Solvang City Council STAFF REPORT
PREPARED BY: Xenia Bradford, City Manager
MEETING DATE: January 27, 2022
SUBJECT: FISCAL YEARS 2022-24 FINANCIAL PLAN DEVELOPMENT
COMMUNITY INPUT WORKSHOP
RECOMMENDATION:
Hold a public workshop to receive community input for development of the Fiscal Years 2022-24 Financial Plan. All community input will be considered by the City Council on February 26, 2022, at the City Council Goal Setting Session which will set priorities for the Financial Plan development.
DISCUSSION:
As of Fiscal Year 2020-21, the City transitioned to a two-year financial planning cycle. The twoyear financial planning allows the City to more effectively plan its operating and capital improvement goals. Every two years, the budget development process starts with community engagement and a Council Goal setting session.
The fiscal forecasts and financial policies set the stage for this process. The fiscal forecasts are updated with the latest fund balance information as of the prior fiscal year and revenues and expenditures are projected based on the most recent trends. The City’s discretionary revenues have recovered to pre-COVID-19 pandemic levels, while expenditures remain within projected levels. The Capital Improvement expenditures are based on the currently approved Capital Improvement program. The City is currently engaged in a comprehensive General Plan Update, which will inform future proposed Capital Improvement program recommendations to be reflected for Fiscal Year 2023-24.
Current Expenditures by Function
The Fiscal Year 2021-22 budget is based on the following priorities.

General Fund
The City’s general fund (discretionary spending) is primarily funded by Transient Occupancy Tax (50% of total GF revenue) and another 16% from sales tax. Yet another 16% is derived from property tax. The remainder of the revenues is derived from fees for services, franchise fees, and other miscellaneous sources.
The City of Solvang’s economic engine is Tourism. The strongest economic sector is hotels, dining and wine industry, and retail. The economy is highly dependent on tourism and is not diversified. The City of Solvang is the third most dependent City in California on transient occupancy tax. The charts below show the comparison between the average California City funding structure and the City of Solvang’s.

Tax Revenue from Sales + TOT
Per Council request at the January 24 Council meeting, the following analysis is presented to depict additional revenue that could be achieved by increases in Transient Occupancy Tax (TOT) or Sales Tax.
Tax increases require voter approval. A special tax initiative, which would include TOT or sales tax for specific purposes, has to be placed on a special election ballot and requires 2/3rd vote.
While a general sales tax that could be used for any discretionary City spending, has to be placed on a general election ballot and requires majority vote approval.
The chart below shows the potential revenue generation from an increase in local taxes.
The average sales tax in California is 8.5% (Source: Legislative Analyst report based on 2015 statistics).
The following transient occupancy tax rates are charged by jurisdictions within the County of Santa Barbara.
To establish a business improvement district, the local city council must hold a public hearing and mail ballots to property owners in the district. If there is a vote in favor of it, the business improvement district is adopted by ordinance by the local government. After an initial five-year period, business improvement districts can be renewed, pending re-approval, for up to 10 years at a time. These are essentially fees assessed on the property owners rather than taxes.
Water and Wastewater Funds
Water and Wastewater operations and infrastructure are paid by utility users/rate payers. The City has not increased water or sewer rates since 2016. The City is currently engaged in a Utility Rate Study. The community is invited to a Utility Rate Study Workshop on February 12 at the Veteran’s Hall to learn about the study’s analysis and rate process.

Shortfalls in parking have required payment to same to provided funding for the City to provide parking elsewhere…parking lots/structures.
Of late, the City has allowed business owners to expand/improve designated parking for their demand…eliminating many spaces with no means/requirements to replace. That's one of the things that makes Solvang charming. I personally don't think parking is a problem. So what if occasionally someone has to walk a block to where they're going. Tourists from big cities will think nothing of it. They'll think that's great and easy parking. 1/25/2022 10:50 AM

1 Carefully consider balancing tourism promotion with available infrastructure (parking, restrooms), public safety with police on foot and bike patrol, and increased services (trash pickup, cleaning). Encourage business community in TRC to actively participate in providing positive experience for visitors: phone to text pics to report problems such as overflowing trash or toilets, lead alley cleanup, water planters in front of their business, etc. 1/25/2022 8:21 PM
2 None noted 1/25/2022 4:26 PM
3 The local businesses outside the Downtown zone are being ignored. Signage ordinance needs to be upgraded, too restrictive.

4 Figure some way that Copenhagen Drive can be shared as a public promenade with at least one lane and parking for automobiles

5 Please support the Solvang Senior Center and other nonprofits who address so many needs of our residents Increase line item funding and/or make grants available to support nonprofits addressing a myriad of needs

6 I selected law enforcement for #17. I'm specifically interested in seeing more traffic enforcement for speeders, people rolling through stop signs, etc, in residential areas. Thx. 1/25/2022 10:50 AM
7 Focus on an environmentally healthy and community centered support structure. Taking care of our city’s mind, body, and spirit will keep Solvang healthy. 1/25/2022 10:48 AM
8 Invest in your seniors with a yearly line item for the Solvang Senior Center to help maintain the quality of programs and life for this vibrant community. $60,000 yearly is an investment that would pay the community back as this resource serve on City Council, serve on non profit boards, and are the wisdom and backbone of our community moving forward. The City of Solvang should have already incorporated the Senior Center as an important entity by supporting them through the years. Make this a priority. 1/25/2022 10:23 AM
9 The city should provide more support to the business owners and citizens of Solvang. 1/25/2022 9:16 AM 10 Need to start now seeking funding for 246 bypass around Solvang. Halt growth projects until traffic problems are resolved.

11 SPEND THE MONEY IF IT WAS YOUR OWN…don’t try to reinvent the wheel. If it is not fixed, don’t mess with it.
1/25/2022 8:54 AM
12 none 1/25/2022 7:01 AM
13 No new taxes 1/25/2022 6:59 AM
14 Pay more attention to the citizens who live here and their quality life. 1/24/2022 5:02 PM 15 Copenhagen Mall prioriety 1/24/2022 4:42 PM
16 SAID IT ALL IN THE SURVEY, THANKS 1/24/2022 4:39 PM
17 The infrastructure must keep up with the residential and tourism growth 1/24/2022 4:08 PM 18 Make the closure a priority because every dollar invested will bring more tax dollars to the community from the outside to pay for other projects.

19 Keep up the good work. Very happy with the current city council 1/24/2022 3:36 PM 20 The Friends of the Library (Solvang) has purpose of supplementing the library for special programs and materials, not operations. We have been obligated to pay $20,000 to Goleta (our main branch) for operations every year . We cannot afford this expense. We cannot find 1/24/2022 3:31 PM

foundations or donors willing to pay for operations. We ask the City of Solvang to pay this fee each year, so we can provide for all the library programs and events. 21 Tourism is the economic driver for the city. A second parallel economy, with sustainable incomes will reduce residents commuting out of the area to work. 1/24/2022 3:21 PM
22 none at this time. 1/24/2022 3:06 PM
23 Don't overspend with some outfit to perform holiday festivities when they are terrible at it and charge the city a fortune. Blue lighting in Solvang Park was horrible, ruins pictures at night. 1/24/2022 2:45 PM
