7. PARKING IN-LIEU REGULATIONS POLICY DISCUSSION
Receive a presentation on City of Solvang parking in-lieu regulations and provide policy direction if desired.

City Manager Bradford narrated a PowerPoint presentation with details of the report and deferred to City Attorney Fleishman for the legal aspects of the matter.

City Attorney Fleishman reported that there is some uncertainty regarding how to apply parking in-lieu fees to restaurants and other establishments that are not explicitly set forth and requested direction from Council.

Discussion followed regarding enforcement where there has been a change of use, considering whether there is intensification of use, determining whether there is additional parking required on a case-by-case basis, consideration of the matter by the Planning Commission, the amount of the in-lieu fee and providing businesses the option of paying a parking in-lieu fee if they are unable to provide onsite parking.

Mayor Uhrig stated he would like to issue an RFP for the parking facility priced at $904K.

Mayor pro tem Infanti stated the primary purpose of the fees is for the City to be able to provide additional parking. He expressed concerns that the fee is steep and still does not get the City to where it wants to be and noted the Fire Department is interested in Parking Lot 5.

Councilmember Orona agreed with the idea of having a program that encourages developers to provide parking on their projects.

Councilmember Clarke agreed with the idea of establishing public/private partnerships; felt the parking in-lieu fee is arbitrary and almost punitive to some businesses that are trying to invest in the community; opined that vehicle traffic in Solvang will likely decrease and suggested a flat fee be built into the permitting system.

There were no public comments on this item.

Councilmember Clarke stated he would like to look into the possibility of a private/public partnership with a long-term lease.

City Manager Bradford reported staff is working to develop an RFP to study parking options; noted the City is in the final stages of the General Plan update which will set forth direction on land use, traffic circulation and other issues which will guide the City’s CIP, going forward and discussed an existing RFP regarding an impact fees study.

City Council concurred to allow restaurants to be able to use the in-lieu parking program if they wish not to provide parking spaces on site.

8. LANGUAGE MODIFICATIONS TO REGULATIONS DURING DROUGHT CONDITIONS Approve language modifications to resolution setting standard for Drought Stage 2 penalties.

City Manager Bradford narrated a PowerPoint presentation with details of the staff report.

Mayor pro tem Infanti commented the flyer and thanked staff for the clarification. 7 M 2022-08-22 CC 4
Discussion followed regarding multifamily rates, higher requirements of water for single-family homes, development of the rate formula and its basis, finding other measures for water use reduction, considering another year (other than 2019) as the benchmark and the possibility of installing smart water meters.

Mayor Uhrig invited public comments.

Keith Adler referenced the original proposal to increase water, sewer and meter rates; noted it was handled in a way to guarantee its passage; noted protesting the changes involved having residents submit their opposition in writing; reported residents were not aware of the process; alleged the process was deceptive and undemocratic; felt that using the benchmark of 18 HCF for all single-family residences does not take into account family size nor property size; listed his efforts at reducing water usage; questioned why the City is issuing permits for new hotels and housing when there is not enough water for existing residents and commented on the possibility of researching whether there is state or federal money so that the City does not have to increase water rates so much.

Manuel Valdez agreed with the previous speaker; discussed his efforts to reduce water use; reported he protested increases in water rates with a letter; expressed concerns that rates will be up by 65% five years and encouraged Council to review the engineering study.

Sheila Benedict, via Zoom, suggested that Council place a moratorium on any big building projects to ensure reductions in water use.

Nancy Emerson, via Zoom, expressed concern the City may not have enough water to last the rest of the year; suggested working with other organizations to implement a campaign focused on teaching residents and tourists about water conservation and suggested brushing teeth and using a cup to swish which would save up to ten gallons of water per day.

Nick Dicroce, via Zoom, representing We Watch, spoke about the state’s orders mandating a reduction in water use; agreed with the proposed changes to the base year to calendar year 2019; spoke about the City not achieving its 20% reduction in water use and questioned the amount of the proposed penalties.

There were no other public comments.

Motion by Mayor pro tem Infanti, to approve language modifications to resolution setting standard for Drought Stage 2 penalties, seconded by Councilmember Clarke, and carried 5-0.

9. SPECIAL EVENT GRANT FUNDING POLICY FOR FISCAL YEAR 2023-24. a. There were no public comments on this item.

Motion by Councilmember Orona, to receive and approve Special Event Grant Funding policy to be applied to Fiscal Year 2023-24 Supplemental Budget development process and approve minor modifications to the Special Events Permitting Guide, seconded by Councilmember Clarke, and carried 5-0.

Solvang City Council STAFF REPORT
PREPARED BY: Xenia Bradford, City Manager
MEETING DATE: September 12, 2022
SUBJECT: Adopt Resolution No. 22-1191 a Resolution of the City Council of the City of Solvang, California Authorizing Remote Teleconference Meetings of the Solvang Meeting Bodies.

