13 Recreation Philosophy
An opportunity to build friendships, to participate in the community, to be of active mind and body, to learn and experience a variety of healthy activities, and more are all a part of recreation. Recreational activities range from sports (leagues, clinics and more) to travel (LA to Monterey) to classes (music, arts, dance) to cultural awareness (symphonies and plays, museums and educational tours). All ages are invited to experience and grow through recreation. In today’s fast-paced society, parks and recreation provide a safe and healthy outlet for people to play, to express themselves and to enjoy a part of life. It provides us with the opportunity to laugh, to smile, to grow, to live.
We are here to serve the citizens of Solvang and the Santa Ynez Valley. As recreational professionals we are experienced leaders and facilitators who are visible in the community and work toward having the trust of our participants. Our recreation programs provide positive, productive, quality, healthy activities for people of all ages during their leisure time. The Recreation Department gives back to the community by providing recreational services and by collaborating with other youth serving and community-based organizations. These on-going efforts aim to prevent duplications and gaps in services. On a day-to-day philosophy, the recreation staff creates programs that specifically address the changing recreational needs of our community.

CITY COUNCIL STAFF REPORT
AGENDA ITEM 4.e
Meeting Date: October 9, 2023
SUBJECT: Discussion and possible action to adopt on second reading by title only Ordinance No. 23-0370, removing Chapter 5 (Tourism Advisory Committee) of Title 2 (Boards and Commissions) of the Solvang Municipal Code to dissolve the Tourism Advisory Committee and making a determination of exemption under the California Environmental Quality Act PREPARED BY: Dave Fleishman, City Attorney
DISCUSSION:
At its September 25 meeting, the City Council introduced an ordinance to dissolve the Tourism Advisory Committee.
The attached draft ordinance is returning to Council for second reading and adoption.
ALTERNATIVES:
The Council could decline to adopt the ordinance and give staff alternative direction.
FISCAL IMPACT:
There is no fiscal impact associated with the adoption of the ordinance. Upon adoption, minor codification expenses will be incurred that are within currently budgeted expenses. There are also minor expected cost savings from the dissolution of the Tourism Advisory Committee due to the reduction in agendized meetings staff must prepare for and attend.

ORDINANCE NO. 23-0370
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOLVANG, CALIFORNIA REMOVING CHAPTER 5 (TOURISM ADVISORY COMMITTEE) OF TITLE 2 (BOARDS AND COMMISSIONS) OF
THE SOLVANG MUNICIPAL CODE TO DISSOLVE THE TOURISM ADVISORY COMMITTEE AND
MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL

WHEREAS, the Tourism Advisory Committee (“TAC”) is an advisory committee of the City Council of the City of Solvang (“City”) tasked with informing and engaging all tourism sectors of the City and the community to create a unified, dynamic consortium to increase tourism in Solvang for the benefit of the community;
WHEREAS, the TAC is a standing advisory committee subject to the Ralph M. Brown Act (California Government Code §§ 54950) (“Brown Act”);
WHEREAS, the City Council finds that the Brown Act requirements impede the TAC’s ability to promptly address all of the City’s tourism and marketing needs; WHEREAS, the City Council further finds that the City Manager is better equipped to handle and, if necessary, form an advisory committee to address tourism, marketing and events in the City at the staff level.
NOW, THEREFORE, the people of the chartered City of Solvang do ordain as follows:
SECTION 1. Chapter 5 (Tourism Advisory Committee) of Title 2 (Boards and Commissions) of the Solvang Municipal Code is hereby repealed in its entirety.

