MEETING

The Soledad Youth Council (SYC) is committed to fostering youth leadership, civic engagement, and community collaboration. This report provides an overview of key activities, presentations, and accomplishments from the past quarter, reflecting the Council’s active role in supporting city initiatives and addressing community needs.
Presenting: Angelina Flores, Nathalie Milan, Giovanni Bravo Life Skills Classes Survey Launch
The Soledad Youth Council recently launched a Life Skills Classes Survey to gather input from students on the types of courses they would like to see offered in the future, including driver’s education and basic financial literacy. To date, 86 responses have been collected, and outreach efforts are ongoing to increase participation and feedback.
South County Youth Summit (SCYS) – April 29 Planning Meeting Over the past few months, Soledad Youth Council members, including SYC commissioners, have met both virtually and in person with representatives from the Gonzales and Greenfield youth councils to plan the upcoming South County Youth Summit. Members have been actively participating in committee work to help bring the event to life. Promotional posters and the RSVP registration link have been finalized and shared, allowing students and organizations to sign up. The Summit is scheduled to take place on May 24 at 10:00 AM at Greenfield High School, with several Soledad Youth Council members expected to attend and support the event.
Collaboration with the Community Center
Earlier this quarter, council members supported the Community Center’s “Real World Survival Guide” event. Responsibilities included guiding students between workshops and assisting with event logistics throughout the day. This effort provided an opportunity to engage with peers and contribute to an initiative focused on developing real-world skills among youth. 9 Looking Ahead
In the coming weeks, the council will continue promoting the Life Skills Classes Survey to ensure a broad range of student voices are captured. Preparations for the South County Youth Summit will continue, with members finalizing logistics and coordinating outreach with partner councils. As the school year draws to a close, the council will begin drafting its final report and presentation to reflect on accomplishments and progress made throughout the year.
Conclusion
This quarter, the Soledad Youth Council has demonstrated consistent engagement and leadership in efforts to elevate youth perspectives within the community. From launching the Life Skills Classes Survey and planning a regional youth summit to supporting local events, council members have taken active roles as both leaders and collaborators. Their continued work reflects a strong commitment to youth empowerment and civic involvement in Soledad. 10 SUBJECT: Minutes

TO: Honorable Mayor Velazquez and City Council
FROM: Ariana Mora, Senior Planner and Beatriz Trujillo, Community and Economic Development Director
MEETING DATE: May 7, 2025
CITY OF SOLEDAD
STAFF REPORT
THROUGH: Megan Hunter, City Manager
AGENDA ITEM NO. 9.
Recommendation
It is recommended that the City Council of the City of Soledad approve by minute motion, the 2025 Fireworks Booth sales permit applications.
Executive Summary
The Soledad City Council will consider granting permits for the sale of safe and sane fireworks booths for the 2025 4th of July holiday. Per the established ordinance, the City Council is tasked with approving applications for firework sales in Soledad. The limit for such permits is set to five (5), and only three (3) non-profit organizations applied. All applications are from previous long-time applicants who propose to operate in the same locations as have been used for fireworks sales in prior years. If the applications are approved, sales are only allowed from June 28-July 4th, 2025. All applicants are subject to conditions of approval for permitting firework sales upon City Council review and consideration of approval.
Background
In accordance with City Council Ordinance No. 682, the Council meeting in May is established as the annual date for the City Council to approve requests for fireworks booths. The adopted ordinance requires the following:
Language that restricts the issuance of permits to qualified non-profit organizations and the criteria for qualification as a permit applicant;
Required application materials pertaining to the issuance of permits; Fireworks sales permit applications must be submitted between March 15th and April 15th; Accountability for the use of funds raised by fireworks sales from past years for repeat applicants; and
The use of a Council adopted resolution to establish the total number of permits that may be 81 issued in a given year, the processing fee for an application, and the process by which permits will be issued via lottery in instances in which the number of applications exceeds the number of authorized permits.
On March 5, 2014 the Council approved Resolution No. 4954, which currently limits the number of permits to 5 within Soledad.
On April 15, 2025, the established deadline, the City received three (3) Firework Booth Sales Permit applications from charitable and civic groups for permits to sell in preparation for this year’s 4th of July holiday. (Attachment 1, applications). The sales of these fireworks are for private use and are not directly related or associated with the community’s 4th of July Celebration.