RECOMMENDATION: Adopt Resolution No. 22-1191 to allow for continued remote attendance to teleconferenced meetings of the City Council.

SUMMARY: On September 16, 2021, Governor Newsom signed Assembly Bill 361 (AB 361), which modified the Brown Act to provide that a legislative body subject to the Brown Act may continue to meet under modified teleconferencing rules if the meeting occurred during a proclaimed state of emergency and state or local officials had imposed or recommended measures to promote social distancing.

On September 28, 2021, the Santa Barbara County Health Department recommended that measures be implemented to promote social distancing, as set forth in a document entitled “Health Officials AB 361 Social Distance Recommendation”, attached as Exhibit A to the Resolution.

State or local officials have recommended measures to promote social distancing, including the holding of virtual meetings for legislative bodies within the County of Santa Barbara. Therefore, in reconsideration of the circumstances of the State of Emergency declared by Governor Newsom and findings that the State of Emergency still warrants the option of teleconferencing for City Council meetings, it is in the interest of public health and safety, and in response to the local recommendation for measures to promote social distancing, we find necessity in invoking the provisions of AB 361 related to teleconferencing.

A meeting of the City Council was conducted virtually, in part, on October 11, 2021, and therefore, the City Council adoption of the Resolution would be in conformity with AB 361. Staff would return to the City Council no later than thirty (30) days after the adoption of the Resolution, or at the next meeting of the City Council if later than thirty (30) days after adoption of the Resolution, for the City Council to consider whether to again make the findings required to meet under the modified teleconference procedures of AB 361.

Solvang City Council STAFF REPORT
PREPARED BY: Xenia Bradford, City Manager
Jose Acosta, Utilities Director
MEETING DATE: September 12, 2022
SUBJECT: Adopt Resolution No. 22-1192 clarifying Benchmark Base Year language to the Stage Two Drought Regulations to Calendar 2019
RECOMMENDATION:

Adopt Resolution 22-1192 Modifying Exhibit A- Stage 2 Drought Regulations.

DISCUSSION:

At the June 11, 2022, meeting the City Council adopted a resolution setting parameters for increased rates and penalties applicable to Stage Two of the City’s drought regulations. A stage two drought ordinance is also mandated by the Governor of California under Executive Order (EO) N-7-22. The entire State is experiencing extreme drought conditions. The City is ordered by the EO to achieve a 20% reduction in water usage across the State.

Staff has reviewed data used for compilation of the drought regulations per city code and is recommending a minor change in the language defining the “benchmark year” to ensure that only preCOVID 19 consumptions levels are captured in the base year. Currently the benchmark year language is in effect for commercial/industrial/institutional, irrigation, and multifamily residential/mobile home customers. The current benchmark year selected is FY 2019/2020 data. This benchmark year was selected as reference to the last year that was referenced as a normal water/rainfall year. Staff is recommending changing the language to reference the benchmark years as CY 2019, this information will be a more accurate reference year. Staff believes using information from the first half of 2020 could skew the data, as the City, State, and Nation were under unusual circumstances, during the COVID pandemic.

City Council approved the language modification to Exhibit A- Stage 2 Drought Regulations at the August 22, 2022 meeting. Attached is Resolution 22-1192 and the updated, Exhibit -A.

Solvang City Council STAFF REPORT
PREPARED BY: Xenia Bradford, City Manager
Rodger Olds, Public Works Director
MEETING DATE: September 12, 2022
SUBJECT: Approve Budget Amendment to fund the Santa Ynez Vally Transit (SYVT) 5-Year Transit Development Plan for the Amount of $41,650.

RECOMMENDATION:

Approve a budget adjustment from the Transit Fund to fund the SYVT 5-year Transit Development Plan.

DISCUSSION:

It is transit industry standard practice to review the near-term transit operations of transit service as well as current and potential customers to ensure that the transit service being provided is in line with the community needs and budgetary constraints every five-years. The Transit Management Plan, sometimes referred to as a Short Range Transit Plan, is a five-year blueprint for the development and implementation of the transit services for SYVT.

The City of Solvang being the managing partner of SYVT. The Transit Management Plan was included in the City of Solvang FY 2021-22 Capital Improvement Program (CIP) budget in the amount of $45,000. Work on the plan began in June 2022 by the City’s transit consultant Moore & Associates, which was included in current their contract. The scope for this work was provided by Moore & Associates (Attachment A) to complete the plan for the amount of $41,650.

The study is ongoing. The visioning meeting was held with the SYVT partners with staff representatives from Buellton, Santa Barbara County, and Solvang, The initial outreach phase of this study has also been completed. This included interviews with SYVT Operations Staff, rider surveys, and three public workshops held in Buellton, Santa Ynez and Solvang. The consultant, Moore & Associates, is now analyzing the input received as well as reviewing existing service levels, industry trends and potential opportunities, and developing recommendations to be reviewed by SYVT staff partners as well as by the public at the next round of public briefing workshops as well as a “virtual” workshop, which are all proposed to take place in early November. Once this process is completed and a draft report has been developed, a peer review with the SYVT partner agencies will be completed.

