2 Agenda Item Number: 1
Solvang City Council STAFF REPORT
PREPARED BY: Xenia Bradford, City Manager
MEETING DATE: February 26, 2022
SUBJECT: FISCAL YEARS 2022-24 FINANCIAL PLAN CITY COUNCIL GOAL
SETTING WORKSHOP
RECOMMENDATION:
Receive public input and set City Goals for the Fiscal Years 2022-24 Financial Plan, which will guide the City's operating and Capital Improvement programs for the next two fiscal years.
DISCUSSION:
As of Fiscal Year 2020-21, the City transitioned to a two-year financial planning cycle. The twoyear financial planning allows the City to more effectively plan its operating and capital improvement goals. Every two years, the budget development process starts with community engagement and a Council Goal setting session. 3 A survey was issued to the community. The survey was posted on the City website, mentioned in public meetings, noticed via an insert with utility bills, and was emailed to all utility billing customers, Solvang business license contacts, and all individuals registered to receive notifications for the General Plan Update. In all, 122 responses were received, and the results are presented in Attachment A.
The purpose of today’s meeting is for the City Council to set City of Solvang Goals, which will translate into the work programs for the City to achieve over the next two-years. Based on the set Council Goals, staff will prepare recommended operating and Capital Improvement programs. Staff will also establish a recommended budget for such goals and timeframe to achieve the goals. The recommendations will be weighted based on available revenue sources and a Preliminary Financial Plan will be presented to City Council in May 2022. At that point, the City Council will provide staff with comments and any additional policy direction, which will be incorporated into the final proposed Financial Plan presented to City Council for consideration for adoption in June 2022.
Councilmembers were requested to prepare suggestions for City Goals, which will be the basis for the start of today’s Council deliberation.

d. Discussion and Selection of City Council Goals for the Fiscal Years 2022-24 Financial Plan.

1 It would be awesome to have sidewalks especially with Laurel. No place to walk. People driving really fast to drop their kids off. A lot of people do walk their kids to school and no sidewalks in a heavy traffic road is scary.

2 Need bike lane on Mission. Copenhagen mall should be made to look more permanent or open it back to traffic. AP near Viborg needs paving. Mission traffic would move better if crosswalks had control lights that were timed rather than on-demand. 2/11/2022 7:04 PM

8 As a volunteer litter picker, I 've found our downtown, parks, and library to be generally attractive, clean and well-maintained, especially considering the volume of foot traffic. But the southbound, eastbound and westbound approaches to Solvang, which I clean almost weekly, could benefit from more frequent cleaning - first and last impressions! And of course, I'm willing to help. Parking: while we generally walk to town, the parking impacts on local residents are obvious. While expensive, integrated parking structures could provide increased parking opportunities, reduce the number of impacted residents, while preventing the blight and unproductive land use a proliferation of parking lots would impose. 2/7/2022 5:45 PM

1 A sales tax increase will primarily be paid for by visitors. Most Solvang residents shop elsewhere (Buellton, Goleta, Santa Maria) for food, gas and clothing. Let downtown business owners pay for improvements that benefit them.

2 as residents we are now overwhelmed with tourism. traffic, traffic, trafic is the issue. restaurants, hotels should pay to help local citizens to be able to still enjoy a part of living in 5he new solvang
2/7/2022 9:05 PM
3 I have volunteered with BIDs in the past and cannot deny their potential to galvanize local camaraderie and foster more mutual interest in overall success, if well-received and wellsupported by participating businesses. If the business community supports such a move, I would support it as well. If they do not, I would not support a BID for the contention it could breed.

7 Inflation is creating a second slap to many business’ and citizens on social security 1/27/2022 5:11 PM 8 For business property owners, not homeowners. Our property taxes are certainly high enough! 1/27/2022 11:53 AM 9 Tax or charge out of towners, not local residents 1/27/2022 9:51 AM 10 sales tax is so regressive on low income populations. Perhaps a hotel/motel tax 1/25/2022 1:42 PM 11 Many of the existing property owners have already contributed to parking improvements, consistently when a built/improved/change of use. Shortfalls in parking have required payment to same to provided funding for the City to provide parking elsewhere…parking lots/structures.
Of late, the City has allowed business owners to expand/improve designated parking for their demand…eliminating many spaces with no means/requirements to replace. HENCE INCREASE PRESSURES ON EXISTING PUBLIC PARKING. It is not appropriate for the City to assume the increased pressures can be mitigated by overflow into the residential areas. 1/25/2022 8:54 AM
12 local sales tax would discourage locals from supporting local biz's. 1/24/2022 8:59 PM 13 Copenhagen Drive as a closed to traffic mall. 1/24/2022 4:42 PM 14 "downtown property owners" is too limited a demographic for such an important and farreaching project1/24/2022 4:42 PM 15 SHARE WITH THE CITY OUR HOTEL BID 1/24/2022 4:39 PM