Review & Analysis
The City received three (3) Firework Booth Sales permit applications for the 2025 calendar year. The applicants propose to operate at or near sites that have been used for fireworks sales in prior years. The following table lists the stand locations for each applicant:
Applicant (Organization)
Proposed Firework Stand
Location
Name of Representative
Soledad Lions Club 179 East Street Richard Perez
Victory Outreach 1000 Front Street Jimmy Cadenaz
Liberty Chapel Church 702 Front Street Vanessa Velasquez All three applications (organizations) are from returning applicants. Please see Attachment 1 for each completed application.
Chapter 8.16 of the Soledad Municipal Code (SMC) authorizes granting of permits by the City Council for temporary sales of fireworks. The SMC limits such sales to recognized charitable and civic organizations. Site limitations include keeping the vendor area free of weeds, maintaining the appropriate type of fire extinguisher at the stand, and maintaining a 50-foot separation between booths and nearby buildings. Insurance is also required for each group selling fireworks.
In addition, before the sale of fireworks, the booths will be inspected by Soledad Fire Department/CAL Fire. The dates and time for the sale of fireworks will be restricted in accordance with the Fireworks Ordinance, beginning June 28th and continuing to July 3rd, from 10:00 a.m. to 9:00 p.m. each day, and ending on July 4th with sales allowed from 7:00 a.m. to 7:00 p.m. on that final day.
Condition of Approval for permitting Fireworks Sales are attached with the applications. These Conditions of Approval set forth requirements, as developed by the Fire Chief consistent with the Fire Code, to mitigate or avoid potential safety hazards.
In addition, please note that Liberty Chapel is requesting to set up where they have for numerous years at the Front Street location adjacent to ACE Hardware. This property is owned by the City of Soledad.
Therefore, City Council also must approve this location upon approval of the permit.
Financial Considerations
For several years, permit fees have remained at $10, without accounting for the cost of staff review, processing, and inspections. All permit holders or licensees must allow the Soledad Fire Department, or 82 Attachment A- Firework Booth Sales Permits Applications its authorized representatives, to enter and inspect any building or premises related to fireworks at any time. A fee will be charged for these inspections. If additional inspections are required due to noncompliance, additional fees may apply.
Alternatives
Approve by minute motion the three (3) fireworks booth sales permit applications.
Deny by minute motion any of all of the three (3) firework booth sales permit applications.
Planning/CEQA
Staff has determined that the selling of fireworks from temporary stands is Categorically Exempt from environmental analysis under the California Environmental Quality Act (CEQA), pursuant the CEQA Guidelines Section 15311 (Class 11, Accessory Structures).

AGENDA ITEM NO. 10.
Recommendation
It is recommended that the City Council of the City of Soledad consider and adopt Resolution No.6226, "Approving the Construction Services Agreement with HR Sheet Metal Heating and Air Conditioning, in an amount of $62,200 plus 5% Contingency for a total amount of $65,310 for the purchase and installation of a Package Unit Heating, Ventilation & Air Conditioning (HVAC) and Authorizing the City Manager to Execute said Contract on Behalf of the City of Soledad".
Executive Summary
The City of Soledad serves a population of roughly 22,000 with water and wastewater services. The City’s Water Reclamation Facility "plant" is the facility that handles all of the City’s wastewater treatment. The plant is home to many sensitive pieces of equipment and electronics that keep it functioning and are vital to its operations. Among these electronics is the plant’s 10,000 SF Motor Control Center MCC room, which has electrical switchgear that controls all the plant's various mechanical equipment. As this room houses a lot of electronics, it is prone to overheating, which is why the plant has a multi-stage HVAC system installed to keep temperatures down. Recently, the HVAC malfunctioned and is now running at reduced capacity. While it is currently still working well enough to keep the electronics cool, there is a risk if the HVAC unit goes fully offline, the WRF will cease to function correctly. For this reason, PW staff is proposing the purchase and installation of a new 2-stage HVAC unit to replace the current one.
This project will be an emergency project that was not part of the CIP as the malfunction of the current HVAC was an unexpected occurrence.