The refined “Final Draft” report will be presented to Solvang City Council for review and approval in early 2023.

Due to an oversight by Public Works Staff, funding for this ongoing study item was not rolled over into the 2021-22 budget nor was it transitioned into the current 2021-22 CIP. Therefore, the amount of this ongoing project is not currently budgeted. Staff recommends a budget amendment to add this project into the current 2021-22 budget. The funds for this project will be from the Transit Fund. 36 ALTERNATIVES:

Should City Council not approve the budget amendment the on-going study would be put on hold and the City would absorb the cost of the study thus far into the current transit budget.

FISCAL IMPACT:

The fiscal impact to the transit fund is $41,650 for fiscal year 2022/23.

Thank you for the opportunity to present our firm’s proposal to prepare a Transit Development Plan (TDP) on behalf of Santa Ynez Valley Transit. Similar to a Short-Range Transit Plan, a TDP focuses on transit service development in the near-term. SYVT’s most recent SRTP was completed in 2016, and transit planning studies of this type typically have an effectivity period of five years.

Moore & Associates, Inc. is a public transportation-focused consulting firm based in California. Founded in 1991, the firm’s core competencies include transit service evaluation and planning, transit capital and infrastructure planning, performance audits, and marketing and public communications. Collectively, our team of Associates has assisted nearly 300 publicly-funded transportation organizations throughout California and the West, including every transit operator in northern Santa Barbara County, San Luis Obispo County, and Ventura County. We are especially proud of our more than 20-year partnership with the City of Solvang.

In preparing a Transit Development Plan, many consultants rely upon a “cookie cutter” approach. While we anticipate the SYVT TDP project report will feature many of the “building blocks” which reflect industry “best practices,” we are committed to providing the MOU partners with significantly greater value including: 1) a “reimagining” of the SYVT program given the impacts of the COVID-19 pandemic, 2) specific recommendations supporting compliance with the State’s Innovative Clean Transit (ICT) regulations mandating transition to a zero-emissions transit fleet, and 3) report content supporting continued compliance with federal Title VI and the Americans with Disabilities Act(ADA).

As the City’s potential project partner, we view the proposed TDP as much more than simply a recurring planning exercise. Rather, we see this project as an opportunity to 1) consider how SYVT can best serve the community within the framework of a post-pandemic world, 2) develop strategies designed to reduce annual operating costs as well asidentify new and/or additional operating funds, and 3) identify strategies to cost-effectively meet the mandated ICT requirements. Simply put, the pandemic has changed the 38 2 Santa YnezValley Transit
mobility needs and priorities of Californians, now and into the future. Public transit providers such as Santa Ynez Valley Transit must also adapt in order to remain relevant.

Our anticipated approach to this project can best be summed up in three words: practical, cost-effective, and sustainable. Rather than raising unreasonable expectations with a Plan which suggests significant increases in transit service, we pledge to work with the City and its project partners to identify innovative mobility solutions which can be realized within the confines of current (as well as projected) transit funding. In doing so, Moore & Associates, Inc. is committed to assisting varied (and potentially competing) constituencies achieve consensus as to realistic future demand, service priorities, anticipated ROI, and industry “best practices.” The cornerstone deliverable would be a future service strategy having the greatest appeal to the broadest spectrum of Santa Ynez Valley residents at the lowest reasonable cost to the taxpayer.

We look forward to the opportunity to discuss our proposed project approach, credentials, and professional experience with you and your colleagues. Thank you for your consideration of Moore & Associates, Inc.

Sincerely,
Stephanie Roberts

Proposed Scope of Work
Moore & Associates’ proposed project methodology includes a quantitative analysis, a visioning exercise with the MOU partners, transit customer and community engagement, and realistic quantification of current as well as future demand for public transit service throughout the Santa Ynez Valley across the next five years.

Task 1: Project Initiation
Following receipt of a Notice to Proceed, our project team will facilitate a virtual project initiation meeting with the City’s project manager and other project participants as identified by the City’s project manager.

The purpose of the meeting isto review the proposed Scope of Work, discuss public engagement activities and logistics, discussthe sequencing of individual project tasks/activities, and identify potential challenges to proposed project process and timeline.

To support our proposed project management approach, Moore & Associates will utilize Basecamp, an easy-to-use web-based project collaboration tool which is provided at no-cost to our clients. Basecamp allows us to monitor task progress in real-time, assign resources effectively, and keep tabs on the project schedule. It ensures transparent communication between project team and client so that there are no surprises. During the project initiation meeting we will introduce Basecamp and identify the partners who should be invited to the platform.

We anticipate a meeting duration of no more than 30 minutes. In advance of the meeting our project manager will provide materials we believe appropriate to support a successful discussion outcome.

