Agenda Item 6.c
Meeting Date: November 10, 2025
SUBJECT: Santa Ynez Valley Transit (SYVT) Quarterly Report (FY 2025/2026, Q1) PREPARED BY: Bridget Paris, Public Works Director / City Engineer DISCUSSION:

The attached memorandum from Kathy Chambers (Moore & Associates) provides a summary of administrative, operational, and ridership activities for Santa Ynez Valley Transit (SYVT) during the first quarter of Fiscal Year 2026 (July 1 – September 30, 2025). During this period, administrative work included coordination with RATP Dev on operations meetings, vehicle procurement and registration, reimbursement documentation, and completion of the FY 2024/25 NTD report.

Ridership trends fluctuated throughout the quarter:
• Fixed-route ridership decreased in July, increased in August, and slightly decreased in September.
• Dial-A-Ride (DAR) ridership followed a similar pattern, remaining below pre-COVID levels. • Overall system ridership remains comparable to pre-COVID fixed-route levels, though DAR ridership continues to lag.

A total of 928 calls were received between July and September 2025. Call center data show most inquiries relate to service information (46%) and DAR reservations (31%), with a continued decline in on-call pickup requests since permanent stops were added at the Chumash Casino and tribal clinic in May 2025.

RECOMMENDED MOTION
Receive and file the SYVT Quarterly Report for Fiscal Year 2025/2026, Q1.

FISCAL IMPACT:

14 CITY COUNCIL STAFF REPORT
Agenda Item 6.d
Meeting Date: November 10, 2025
SUBJECT: Stormwater Management Program (SWMP) Annual Report for FY 2024/25 Receive & File
PREPARED BY: Bridget Paris, Public Works Director / City Engineer DISCUSSION:

The Federal Clean Water Act requires the City of Solvang to operate under a National Pollutant Discharge Elimination System (NPDES) municipal stormwater permit regulating discharges from the City’s storm drain system to surface waters.

On February 5, 2013, the State Water Resources Control Board (SWRCB) adopted Order No. 2013- 0001-DWQ, the Phase II Small Municipal Separate Storm Sewer System (MS4) General Permit. The permit became effective on July 1, 2013, and remains in effect until the SWRCB issues a new MS4 permit.

To comply with annual reporting requirements under this permit, the Cities of Solvang and Buellton entered into a Memorandum of Understanding (MOU) on November 25, 2013, designating Buellton as the Lead Agency for submitting joint annual reports through the SWRCB’s Storm Water Multiple Application and Report Tracking System (SMARTS) database.

On October 14, 2025, the FY 2024/25 Annual Report, including both the Phase II Small MS4 Annual Report and the Central Coast Post-Construction Storm Water Management Requirements (PCR) Annual Report—was submitted to the SWRCB via SMARTS. These reports are combined as Attachment A and are also available on the City’s Stormwater Management webpage.

The SWRCB also requested that the City of Solvang independently resubmit the 2018/19 One-Time Trash Track Report (Attachment B), which had originally been submitted by Buellton on Solvang’s behalf on November 27, 2018. This resubmission is required because the upcoming permit reissuance will incorporate the Statewide Trash Amendments as a separate compliance element.

In 2016/17, the City selected Track Option 1 (Track 1) for compliance with the Trash Amendments. The City is now developing a Trash Implementation Plan and anticipates transitioning to Track Option 2 (Track 2) under the new permit to better reflect the non-structural best management practices (BMPs) already implemented citywide.

On August 1, 2024, the SWRCB issued an Informal Draft of the updated Small MS4 General Permit.

The California Stormwater Quality Association (CASQA), on behalf of its members—including the City of Solvang—submitted comments on October 4, 2024. Due to the scope and complexity of the proposed updates, the SWRCB has indicated plans to release the Formal Draft Permit for public comment on February 2, 2026, with a public hearing scheduled for October 6, 2026 (dates subject to change).

Before the new permit becomes effective, City staff will review the current MOU with the City of Buellton to determine whether to continue as Co-Permittees under a revised agreement or operate independently while maintaining regional collaboration on public education and outreach programs that support shared water-quality goals.

RECOMMENDED MOTION
Move to receive and file the Stormwater Management Program Annual Report for FY 2024/25. 15 ALTERNATIVES:

No alternative action is recommended.

FISCAL IMPACT:

There is no additional fiscal impact associated with this report. Program activities are funded through the City’s adopted FY 2025/26 budget under fund no. 100-1600-720-70937.

