Agenda Item Title
Discussion, Consideration, and Possible Action Selecting the 2023 City of Sonoma Alcalde Summary
History of the Alcalde from the Alcalde Selection Policy Alcaldes in California came about through the rise of the pueblo system and the establishment of town councils (called ayuntamientos). The councils were headed by mayors (called alcaldes), and together they provided a semblance of government, hearing a wide range of issues from land disputes to criminal matters. The annually elected alcalde was not only the chief local law practitioner, but judge, justice of the peace (if no one else filled that function), notary public, recorder, escrow agent in land transactions, boss of the town Council, and was probably the town's most useful citizen. He often had to rule on disputes over cattle, horses, branding irons, hides, horse race wagers, bankruptcy, adoption, promissory notes, barrels of wine, and vacant lands. Alcaldes were the recorders of mortgages, wills, and conveyances, and also had to deal with criminal activity including murder.

The Alcalde's position and importance did not end with Mexican Rule. In his speech following the raising of the American Flag over Monterey on July 7, 1846, Commodore John Sloat restated the importance of alcaldes and invited them to continue to execute their duties. The function of alcaldes did not legally change until after the state Constitution was adopted, and duties previously performed by one person were separated into several positions. Today the Spanish word “alcalde” literally means Mayor.

In 1975, the City of Sonoma decided to once again find "the town's most useful citizen" and bestow upon them the title Honorary Alcalde. August Pinelli, the first to be honored, began his year January 1, 1976. The Council has voted for an “honorary Alcalde” every year since. The honoree is given a silver-headed cane as a symbol of the honor and appears in parades and at grand openings. The honoree is also recognized with a reception hosted by the city with help from the past Alcaldes where their contributions are celebrated. 2023 Alcalde Selection
Pursuant to the Alcalde Selection Policy (attached), the Nominating Committee met on January 25, 2023, to review nominations received in response to the required marketing and outreach.

The nominating committee was comprised of Mayor Lowe, current Alcalde Steve Page, past Alcaldessas Karen Collins and Kimberly Blattner, and Interim City Manager Mark Linder.

As stated in City Council's adopted policy, Alcalde nominees shall have accomplished several of the following:
• Participated in a broad spectrum of voluntary community service to Sonoma Valley; • Served in a leadership role in at least one non-profit organization; • Spearheaded at least one community-serving project without compensation; Agenda Item #3.1:

• Be well-known for consistent behind-the-scenes good deeds; • Does not seek public accolades or recognition for work done; and, • Adheres to a high standard of moral and ethical values.

Other Criteria:
• Nominee must reside in the City of Sonoma or Sonoma Valley. • Nominees may be either an individual or a couple.

The committee members reviewed nominations submitted. As always, many nominations were received recommending deserving community members. In accordance with the Alcalde Selection Policy, the nominating committee put forward their candidates for the mayor’s consideration.

Mayor Lowe will announce the name of her nominee for the 2023 Alcalde or Alcaldessa at the February 1st Council meeting and the City Council will be asked to ratify the nomination.

ALCALDE SELECTION PROCESS, ROLES & RESPONSIBILITIES
City Council Approved 11/5/2018
Each year, the City Council of the City of Sonoma selects a citizen of the year who is called the honorary Alcalde. This policy outlines the selection, criteria, and role of the honored person.

ORIGIN OF ALCALDES
Alcaldes in California came about through the rise of the pueblo system and the establishment of town councils (called ayuntamientos).

CRITERIA FOR SELECTION
The Nominee shall have accomplished several of the following:
 Participated in a broad spectrum of voluntary community service to Sonoma Valley;  Served in a leadership role in at least one non-profit organization;  Spearheaded at least one community-serving project without compensation;  Be well-known for consistent behind-the-scenes good deeds;  Does not seek public accolades or recognition for work done; and,  Adheres to a high standard of moral and ethical values.

Other Criteria:
 Nominee must reside in the City of Sonoma or Sonoma Valley.  Nominees may be either an individual or a couple.