1 Once Covid subsides I don’t think we will have as much vehicle traffic 2/14/2022 12:11 PM 2 Prohibit tourists from parking in residential areas. You could use a permit system, where local residents have the permit. Tourist parking should be designated in pay lots, funded and maintained by the revenues from the parking lots (not from local resident taxes). Do not penalize local residents. Provide free parking for locals, paid parking for tourists. 2/13/2022 3:39 PM
3 There is plenty of street parking. Problem is there aren't always sidewalks and people have to walk in the street.

amount of tourism and protect property tax paying citizens from being overrun. 7 Open Copenhagen Drive 2/7/2022 7:28 PM
8 The only reason I'm less supportive of time limited parking, is that most parking spaces, I assume, are occupied by visitors and patrons who are spending time and money in Solvang.
Paid parking would effectively disincentivize those who might abuse parking privileges. 2/7/2022 5:45 PM
9 From personal experience. I spend less time and money in places that have metered parking. I feel rushed to get out before the meter expires.
2/7/2022 12:57 PM
10 Use the lot across from the fire department for an additional parking lot. 2/2/2022 7:39 AM 11 Make better use of existing overflow lots at Vets Hall and Solvang School. Consider shuttles from remote lots.

12 Increase on site parking requirements for building projects 1/29/2022 1:54 PM 13 Its the word Structures - lots are different - Parking needs to be paid by Businesses - out of town visitors should perhaps pay...but not locals as why deter their business 1/28/2022 12:50 PM
14 Need to encourage more walking and pick ups on bicycle, horse carriage snd or cyclists rather than park in town

15 Cost of underground parking may be prohibitive? 1/27/2022 1:49 PM 16 OPEN Copenhagen and time limit on parking 1/27/2022 9:51 AM 17 Don’t limit parking time. Better to charge for parking in some well-situated lots or structures, but give 90 minutes to 4 hours free, like municipal parking structures in Old Town Pasadena. 1/26/2022 8:14 PM
18 How does these questions tie in with 20 year planning effort? If parking structures build, they should be mixed use with retail space on ground level and not unsightly buildings. Underground is the way to go
1/25/2022 1:42 PM
19 Do not take away from the small town feel and start charging for parking or placing time limits.
That's one of the things that makes Solvang charming. I personally don't think parking is a problem. So what if occasionally someone has to walk a block to where they're going. Tourists from big cities will think nothing of it. They'll think that's great and easy parking. 1/25/2022 10:50 AM
20 Wayfinding signage is great that we already offer 1/25/2022 10:23 AM 21 STOP GIVING AWAY PARKING SPACES by allowing businesses to expand into their required parking spaces. Especially with no mitigation measures…once Covid is under control, will the businesses be required to return the spaces they have given up…? 1/25/2022 8:54 AM
22 Again, concerned that parking fees would discourage locals from shopping here. 1/24/2022 8:59 PM 23 Possible two level parking to current Copenhagen parking lot. 1/24/2022 4:42 PM 24 I agree to additional parking structures ONLY if they are heavily landscaped and designed with aesthetics in mind

8 However more streamlined improvements need to be made regarding aesthetics in and around businesses.
2/7/2022 9:15 PM
9 At least partially, but this is a tough one to analyze, since we have no non-Covid era experience to gage the effectiveness of such a change. We enjoy patronizing local restaurants, but we do not prefer to dine outdoors along busy Mission Drive. Permanent closure of the block between Alisal and First would accommodate the pedestrian promenade atmosphere of the European cities Solvang suggests, while fostering the establishment of more restaurants, eager to take advantage of more peaceful alfresco dining opportunities visitors and local residents appreciate about our lovely climate. The increased foot traffic restaurants bring and the invitation to linger could benefit other local shops, or perhaps other shops would locate to other streets over time. Before investing in costly infrastructure changes, an extended trial period could better indicate the pros and cons to the business community the changes ultimately must benefit to remain viable. 2/7/2022 5:45 PM
10 This makes parking worse 2/7/2022 12:57 PM
11 Enclose it to Second Street as it was before. 2/4/2022 3:18 PM 12 Unified design for outdoor elements on the street would be necessary 1/29/2022 1:54 PM 13 Perhaps it should be a one way street to gain some parking along with additional space for visitors, eating etc.
1/28/2022 12:50 PM
14 Either way is ok with me, as long as Copenhagen structures are quality built and benefit all businesses
1/27/2022 1:49 PM

21 Every European City has pedestrian plaza's as well as South America and Latin American. It would add to the ambiance of our Village
1/25/2022 10:23 AM
22 History has shown street malls often fail for a multitude of reasons…if additional parking is provided/developed then the possibility of removing the parking both sides, expand the pedestrian walkways and keep the 2-way traffic allows a healthy environment for all. LOWER STATE STREET IN S.B. Is a good example.