O 23-0370 TAC dissolution
10. Measure U citizens’ oversight committee members.
11. Consultants. Consultants shall disclose pursuant to this conflict of interest code, provided that the city manager may determine in writing that a particular consultant, although a designated position, is hired to perform a range of duties that is limited in scope and thus is not required to fully comply with the disclosure requirements in this section. Such written determination shall include a description of the consultant’s duties and, based upon that description, a statement of the extent of disclosure requirements. The city manager’s determination is a public record and shall be retained for public inspection.”
SECTION 3. Section 1-5A-4 “Powers and Duties” is hereby amended to add a new subsection J, to read as follows:
Tourism promotion. It shall be the duty of the city manager and he or she shall exercise general supervision over the City’s tourism outreach, including, but not limited to, research and reports regarding the feasibility of ideas and initiatives to further the City’s tourism efforts and increase tax revenues and visitation numbers; selection of advisory personnel, consultants and/or agencies to provide professional marketing/advertising services and advice to assist the City; review of marketing budget allocations; and monitoring and evaluating the effectiveness of marketing and tourism programs.
Existing subsection J in Section 1-5A-4 shall be re-lettered as subsection K.
SECTION 4. This Ordinance has been reviewed for compliance with the California Environmental Quality Act (CEQA), the CEQA Guidelines (Title 14, Division 6, Chapter 3 of the California Code of Regulations), and the City’s environmental procedures. The City has determined that this Ordinance is exempt from CEQA because the Ordinance is not a project pursuant to CEQA Guidelines Section 15378(b)(2) and (5). The Ordinance constitutes administrative activities and general policy-making that will not result in direct or indirect physical changes in the environment.
SECTION 5. If any section, subsection, sentence, clause or phrase of this ordinance is held to be invalid or unconstitutional by a decision of a court of competent jurisdiction or preempted by State or Federal legislation, such decision or legislation shall not affect the validity of the remaining provisions of this ordinance.
SECTION 6. Solvang is a Charter City and has adopted its own rules for summarizing and posting ordinances once they are adopted. A summary of this ordinance will be prepared by the City Clerk. The summary will be posted in three locations after adoption as directed in the Solvang Municipal Code. AGENDA ITEM 4.f
Meeting Date: October 9, 2023
SUBJECT: Approve Amendment 1 to the Agreement with Cannon Corporation to extend on-call services for an additional amount NTE $90,000 for a total contract amount not-to-exceed $132,000 and to extend the term through June 30, 2024 and authorize the Mayor to execute on behalf of the City PREPARED BY: Randy Murphy, City Manager
DISCUSSION:
The City has been without a Utilities Director since early July. The City Manager executed the attached original agreement with Cannon in the amount of $42,000 to enable former Director Matt van der Linden to provide very part-time support to the City whilst we recruited a new Director. This process is ongoing. In the meantime, the contracted amount has been exhausted and an amendment is necessary. Since the combined amount exceeds the City Manager’s signing authority, it has come before your Council for approval.
The attached Amendment Number 1 outlines the assistance that has been and will be provided until a new Department Director is in place. The costs for providing these services by Cannon is estimated to be $30,000 per quarter for a new not-to-exceed amount of $132,000. Note that the intent is to stop the contract as soon as a handoff with the new Director has happened. The current recruitment has a submittal deadline of October 30 so it is hoped that the occurs by the end of December.
ALTERNATIVES:
The City Council could not approve the amendment which would leave the Utilities Department without any professional guidance until the new Director is hired.
FISCAL IMPACT:
The fiscal impact is minimal, as the fees are offset by salary and benefits savings.

Hourly Rates
Cannon’s services will be provided on a time and materials basis up to an agreed upon not to exceed amount (unless authorized in advance) per the following hourly rates.
Senior Principal Engineer $248/hour (Matt van der Linden, PE) Associate Engineer $200/hour
Sr. Project Engineer $185/hour
Project Engineer $168/hour
When cost savings to the City can be achieved by utilizing other staff, hourly rates will be in accordance with Cannon’s rates at the time the services are rendered.
Schedule
The above-described assistance will begin upon City approval of an Amendment to the City’s existing On-Call Professional Services Agreement with Cannon. Cannon’s assistance will continue on a quarterly basis through December 31, 2023; through March 31, 2024; or through June 30, 2024, unless otherwise extended or halted earlier by the City. During this period, Mr. van der Linden will be available by phone at (805) 680-7757, by email, or virtually by pre-scheduled appointment. An average of 10 hours per week (total for both office and other time) are anticipated during the transition period.
Estimated Fees
Over the past quarter (July 2023 through September 2023), our monthly charges amount to approximately $14,000 per month (total of $42,000 for the quarter). Now that Mr. van der Linden is up-to-speed on current issues, it is likely monthly and quarterly costs will be less. We estimate monthly charges at $10,000 per month for a quarterly budget of $30,000. Therefore, we propose the total budgets for the various durations are as follows:
• Through December 31, 2023 $30,000
• Through March 31, 2024 $60,000
• Through June 30, 2024 $90,000
Please let us know if you have any questions or wish to discuss further. Thank you.
Sincerely,
Larry P. Kraemer, PE