SELECTION PROCESS

1. Nomination Period & Outreach – In late October or early November, a press release will be sent to newspapers announcing the nomination period for Honorary Alcalde of the City of Sonoma. A summary of the criteria shall also be published with a submission deadline no later than mid-December and preferably December 1. City staff will also promote the Alcalde nomination process through other marketing and social media outlets and distribution to the Non-Profit Executive Director Roundtable and other Sonoma groups.

2. Nomination Protocols -- Persons submitting a nomination will do so in a letter or email format, addressing as many of the criteria as possible, and sending the nomination to the City Manager. In order to demonstrate broad support for the nominee, it is recommended that in addition to the nomination letter that a minimum of three letters of recommendation be submitted.

3. Nomination and Ratification Process -- Early in January, the City Manager will convene a Nominating Committee. Historically, this committee has been comprised of the three most immediate past alcaldes available, the Mayor, and the City Manager.

No more than five days before the meeting, the nominee’s names and nomination packets will be released to the committee members only for discussion at the meeting. In the instance that a nominee has been recommended previously, the Nominating Committee will be supplied the prior nomination packets going back two years. This Committee will review the nominations and will select three candidates for consideration.

The Mayor will then make the final nomination and the Council will vote to ratify at the first available Council meeting following the committee nominations, but in no case later than the first meeting in February.

Dear Chair,
I hope this letter finds you well. I am applying for the ABAG Executive Board Alternate position as well as the Child Care Planning Council seat. I am hoping that my many years as an attorney working with various agencies and my prior service on the Child Care Planning Council will be of service to these positions.

During my twelve years as a San Francisco Public Defender I interacted with many agencies in order to seek services for my clients. I have similarly interacted with many agencies in Sonoma County while trying to secure services for domestic violence survivors with children since I relocated in 2013. I was appointed to the Child Care Planning Council by Supervisor Carrillo in 2013 and served nearly two years, to include being public policy co-chair. Additionally I have served on a number of childcare related nonprofit boards to include River To Coast Children’s Services and Child Parent Institute.

I am looking forward to meeting and working with you and hopefully being of service to these positions. If you have questions, please find my e-mail below. Thank you very much for you consideration.

ATTN: Raina Allan, City Clerk/Public Information Officer, CMC Dear Ms. Allan,
I am pleased to submit this Letter of Interest for the available seat on the Sonoma County Agricultural Preservation and Open Space District Advisory Committee. I was elected in November to the Santa Rosa City Council and hope to represent the City with Ag + Open Space. Protecting Sonoma County’s agricultural areas and wildlands is critical to the future of our County. Our open spaces are the basis for healthy communities, vibrant ecosystems, fire resilience, and even ensuring our water supply.

I am already engaged with issues and projects adjacent to the work of Ag + Open Space, and believe my experience would be an asset to the Advisory Committee:
• In my role at Sonoma State University as Senior Director for Corporate and Foundation Relations, I partner with SSU’s Center for Environmental Inquiry to secure funds to support SSU’s 4,160 acres of wildland preserves, including the 450- acre Fairfield-Osborn Preserve on Sonoma Mountain and the 40-acre Los Guillicos Preserve near Mount Hood;
• I work closely with SSU’s Wine Business Institute, which promotes education and research related to issues of land use and sustainability throughout California; • I am currently Vice President for the Sonoma County Farm Bureau Foundation Board, which supports agricultural education and environmental resilience throughout the County.

On a personal note, my wife and I live adjacent to Trione-Annadel State Park and, in 2021, we both certified as Wildland Level 2 Firefighters with the intention of assisting with prescribed burns. In short, Ag + Open Space’s commitment to our natural and agricultural spaces resonates with me deeply and I would be proud to serve the organization as an Advisory Committee Member. I thank the Association members for their consideration, and will be happy to provide additional information about my background and interest upon request.

1.11.23 Friends,
I respectfully request your support in continuing to serve on the Sonoma-Marin Area Rail Transit Board, representing the Mayors and Councilmembers Association.

I currently serve as the Chair of the Sonoma County Transportation Authority and Regional Climate Protection Authority and have been working over the last few years to better integrate our major transit networks to meet the ambitious climate goals we all have supported.