Since we have recently relocated to Solvang, I feel our opinion is less warranted here, even while fully comprehending the implications of the options before us, and will feel more comfortable weighing in on this topic after we've more thoroughly experienced the realities and the concerns shared by our neighbors. 5 After many years as visitors and residents for the past year, we have found Solvang's public restrooms and parks to offer clean, attractive, well-maintained facilities and recreational opportunities, and assume that more programming opportunities will return as Covid concerns wane in the coming months. We both litter pick during our walks to Sunnyfields, Solvang and HCA parks, part of our personal commitment to leave the spaces we tread better than we find them. Staff is doing a remarkable job. In fact, my recent Saturday visit to walk the trails in Hans Christain Andersen Park led to just one bottle cap! Impressive, although the skate park was not on my roster that day. The tennis courts were in use, several families were enjoying picnics, and I passed several others enjoying the trails. We have not yet been inside the Veteran's Memorial Building.

1 Could use speed bumps on Nykobing. It is a popular bypass for Mission. 2/11/2022 7:04 PM 2 Speeding and disregard of stop signs is very prevalent 2/8/2022 10:57 AM 3 dont knoe enough but sense current codes may be too strict and stringent 2/7/2022 9:05 PM 4 While I generally agree with all of the statements above, vacant properties downtown are lacking in code enforcement. I routinely (weekly) tidy up around 435/425 1st Street, and 435 2nd Street, and Oak Street is lacking in litter removal. It does not appear that the streets and sidewalks on 2nd are routinely swept. And, judging by the number of racing engines and speeding cars on Alamo Pintado between Viborg and Old Mission, the 25 mph speed limit is dubious and unenforced.
2/7/2022 5:45 PM
5 Tackle speeding on Alisal and Fjord now ! 2/7/2022 5:34 PM 6 People are driving worse during COVID. 246 & Alamo Pintado has gotten perilous 2/4/2022 3:01 PM 7 With crime rising it seems like we need to be ahead of the problem. 1/28/2022 12:50 PM 8 Crime is appearing for the first in decades that we’ve lived here- need more crime watch I.

9 So many short term and long term rentals. We have a legal rental property, others should also follow the rules
1/27/2022 11:53 AM
10 so many instances of speeding, biking on sidewalks (cuz no bike paths!), and other dangerous behaviors and very little SB county sheriff's presence locally. 1/25/2022 1:42 PM
11 Please start monitoring speeders through Skytt Mesa, Chalk Hill and Viborg. If you are, please show us the stats. Also, I've seen a deputy sheriff basically talk my neighbor out of filing a report when someone ran over her lawn and knocked down a tree in the middle of the night (that was awhile ago.) My husband (retired LEO) went to the sheriff substation and left his name/number for someone to call and no one ever did. Not great service. 1/25/2022 10:50 AM
12 Speed control is needed in Chalk Hill and other 246 bypass streets north of 246. Need radar on Chalk Hill between Skyyt Mesa and Viking Hills.
1/25/2022 8:55 AM
13 There is no enforcement per se, everything depends on the public complaining and alerting law enforcement or code enforcement.

1 Restrooms should cost to use. That would help with cost and clean up. 2/13/2022 4:51 PM 2 Restrooms should remain open later if we are trying to keep the visitors in town later. Cleaned more often.

5 Solvang is a clean, attractive, well-maintained town, with a few suggestions already mentioned. Staff and leadership deserve to be commended. The trash left after the Christmas parade was alarming, but was effectively cleaned by the next day. Excellent. Transit busses are clean, although some of the bus stops could use rubbish bins, like the one on Mission just west of Alamo Pintado, where I routinely remove litter. The east and west 246 approaches could use more regular litter removal. Happy to continue volunteering but would prefer not quite so often. I plan to inquire about volunteering to repaint our Solvang entrance monuments.
While cleaning the 246 near Nielson's Building Materials, up close, it's clear the monument needs repainting.

As a local would never use them as they are filthy. 1/28/2022 12:50 PM

1 This should not fall solely on everyone that lives here in Solvang. It's already really expensive to live in Solvang and raising utilities won't help.

2 Need more details to accurately answer. 2/7/2022 9:15 PM 3 all questions are biased 2/7/2022 9:05 PM
4 Not certain what "water production resources entail. Our local creeks, river and other water resources are only as healthy as our streets are clean. To my knowledge, there are few filters or barriers to prevent trash from our local streets, parking lots and highways from polluting our stormwater runoff. Compliance with current regulations is necessary, and anything we can do as a community to protect the environment we share represents the least that we should expect of ourselves personally and as a community that shares in the benefits of living in a beautiful place.