114
Background
The plant is one of the City’s most important facilities, as it is vital in the treatment process of the City’s wastewater. Any malfunction within the plant itself would severely impact the City’s ability to handle wastewater treatment. The plant is home to many sensitive electronics that require low temperatures to function optimally. This electronic equipment is housed in the plant's MCC room, which is kept temperature-controlled at all times by a two-stage HVAC unit. The main system on this HVAC unit has ceased to function, and two repair companies have said it is too old to repair properly and that they would be unable to provide a warranty for any repair work (if possible) performed. The unit is the original HVAC from when the WRF was constructed in 2008, so it is around 17 years old which is a good long life for an HVAC unit.
PW staff solicited bids for HVAC units through the third-party site Planet-Bids but received no bids for the project. Since no bids were received through the formal procedure this allowed staff to enact S.M.C.
Section 3.24.080 paragraph (C) item (e) which states: No Bids Received: If no bids are received through the formal procedure, the project may be performed by the employees of the city by force account, or negotiated contract without further complying with the Uniform Public Construction Cost Accounting Act or this section. Enacting this section of the Soledad Municipal Code, PW staff directly solicited quotes from qualified contractors.
Review & Analysis
Staff prepared and formally advertised through Planetbids a formal Request for Bids (RFB) from qualified individuals or firms for the purchase and installation of a replacement HVAC unit. This RFB was bid out on March 7, 2025, with a due date of March 28, 2025. The project was bid out in the hopes of soliciting a competitive bid. Unfortunately, no bids were received during the bidding process, which allowed staff to enact Soledad Municipal Code 3.24.08 and solicit direct proposals from qualified individuals. Staff solicited proposals for the replacement of the existing HVAC unit and received a proposal for the purchase and installation of a new HVAC unit from HR Sheet Metal Heating and Air Conditioning in the amount of $62,200. Staff reviewed the proposal and recommended approval of a contract with HR Sheet Metal Heating and Air Conditioning for construction services for the purchase and installation of a replacement HVAC unit. The city’s standard contract form will be used.
Financial Considerations
Funding for this project is to come from the wastewater fund. Funding from line item 310.0000.57000 Capital Project will be used. The funding will come from the Main Street Sewer Replacement capital project which had been budgeted for design and construction in the amount of $1,644,160, but was designed and bid out for a total cost of $328,000. This left a surplus savings amount of $1,316,160, of which $65,310 will be used for this project.
Alternatives
Adopt the recommended resolution.
Do not adopt the recommended resolution
Planning/CEQA
This project meets a categorical exemption as per the California Environmental Quality Act (CEQA) Guidelines Section 15302 Class 1, which exempts the operation, repair, or maintenance of existing public structures, facilities and mechanical equipment where there is no expansion of existing or former 115

SUBJECT: Resolution No. 6227, A Resolution of the City Council of the City of Soledad Approving a Park Use Fee Waiver for the Celebration Nation Foundation for the Use of the Cesar Chavez Park for their Mother’s Day Event
TO: Honorable Mayor Velazquez and City Council
FROM: Megan Hunter, City Manager
MEETING DATE: May 7, 2025
CITY OF SOLEDAD
STAFF REPORT
THROUGH: Megan Hunter, City Manager
AGENDA ITEM NO. 11.
Recommendation
It is recommended that the City Council of the City of Soledad consider and adopt Resolution No. 6227, “Approving a Park Use Fee Waiver for the Celebration Nation Foundation for the Use of the Cesar Chavez Park for their Mother’s Day Event”.
Executive Summary
Staff recommends that the City Council approve a park use fee waiver for the Celebration Nation Foundation for the use of the Cesar Chavez Park located at 502 Front St on May 10, 2025, from 10:00 PM to 12:00 PM for a Mother’s Day Event called Mama Campesina. The event will honor farmworker mothers who contribute to the community. The event will provide a safe and enjoyable experience for children and their families, featuring activities, gifts, and games that celebrate and support working mothers. Approving the waiver aligns with the City’s mission to support community engagement and family-oriented programming. Celebration Nation will still be required to meet all permit, insurance, and deposit requirements.
