Manager to conduct studies and effect such administrative reorganization of offices, positions or units under the City Manager’s direction as may be indicated in the interest of efficient, effective and economical conduct of the City’s business.
Due to the recent retirement announcement of the City’s current part-time Senior Civil Engineer, and in order to ensure the continued successful execution of new projects and effective management of the increasing workload, Staff recommends reclassifying the existing part-time Senior Civil Engineer position to a full-time role within the Engineering Department. This change will better support organizational and staffing needs, provide for a balance of workload across priorities and projects, and promote succession planning and professional growth within the department.
As the City continues to enhance and expand its Engineering and Capital Improvement Projects (CIP) program, the change of a part-time Senior Civil Engineer to a full-time Senior Civil Engineer will strengthen the department’s leadership capacity and allow for organizational changes to improve efficiencies and plan for current and projected workload of staff. Having two full-time Senior Civil Engineers will also allow the department to better align strategic goals with operational capabilities and will play a critical role in the development and delivery of the Council-adopted Work Plan, regulatory Item H.4

compliance programs, and asset management strategic plans. This structure will help ensure projects are proactively planned and implemented before becoming urgent, while remaining consistent with the City’s long-term vision and objectives.
The Senior Civil Engineer (Attachment 4) is responsible for performing a variety of advanced professional engineering analyses that provide management, planning, and coordination for highly complex professional engineering activities. The position is also directly involved with and serves as a supervisor for less senior engineers in overseeing Capital Improvement Program and land development projects. The Senior Civil Engineer position is an at-will FLSA exempt position and a part of the Management Salary Schedule 1, pay grade M4-A (Attachment 5).
CEQA COMPLIANCE STATEMENT:
Not a project as defined by CEQA.
FISCAL IMPACT:
The estimated fiscal impact for the FY 2025/2026 Operating Budget is approximately $14,000 and can be absorbed within the Adopted Budget. There are no expenditure increases requested for FY 2025/2026.
The estimated fiscal impact for FY 2026/2027 Operating Budget is approximately $47,000. An expenditure increase is requested for Engineering – Regular Salaries Account 1006510.61010 for $23,500 and Sanitation – Regular Salaries Account 5097700.61010 for $23,500.
WORK PLAN:
Converting the existing part-time Senior Civil Engineer position to a full-time role supports the objectives outlined in the City’s Work Plan by strengthening Capital Improvement Program delivery, advancing asset management and regulatory compliance, and improving workload balance. This change also supports staff mentoring, continuity of technical leadership, and long-term succession planning within the Engineering Department.

SUBJECT: Amending a Previously Approved Vehicle Purchase with National Auto Fleet Group, Utilizing Sourcewell, Contract No. 091521-NAF, for the Purchase of One Electric Vehicle Pickup Truck
BACKGROUND:
On September 3, 2025, the City Council (Council) approved Resolution 2025-100 authorizing the purchase of two pickup trucks for the Public Works Department and one electric passenger vehicle for the Community Development Department utilizing a cooperative purchasing agreement.
One of the approved vehicles included a Ford F-150 Lightning electric pickup truck intended to replace an aging light-duty Public Works vehicle. Since Council approval, Staff has been notified that the Ford F-150 Lightning is no longer in production. Staff is returning to Council with a proposed substitution that maintains the intent of the original approval while advancing environmental and operational objectives.
This item is presented for Council consideration of Resolution 2026-005 (Attachment 1) amending Resolution 2025-100, which authorized the purchase of one Ford Lightning electric pickup for the Public Works Department. Resolution 2026-005 seeks authorization to substitute the previously approved Ford Lightning with a Chevrolet Silverado electric pickup due to the City’s recent notification from Ford that production of the Lightning model has been discontinued.

DISCUSSION:
The City’s vehicle fleet, managed by the Public Works Department, consists of approximately 20 vehicles, including passenger vehicles and light- and medium-duty trucks. These vehicles support operations across Public Works, Community Development, and other City departments.
In alignment with the City’s Climate Action Plan (CAP) and California Air Resources Board Advanced Clean Fleets Regulation (CARB ACF), the City’s Fleet Replacement and Modernization Plan provides a structured approach to upgrading the City’s vehicle fleet to reduce greenhouse gas emissions, improve efficiency, and ensure compliance with State regulations.
Vehicle Availability and Replacement Strategy
To maintain continuity of service, Staff evaluated alternative low-emission vehicles that are available through cooperative purchasing contracts and suitable for Public Works use.
Based on availability, duty-cycle reliability, payload capacity, and cost, Staff recommends substituting the previously approved Ford F-150 Lightning with a Chevrolet Silverado EV.
The Silverado EV model supports the same operational needs of Public Works Staff while improving fuel efficiency and reducing emissions compared to a traditional gasoline vehicle.
Purchasing Methods
The previously approved agreement with National Auto Fleet Group, under Sourcewell Contract No. 091521-NAF, will be modified to substitute the originally authorized Ford F150 Lightning electric pickup truck with a Chevrolet Silverado electric pickup truck due to manufacturer availability. The Chevrolet Silverado electric pickup truck is available through competitively solicited cooperative purchasing contracts, including the U.S.
General Services Administration (GSA) Schedule. Use of the GSA Schedule and Sourcewell contracts satisfies the City’s procurement requirements by leveraging pricing established through federal and nationwide competitive processes, consistent with Section 3.08.130(C) of the Solana Beach Municipal Code. Any required vehicle modifications or “upfits” will be procured and installed in accordance with City procurement policies.
The Ford F-150 Lightning included a charging solution as part of the vehicle purchase.
The replacement Chevrolet Silverado electric pickup truck does not include charging equipment. To support reliable daily operations of the City’s electric fleet, a Level 2 electric vehicle charger will be purchased and installed at a City facility. Procurement will be completed through competitive quotes, and installation will be coordinated with existing electrical infrastructure and City standards.

