CITY COUNCIL STAFF REPORT
AGENDA ITEM 1
Meeting Date: March 9, 2024
SUBJECT: Provide Guidance of Council Goals and Objectives for Incorporation Into FYs 2024/2026 Biannual Budget
PREPARED BY: Randy Murphy, City Manager
Rod Wood, Special Advisor
DISCUSSION:

The purpose of this Workshop is not to discuss, deliberate or decide on any goals. The purpose is to make certain staff has an accurate initial order of preference for the Council’s potential goals to help guide them on which goals to commit more extensive time and resources in its initial assessment. Once staff completes its initial assessment of the proposed goals the Council, at a subsequent Regular Meeting, will take public comments, review, discuss, deliberate and vote which goals are their collective priorities for the upcoming 2024/26 budget. The final goals and priorities will be fully assessed in their scope and then incorporated in the draft Budget for appropriation of the necessary resources to complete the adopted goals.

A further intent is to adopt only goals that can be achieved during the adopted budget cycle. There may be goals that require more time to complete than just the 2-year budget cycle. In that circumstance, the goal will be segmented into portions that can be completed during the current budget cycle and, when necessary, incorporated into future budgets. An exhaustive list of all goals is not required to be included in the budget as a comprehensive identification of the City’s long-term goals are already identified in the General Plan and in the various existing and soon-to-be updated Master Plans. Instead, the purpose is to identify the top priority goals for the 2024/26 budget cycle, establish what aspects of the goals can be achieved during this period, appropriate the necessary resources to allow the work required to be accomplished, and for staff to be held accountable to complete those goals. This allows the City to confidently make progress on its mid- and long-term goals with every budget cycle. It also avoids overburdening limited the staff resources or impacting staff’s ability to maintain the City’s daily operations.

It is understood issues occur after priorities are set or things arise that can impact the completion of goals. There are often unforeseen changes in law, unexpected issues surface, emergencies occur, and opportunities arise that require unanticipated attention. There are also goals that require actions by other agencies and third parties for which the City has no control that might delay or stop progress. The process for altering the priorities will require staff to bring new matters to the Council on Agenda and have Council determine any adjustments to the goals or if any new goals or obligations need to be placed within the adopted priorities. If new issues occur it may delay or prevent completion of other lower-level goals unless additional resources are committed that can make it possible to achieve the new priorities in addition to the existing.

The specific process for the Workshop is:

1. To provide any necessary clarification as to what each goals means.

2. Ask if there are any additional goals desired to be added to the list for consideration

3. To validate the final wording of the Goals to assure it accurately reflects the Councill intent of the goal.

4. For each individual Councilmember without discussion among the Council to rate the top 5 priorities, second 5 priorities, and third five priorities by placing colored dots on those priorities.

5. Each goal will be scored based on the number of 1st, 2nd and 3rd priority dots on them and listed in rank order.