Background
The Celebration Nation Foundation (Applicant) is a nonprofit organization dedicated to uplifting indigenous Latino Families by ensuring they have access to food, educational tools, essential resources, a sense of community, and opportunities for a better future. Their upcoming event, Mama Campesina, is intended to create a special experience for working mothers of the Soledad community, featuring live music, food, gifts, and resources for the community. The event aims to celebrate farmworker mothers with festivities that provide crucial resources and special events fostering a sense of belonging and support for farm working families, promoting positive community engagement. 124
Review & Analysis
Granting the fee waiver will assist a nonprofit organization in hosting a free event that supports working mothers in the community, especially farm-working mothers, who are a significant part of the Soledad community. It will also strengthen the City’s commitment to supporting programs that benefit underserved populations, ensuring that families have access to enriching and engaging activities at no cost.
The event will be held exclusively at Cesar Chavez Park; the Gateway Center will not be utilized for any event-related activities. Restroom facilities at the park are typically open on weekends and will remain accessible during the event. No additional staffing changes are anticipated. Public Works on-call personnel will be available to respond to any emergent issues, but will not be assigned to assist with event operations.
The requested fee waiver would cover park rental costs for the event, which would otherwise total $185.25:
Special Event Permit: $35.25
Reservation fee: $150
If the waiver is approved, the Applicant will still be required to:
Provide a certificate of insurance with $1 million per occurrence, listing the City of Soledad and all its officers and employees as additional insured.
Financial Considerations
The approval of this fee waiver will result in a loss of $185.25 in potential revenue for the Parks and Recreation Department. This includes the cost of additional staffing for the park during this event.
Alternatives
Approve the fee waiver as recommended.
Approve a partial fee waiver.
Do not approve the fee waiver and provide other directions to Planning/CEQA
The City of Soledad has determined that the proposed action of approving a fee waiver for the use of the Cesar Chavez Park is not a project as defined by the California Environmental Quality Act (CEQA) per Guidelines Section 15378. Because the proposed action and this matter have no potential to cause any effect on the environment or because it falls within a category of activities excluded as projects pursuant to CEQA Guidelines section 15378.

SUBJECT: Accept By Minute Motion the Annual 2024 Water System Consumer Confidence / Water Quality Report
TO: Honorable Mayor Velazquez and City Council
FROM: Carla James, Water Resources Manager and Don Wilcox, Public Works Director
MEETING DATE: May 7, 2025
CITY OF SOLEDAD
STAFF REPORT
THROUGH: Megan Hunter, City Manager
AGENDA ITEM NO. 12.
Recommendation
It is recommended that the City Council accept the attached 2024 City of Soledad Water System Consumer Confidence Report, also known as the Annual Water Quality Report.
Executive Summary
Each year, the City of Soledad prepares an Annual Consumer Confidence Report, also known as an Annual Water Quality Report, to notify City customers (consumers) about the source of their drinking water and any regulated contaminant(s) that may be present. In addition, the CCR provides information on the levels of any unregulated contaminant(s) for which monitoring has been required.
The 2024 CCR covers water quality data from January 01, 2024 through December 31, 2024. The completed 2024 CCR must be distributed to consumers by July 01, 2025.
Background
Pursuant to the 1996 Amendments to the Safe Drinking Water Act, all public community water systems that serve the same people year-round must prepare an Annual Consumer Confidence / Water Quality Report for their customers. The Report is delivered to customers by July 01 each year and covers water quality monitoring data from the previous calendar year. The report describes the sources of the City’s drinking water (groundwater wells), the ranges and average levels of constituents that are present in the City’s drinking water, and how consumers can help protect the City’s water sources.
Review & Analysis
Annual Consumer Confidence / Water Quality Reports are the centerpiece of the right-to-know provisions in the 1996 Amendments to the Safe Drinking Water Act. The Consumer Confidence / 130
Water Quality Report is mailed to each water service customer so that data is available to everyone who drinks water from that location.
As required by California Health & Safety Code §116470 and California Code of Regulations, Title 22, Chapter 15, Article 20, the Annual Consumer Confidence / Water Quality Report must contain the following information:
The type of water served (such as groundwater, surface water, or water from another system) and the name and location of its source.
Regulated and unregulated contaminants that have been detected in the water, their concentrations and the allowable federal or state standard.
Disinfection by-products or microbial contaminants; their concentrations and standards.
Descriptions of possible health effects of contaminants in drinking water at concentrations greater than the federal or state health standard.