FISCAL IMPACT:
The Fiscal Year (FY) 2025/26 budget included appropriations for the purchase of new vehicles in respective department’s Vehicle Replacement Funds: $180,000 from the Asset Replacement Fund – Eng/Public Works Vehicle Account (1356510-66500), of which $79,640.31 is committed for the purchase of a replacement vehicle to support Public Works Operations.
Due to the substitution of the Ford F-150 Lightning with a Chevrolet Silverado electric pickup truck and the addition of a Level 2 electric vehicle charger and upfits, the cost of the revised purchase will be funded within the amount previously authorized for the Ford Lightning.
Table 1 provides a revised breakdown of vehicle and charger costs relative to the previously approved Ford Lightning amount (final costs subject to confirmation at time of purchase):

STAFF REPORT
CITY OF SOLANA BEACH
TO: Honorable Mayor and City Councilmembers
FROM: Alyssa Muto, City Manager
MEETING DATE: January 14, 2026
ORIGINATING DEPT: Community Development Department – Corey Andrews, City Planner
SUBJECT: Public Hearing: Request for a DRP/SDP to Construct a Replacement Single-Family Residence with a Partially
Subterranean Garage/Basement and Perform Associated
Site Improvements at 508 Glenmont Drive. (DRP24-
018/SDP24-011) Applicant: Chris and Kelley Hall; APN: 263- 142-08 Resolution 2026-002)
BACKGROUND:
Chris and Kelley Hall, hereinafter referred to as the Applicant, are requesting City Council (Council) approval of a Development Review Permit (DRP) and Structure Development Permit (SDP) to demolish the existing residence and construct a replacement singlefamily residence with a partially subterranean basement and garage and perform associated site improvements at 508 Glenmont Drive. The 8,148 square-foot lot is located in the Low Medium Residential (LMR) Zone and the Scaled Residential Overlay Zone (SROZ). The project would require grading in the amount of 800 cubic yards of cut, 180 cubic yards of fill, 15 cubic yards of excavation for footings, and 135 cubic yards of removal and recompaction.
The tallest portion of the residence is proposed at 23.17 feet or 217.47 MSL as measured above a proposed grade of 194.30 MSL (at story pole #16). The highest story pole (pole # 20) was certified at 217.82 MSL or 18.53 feet as measured above a proposed grade of 199.29 MSL.
A DRP is required for proposed grading in excess of 100 cubic yards, for a structure that exceeds 60% of the maximum allowable floor area, and for a second floor that exceeds 35% of the floor area of the first floor. The project requires an SDP because the proposed residence will exceed 16 feet in height as measured from the pre-existing grade.
The issue before the Council is whether to approve, approve with conditions, or deny the Applicant’s request for a DRP/SDP, as contained in Resolution 2026-002 (Attachment 1).