INSURANCE REQUIREMENTS
Prior to the beginning of and throughout the duration of the Work, Consultant will maintain insurance in conformance with the requirements set forth below. Consultant will use existing coverage to comply with these requirements. If that existing coverage does not meet the requirements set forth here, Consultant agrees to amend, supplement or endorse the existing coverage to do so. Consultant acknowledges that the insurance coverage and policy limits set forth in this section constitute the minimum amount of coverage required. Any insurance proceeds available to City in excess of the limits and coverage required in this agreement and which is applicable to a given loss, will be available to City.
Consultant shall provide the following types and amounts of insurance:
Commercial General Liability Insurance using Insurance Services Office “ Commercial General Liability” policy form CG 00 01, or a City approved equivalent. Limits are subject to review but in no event less than $ 1,000,000 per occurrence and in the aggregate.
Business Auto Coverage on ISO Business Auto Coverage form CA 00 01 including symbol 1 (Any Auto) or the equivalent. Limits are subject to review, but in no event to be less than $1,000,000 per accident. If Consultant owns no vehicles, this requirement may be satisfied by a non-owned auto endorsement to the general liability policy described above. If Consultant or Consultant’ s employees will use personal autos in any way on this project, Consultant shall provide evidence of personal auto liability coverage for each such person.
Workers Compensation on a state-approved policy form providing statutory benefits as required by law with employer’ s liability limits no less than $ 1,000,000 per accident or disease.