Subsequent to the meeting, our project manager will compile and post a discussion summary for review and comment. The discussion summary will clearly identify resulting action items as well as responsible party.

All in-person project activities will be conducted in compliance with CDC guidelines relating to COVID-19 protocols in effect at the time.

Task 2: Visioning Exercise
As discussed in our cover letter, the COVID-19 pandemic has significantly changed how Californians work, their transportation needs, and their mobility priorities. Experience gained through completion of similar projects in other California communities has revealed the popularity of traditional public transit services has waned considerably, while desire for flexible, more personalized forms of on-demand options has increased. One recent example demonstrates how on-demand transportation in a small city in the San Joaquin Valley will be realized without any increase in annual operating expense, utilizing City-owned vehicles, and without any loss in transit staff jobs. Another example is reduction of traditional fixed-route service and either increased availability of general public dial-a-ride service or introduction of subsidized Uber/Lyft rides (within a clearly defined service area).

We propose conducting two separate visioning activities. The first would be a small group meeting including a staff representative from each of the MOU partners. Participation could be expanded to 40 4 Santa YnezValley Transit
include an elected representative from each MOU partner as well. We anticipate a meeting duration of 90 minutes during which the consultant team will provide an overview of operational and funding impacts arising from the COVID-19 pandemic. We will then review recent (pre-pandemic as well as from during the pandemic) performance data specific to SYVT. Next, we will present an overview of recent examples of post-pandemic case studies with a focus on small to medium-size transit programs in California. The objective here will be to reach consensus as to practical and sustainable future SYVT service objectives, parameters, and priorities.

In the second activity, our project team will coordinate and facilitate at least three community workshops with community stakeholders and the general public. Each session will invite attendees to complete a short mobility needs and priorities survey, provide direct feedback regarding anticipated transit needs and preferences, and to learn about the TDP project as well as anticipated project benefits. We also recommend offering a “virtual” workshop option for SYV residents who either may not be able to attend a traditional workshop or who may be hesitant to participate in in-personactivities.

Deliverables: Promotion of visioning activities, meeting agendas and presentation materials, Technical Memo #1 - Summary of Visioning Activities.

Task 3: Service Evaluation
Our project team will utilize a combination of data review and direct observation to prepare a comprehensive assessment of current transit program performance. We will work with RATP Dev staff to obtain performance data from monthly performance reports, driver daily logs, the farebox, etc. This analysis will include on-time performance, average load, and wait-time (for dial-a-ride). Individual route performance will be assessed where applicable. We will also consider individual service day and day-part where appropriate.

Deliverable: Technical Memo #2 – Service Evaluation.

Task 4: Transit Rider and Community Engagement
Santa Ynez Valley Transit operates both a fixed-route service and a paratransit (or dial-a-ride) service, the customers of which generally fall into two distinct groups with little cross-over. Fixed-route riders tend to be transit-dependent, while dial-a-ride riders are primarily seniors, many of whom are frail. Therefore, our proposed methodology for engaging each customer group differs. In addition to its utility to the TDP, the survey data can also be used to support the City’s future Title VI reportingneeds.

We recommend conducting a self-administered survey of registered dial-a-ride customers who used the service within the past two years. This would include a direct mail distribution of approximately 125 surveys (reflective of the current number of active customers). The survey will be printed in larger font and will include a postage-paid envelope to facilitate the survey’s return. To encourage participation, all respondents will be entered into a random drawing for a modest incentive such as a VISA gift card.

With respect to surveying customers of SYVT’s fixed-route service, we recommend a two-pronged approach: 1) a physical (printed) survey to be distributed onboard the vehicles and 2) a parallel online version. This survey will be promoted via a combination of onboard notices as well as social media 41 5 Santa YnezValley Transit
messaging. To encourage participation, all respondents will be entered into a random drawing for a modest incentive.

Finally, we propose to conduct a survey of Santa Ynez Valley residents designed to identify current transportation needs, priorities, and preferences as to potential future transit and other mobility options.

An attention-getting postcard promoting an online survey would be mailed to at least 6,000 randomly selected households throughout the Santa Ynez Valley. To encourage participation, all respondents will be entered into a random drawing for a modestincentive.

Deliverables: Survey instruments, Technical Memo #3 – Summary of Transit Rider Engagement.

Task 5: Needs Assessment
This task includes two complementary deliverables. In the first, our project team will prepare a technical memo summarizing the mobility/transit needs and priorities identified through the community survey as well as the transit rider surveys. This information will be supplemented by the discussion arising from the various visioning sessions along with the consultants’ observations and professional insight.

The second component will be an analysis of latent demand based on community demographics, and mobility needs forecasting (e.g., aging in place). Historically, ride-dependent individuals have included seniors, youth, persons with disabilities, and low-income individuals. Changes in demographics specific to these demographic cohorts can offer insight into future mobility and transit needs. Our analysis will also consider current and planned land-use to identify potential future transit tripgenerators.