Staff has prepared draft findings for approval of the DRP in the attached Resolution 2026- 002 for Council’s consideration based upon the information in this report. The applicable Item J.1
January 14, 2026
DRP24-018/SDP24-011
508 Glenmont Drive– Hall Residence
SBMC sections are provided in italicized text and recommended conditions of approval from the Community Development, Engineering, and Fire Departments are incorporated in the DRP Resolution of Approval. The Council may direct Staff to modify the Resolution to reflect the findings and conditions it deems appropriate as a result of the Public Hearing process. If the Council determines the project is to be denied, Staff will prepare a Resolution of Denial for adoption at a subsequent Council meeting.
The following is a discussion of the findings for a DRP as each applies to the proposed project as well as references to recommended conditions of approval contained in Resolution 2026-002.
Development Review Permit Compliance (SBMC Section 17.68.40):
A DRP is required because the proposed development includes grading in excess of 100 cubic yards, a residence that exceeds 60% of the maximum allowable floor area, and because the second floor exceeds 35% of the floor area of the first floor. The Council may approve, or conditionally approve, a DRP only if all of the findings listed below can be made. If the findings cannot be made, the Council shall deny the DRP. Resolution 2026- 002 provides a full discussion of the findings.
1. The proposed development is consistent with the general plan and all applicable requirements of the zoning ordinance including special regulations, overlay zones, and specific plans.
2. The proposed development complies with the development review criteria.
3. All required permits and approvals issued by the city, including variances, conditional use permits, comprehensive sign plans, and coastal development permits have been obtained prior to or concurrently with the development review permit.
4. If the development project also requires a permit or approval to be issued by a state or federal agency, the city council may conditionally approve the development review permit upon the Applicant obtaining the required permit or approval from the other agency.
DRP Finding #1
General Plan Consistency
The proposed project may be found consistent with the General Plan, which designates the property Low Medium Residential and is intended for residences developed at a maximum density of four dwelling units per acre. This zone is intended for residential development in areas characterized primarily by detached single-family homes on newer and previously subdivided lots. Other compatible uses such as accessory dwelling units, home occupations, religious institutions, educational institutions, parks and recreation facilities, and public utilities are permitted or conditionally permitted. The proposed Item J.1
January 14, 2026
DRP24-018/SDP24-011
508 Glenmont Drive– Hall Residence
development could be found to be consistent with the objectives of the General Plan as it encourages the development and maintenance of healthy residential neighborhoods, the stability of transitional neighborhoods, and the rehabilitation of deteriorated neighborhoods.
Coastal Zone
The entire City of Solana Beach is located within the Coastal Zone. As a condition of project approval, the Applicant will be required to obtain a Coastal Development Permit, Waiver, or Exemption from the California Coastal Commission prior to the issuance of building or grading permits.
Zoning Ordinance Consistency
SBMC Section 17.20.010(C) specifies that the LMR Zone is intended for residential development in areas characterized primarily by detached single-family homes on previously subdivided lots. SBMC Section 17.20.030 outlines property development regulations, which are analyzed below.
Minimum Yards/Setbacks:
Minimum yard dimensions (setbacks) for the LMR Zone are determined by the setback designator indicated on the City of Solana Beach official zoning map. The setback designator for the subject property is “d”, which requires a 25-foot front yard setback, 5- foot street and interior side yard setbacks and a 25-foot rear yard setback. The lot is rectangular in shape with 66.80 feet of frontage on Glenmont Avenue, 120-foot side yard property lines and a rear property line of 68.6 feet. The proposed project meets the setback requirements on all sides; however, the proposed development includes allowable encroachments into the side-yard setbacks, including a roof eave (Approximately two feet) and an attached chimney (Approximately one foot seven inches).
Maximum Floor Area Ratio:
The maximum allowable floor area calculation for the 8,149 square foot lot is as follows:
0.60 for first 5,000 ft2
0.30 for 5,000 ft2 to 20,000 ft2
3,000 ft2
375 ft2
Maximum Allowable Floor Area: 3,375 ft2
The 2,922 square foot main floor living area consists of an open concept living, dining, kitchen with an attached pantry on the northern half of the main floor. The entry, laundry, powder room, two bedrooms with ensuite bathrooms and the primary bedroom suite make up the southern half of the main floor. There is a 282 square foot covered front porch on the west side of the open concept room and a 233 square foot covered patio on the east side. None of the front porch or covered patio is considered covered and enclosed therefore they are not included in the calculation of FAR.
Item J.1
January 14, 2026
DRP24-018/SDP24-011
508 Glenmont Drive– Hall Residence
The project includes a lower level that consists of an 875 SF partially subterranean garage and 1,066 SF of living area consisting of a guest bedroom suite, guest living room and a mudroom as well as a staircase to the main level.
The SBMC parking regulations require two off-street parking spaces per single-family residence. When required spaces are provided in a garage, up to 200 square feet of floor area is exempted for each required space.
The basement is considered a “basement attached to a garage” according to the SROZ.
This is defined as a basement that consists of living area that is fully subterranean or living area where the grade directly adjacent to it is less than three feet lower than the finished floor of the main level and the basement area is separated from the attached garage by a standard sized door. In order for the basement to qualify for a square footage exemption, the garage area must be more than 500 square feet and can only be “exposed” on one side for the garage door. This means that the grade adjacent to the remaining three sides of the garage has to be less than three feet lower than the main floor finished floor level. If the proposed basement level meets these requirements, then the entire floor area of the basement living area is exempt from the calculation of floor area and the garage exemption would be calculated as follows:
Basement SF – Living area SF = Garage SF
Garage SF – 400 SF for Required Parking = Remaining Garage SF Remaining SF X Linear Footage of Exposure X 2% = Floor Area included in Calculation 1,941SF – 1,066 SF= 875 SF
875 SF – 400 SF = 475 SF X 29.83 F X 2% = 283 SF included in FAR Therefore, the garage is afforded a 592 square-foot exemption from gross floor area calculation and the entire 1,066 square feet of lower-level living area is exempt from the calculation of floor area. With these exemptions, the total gross floor area of the project is 3,205 square feet, which is 170 square feet below the maximum allowable for the property.
Maximum Building Height:
The maximum building height for the LMR Zone is 25 feet. The maximum building height of the residence is proposed at 23.17 feet or 217.47 MSL as measured above the proposed grade of 194.30 MSL. The highest story pole is certified at 217.82 MSL or
18.53 feet as measured above the proposed grade of 199.29 MSL. The proposed addition exceeds 16 feet in height from the pre-existing grade. Therefore, the project is subject to the requirements of SBMC Chapter 17.63 – View Assessment which is discussed later in this report.
Required Off-Street Parking:
Item J.1
January 14, 2026
DRP24-018/SDP24-011
508 Glenmont Drive– Hall Residence
A single-family residence requires two off-street parking spaces, pursuant to SBMC Section 17.52.040 and the Off-Street Parking Design Manual (OSPDM). Two unobstructed 9-foot by 19-foot parking spaces are proposed in the attached partially subterranean basement.
Fences, Walls and Retaining Walls:
Within the front yard setback, the SBMC Section 17.20.040(O) allows fences and walls, or any combination thereof, to be no higher than 42 inches in height as measured from existing grade, except for an additional 2 feet that is at least 80% open to light. Fences, walls and retaining walls located within the rear and interior side yards are allowed to be up to 6 feet in height with an additional 2 feet that is 50% open to light and air.
A retaining wall is proposed along the north side of the reconstructed driveway, following the western property line to the north, and along the northern property line ending at the northeast corner of the lot. The wall ranges in height from 6 inches above the existing grade to 3.4 feet from the existing grade. A wood fence and gate are proposed on top of a portion of the retaining wall on northern property line outside of the front yard setback and continues along the eastern and southern property lines ending at the southwest corner of the proposed residence. The fence has been designed to comply with the building and safety codes for the pool and spa.
Currently, the plans show fences and walls that comply with the requirements of SBMC
17.20.040(O) and 17.60.070(C). If the Applicant decides to modify any of the proposed fences and walls or construct additional fences and walls on the project site, a condition of project approval indicates that they would be required to comply with the Municipal Code.
Landscape:
Compliance with the current water efficient landscaping regulations of SBMC Chapter
17.56 and submittal of a Landscape Documentation Package is required for new development projects with an aggregate landscape equal to or greater than 500 square feet. The Applicant provided a conceptual landscape plan (including a planting plan and water use calculations) that has been reviewed by the City’s third-party landscape architect, who has recommended approval. The Applicant will be required to submit detailed construction landscape drawings that will be reviewed by the City’s third-party landscape architect for substantial conformance with the conceptual plan and consistency with the water efficient landscape regulations. In addition, the City’s third-party landscape architect will perform an inspection during the construction phase of the project to verify consistency.
DRP Finding #2