General conditions pertaining to provision of insurance coverage by Consultant. Consultant and City agree to the following with respect to insurance provided by Consultant:
1. Consultant agrees to have its insurer endorse the third party general liability coverage required herein to include as additional insureds City, its officials, employees and agents, using standard ISO endorsement No. CG 2010 with an edition prior to 1992, or a City approved equivalent. Consultant also agrees to require all contractors, and subcontractors to do likewise.
2. No liability insurance coverage provided to comply with this Agreement shall prohibit Consultant, or Consultant’ s employees, or agents, from waiving the right of subrogation prior to a loss. Consultant agrees to waive subrogation rights against City regardless of the applicability of any insurance proceeds, and to require all contractors and subcontractors to do likewise.
3. All insurance coverage and limits provided by Consultant and available or applicable to this agreement are intended to apply to the full extent of the policies. Nothing contained in this Agreement DocuSign Envelope ID: 44212CC1- 569C-482B-A67E-EE33DC3465DB 65 Cannon Corporation – Water Wastewater Engineering Services or any other agreement relating to the City or its operations limits the application of such insurance coverage.
4. None of the coverages required herein will be in compliance with these requirements if they include any limiting endorsement of any kind that has not been first submitted to City and approved of in writing.
5. Consultant’ s general liability policy shall not contain any provision or definition that would serve to eliminate so-called “third party action over” claims, including any exclusion for bodily injury to an employee of the insured or of any contractor or subcontractor.
6. All coverage types and limits required are subject to approval, reasonable modification and reasonable additional requirements by the City, as the need arises. Consultant shall not make any reductions in scope of coverage ( e.g. elimination of contractual liability or reduction of discovery period) that may affect City’s protection without City’s prior written consent.
7. Proof of compliance with these insurance requirements, consisting of certificates of insurance evidencing all of the coverages required and an additional insured endorsement to Consultant’ s general liability policy, shall be delivered to City at or prior to the execution of this Agreement. In the event such proof of any insurance is not delivered as required, or in the event such insurance is canceled at any time and no replacement coverage is provided, City has the right, but not the duty, to obtain any insurance it deems necessary to protect its interests under this or any other agreement and to pay the premium. Any premium so paid by City shall be charged to and promptly paid by Consultant or deducted from sums due Consultant, at City option.
8. Certificate( s) are to reflect that the insurer will provide 30 days notice to City of any cancellation of coverage by the carrier.
9. It is acknowledged by the parties of this agreement that all insurance coverage required to be provided by Consultant or any subcontractor, is intended to apply first and on a primary, noncontributing basis in relation to any other insurance or self insurance available to City.
10. Consultant agrees to require that subcontractors, and any other party involved with the project who is brought onto or involved in the project by Consultant, provide the same minimum insurance coverage required of Consultant. Consultant agrees to monitor and review all such coverage and assumes responsibility for ensuring that such coverage is provided in conformity with the requirements of this section. Consultant agrees that upon request, all agreements with subcontractors and others engaged in the project will be submitted to City for review.
11. If Consultant’ s existing coverage includes a deductible or self-insured retention, the deductible or selfinsured retention must be declared to the City. At that time the City shall review options with the Consultant, which may include reduction or elimination of the deductible or self-insured retention, substitution of other coverage, or other solutions. Consultant shall be responsible for paying any deductibles or self-insured retentions on its policies.
12. The City reserves the right at any time during the term of the contract to change the amounts and types of insurance required by giving the Consultant ninety ( 90) days advance written notice of such change. If such change results in substantial additional cost to the Consultant, the City will negotiate additional compensation proportional to the increased benefit to City.
13. For purposes of applying insurance coverage only, this Agreement will be deemed to have been executed immediately upon any party hereto taking any steps that can be deemed to be in furtherance of or towards performance of this Agreement.
DocuSign Envelope ID: 44212CC1- 569C-482B-A67E-EE33DC3465DB 66 Cannon Corporation – Water Wastewater Engineering Services
14. Consultant acknowledges and agrees that any actual or alleged failure on the part of City to inform Consultant of non-compliance with any insurance requirement in no way imposes any additional obligations on City nor does it waive any rights hereunder in this or any other regard.
15. Consultant will renew the required coverage annually as long as City, or its employees or agents face an exposure from operations of any type pursuant to this agreement. This obligation applies whether or not the agreement is canceled or terminated for any reason. Termination of this obligation is not effective until City executes a written statement to that effect.
16. Consultant shall provide proof that policies of insurance required herein expiring during the term of this Agreement have been renewed or replaced with other policies providing at least the same coverage. Proof that such coverage has been ordered shall be submitted prior to expiration. A coverage binder or letter from Consultant’ s insurance agent to this effect is acceptable. A certificate of insurance and/or additional insured endorsement as required in these specifications applicable to the renewing or new coverage must be provided to City within five days of the expiration of the coverages.
17. The provisions of any workers’ compensation or similar act will not limit the obligations of Consultant under this agreement. Consultant expressly agrees not to use any statutory immunity defenses under such laws with respect to City, its employees, officials and agents.
18. Requirements of specific coverage features or limits contained in this section are not intended as limitations on coverage, limits or other requirements nor as a waiver of any coverage normally provided by any given policy. Specific reference to a given coverage feature is for purposes of clarification only as it pertains to a given issue, and is not intended by any party or insured to be limiting or all-inclusive.
19. These insurance requirements are intended to be separate and distinct from any other provision in this agreement and are intended by the parties here to be interpreted as such.
20. The requirements in this Section supersede all other sections and provisions of this Agreement to the extent that any other section or provision conflicts with or impairs the provisions of this Section.
21. Consultant agrees to be responsible for ensuring that no contract used between itself and its subconsultants reserves the right to charge City or Consultant for the cost of additional insurance coverage required by this agreement. Any such provisions are to be deleted with reference to City. It is not the intent of City to reimburse any third party for the cost of complying with these requirements.
There shall be no recourse against City for payment of premiums or other amounts with respect thereto.
22. Consultant agrees to provide immediate notice to City of any claim or loss against Consultant arising out of the work performed under this agreement. City assumes no obligation or liability by such notice, but has the right ( but not the duty) to monitor the handling of any such claim or claims if they are likely to involve City.