Deliverable: Technical Memo #4A – Transit Needs Assessment, Technical Memo #4B – Demographic Analysis.

Task 6: Service Options
As noted throughout our proposal, the mobility needs and priorities of Californians have been impacted significantly by the ongoing pandemic. Nearly every transit provider in California has experienced significant declines in ridership and fare revenue. Many of public transit’s historic customer groups have either abandoned transit or greatly reduced their patronage. Still, there is a significant group of persons in nearly every community who continue to rely on some aspect of public transportation to access employment, healthcare services, and participate in day-to-day activities.

Using the Service Evaluation and Needs Assessment as guidance, our project team will prepare a matrix of preliminary service development opportunities for discussion with City staff. Our typical approach is to present recommendations as a menu of scenarios, given administrative or policy-related recommendations may be relevant regardless of changes to the service itself. All preliminary recommendations will identify the catalyst for the recommendation; be it community input, support for a program goal or objective, an observed operational deficiency, etc.

The ultimate goal of Task 6 is to identify a preferred future service strategy – one which has the greatest appeal to the broadest spectrum of Santa Ynez Valley residents, continues to address the mobility needs of historic SYVT riders, and can be provided at the lowest reasonable cost to the taxpayer. Visualize a 42 6 Santa YnezValley Transit
matrix comparing and contrasting forecast ridership (demand), operating and capital costs, relative merits, and funding opportunities. This matrix will incorporate the preliminary recommendations already discussed with City staff. Among the options we anticipate evaluating are maintaining the status quo, utilization of smaller (i.e., lower cost vehicles), public-private partnerships, and various on-demand models.

Deliverable: Matrix of preliminary service recommendations, Technical Memo #5 – Service Options.

Task 7: ICT Compliance Plan
The State of California’s Innovative Clean Transit regulation was adopted in December 2018 and requires all public transit operators to gradually transition to a 100 percent zero-emission fleet. Beginning in 2029, 100 percent of new vehicle purchases by transit operators must be zero-emission vehicles, with a goal of full transition by 2040. The ICT regulation applies to all transit operators that own, operate, or lease vehicles with a gross vehicle weight rating (GVWR) of greater than 14,000 lbs. This includes standard, articulated, over-the-road, double-decker, and cutaway buses.

Transition to a zero emissions fleet entails much more than just the vehicles. It involves a supporting infrastructure, driver training, fleet maintenance training, and public education as to the benefits and safety aspects of the new vehicles. Further, the anticipated one-for-one vehicle replacement ratio has yet to be realized (meaning transit operators must plan and budget for a larger overallfleet).

SYVT has already experienced the “sticker shock” associated with the potential purchase of replacement vehicles. In the case of medium-duty cutaways, the cost of the zero emissions vehicle is approximately three times that of the vehicle anticipated to be replaced. Lastly, the greatly promoted availability of capital transitional funding has yet to be evidenced. This means the City and its project partners need a consultant with first-hand experience regarding ICT regulations, zero-emissions vehicle options, and considerable insight into fleet funding opportunities. Moore & Associates, Inc. is that partner.

The TDP will include discussion of the options available to the MOU partners, along with discussion of relative merits of each as well as realistic cost estimates. The analysis will also include the financial ramifications (benefits) of possible vehicle downsizing.

Deliverable: Technical Memo #6 – ICT Compliance Plan.

Task 8: Community Briefing/Presentations
Our project team will coordinate and facilitate three community workshops with community stakeholders and the general public. The goal here is to report back to the community the results of the various public engagement activities, to provide an overview of each of the short-list service alternatives, to respond to questions, and ideally reach consensus regarding a preferred service plan.

We also recommend offering a “virtual” workshop option for SYV residents who either may not be able to attend a traditional workshop or who may be hesitant to participate in in-person activities. 43 7 Santa YnezValley Transit
Deliverables: Promotion of workshops, workshop materials, Technical Memo #7 – Summary of Community Engagement.

Task 9: Financial and Capital Plans
This task begins with preparation of a status quo (baseline) Financial Plan. Doing so will enable our project team to effectively quantify the cost impacts of each alternative. The Financial Plan will also consider current, potential, and likely funding sources as well as constraints and requirements associated with specific funding.

The Capital Plan will identify and evaluate those capital expenditures necessary to support both the status quo as well as the slate of potential scenarios across a five-year horizon. Each capital cost will identify the year of implementation as well as most-likely funding source(s).

The Financial and Capital Plans will be presented in a Technical Memo, which will ultimately be incorporated into the project report.

Deliverable: Technical Memo #8 – Financial and Capital Plans.