Identification of the likely source of any contamination.
Violations of any monitoring, reporting, treatment, or record-keeping requirements.
Opportunities for public involvement and water system contact information.
As the City’s Annual 2024 Consumer Confidence / Water Quality Report indicates, the City of Soledad continues to provide drinking water that meets or exceeds all state and federal drinking water standards.
In 2024, the City had three Tier 3 monitoring violations. The first violation was related to an incorrect sample designation, the second violation was for missing a monthly water quality monitoring event, and the third was a failure to comply with reporting requirements for laboratory data. Tier 3 monitoring violations do not pose an acute threat to consumers, and instead of immediate notification, the requirement is public notification within one year after learning of the violation. These three 2024 monitoring violations have been included in the 2024 Consumer Confidence / Water Quality Report, with a brief explanation of each occurrence. City Staff have put additional policies, procedures, and measures in place to reduce or eliminate monitoring violations going forward.
Attached is a copy of the 2024 Annual Consumer Confidence / Water Quality Report for your review.
This report will be mailed to every water customer and available in English and Spanish on the City’s website.
Financial Considerations
There are no financial impacts other than the cost of preparing and mailing the report, which is estimated to be $9,000 to The Gemini Group for these services, paid from the Water Enterprise Fund.
Alternatives
This is a federally mandated report and must be completed.
Planning/CEQA
The generation of the CCR Report is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). Because the matter does not cause a direct or foreseeable indirect physical change on or in the environment, this matter is not a project. Any subsequent discretionary projects resulting from this action will be subjected to CEQA Review.

Questions?
For more information about this report, or for any questions relating to your drinking water, please contact Moises Arizmendi, Public Works Manager, at (831) 223-5190 or marizmendi@ cityofsoledad.gov; or Carla James, Water Resources Manager, at (831) 223-5012 or [email protected].
Important Health Information
Some people may be more vulnerable to contaminants in drinking water than the general population. Immunocompromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health-care providers. U.S. Environmental Protection Agency (U.S. EPA)/Centers for Disease Control and Prevention (CDC) guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800) 426-4791 or epa.gov/safewater.

Where Does My Water Come From?
The City of Soledad’s residents were fortunate during this past year to enjoy an abundant groundwater supply from the city’s wells. All five of these wells were active in 2024. The wells have a combined pumping capacity of about 4,788 gallons per minute. In 2024 these five wells pumped more than 673 million gallons of clean drinking water. To learn more about our watershed online, visit U.S. EPA’s How’s My Waterway at epa.gov/waterdata/hows-my-waterway.
The water supply for the City of Soledad wells comes from aquifers that are continuously replenished with releases of water from the San Antonio and Nacimiento Reservoirs. The reservoirs are operated by the Monterey County Water Resource Agency. According to Monterey County Water Resource Agency data, approximately 90.4 percent of the water from the Salinas Valley aquifers is consumed by agricultural operations. City populations consume about 9.6 percent of the groundwater supply.
Our Commitment
We are pleased to present to you the 2024 Consumer Confidence Report (CCR) containing water quality data from testing performed between January 1 and December 31, 2024. Included are details about your source of water, what it contains, and how it compares to standards set by regulatory agencies. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water and providing you with this information because informed customers are our best allies.
Community Participation
You are invited to attend City of Soledad Council meetings and share your ideas and concerns about your drinking water. The Soledad Council meets the first and third Wednesday of each month at 6:00 p.m. at City Hall, 248 Main Street. Our office hours are Monday through Friday, 8:00 a.m. to noon and 1:00 to 5:00 p.m. Zoom and agenda links are on cityofsoledad.com.
Substances That Could Be in Water
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material and can pick up substances resulting from the presence of animals or from human activity.
Contaminants that may be present in source water include:
Microbial Contaminants, such as viruses and bacteria, that may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants, such as salts and metals, that can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides that may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants, including synthetic and volatile organic chemicals, that are by-products of industrial processes and petroleum production and can also come from gas stations, urban stormwater runoff, agricultural application, and septic systems.
Radioactive Contaminants that can be naturally occurring or the result of oil and gas production and mining activities.