AGENDA ITEM 6.a
Meeting Date: October 9, 2023
SUBJECT: Discussion and possible action to adopt on second reading by title only Ordinance No. 23-0369, removing Section 6-2-5, amending Section 7-3-10, and adding Chapter 6 (Camping) to Title 5 (Public Health and Safety) of the Solvang Municipal Code and making a determination of exemption under the California Environmental Quality Act
PREPARED BY: Dave Fleishman, City Attorney
DISCUSSION:
At its August 28 meeting, the City Council introduced an ordinance to modify the City’s camping regulations to conform to current developments in the law. The ordinance returned for second reading at the September 11 meeting, at which time a number of concerns were raised regarding the ordinance.
Many of the questions about the ordinance posed by members of the public are answered in the text of the ordinance itself, and other questions were answered at the September 11 meeting. The Council tabled the ordinance and directed staff to revisit the ordinance to address the comments and concerns raised during the September 11 meeting.
Staff has considered all the issues raised at that meeting. Notwithstanding these concerns, staff recommends adoption of the ordinance as previously proposed. Modifying the ordinance to further restrict available options to those experiencing homelessness runs a greater risk of challenge in the courts. The ordinance being proposed provides City staff and law enforcement officials the appropriate tools to address unlawful camping within the City, where the existing ordinance does not.
Should the state of the law change in the coming months because of the potential Supreme Court hearing of the City of Grants Pass case, staff will consider whether additional restrictions or changes to the ordinance are warranted. Until that time, however, failing to pass this ordinance will leave the City without an effective means to address unlawful camping in the City.
As such, the attached draft ordinance is returning to Council for second reading and adoption.
Additional cost of enforcement will depend on the number of violations observed, which is undetermined at this time.
ATTACHMENTS:
A. Draft Ordinance No. 23-0369
73 O 23-0369 Camping Regulations
ORDINANCE NO. 23-0369
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SOLVANG, CALIFORNIA REMOVING SECTION 6-2-5, AMENDING SECTION 7-3-10 AND ADDING A NEW CHAPTER 6 (CAMPING) OF TITLE 5 (PUBLIC HEALTH AND SAFETY) OF THE SOLVANG MUNICIPAL CODE TO ESTABLISH
CAMPING REGULATIONS IN THE CITY AND MAKING A DETERMINATION OF EXEMPTION

75 O 23-0369 Camping Regulations
Public areas within the City should be accessible and available to residents and the public at large for their intended uses. The unauthorized use of public areas for camping and the storage of personal property interferes with the rights of other members of the public to use public areas for their intended purposes and can create a public health or safety hazard that adversely affects residential and commercial areas. The purpose of this chapter is to maintain public areas in clean, sanitary and accessible condition to prevent the misappropriation of public areas for personal use, and to promote the public health and safety by ensuring that public areas remain readily accessible for their intended uses, while also making public areas available for shelter and sleeping by people who have no other options for shelter.
5-6-2 Definitions.

A “Camp” or “Campsite” is a location where people camp or are camping. Camp, tent camp, or camping does not include vehicles, automobiles or recreational vehicles used for shelter and/or sleeping on public property, which is regulated in Section 7-3-10.

ESSENTIAL CITY-OWNED OR OPERATED PUBLIC UTILITIES means all City-owned or controlled property, whether in fee title, or as holder of an easement or lease, on which the City operates public utilities or other essential services, including, but not limited to the Solvang Municipal Center, Solvang Wastewater Treatment Plant and water wells operated by the City.
ESTABLISHED CAMPSITE means a location or locations in the public right-of-way or on City property where a camp, camps, and/or camp materials have been set up for twenty-four (24) hours or more.
Established Campsites shall consist of no more than two individuals, two leashed dogs, and one tent.

PUBLIC RIGHTS-OF-WAY means all City-owned or controlled rights-of-way, whether held in fee title or as holder of an easement for right-of-way or public access purposes. Public rights-of-way include but are not limited to any public road, street, sidewalk, or private street or other property that is subject to a public access easement dedicated or granted to the City for vehicular, pedestrian, utilities or other means, and any planter strip or landscaped area located adjacent to or contained within streets that is part of the public right-of-way.
5-6-3 Camping on City property.
A. It is prohibited at all times for any person to use City property, rights-of-way and essential Cityowned public utilities to camp or for camping or for the purpose of occupancy, habitation, or sheltering for survival except as otherwise authorized in this Chapter, provided that the City Manager may, in their discretion, designate certain City properties or portions of properties or rights-of-way as exclusive areas where camping for sheltering and/or sleeping may be allowed 76 O 23-0369 Camping Regulations
on a limited basis, and may set the terms and conditions of any camping use that may be allowed.
B. People who do not have any other permanent residence or domicile and/or are involuntarily homeless are not prohibited from camping on public property or rights-of-way, provided camping occurs in compliance with the following regulations and is consistent with any administrative rules and policies promulgated by the City Manager, or their designee, in accordance with subsection A:
1. Unless otherwise specified, any camping or camp, where allowed, may only occur for 24 hours at a time in any one location. After a camp has been in one place for 24 hours or more, the City may post notice at the location that the camp, and all associated camp materials, must be removed no more than 72 hours later and all personal property remaining will be removed, as described in Section 5-6-7. After 24 hours in one location, the camp and all associated camp materials must be moved at least two blocks or 1200 feet, whichever is greater.