Task 10: Project Report/Presentations
The draft Transit Development Plan will incorporate the interim deliverables developed throughout the course of the preceding tasks into a single cohesive document. The project report will include the following elements:

1. Executive Summary,

2. Visioning summary,

3. Summary of engagement activities,

4. Demand analysis,

5. Operations Plan,

6. Financial and Capital Plans, and

7. Appendix.

Following completion of the draft project report, and after an appropriate review period, we recommend facilitating a table-read of the draft with the MOU partners. This approach typically results in a streamlined finalization of the project report. A presentation of the final draft project report to the Solvang city council is included.

Deliverables: Draft Transit Development Plan, presentation to Solvang city council, Final Transit Development Plan.

Fee Proposal
Our fee to complete the work plan presented herein is $41,650. We anticipate a project completion timeframe of seven months following project initiation. 44 8 Santa YnezValley Transit

Solvang City Council STAFF REPORT
PREPARED BY: Xenia Bradford, City Manager
MEETING DATE: September 12, 2022
SUBJECT: Downtown Plaza Concept Survey Results
RECOMMENDATION:

Receive a report on Downtown Plaza Concept Survey Results DISCUSSION:

The City of Solvang is in the final stages of a Comprehensive General Plan Update. Every city, town, and county in California must have a general plan, which is the local government’s long-term framework or “constitution” for future growth and development. The general plan represents the community’s aspiration for its future and intentions for community development. The general plan also contains the goals and policies upon which the City Council and Planning Commission will base their land use decisions.

Typically, a general plan is designed to address the issues facing the city for the next 20 years.

The City of Solvang adopted an optional Community Design Element in 1987, shortly after incorporation in 1985. The Community Design Element preserves the unique and authentic Danish/Northern European architecture of Solvang. A downtown plaza development is being considered as a potential program to be included in the Community Design Element. The concept will be reviewed by the General Plan Advisory Committee, Design Review Committee, Planning Commission, and City Council. Thus, there will be multiple opportunities for public input. It is also important to know that the information presented today is not a specific project proposal. If a program to develop a downtown plaza is ultimately adopted by the City Council, it will be included in the General Plan and will lead to a specific project development process in the future.

OVERVIEW
This report summarizes the outreach efforts performed as part of the City of Solvang’s European Plaza Concept for consideration in the City’s on-going General Plan update. The latter would entail permanently closing off vehicular access to a portion roadway and converting to a pedestrian only area to facilitate an open market and pedestrian plaza area. Six candidate concepts were presented to the public to simply start the conversation flowing and gauge the public’s interest for such a concept to be implemented in downtown Solvang. Residents and visitors of Solvang experienced a similar type concept during the pandemic when the City temporarily closed a portion of Copenhagen Drive. The six alternative concepts are shown below. Again, these were presented to for discussion purposes only. The public was encouraged to provide input on these candidates and/or suggest additional concepts for consideration.

WORKSHOP OVERVIEW
An “open house” style workshop was conducted on Monday July 18th from 4:00 – 7:00 pm. Approximately 28 people checked-in, a majority were community members from Solvang with one person was from Santa Ynez.

Several participants opted not to leave their names. Attendance was projected at approximated 35 people.

Participants were given an opportunity to review the six street closure options and asked to provide their thoughts, concerns, express preferences for one or more and/or suggest additional “hybrids”.

During the public workshop, technical information related to the temporary closure of Copenhagen Drive during the pandemic was discussed with participants. This included the effect on traffic circulation as well as the potential loss of on-street parking capacity associated with each of the candidate street closures presented. Before and after traffic counts (closure-reopening) were performed by the City on Copenhagen Drive to inform these analyses (see Appendix A). It should also be noted that no businesses went out of business or closed as a result of the temporary closure of Copenhagen Drive. City-wide sales tax revenue during the pandemic was also checked with no
discernable trend identified (i.e., no change in revenue). 69 62/9$1*(8523($13/$=$&21&(37 • O UTR EACH & E NGAGEMENT SUMMARY R EPORT • 8 /7 /22 5 Attendees and neighboring businesses were also provided with bilingual business cards with links of the online open house option through Social Pinpoint.

PREFERENCES
OPTION 4 – PREFERRED ALTERNATIVE
Option 4 received the most support with 46% of respondents identifying this approach as the most viable for the City. Comments specific to this option included the following:

Copenhagen from Atterdag to Alisal would “continue” to be a great experiment A pedestrian area along all of Copenhagen would increase Solvang’s vibrant looking and friendly atmosphere and bring business to the whole street, and make tourists walk past the shops on other streets as they go to public parking.

If cross traffic is allowed, then better blockades for pedestrians would be helpful for drivers. Create parking in the bank parking lot connected to the public parking all the way past the post office to cut down on traffic on Alisal. Good rerouting of traffic needs.

Copenhagen drive would be ideal.

I was not able to make the meeting yesterday, but I am concerned about the whole city.

SOLVANG SHOE STORE
Where is the option for Alisal to the parking lot on Copenhagen? That worked well.

Option 4 or 5 work well. The closure's goal is to create a European feel, which requires a significant closure on the main streets. The other options do not meet the criteria for overall success for the City of Solvang.