The property is located within the LMR Zone and the SROZ as are the properties located in the immediate surrounding area. The two properties directly south of the subject lot are owned by Santa Fe Irrigation District and are developed with a single-family residence and a water tank. The remaining properties within the area are developed with a mix of one-and two-story single-family residences. The project, as designed, could be found consistent with the permitted uses for the LMR Zone as described in SBMC Sections
17.20.010 and 17.12.020. The maximum proposed floor area would be 170 square feet below the maximum allowable for the property.
Neighborhood Comparison:
Staff compared the proposed project to 40 nearby properties within the surrounding neighborhood which are shown on the following map and located on both sides of Glenmont Drive, between Lynwood Avenue to the north, Cliff Street to the south, Granados Avenue to the west and Marvista Drive to the east as shown on the following map:
The properties evaluated in this comparison are also located in the LMR Zone and the lot sizes range from approximately 5,900 square feet to 10,200 square feet. The surrounding Item J.1

*The assessor includes finished basement square footage even if the City finds it exempt.
According to the City’s regulations the proposed FAR is 3,205 SF.
Building and Structure Placement:
The proposed residence would be located within the buildable area of the lot. The maximum building height of the residence is proposed at 23.17 feet or 217.47 MSL as measured above the proposed grade of 194.30 MSL. The highest story pole is certified at 217.82 MSL or 18.53 feet as measured above the proposed grade of 199.29 MSL. The driveway access would remain in the southwest corner of the lot; however, the driveway will be graded to slope down to the proposed partially subterranean garage.
The residence would be located in the buildable area with allowable encroachments including a fireplace chimney in the side yard and the encroachment of two-foot roof eaves. There is a proposed front porch on the west side of the open concept room and a covered patio on the east side in the rear of the home. Yard improvements including grading, landscaping, hardscape, a pool and spa are proposed. The proposed residence could be found to be designed to minimize adverse impacts on the surrounding properties. The proposed residence could be found to be designed to minimize adverse impacts on the surrounding properties.
Landscape:
The proposed “conceptual” landscape plan includes a variety of trees, shrubs, and groundcover. The City’s third-party landscape architect will review the construction drawings to verify consistency with the conceptual planting plan, ensuring that if alternative plantings are proposed, the mature heights would not exceed those shown on the conceptual plan considered by the Council and included in Attachment 2. The City’s consultant will also perform an inspection after the landscape installation is complete to verify consistency with both the water efficient landscape regulations and the approved planting plan.
Roads, Pedestrian Walkways, Parking, and Storage Areas:
The proposed design includes an attached partially subterranean basement of 875 square feet. Two parking spaces that are 9 feet wide by 19 feet in length and free of obstruction would be provided within the garage. The Applicant intends to use some of the additional square footage in the garage to store the garbage and recycling bins.
Pedestrian access to the residence is provided by a paved walkway from the northwest corner of the lot to the front porch and then to the driveway that is in the southwest corner of the lot.
Grading:
The project would require grading in the amount of 800 cubic yards of cut, 180 cubic yards of fill, 15 cubic yards of excavation for footings and 135 cubic yards of removal and recompaction.
Item J.1
January 14, 2026
DRP24-018/SDP24-011
508 Glenmont Drive– Hall Residence
Grading is required along the front of the lot in order to construct the partially subterranean basement level, provide driveway access to the new lower-level garage, and to provide pedestrian access from the street and driveway to the front entry. In addition, grading would take place in the rear yard in order to provide the proposed flat usable rear yard area and proposed site improvements.
Lighting:
A condition of approval has been added to the resolution that requires that all new exterior lighting fixtures comply with the City-Wide Lighting Regulations of the Zoning Ordinance (SBMC 17.60.060). All light fixtures shall be shielded so that no light or glare is transmitted or reflected in such concentrated quantities or intensities as to be detrimental to the surrounding area.
Usable Open Space:
The project consists of the construction of a replacement single-family residence with a lower-level garage and yard improvements; therefore, usable open space and recreational facilities are neither proposed nor required according to SBMC Section
17.20.040. As a condition of project approval, the Applicant will be required to pay the applicable Park Development Fee.
Structure Development Permit Compliance (SBMC Chapter 17.63):
The proposed structures would exceed 16 feet in height measured above the pre-existing grade; therefore, the project must comply with all View Assessment requirements of SBMC Chapter 17.63, and the Applicant was required to complete the SDP process. The Story Pole Height Certifications were finalized and certified by a licensed land surveyor on October 30, 2025. Notices were mailed to property owners and occupants within 300 feet of the project site establishing a deadline to file for View Assessment by December 15, 2025, per SBMC 17.63.040(D). During the 30-day review period, the Applicant and a neighbor came to an agreement to lower the proposed chimney 1 foot 8 inches from the certified height at 221.49 to 219.82 MSL. By the last day of the 30-day review period, there were no applications for View Assessment. Therefore, if the City Council is able to make the findings to approve the project, the SDP would be approved administratively.
As a condition of approval, height certifications prepared by a licensed land surveyor would be required prior to the framing inspection certifying that the maximum building height of the residence is 23.17 feet or 217.47 MSL as measured above the proposed grade of 194.30 MSL and highest story point of the roof would be 217.82 MSL or 18.53 feet as measured above the proposed grade of 199.29 MSL. The chimney shall not exceed 219.82 MSL.
Property Frontage and Public Right-of-Way Improvements:
The existing property frontage is unimproved, with some A.C. and a non-standard driveway. If approved, the Applicant will be required to remove the existing A.C. and Item J.1