To ensure that tap water is safe to drink, the U.S. EPA and the State Water Resources Control Board (SWRCB) prescribe regulations that limit the amount of certain contaminants in water provided by public water systems. U.S. Food and Drug Administration regulations and California law also establish limits for contaminants in bottled water that provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the U.S. EPA’s Safe Drinking Water Hotline (800) 426-4791.
Drinking Water Source Assessment
A Drinking Water Source Assessment Plan (DWSAP) is an assessment of the delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area and a determination of the water supply’s susceptibility to contamination by the identified potential sources.
According to the DWSAPs, our water system had a susceptibility rating of medium. If you would like to review the DWSAPs, please contact the public works manager during regular office hours.

Our water is monitored for many different kinds of substances on a very strict sampling schedule. The water we deliver must meet specific healthstandards. Here, we only show those substances that were detected in our water (a complete list of all our analytical results is available upon request).
Remember that detecting a substance does not mean the water is unsafe to drink; our goal is to keep all detects below their respective maximum allowed levels. The state recommends monitoring for certain substances less than once per year because the concentrations of these substances do not change frequently. In these cases, the most recent sample data is included, along with the year in which the sample was taken.
We participated in the fifth stage of the U.S. EPA’s Unregulated Contaminant Monitoring Rule (UCMR5) program by performing additional tests on our drinking water. UCMR5 sampling benefits the environment and public health by providing the U.S. EPA with data on the occurrence of contaminants suspected to be in drinking water to determine if it needs to introduce new regulatory standards to improve drinking water quality. Unregulated contaminant monitoring data is available to the public, so please feel free to contact us if you are interested in obtaining that information. If you would like more information on the U.S. EPA’s Unregulated Contaminant Monitoring Rule, please call the Safe Drinking Water Hotline at (800) 426-4791.
What’s a Cross-Connection?
Cross-connections that contaminate drinking water distributionlines are a major concern. A cross-connection is formed at any point where a drinking water line connects to equipment (boilers), systems containing chemicals (air-conditioning systems, fire sprinkler systems, irrigation systems), or water sources of questionable quality. Cross-connection contamination can occur when the pressure in the equipment or system is greater than the pressure inside the drinking water line (backpressure).
Contamination can also occur when the pressure in the drinking water line drops due to fairly routine occurrences (main breaks, heavy water demand), causing contaminants to be sucked out from the equipment and into the drinking water line (backsiphonage).
Outside water taps and garden hoses tend to be the most common sources of cross-connection contamination at home. The garden hose creates a hazard when submerged in a swimming pool or attached to a chemical sprayer for weed killing. Garden hoses that are left lying on the ground may be contaminated by fertilizers, cesspools, or garden chemicals. Improperly installed valves in your toilet could also be a source of cross-connection contamination.
Community water supplies are continuously jeopardized by cross-connections unless appropriate valves, known as backflow prevention devices, are installed and maintained. We have surveyed industrial, commercial, and institutional facilities in the service area to make sure that potential cross-connections are identified and eliminated or protected by a backflow preventer.
We also inspect and test backflow preventers to make sure that they provide maximum protection. For more information on backflow prevention, contact the Safe Drinking Water Hotline at (800) 426-4791.
Lead in Home Plumbing
Lead can cause serious health effects in people of all ages, especially pregnant people, infants (both formula-fed and breastfed),and young children. Lead in drinking water is primarily from materials and parts used in service lines and in home plumbing. The City of Soledad Water Division is responsible for providing high-quality drinking water and removing lead pipes but cannot control the variety of materials used in the plumbing in your home. Because lead levels may vary over time, lead exposure is possible even when your tap sampling results do not detect lead at one point in time. You can help protect yourself and your family by identifying and removing lead materials within your home plumbing and taking steps to reduce your family’s risk. Using a filter certified by an American National Standards Institute-accredited certifier to reduce lead is effective in reducing lead exposures. Follow the instructions provided with the filter to ensure it is used properly. Use only cold water for drinking, cooking, and making baby formula. Boiling does not remove lead from water.
Before using tap water for drinking, cooking, or making baby formula, flush your pipes for several minutes. You can do this by running your tap, taking a shower, or doing laundry or a load of dishes. If you have a lead service line (LSL) or galvanized service line requiring replacement, you may need to flush your pipes for a longer period. If you are concerned about lead and wish to have your water tested, contact Moises Arizmendi at the City of Soledad Water Division at (831) 223-5190. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available at epa.gov/safewater/lead.