The Copenhagen option is the best and creates the European pedestrian plaza atmosphere that is needed. As a local, I very much enjoyed the Copenhagen closure and walking Copenhagen was so much more enjoyable, vibrant and safe when closed to cars. Now the sidewalks are just too crowded with people trying to shop, look in windows and just get down the street. Studies show that pedestrian streets are good for all.

Please close Copenhagen to cars. The closure during the pandemic lead to a great European feel. It was much more pleasant to go to shops and restaurants along Copenhagen. Having the wide-open street without parked cars was visually appealing.

Option 4 is best of the six. If Copenhagen from Alisal to Parking Lot 2 was an option that would be my first choice. I believe a plaza/pedestrian mall should be in areas that have shops/restaurants/tasting rooms on both sides of the street, 73 62/9$1*(8523($13/$=$&21&(37 • O UTR EACH & E NGAGEMENT SUMMARY R EPORT • 8 /7 /22 9 this greatly enhances the experience/charm/benefits provided by a plaza. An extension to Atterdag could be a 2nd phase but I think would need conversion of parking lot 2 to shops (costing 80+ parking spaces) and conversion of King Frederick rooms to shops.

I work on Copenhagen and when it was shut down parking was very limited. Difficult to get through town with this main artery closed off. The benefit of closing it down again doesn’t seem to outweigh the cost.

I think the European Plaza should be on Copenhagen from Atterdag to Alisal.

I vote for Option 4.

We like the idea of closing Copenhagen to create a European walkway. We believe it will add some vibrancy to the city and make it more appealing for visitors. Adding some covered areas, to escape the sun, would definitely bring some added demand to feel like a true European city. Solvang needs to bring more attention to this and bring in more tourists!
Walking in Copenhagen, Denmark is delightful. Strøget is far and away the most famous street in Copenhagen. The walking street is 1111 meters long, making it Europe's longest pedestrian street. There are other walking streets in Copenhagen besides Stroget. However, none of them can compare with atmosphere of Copenhagen’s best known street. The street is a wonderful place to go shopping or simply to go for a pleasant stroll, taking in the sights and sounds of this vibrant city.

OPTION 5
Comments collected regarding Option 5 seemed actually indicate a preference for Option 4. Other expressed concern about loss of on-street parking.

I have been an advocate for the enriching the downtown area of Solvang. I am a resident and business owner who has had an active role in this community. I have seen a period of great prosperity and one of decline. It is my belief that option 5 and 4 best addresses what visitors have said to me. They want Copenhagen to be Danish with outdoor seating, flower merchants, art, and venues that continue into the nighttime. They are sad to see Copenhagen as a parking lot.

The city has plans in their file
Blocking access from 246 to Atterdag a bad idea. This option is just too much loss of traffic flow and parking for anyone to stomach.

Respect for all the retail shops my feedback was it benefits everyone The Reasoning we did the expansion back in 2000 was for outdoor seating. Maybe weekends only considering all the new rentable vehicles I disapprove with the closing Copenhagen and Park Way as it would not benefit the City as a whole. Only the businesses on Copenhagen would see benefit, all other retail and restaurants would see reduced pedestrian traffic, causing them financial stress as was witnessed during the Covid Closure. Closing parking lot 2 and creating traffic confusion in the Downtown added to the current gridlock on Mission Dr. would not be good. I don't think long term it improves the health of the community.

I am a business owner and feel that a walking street as in Copenhagen is a good feel for Solvang. Option 4 or 5 would work best in my opinion.

There seemed to be interest in utilizing the park but concern that it would not result in the European Plaza theme desired.

Expanding the park is a good idea but this would not be a "plaza" since there are no businesses in this idea At the workshop I thought I saw an option to expand the park across Park Way into Lot 2 which is not a bad idea, but this graphic does not appear to show that. To enable people visiting the park to access a wide walkway to Copenhagen is a good idea. The walkway would end at visitor’s center; good also.

The Park Way alley has no shops etc., so little benefit to closing it, mostly only negatives. I would not support closing it, I support closing Copenhagen Drive.

Being Solvang residents, we believe that a modestly sized project located in an area that can be nicely developed at a modest cost makes the most sense.

OPTION 3
Option 3 received three comments, none supporting this option.

Copenhagen closure provided a nice leisurely experience to walking / shopping to all the customers that we had in the Thomas Kinkade Gallery during that time. We think it provided a better environment for our customers and seems to have increased client interest in visiting.

Developing the potential of the closure with amenities to further that positive experience can only bring good for the future of Solvang.

Any plan to block Atterdag is ill advised. This is a major intersection with 246, with a Caltrans traffic light. It is one of the primary routes to access Oaks St, Copenhagen and Second St. And this is far from the center of town.