II. That the request for a DRP and SDP to construct a replacement single-family residence with a main floor of 2,922 square feet, an attached partially subterranean garage of 875 square feet and a subterranean basement of 1,066 square feet and perform associated site improvements at 508 Glenmont Ave. is conditionally approved based upon the following Findings and subject to the following Conditions:
III. FINDINGS
Item J.1
Resolution 2026-002
DRP24-018/SDP24-011- Hall
508 Glenmont Ave.
A. In accordance with Section 17.68.040 (Development Review Permit) of the City of Solana Beach Municipal Code, the City Council finds the following:
I. The proposed project is consistent with the General Plan and all applicable requirements of SBMC Title 17 (Zoning Ordinance), including special regulations, overlay zones and specific plans.
General Plan Consistency: The proposed project is found to be consistent with the General Plan, which designates the property Low Medium Residential (LMR) and is intended for residences developed at a maximum density of four dwelling units per acre. The proposed development could be found to be consistent with the objectives of the General Plan as it encourages the development and maintenance of healthy residential neighborhoods, the stability of transitional neighborhoods, and the rehabilitation of deteriorated neighborhoods.
Coastal Zone:
The entire City of Solana Beach is located within the Coastal Zone. As a condition of project approval, the Applicant will be required to obtain a Coastal Development Permit, Waiver, or Exemption from the California Coastal Commission prior to the issuance of building or grading permits.
Zoning Ordinance Consistency: SBMC Section 17.20.010(C) specifies that the LMR Zone is intended for residential development in areas characterized by single-family homes on previously subdivided lots.
SBMC Section 17.20.030 outlines property development regulations, which are analyzed below. The property is also located in the Scaled Residential Overlay Zone (SROZ) and could be found to be in compliance with its specific development standards for Floor Area Ratio (FAR) and basement square footage exemptions.
Minimum Yards/Setbacks:
Minimum yard dimensions (setbacks) for the LMR Zone are determined by the setback designator indicated on the City of Solana Beach official zoning map. The setback designator for the subject property is “d”, which requires 25-foot front, 5-foot street and interior side yard setbacks and a 25-foot rear yard setback. The lot is rectangular in shape with 66.80 feet of frontage on Glenmont Avenue, 120-foot side yard property lines and a rear property line of 68.6 feet. The proposed project meets the required Item J.1
Resolution 2026-002
DRP24-018/SDP24-011- Hall
508 Glenmont Ave.
setbacks for the zoning; however, the project does include allowable encroachments into the side-yard setbacks, including a two foot roof eave and an attached chimney that encroaches approximately one foot seven inches.
Maximum Floor Area Ratio:
The maximum allowable floor area calculation for the 8,149 square foot lot is as follows:
0.60 for first 5,000 ft2
0.30 for 5,000 ft2 to 20,000 ft2
3,000 ft2
375 ft2
Maximum Allowable Floor Area: 3,375 ft2
The 2,922 square foot main floor living area consists of an open concept living, dining, and kitchen with an attached pantry on the northern half of the main floor. The entry, laundry, powder room, two bedrooms with ensuite bathrooms and the primary bedroom suite make up the southern half of the main floor. There is a 282 square foot covered front porch and a 233 square foot covered patio on the east side of the open concept room. None of the front porch or the covered patio is considered covered and enclosed therefore, it is not included in the calculation of FAR.
If the proposed basement level meets these requirements, then the entire floor area of the basement living area is exempt from the Item J.1
Resolution 2026-002
DRP24-018/SDP24-011- Hall
508 Glenmont Ave.
calculation of floor area and the garage exemption would be calculated as follows:
Basement SF – Living area SF = Garage SF
Garage SF – 400 SF for Required Parking = Remaining Garage SF Remaining SF X Linear Footage of Exposure X 2% = Floor Area included in Calculation
1,941SF – 1,066 SF= 875 SF
875 SF – 400 SF = 475 SF X 29.83 F X 2% = 283 SF included in FAR Therefore, the garage is afforded a 592 square-foot exemption from gross floor area calculation and the entire 1,066 square feet of lower level living area is exempt from the calculation of floor area. With these exemptions, the total gross floor area of the project is 3,205 square feet, which is 170 square feet below the maximum allowable for the property.
Maximum Building Height:
The maximum building height for the LMR Zone is 25 feet.
The proposed addition exceeds 16 feet in height from the pre-existing grade.
Therefore, the project is subject to the requirements of SBMC Chapter
17.63 – View Assessment which is discussed later in this report.
Required Off-Street Parking:
A single-family residence requires two off-street parking spaces, pursuant to SBMC Section 17.52.040 and the Off-Street Parking Design Manual (OSPDM). Three unobstructed 9-foot by 19-foot parking spaces are proposed within the two attached garages.
A retaining wall is proposed along the north side of the reconstructed driveway, following the western property line to the north, and along the Item J.1
Resolution 2026-002
DRP24-018/SDP24-011- Hall
508 Glenmont Ave.
northern property line ending at the northeast corner of the lot.
Currently, the plans show fences and walls that comply with the requirements of SBMC 17.20.040(O) and 17.60.070(C). If the Applicant decides to modify any of the proposed fences and walls or construct additional fences and walls on the project site, a condition of project approval indicates that they would be required to comply with the Municipal Code.
Landscape:
Compliance with the current water efficient landscaping regulations of SBMC Chapter 17.56 and submittal of a Landscape Documentation Package is required for new development projects with an aggregate landscape equal to or greater than 500 square feet.
II. The proposed development complies with the following development review criteria set forth in Solana Beach Municipal Code Section
17.68.040.F:
a. Relationship with Adjacent Land Uses: The development shall be designed in a manner compatible with and where feasible, complimentary to existing and potential development in the immediate vicinity of the project site. Site planning on the perimeter of the development shall give consideration to the protection of surrounding areas from potential adverse effects, as well as protection of the property from adverse surrounding influences.
Item J.1
Resolution 2026-002
DRP24-018/SDP24-011- Hall
508 Glenmont Ave.
The property is located within the LMR Zone and the SROZ as are the properties located in the immediate surrounding area.
The two properties directly south of the subject lot are owned by Santa Fe Irrigation District and are developed with a single family residence and a water tank. The remaining properties within the area properties are developed with a mix of one-and two-story single-family residences. The project, as designed, could be found consistent with the permitted uses for the LMR Zone as described in SBMC Sections 17.20.010 and 17.12.020. The maximum proposed floor area would be 170 square feet below the maximum allowable for the property.
b. Building and Structure Placement: Buildings and structures shall be sited and designed in a manner which visually and functionally enhances their intended use.
The driveway access would remain in the southwest corner of the lot, however, the driveway will be graded in order to slope down to the proposed partially subterranean garage.
The proposed
residence could be found to be designed to minimize adverse impacts on the surrounding properties.
c. Landscaping: The removal of significant native vegetation shall be minimized. Replacement vegetation and landscaping shall be compatible with the vegetation of the surrounding area. Trees and other large plantings shall not obstruct significant views when installed or at maturity.
The proposed landscape plan includes a variety of trees, shrubs, and groundcover throughout the property. In addition to complying with the water efficient landscape regulations, the Applicant will also be required to submit a landscape
construction plan in substantial conformance with the conceptual Item J.1
Resolution 2026-002