SECTION VI: MITIGATION PROJECTS CONSTRUCTED FOR ALTERNATIVE COMPLIANCE Were there any mitigation projects constructed for Alternative Compliance during the Reporting Period? Yes No If yes, did the Permittee upload to SMARTS the below information? Yes No  A summary description of mitigation projects constructed during the Reporting Period comparing the expected aggregate results of Alternative Compliance projects to the results that would otherwise have been achieved by meeting the numeric Performance Requirements on-site. The summary should quantitatively compare results. For example, if the Alternative Compliance project is mitigating for a project that could not fully meet Performance Requirement No. 3 onsite, then the summary should quantify the following: 1) onsite retention volume required by Performance Requirement No. 3, 2) volume of runoff actually retained on site, and 3) volume of runoff retained at the Alternative Compliance project site.  For public offsite mitigation projects, a summation of total offsite mitigation funds raised to date and a description (including location, general design concept, volume of water expected to be retained, and total estimated budget) of all pending public offsite mitigation projects

86 CITY COUNCIL STAFF REPORT
AGENDA ITEM: 8.a
MEETING DATE: November 10, 2025
SUBJECT: Consideration of Enhancing City Contribution to Santa Ynez Valley Aquatic Foundation Pool Project
PREPARED BY: Randy Murphy, City Manager
DISCUSSION:

Earlier this year your Council approved Resolution 25-1281 that expressed support for SYVAF’s effort to provide a New and improved aquatic facility on the Santa Ynez High School campus. This support was further in evidence with the adoption of the FY 25/26 City budget that committed $450,000 of Measure U funds upon project groundbreaking along with a few other conditions:
 That the pool serve youth, adults, families and seniors on a permanent basis  That the pledge will expire on June 30, 2028, if it is unutilized  That the pledge will be withdrawn if the project becomes unviable The City of Buellton recently matched Solvang’s pledge of $450,000 and challenged us to contribute more so that they could increase their contribution to again match ours. Although there were some larger numbers discussed, they ultimately settled on $50,000 more so that the two cities could combine to contribute $1,000,000 to the $13.7 Million project. Some of the discussion suggested that this amount could be used to challenge both the County and the Tribe to increase their contributions to match ours.

Consequently, staff requests Council direction regarding both the amount and the timing of any additional contribution to the project. It is important to note that both Cities financial participation is noticed by the entire community and encourages others to contribute to the cause.

RECOMMENDED MOTION:
“I move to increase Solvang’s Measure U contribution to the Santa Ynez Valley Aquatic Foundation pool project by $50,000 and direct staff to make the necessary budget adjustments as part of the mid-year budget review process.”
ALTERNATIVES:

To decline to increase Solvang’s contribution. This is not recommended, as this would probably also eliminate Buellton’s additional contribution.

FISCAL IMPACT:

Equal to the amount of the additional contribution, although it would not directly impact the cash on hand until project groundbreaking in two years at the earliest.

87 CITY COUNCIL STAFF REPORT
AGENDA ITEM: 8.b
MEETING DATE: November 10, 2025
SUBJECT: Introduce for first reading by title only Ordinance No. 25-0384 to Amend Advisory Body Terms and Appointment Processes
PREPARED BY: Chelsea O'Sullivan, City Attorney
DISCUSSION:

Incorporating direction from the October 13 and 27 meetings, a revised Ordinance No. 25-0384 is presented for introduction. As explained in prior staff reports, the proposed ordinance updates advisory body terms and standardizes appointment procedures to improve stability, continuity, and participation, and to streamline recruitment. It also refines membership qualifications and meeting frequency for the Revenue Measures Oversight Committee.

Advisory body members typically serve two-year terms. Terms for the Planning Commission and the Design Review Committee are currently not staggered, which results in full-body recruitments every two years. Members of the Revenue Measures Oversight Committee serve staggered two-year terms, which leads to annual recruitment for a portion of that body. This structure produces frequent recruitments, higher turnover, reduced institutional knowledge, and longer onboarding periods.

For all advisory bodies, the proposed ordinance establishes staggered four-year terms for members appointed by Council Members and two-year terms for members appointed by the Mayor, with terms beginning on March 1 following the appointing official’s regular election. Members continue to serve until successors are appointed.

Consistent with direction from Council at its October 13, 2025 meeting, all appointments require ratification by a majority vote of the City Council. If the Mayor or a Council Member declines to appoint, the Council will make the appointment by majority vote. The ordinance also clarifies officer elections and meeting provisions for the Planning Commission and Design Review Committee and removes inconsistent rules. Consistent with direction from Council at its October 27, 2025 meeting, Revenue Measures Oversight Committee members must be either Solvang residents or owners of businesses located in Solvang with valid City business licenses and the Revenue Measures Oversight Committee must meet at least twice annually (rather than only two times annually).

RECOMMENDED MOTION:

I move to introduce for first reading by title only Ordinance No. 25-0384 amending certain sections of Chapter 1 (Planning Commission), Chapter 4 (Design Review Committee), and Chapter 6 (Revenue Measures Oversight Committee) of Title 2 (Boards and Commissions) of the Solvang Municipal Code.

ALTERNATIVES:

Council could decide to not introduce the ordinance.

FISCAL IMPACT:

There is no fiscal impact directly from implementing the ordinance; however, there are may be cost savings from increase efficiencies in the recruitment process.

WHEREAS, the Solvang Municipal Code sets forth the procedures and requirements for appointment, vacancy, removal and other matters for each of the advisory bodies; and WHEREAS, these procedures and requirements are inconsistent among advisory bodies; and WHEREAS, these inconsistencies create additional administrative burden for staff to track and implement similar but slightly different procedures and requirements for each advisory body; and WHEREAS, the City Council desires to amend and stagger the terms of advisory bodies and to establish consistent advisory body procedures and requirements and thereby reduce administrative burdens and improve advisory body effectiveness.