I agree with the previous comment here about Atterdag being a major artery. It connects all the back neighborhoods (south of Oak) to Solvang School, but in a "local" manner - aka, the school traffic doesn't have to flow out to roads like Alisal and Fifth. I support other pedestrian plans but don't think closing Atterdag is wise.

On Options 3 and 5: I think closing Atterdag between Mission and Copenhagen would be a mistake. It would be of small benefit and a big problem for roadway connectivity.

OPTION 6
This option received three comments, though none were positive.

Options 1 and 6 do not make sense as a "pedestrian" plaza as there are limited businesses to engage in. I don't see that a park expansion is needed.

Closing Park Way will greatly impact all the businesses along Park Way and 1St as it will reduce parking, traffic flow and delivery access causing delivery trucks to be doubled parked on 1St Street as well as creating limited ingress and egress to the Downtown area
Park seems like a decent street to close without making traffic worse. The plaza would then be central, as well. 75 62/9$1*(8523($13/$=$&21&(37 • O UTR EACH & E NGAGEMENT SUMMARY R EPORT • 8 /7 /22 11 OPTION 2
No specific comments received.

OTHER COMMENTS NOT ASSOCIATED WITH A SPECIFIC OPTION
Several of these commentors also expressed support for Option 4 while others, question the need for any road closures.

I favor the option of the first block of Copenhagen Dr (from Alisal to 1st street) . It is the center of town in so many ways, certainly historically. It would aid the traffic flow on Alisal. It is essentially an expansion of an existing plaza:
the wide sidewalk along the East side of Alisal. The sidewalk on North side of Copenhagen can be widened and a single vehicle lane (one way?) can be retained for bicycles, fire vehicles, parades and perhaps a small trolly/transit.

WINDMILL PROPERTY
To honor transparency in local government, we should be told where these 6 options came from to give us all a better understanding of the rationale behind them.

Would also like to know why the original option, i.e. Alisal-to-Parking-Lot, that we all lived with for 2 yrs. during COVID is not even on the list. This is also the option that proved popular in prior City surveys that were ignored.

Disclosure: Owner of two business locations on Cph Dr. and one on Mission Dr.

The closure from Atterdag to Alisal seemed to be the cleanest and most attractive solution, less chopped up. The parking lot to Alisal solution is not available but it is preferable to the listed options and accommodates flow-through traffic and parking and accommodates the Farmers Market which has returned to snarling traffic since it was moved back to First Street. We are hearing daily from visitors that the experience to Solvang is much less attractive without the quiet outdoor center.

I work here, have lived, and we are renting our house out for now. The town had a much more relaxed feeling when the street was closed. I don't understand why it was opened, back to the hurried feeling. Visitors miss the Copenhagen drive being opened. I'm hoping and think this street will be closed once again.

I don't think any of these work for a European Plaza/Piazza type scenario. It should really go at the end of Copenhagen where it T's with Alisal. That is a dead space and could be completely re-done. I know it is a very historical building for Solvang, but so much of it is dead space and not good for retail or dining.

I did like Copenhagen Drive being closed as a Promenade during COVID. It was fine though to have it closed from Alisal through 2nd street and I don't see this option on here.

Close Copenhagen from Alisal to 2nd Street; create a wide promenade from the park through the parking lot to Visitors Center and Copenhagen. You need to connect the park to Copenhagen in a way that is thoughtful.

Where is an explanation of why a road closure needs to take place? What is the purpose? This will disrupt traffic and create even more parking problems that already exist. It is already frustrating getting from one side of town to the other. As a resident in close proximity to downtown, the opening of all roads has made commuting easier/achievable and helped access to our local businesses.

The walkway would end at visitors center; good also.

We don't want a plaza. Especially seeing how Chris Djernaes is the driving force behind it.

I vote for Atterdag to Alisal - it’s a perfect spot!

I work downtown on Copenhagen and the majority of customers (mostly tourists) comment how much they miss the parklets. It gave our little town a very European feel. I think the city council should consider reclosing Copenhagen leaving egress for first responders, bikes, and city vehicles.

I feel that putting the barricades at the end of Copenhagen at Alisal, to the parking lot, as it already was, by Lucas and Lewellen and the adjacent Toccata, makes the most sense. Parking can still be accessed and having the Farmer’s Market within those boundaries was nice. You could walk freely about and not have to worry about the cars hitting anyone. I work on Copenhagen and the feedback from most, valley locals, as well as tourists, that I received, was that people love being outside.

I used to live in Solvang and walking around the town early in the morning or later with my young family was my favorite activity.

Visitors treat Copenhagen like downtown Disney any so a closure would be safest.

I really liked Copenhagen being closed from the parking lot to Alisal and for what it is worth I would also close down 1st from Mission down to Copenhagen since no one should ever have to make that left from 1st on to Mission, plus it already fits the farmer's market.

Option 4
Stop pushing this idea. Use the money elsewhere like fixing infrastructure for water and sewer.

I like Solvang the way it is!!