planting plan. A condition has also been added to require that native or drought-tolerant and non-invasive plant materials and water-conserving irrigation systems are required to be
incorporated into the landscaping to the extent feasible. d. Roads, Pedestrian Walkways, Parking and Storage Areas: Any development involving more than one building or structure shall provide common access roads and pedestrian walkways.
Parking and outside storage areas, where permitted, shall be screened from view to the extent feasible, by existing
topography, by the placement of buildings and structures, or by landscaping and plantings.
The proposed design includes an attached partially
subterranean basement of 875 square feet. Two parking spaces that are 9 feet wide by 19 feet in length and free of obstruction would be provided within the garage. The Applicant intends to use some of the additional square footage in the garage to store the garbage and recycling bins. Pedestrian access to the residence is provided by a paved walkway from the northwest corner of the lot to the front porch and then to the driveway that is in the southwest corner of the lot.
e. Grading: To the extent feasible, natural topography and scenic features of the site shall be retained and incorporated into the proposed development. Any grading or earth-moving operations in connection with the proposed development shall be planned and executed so as to blend with the existing terrain both on and adjacent to the site. Existing exposed or disturbed slopes shall be landscaped with native or naturalized non-native vegetation and existing erosion problems shall be corrected.
The project would require grading in the amount of 800 cubic yards of cut, 180 cubic yards of fill, 15 cubic yards of excavation for footings and 135 cubic yards of removal and recompaction.
Grading is required along the front of the lot in order to construct the partially subterranean basement level, provide driveway access to the new lower-level garage, and to provide pedestrian access from the street and driveway to the front entry. In addition, grading would take place in the rear yard in order to provide the proposed flat usable rear yard area and proposed site improvements.
f. Lighting: Light fixtures for walkways, parking areas, driveways, and other facilities shall be provided in sufficient number and at proper locations to assure safe and convenient nighttime use.