In my time on the Board, we have appointed a new Executive Director, cut the ribbon on the Larkspur extension, supported new solutions to solving the “first and last mile” problem, and we are rapidly approaching the extension of the line to Windsor.

We are also trying to do new things to better serve our communities, including aligning the train schedule with major events (such as at the Green Music Center’s schedule and the Giants baseball games), kids-ride-free programs, and Rail and Sail passes to bring people from the City to the North Bay.

SMART is a gem, and we have seen our ridership bounce back from the COVID-19 pandemic faster and stronger than any other regional transit system. I would be proud to continue serving on the board for a second term and working to fulfill our mission of providing high quality and reliable public transit from Cloverdale to Larkspur. If you would like to discuss specific SMART issues in your community, please feel free to give me a call anytime.

Warmly,

RE: LETTER OF INTEREST — LOCAL AGENCY FORMATION COMMISSION(LAFCO) Dear Mayors andCouncil Members:

I am writing to request your support for my appointment to the Local Agency Formation Commission as one of the two members to be appointed.

In 2021 l was elected, via special election, to filla vacant seat on the Sonoma City Council and have already submitted my Candidate Intention statement for 2024. Previously, Iserved two terms on the Sonoma Valley Unified School District Board of Trustees. Currently, I am serving on multiple County committees, including Sonoma County Transportation & Regional Climate Protection Agency and Sonoma Clean Power.

The City of Sonoma has just received its first LAFCO approved MSR since 2006. The MSR made four recommendations about modifications to the City’s SOI, one of which includes eliminating an “island”. Further, there is continued discussion of annexation of the “Springs” area adjacent to the city limits. The City of Sonoma has not had membership on the commission and wishes to be more actively engaged at the regional level by filling a seat at LAFCO.

With the support of the Sonoma City Council, I would be happy to fulfilla four-year term and to assist in moving forward LAFCO’s objectives: to encourage the orderly formation of local government agencies and promote the efficient provision of public services; to preserve agricultural land and open—space resources; and to promote orderly growth and discourage urban sprawl.

Thank you for your support.

Re: Request for Appointment to Local Agency Formation Commission (LAFCO) Dear Honorable Mayors and Council Members,
I am submitting this letter to you to advance my candidacy for election to the above position by the Mayors’ and Councilmembers’ Association Board of Directors.

I have been honored to serve as the representative of the Mayors and Council Members on various positions, most recently as your member to the North Bay Division LOCC Executive Board. I have represented our city on many regional JPA’s and Committees that have given me a wealth of knowledge about the issues in our region. My knowledge and experience addressing issues of water, waste and legislative concerns for our region provides me with a perspective to hit the ground running on the projects facing LAFCO.

I am proud of the regional approach taken, in Sonoma County, by all of our JPA’s and Committees. During my time on the Council, I have seen this grow stronger as the Cities continue to work towards solutions that work for all of our communities. I strongly believe that together we are able to provide the best and most efficient services when a regional approach is appropriate. We all live in a special place and love our rural character. I will continue to support our open space and agricultural areas by ensuring we advance efforts to preserve these valuable resources. Our region has worked hard to prevent urban sprawl and ensure that we have appropriate growth boundaries. I respect the choices made by our communities and would work to honor those boundaries.

I respectfully ask for your support of my request for appointment and will work hard to represent you.

Sincerely,

Dear Ms. Francis,
I hope this letter finds you well. I am applying for the LAFCO and Sonoma County Oversight Board Committee Alternate positions. I am hoping that my many years as an attorney working with various agencies along with my MBA will be of service to these positions.

During my years of representing clients I have worked with various agencies to seek results that worked for both parties. During my time living in Guerneville, I followed the interests of involving LAFCO. My MBA will hopefully be helpful with the issues involved with the Oversight Board Committee’s work.

I am looking forward to meeting and working with you and hopefully being of service to these positions. If you have questions, please find my e-mail below. Thank you very much for you consideration.

ATTN: Raina Allan, City Clerk/Public Information Officer, CMC Re: Appointment to Bay Area Air Quality Management District Board of Directors Dear Sonoma County Mayors and Council Members,
I am writing to ask for your support in appointing me to serve on the Bay Area Air Quality Management District (BAAQMD) Board of Directors.