To address lead in drinking water, public water systems were required to develop and maintain an inventory of service line materials by October 16, 2024. Developing an inventory and identifying the location of LSLs is the first step for beginning LSL replacement and protecting public health. To view the lead service inventory, or if you would like more information about the inventory or any lead sampling that has been done, contact Moises Arizmendi, City of Soledad Public Works Manager, at (831) 223-5190.

TO: Honorable Mayor Velazquez and City Council
FROM: Alex Ramos, Assistant Engineer
MEETING DATE: May 7, 2025
CITY OF SOLEDAD
STAFF REPORT
THROUGH: Megan Hunter, City Manager
AGENDA ITEM NO. 1.
Recommendation
It is recommended that the City Council of the City of Soledad Consider and Adopt Resolution No. 6225, “A Resolution of the City Council of the City of Soledad Approving a Contract Change Order for Construction Services with Monterey Peninsula Engineering for the Amount of $70,344 for a Total Not-to-Exceed Amount of $447,294 for the Soledad Fire Department Aerial Apparatus Bay (Phase 1) Project and Authorizing the City Manager to Execute Said Contract Change Order on Behalf of the City of Soledad”.
Executive Summary
This change order for the new Apparatus Bay to house the City’s new ladder truck includes the additional scope of work necessary to complete the electrical work per the updated electrical plans, the underground portion of the Fire Sprinkler System, and the additional bid quantities and time & material (T&M) work performed by MPE during this project. PG&E revisions to the plans resulted from the nearest point of connection for the meter/service installation being already reserved for the neighboring development in motion across the street, the underground Fire Sprinkler System work is necessary to provide a water line service to the fire sprinkler system and have it charged and functioning, and minor items surfaced as MPE performed work on the building portion of this project that were necessary to keep the project moving forward. Therefore, Staff recommends that the City Council consider and approve this Contract Change Order in the amount of $70,344 for a total not-to-exceed amount of $447,294.
135
Background
The City received funding through a State of California earmark from Senator Caballero for $2 million to purchase a new fire engine with a ladder attachment. Subsequently, on January 11, 2023, the Soledad City Council authorized the purchase of a 2023 Sparta/Smeal 105-foot Quint Aerial Apparatus (Ladder Truck). Unfortunately, the existing fire station bay is too small for this new apparatus, requiring the construction of a new apparatus bay to house and protect the ladder truck. As a result, the City Council authorized Staff to initiate design work for the new apparatus bay.
Design of the Soledad Fire Department Aerial Apparatus Bay Project was completed in two phases 1 – the prefabricated building and foundation; and Phase 2 – site improvements and utility connections necessary for the siting of the new apparatus bay.
On May 15, 2024, Council approved a contract for construction services with MPE in the amount of $359,000 plus 5% Contingency for a total not to exceed $376,950 for Phase 1 of this project.
On August 21, 2024, the City Council approved a contract for construction services with MPE in the amount of $ 858,343 Plus 10% Contingency ($85,834) for a total not to exceed amount of $944,177 for the Soledad Fire Department (CALFIRE) Aerial Apparatus Bay Project Phase 2 of this project.
Review & Analysis
This project has been moving forward and nearing completion. Recent milestones achieved have been the completion of the building foundation, minor site improvements, the recent erection of the columns and beams, the installation of walls and doors, and the current process of performing the roof installation. This project has two active construction contracts, each with its unique scope of work. The proposed change order is for work performed under phase 1.
This contract change order includes the additional scope of work for MPE to perform the updated work as shown on PG&E plan revisions, the underground portion of the Fire Sprinkler System work, and to capture the additional quantity increases and T&M work performed by MPE during this project.
The electrical plans were revised based on the pre-construction meeting held with PG&E to discuss point of connection options for installing the meter/service to the building. Due to the nearest point of connection being reserved for the neighboring development across the street, the next closest tie-in location was further away from the project location, thus requiring an additional 110 linear feet of conduit, the need for a Cristi Box (purchase and install), and the associated additional labor by the contractor to complete the work.