Usable Open Space: Recreational facilities proposed within required usable open space shall be located and designed to maintain essential open space values.
The project consists of the construction of a new single-family residence and site improvements; therefore, usable open space and recreational facilities are neither proposed nor required according to SBMC Section 17.20.040. The Applicant is required to pay the applicable Park Development Fee.
III. All required permits and approvals including variances, conditional use permits, comprehensive sign plans, and coastal development permits have been obtained prior to or concurrently with the development review permit.
All required permits, including the Structure Development Permit, are being processed concurrently with the Development Review Permit.
IV. If the development project also requires a permit or approval to be issued by a state or federal agency, the city council may conditionally approve the development review permit upon the Applicant obtaining the required permit or approval from the other agency.
The Applicant is required to obtain approval from the California Coastal Commission prior to the issuance of Building or Grading Permits.
B. In accordance with Chapter 17.63 (Structure Development Permit) of the Solana Beach Municipal Code, the City Council finds the following:
The proposed structures would exceed 16 feet in height measured above the pre-existing grade; therefore, the project must comply with all View Assessment requirements of SBMC Chapter 17.63, and the Applicant was required to complete the SDP process. The Story Pole Height Certifications were finalized and certified by a licensed land surveyor on October 30, 2025.

STAFF REPORT
CITY OF SOLANA BEACH
TO: Honorable Mayor and City Councilmembers
FROM: Alyssa Muto, City Manager
MEETING DATE: January 14, 2026
ORIGINATING DEPT: Community Development Department – Katie Benson, Senior Planner
SUBJECT: Continued Public Hearing: Request for a DRP, SDP, and DUP to Construct a 704 Square-Foot Second-Story
Live/Work Unit at 121 West Plaza Street, Solana Beach
(Applicant: David Urich; Application: DRP25-001/SDP25-
001/DUP25-002; APN: 298-010-44; Resolution No. 2025-
120)
BACKGROUND:
Staff is proposing the City Council continue the Public Hearing, date-certain, to the January 28, 2026 City Council meeting to allow additional time for the revised development plans to be prepared and reviewed by Staff.
DISCUSSION:
The City Council originally considered the project on November 19, 2025, which included the Applicant’s request for approval of a Development Review Permit (DRP), Structure Development Permit (SDP), and Director’s Use Permit (DUP) to construct a 704 squarefoot second-story Live/Work Unit. After opening the Public Hearing on November 19th, 2025, and receiving testimony from the Applicant and public, concerns were shared by the City Council and the public regarding the proposed development’s consistency with the required findings for the requested DRP and DUP. The November 19, 2025 Staff Report, associated documents, and video of the meeting, can be found on the City’s website: https://www.cityofsolanabeach.org/en/city-council-meetings. With the Applicant’s consent, the City Council moved to continue the Public Hearing, date-certain, to the January 14, 2026 City Council meeting.
Since the November 19, 2025 City Council meeting, the Applicant has worked diligently submitting multiple iterations of revised architectural plans to address the noted concerns in accordance with applicable development standards and building code requirements.
However, additional corrections are needed to accurately depict the revised project and Item J.2

story poles. The City Council also requested existing structural details and a construction plan, which are pending submittal. Therefore, Staff is proposing to continue the Public Hearing, date-certain, to Wednesday, January 28, 2026.
Public Hearing Notice:
Notice of the November 19, 2025 City Council Public Hearing for the project was published in the Union Tribune more than 10 days prior to the Public Hearing. The same public notice was mailed to property owners and occupants within 300 feet of the proposed project site on October 23, 2025. The Public Hearing was continued by the City Council, date-certain, to January 14, 2026, and the Applicant is requesting that the City Council continued the Public Hearing, date-certain, to January 28, 2026.
Staff has informed the adjacent property owners, who raised concerns with the original project, of the proposed changes and the necessity to continue the Public Hearing.
CEQA COMPLIANCE STATEMENT:
This item is limited to a request for a continuance of the public hearing, date-certain, to Wednesday, January 28, 2026.
FISCAL IMPACT: N/A
WORK PLAN: N/A
CITY MANAGER’S RECOMMENDATION:
Staff recommends the City Council continue the Public Hearing, date-certain, to January 28, 2026, to allow additional time for the project plans to be revised and submitted by the Applicant and reviewed by Staff.