1 Don’t bring back tourist busses. 2/14/2022 12:11 PM
2 In regards to the proposed water rate increases: 1. The current prices are already high and are not billed fairly. 2. Address the disparity between residential and hotel rates; after the change in 2011, they have never been equitable: increase prices for the hotels, reduce for residents. 3.
The current meter charges are already way too high. Reduce meter charges. If you need to make up cost for infrastructure improvements, build those costs into water usage (NOT increased meter charges!). It is very simple: those who use more water should pay more.
Same for charges: base these on volumes and use rather than static charges. In regards to spending on economic development and tourism: REDUCE city spending on these items. It is abundantly clear that covid has increased tourist activity and provided a greater stimulus to local business than any city funded campaigns ever will. 2/13/2022 3:39 PM
3 Lower speed limit to 20 mph. Residential 2/12/2022 8:31 PM 4 Upgrade of wastewater treatment facilities needs to be a high priority. Prior Council was at work on this.
2/12/2022 11:54 AM
5 Please consider the results of the survey prior to making any decisions effecting the citizens of Solvang. Unlike the last survey results which were dismissed out of hand by the council. 2/10/2022 10:28 PM
6 Please make it as easy as possible for new businesses to open in Solvang. Business/tourism revenues are the best way to ensure the financial health of our city. Raising taxes is always a short term fix.
2/10/2022 9:20 AM
7 I’d like to see alternative modes of transportation in the valley in the form of dedicated bike lanes connecting towns, regular shuttles traveling between tows to alleviate parking shortages, and maintaining pedestrian walkways in Solvang. Tourists and residents alike feel that the pedestrian walkways adds to the ambiance of our community and gives our town a very European feel.
2/9/2022 8:23 PM
8 Please take a look at drastically increased traffic on Village Ln due to professional offices 2/9/2022 3:43 PM 9 City communications are an easy fix, which leads to more involvement with regards to other priorities. Water is vital, and tourism funds the entire machine making everything else possible.
We need to give visitors an experience like no other, something natural and old world and a reminder of simpler times, so that they bring their travel spend to our town. The closure of Copenhagen is a good start. Different types of artisanal goods, outdoor presentations, a market feel, pretty walking paths and flowers...

10 Maintenance of roads is a top concern. Stop patching and resurface roads. 2/8/2022 10:57 AM 11 Be very mindful about raising our taxes. Our current inflationary assaults coupled with massive increases in energy costs leave residents struggling to make ends meet. Thank You 2/8/2022 6:51 AM
12 We need to re-invest in our beautiful town! Many have visited over the past 2 years of the pandemic, but with deep community divides and businesses operating on a thin margin, it’s is time to move ahead with improvements! Thank you.

1/27/2022 9:53 AM
29 This town should focus on maintaining a small town atmosphere and spend less on making it into a mini Disneyland. The town has historically prided itself in being a "European" style village which is livable, not solely a tourist spot.

31 Investment and maintenance of Sidewalks, streets, parks, and parking are key to making the City livable and enjoyable for residents and visitors for the long term. The City financial plan should support these.
1/26/2022 8:14 PM
32 Carefully consider balancing tourism promotion with available infrastructure (parking, restrooms), public safety with police on foot and bike patrol, and increased services (trash pickup, cleaning). Encourage business community in TRC to actively participate in providing positive experience for visitors: phone to text pics to report problems such as overflowing trash or toilets, lead alley cleanup, water planters in front of their business, etc. 1/25/2022 8:21 PM

We have been obligated to pay $20,000 to Goleta (our main branch) for operations every year . We cannot afford this expense. We cannot find foundations or donors willing to pay for operations. We ask the City of Solvang to pay this fee each year, so we can provide for all the library programs and events. 1/24/2022 3:31 PM
52 Tourism is the economic driver for the city. A second parallel economy, with sustainable incomes will reduce residents commuting out of the area to work. 1/24/2022 3:21 PM
53 none at this time. 1/24/2022 3:06 PM
54 Don't overspend with some outfit to perform holiday festivities when they are terrible at it and charge the city a fortune. Blue lighting in Solvang Park was horrible, ruins pictures at night. 1/24/2022 2:45 PM

60 Insights from other communities
Cities have two products:
* what gets delivered
* how it happens (informed, engaged,
involved stakeholders working with you)
Focus is your friend:
“less is more” for getting things done
and being accountable
6 61
Criteria for City Goals
Agreed upon by a Council
majority.
Set forth in one document:
the Financial Plan.
Be clear &
understandable.
Established as a high
priority & a real
commitment.
Reflect major goals that
cannot be achieved
without Council support
Can be translated into the
performance goals &
objectives of employees at
all levels of the
organization.
Reflect genuine
consensus: while
unanimous agreement is
not required, they should
be accepted to the point
where resistance to them
is reduced or eliminated.