Any vehicle lane, bicycle lane, or roundabout within any public-right-of way. v. 3. Camping, when and where allowed, is subject to all of the following:

the elements and maintain the essentials for living, while still allowing others to use public spaces as designed and intended.
iii. To prevent larger camping sites from forming and the impacts that can result, no more than two camps may be set up per street block. If there are any camps set up on a particular street block, no other camp may be within 300 feet of any of those camps, including but not limited to across the street or on another street block. In any park owned or operated by the City, camps may not be within 300 feet of any other camp.

vi. Dumping of gray water (i.e. wastewater from baths, sinks, and the like) or black water (i.e. sewage) into any facilities or places not intended for gray water or black water disposal is prohibited. This includes, but is not limited to City streets, public rights-of-way, public waterways and storm drains, which are not intended for disposal of gray water or black water.
vii. Unauthorized connections or taps to electrical or other utilities, or violations of Building, Fire or other relevant codes or standards, are prohibited. viii. Obstruction or attachment of camp materials or personal property to fire hydrants, utility poles, or other utility or public infrastructure, fences, trees, vegetation, vehicles, or buildings is prohibited.
ix. Items used for shelter must be readily portable, such as tents. Individuals may not build or erect structures that are not readily portable, such as structures constructed out of plywood, wood materials, pallets, or other similar materials. x. Storage of personal property such as vehicle tires, bicycles, or associated components (except as needed for an individual’s personal use), gasoline, generators, lumber, household furniture, propane tanks, combustible material or gases, or other items or materials, is prohibited, other than what is related to camping, sleeping, or keeping warm and dry.
xi. Digging, excavation, terracing of soil, alteration of ground, water or infrastructure, or damage to vegetation or trees is prohibited.
xii. All animals must be leashed or crated at all times. Dogs must be licensed with the County of Santa Barbara.
4. Enforcement of this subsection may be suspended when an individual does not have access to shelter, when an individual is engaged in case management or behavioral health services, or when necessary or appropriate to respond to an individual’s disability, 78 O 23-0698 Camping Regulations

5-6-6 Violations.
A. Any violation of this Chapter may be prosecuted as a misdemeanor, pursuant to Chapter 3, of Title 1 of this Code. At the City’s discretion, it may issue Administrative Citations as permitted by Chapter 5A of Title 6 of this Code. Citations will be issued only when other means of achieving compliance have been unsuccessful or are not practicable for the particular situation.
B. Before a citation is issued, the enforcement officer will contact the person and provide a reasonable opportunity to cure or remedy the alleged violation. In the case of an emergency, such as possible site contamination by hazardous materials, or where there is danger to human life or safety or illegal activities where removal can be immediate or accomplished more quickly, depending on the severity of the situation, the City, or its designated contractors, may immediately remove and/or clean-up the camp(s), camp materials or other personal property that are creating or contributing to the violation(s) and the emergency. 2. A campsite may be removed for violation of this Chapter without a 72-hour notice when there is probable cause for the enforcement official to believe that illegal activity, other than camping, is occurring on the campsite or in the immediate vicinity of the campsite, or the property that comprises the campsite is being used or is intended to be used to commit or facilitate the commission of otherwise illegal activity; or in the event of an exceptional emergency, such as possible site contamination by hazardous materials, or where there is danger to human life or safety. If the danger to human life or safety can be eliminated by moving the established campsite to a safe location, the campsite shall be moved rather than removed.
3. Once the 72-hour notice has been posted, the City may act on the notice and remove the campsite beginning 72 hours after posting for up to ten (10) days following the posting.
4. After a camp has been removed subject to a 72-hour notice or under circumstances when no advance notice is required, the camp and all associated camp facilities must be moved at least two blocks or 1200 feet, whichever is greater, and the City may order that no camp be set up in that same location or a 300-foot radius for up to 30 days. The City will make all reasonable efforts to identify which established campsite property was removed from, to aid in returning the property to its owner.