STAFF REPORT
CITY OF SOLANA BEACH
TO: Honorable Mayor and City Councilmembers
FROM: Alyssa Muto, City Manager
MEETING DATE: January 14, 2026
ORIGINATING DEPT: Community Development – Joseph Lim, Director SUBJECT: Adopt (2nd Reading) Ordinance 533 - Outdoor Dining and Other Zoning Code Updates
BACKGROUND:
On December 14, 2025, the City Council introduced Ordinance 533 (Attachment1), which is now before the Council for the second reading and adoption to amend 1) the City’s Sidewalk Café and Outdoor Dining standards, 2) the City’s Accessory Dwelling Unit (ADU) Ordinance for consistency with State ADU Law; and 3) the City’s Two-Unit Residential Development and Urban Lot Split standards to be consistent with State Law.
This item is before the City Council to consider adoption of Ordinance 533.
DISCUSSION:
Sidewalk Café and Outdoor Dining
The City continues to support the desire by the businesses, business districts, Chamber of Commerce and the public to maintain temporary outdoor dining activities. Updating the City’s Sidewalk Café and Outdoor Dining Ordinance will implement permanent standards that further this effort. The Ordinance being presented before Council includes expanded definitions of dining establishments, outdoor eating areas and sidewalk cafés. Outdoor dining activities would require that a business apply for a Conditional Use Permit (CUP). The CUP application would require detailed information and plans of the area within which the business wished to expand. The proposed regulations allow a minimum 200 square feet of outdoor dining area for any business.
Additional outdoor dining area may be allowed at 50% for each additional square foot of public use area above 200 square feet. The draft language would allow these outdoor dining areas and sidewalk cafes to be located on public sidewalks, on adjacent offstreet public parking areas, as well as on private off-street parking spaces. The proposed ordinance also prohibits properties that have less than ten (10) parking spaces from using any parking spaces for outdoor dining. Properties with greater than Item K.1
January 14, 2026
Ordinance 533 - Outdoor Dining & Other Zoning Updates
ten (10) parking spaces may use three (3) parking spaces or 20% of the existing number of on-site parking spaces, whichever is fewer.
There is also updated language relating to canopies, umbrellas and other shade structures. Temporary “pop-up” canopies/tent structures would be prohibited with the adoption of the proposed ordinance.
Ordinance 533 requires that a maintenance and cleaning plan be submitted and approved for these outdoor dining areas, which shall include regular trash and debris removal and cleanup of the areas at the conclusion of operations on a daily basis.
Additionally, the outdoor eating areas shall be cleaned/washed (with proper collection and disposal of any excess water so that it does not reach the stormwater system) on a weekly basis. These businesses may be subject to City inspection and, if needed, more frequent cleaning may be required to ensure compliance with the regulations.
Accessory Dwelling Unit Ordinance Update
The State of California recently amended State Law that modified the number of detached multiple accessory dwelling units on lots with existing multifamily dwellings.
Pursuant to SB 130, cities must allow up to eight (8) detached accessory dwelling units on a lot with existing multifamily dwellings but shall not exceed the number of existing units on the lot. This is an increase from the previously allowed two (2) detached accessory dwelling units. Subsection 17.20.040.D.5.d is proposed to be amended as required to reflect current State Law.
Two-Unit Residential Development/Urban Lot Split Update The State of California also amended provisions of SB 9 as a “clean up” item under SB 450, which provides for development of two residential units within single-family residential zones and urban lot splits as a ministerial action. SB 450 provisions restrict local agencies from adopting local development standards for SB 9 projects that do not apply uniformly to development within the underlying zone. The City’s Two-Unit Residential Development and Urban Lot Split standards previously allowed a maximum of 825 square feet per unit. Removal of this standard requirement would bring the City into compliance with SB 450.
CEQA COMPLIANCE STATEMENT:
This project is exempt from the provisions of the California Environmental Quality Act pursuant to Section 15061(b)(3) because the proposed Zoning Code updates are covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment and pursuant to Section 15282(h) that it also entails the adoption of State mandated accessory dwelling unit, two-unit residential development and urban lot split standards in an effort to address the State housing crisis.

Chair, Senate Local Government Committee

RE: SB 677 – Opposition
Dear Chair Durazo,
The City of Solana Beach writes to express our concerns related to the recently amended SB 677.
Since early last year, Solana Beach and many California cities have expressed disappointment that SB 79 disregards a City’s compliance with, and completion of, their state-certified Housing Elements, a regular – annual and periodic – comprehensive (and costly) technical analysis and reporting of housing planning, allocation, and implementation. The bill also bestows land use authority to transit agencies and other private property owners without any coordination with the City as it relates to the provision of public safety, essential services necessary, infrastructure or compliance with conflicting state laws.
We learned just hours before the Housing Committee hearing on Tuesday of the specific language to further expand SB 79 to include Solana Beach and other cities without concern for the size (population and land area), environmental impacts, historical land use patterns, and the public facilities, services and infrastructure needed to support such blanket density. The City of Solana Beach is 3.4 square miles with a population of less than 13,000 residents. Limited stormwater, water and sewer facilities within our City, constructed while the area was still unincorporated, will be significantly impacted by development of the greater intensity and density permitted under this legislation.
The problems and burdens that would be placed on a very small coastal city like Solana Beach, when captured in SB 677, are significantly more impactful than with other cities that have populations in the hundreds of thousands, and better able to absorb such increased densities. This level of density further dilutes our city’s ability to realize affordable housing in our coastal community, housing that can specifically support our populations with the greatest need, which includes our aging senior population.
We would like to point out that the logic of adding this level of density and housing because of the addition of Amtrak/Pacific Surfliner’s inner-city rail which transports tourists to our beach town and the Del Mar Fairgrounds, is completely lacking. Tourists do not need permanent housing.
SB 79 has already created a significant disconnect between the provision of housing and the necessary public services, public facilities and infrastructure to support current and future residents.
Further, important requirements such as a water supply assessment and educational facility planning would be foregone if this legislation moves forward as proposed. Instead of seeking to improve the bill Item L.
in a manner that would foster more tangible solutions for development in appropriately-sized cities, SB 677 will simply increase the burden and incompatibility that cities may experience.
SB 677 would amend one of the most potentially significant housing policy laws in years before cities have had even a single instance to observe its impacts or learn what is feasible or experience the limitations with its implementation on affordability, infrastructure and governance of existing and future residents. This rushing to amend speaks to the frustrating, disappointing, and problematic lack of collaboration or willingness to analyze recently passed laws before they are expanded. This is a practice that we continue to see from the legislature. We remain open and willing to share our experiences in order to improve the legislature’s efforts to solve our housing affordability problem.
We respectfully request that the committee refrain from considering SB 677 or any additional provisions that will further expand SB 79 applicability which remove cities from their own land use authority.
Sincerely,