Additionally, this change order included the second portion of the Fire Sprinkler System work required for this project. Using the original construction contingency, Staff administratively approved the design and above-ground portion of the Fire Sprinkler scope of work as outlined in Contract Change Order #1.
However, a fire line water connection must be established to charge the above-ground fire sprinkler system and have it functioning. This would require the additional scope of work to have MPE install approximately 70 linear feet of PVC pipe, backflow, hot-tap, and the appropriate testing.
This change order also includes the additional quantity increases and T&M work performed by MPE during this project. Due to the need and urgency to approve the above-ground portion of the Fire 136
Sprinkler scope of work, as it was a critical path item, the original construction contingency was utilized to cover that expense instead of the minor items that surfaced during the construction project.
The breakdown of that work is as follows:
Additional Baserock $3,200: This item was increased to add and install an additional four inches of baserock per the Geotech’s recommendation. This would achieve a larger baserock section to construct the building’s foundation upon and assist with the loading of the new ladder truck.
Additional Concrete $9,125: This item was increased to complete the driveway approach per the City’s Standards, a taller concrete slab to achieve the desired elevation to avoid water draining toward the building, and the additional efforts to create a seamless transition from the footing to the neighboring asphalt to allow a smooth ingress/egress for the new ladder truck.
Time & Materials $1,125: During the excavation, remnants of a root ball were discovered and required to be removed to continue compaction efforts; this also included removing and disposing of the fence along the building’s footprint that wasn’t part of the original scope of work.
Time & Materials $3,625: The contractor videoed the sewer line to determine the tie-in for utilities, which was not covered in the original scope of work.
Therefore, Staff recommends that the City Council consider and approve this Contract Change Order for $70,344, for a total not-to-exceed amount of $447,294.
Financial Considerations
This contract change order shall be funded through the use of Fire Impact Fees. A breakdown of the costs so far is as follows:
$359,000 Original Construction Contract Amount
$17,950 Original Construction Contingency (5% of the Original Contract) $17,194 CCO #1 Fire Sprinkler Design, Riser, and Inspection (Approved with the Construction Contingency)
$70,344 CCO #2 PG&E Plan Revision, Underground Portion of Fire Sprinkler Work, Additional Quantities & T&M Work
$447,294 New Construction Contract Amount
Alternatives
Approve the resolution as presented; or
Modify the resolution; or
Do not approve the resolution. This is not recommended as this contract change order is necessary for the completion of this project and would assist in further delays. 137

AND MONTEREY PENINSULA ENGINEERING (MPE) FOR THE
AERIAL APPARATUS BAY PROJECT PHASE 1 (BUILDING &
FOUNDATION)
WHEREAS, the City of Soledad, a municipal corporation of the State of California entered into an agreement dated May 15, 2024, with Monterey Peninsula Engineering for a total price of $359,000 for the AERIAL APPARATUS BAY PROJECT PHASE 1 (BUILDING &
FOUNDATION)
1. REASON FOR CHANGE.
This Contract Change Order No. 2 encompasses the changes listed in the description below:
a. The subbase of the Fire Aerial Apparatus Bay Building required a much thicker baserock section per the Geotechnical Engineer's recommendation compared to what the contractor assumed in their original bid. Therefore, an additional 4” of baserock was required to create an 8” section to support the footing. b. As part of this project, additional concrete was required to pour the driveway apron per the City Standards, achieve the desired elevation of the concrete slab to meet the neighboring finished floor elevation to avoid water coming into the building, and additional work to create depressions at the entrances/exits on each side of the building to create a smooth transition to the bay from the asphalt. c. During the excavation, remnants of a root ball were discovered and required to be removed to continue the compaction efforts; this additional work wasn’t covered in the original. This also included the removal and replacement of the fence along the building's footprint.
d. Contractor had the sewer line videoed to determine the location of the tie-in for utilities that weren’t covered as part of the original scope of work. e. PG&E Plans were revised to a power source further from the original point of connection. This revision added a longer conduit run and additional items per the request of PGE’s review.
f. The underground portion of the Fire Sprinkler System to establish a fire water line connection to charge the above-ground fire sprinkler system and have it functioning. This includes the installation of 70 linear feet of PVC pipe, backflow, hot-tap, and the appropriate testing.
Please refer to the attached documents, for a full description of changes in the scope of work.