The last 13 years of my career have been focused on energy, transportation, and buildings policy and program development. My experience with air quality improvement measures includes building and appliance regulations, and electrification of light duty vehicles, first/last-mile delivery, and heavy-duty trucking. I have participated in regulatory processes at the California Public Utilities Commission, Air Resources Board, and Energy Commission, and helped advance climate and clean energy legislation in Sacramento.

In 2020, I ran for a seat on the Petaluma City Council because I truly love local government. Now, after two years of serving, I am seeking a seat on the BAAQMD Board because I want to help reduce emissions and local air pollution throughout Bay Area communities.

In many ways, BAAQMD’s work is precedent-setting for our nation. Addressing intersectional issues like environmental, climate, and economic justice require BAAQMD board members to do what is best for the health of our climate and public, while mitigating concerns about equity, career displacement, the economy, and more. I am up for the challenge.

As the son of a union carpenter who was raised in a Sonoma County dairy family and today works in climate policy, my life experiences have forced me to see different sides of issues. My diverse background will help me understand and take principled positions on the many complex issues that BAAQMD takes on.

For these reasons, I ask for your support. Please do not hesitate to contact me by phone at (707) 373-6414 or by email at [email protected] if you would like to speak more about my interest in this position.

Thank you for your consideration and happy New Year.

Agenda Item Title
Adopt a Resolution Authorizing the Interim City Manager to Execute A Contract With A Plus Tree Care and Sustainability Tree Company in the Amount Of $26,167.40 to Provide Tree Maintenance and Removal at the City of Sonoma Plaza Park and to Approve a Mid-Year Budget Adjustment
Summary
In April 2022, the City of Sonoma Public Works Department solicited a tree health assessment of the Plaza Park trees. The Bartlett Inventory Solutions (BIS) Team from Bartlett Tree Experts conducted an inventory of all the trees on the grounds of Sonoma Plaza. Bartlett Tree Experts identified 228 trees, including 3 groupings, which included 44 species. The attributes that were collected include tree latitude and longitude, size, age, condition class, and a visual assessment of tree structure, health, and vigor. This assessment was completed over the summer of 2022 and presented both immediate needs and an overall management plan for the trees in Sonoma’s Plaza Park. This assessment is included as Attachment A – Contract & Assessment.

In the assessment 40 trees were identified as in need of immediate maintenance or removal.

The City solicited bids for the major tree maintenance work that is immediately necessary at Plaza Park to ensure public safety. Public Works has selected the lowest price bidder, A Plus Tree Care and Sustainability Tree Company, to perform the tree maintenance work. Public works will incorporate other phases of the recommended maintenance of the Plaza trees into future year budgets.

A Plus Tree Care and Sustainability Tree Company will prune a total of 37 trees including 13 American Sycamore trees, 8 Silver Maple trees, 4 Scarlet Oak trees, 4 American Elm trees, 3 Freeman Maple trees, 1 Mexican Fan palm tree, 1 Coast Redwood tree, 1 Japanese Maple tree, and 1 Ginkgo tree, 1 Eucalyptus tree, 2 Deodar Cedar tree, 2 Catalpa trees; and removal of three (3) trees - 3 Freeman Maple trees. All the trees will be pruned for large dead wood removal, crown elevation, crown thinning, and reduction where needed for weight and clearance. They will chip the removed brush, clean up, and haul away the woodchips.

Staff is requesting that the City Council of the City of Sonoma authorize the Interim City Manager to execute a contract with A Plus Tree Care and Sustainability Tree Company in the amount of $26,167.40 to provide tree maintenance and removal at the City of Sonoma Plaza Park.

Recommended Council Action

Public Works is requesting a mid-year budget adjustment in the amount of $26,167.40 transferred from the General Fund to GL 100-43023- 404-60404 to fund this work that is immediately necessary in the interest of public safety.

Definition of Treatments:

Crown Clean - Removal of dead, dying, diseased, crossed, and weakly attached limbs to promote trees health, safety, and beauty. 2" in diameter or greater OR appropriate diameter and amount of wood removed is to be determined by Arborist or Representative.

Includes any necessary clearance away from buildings and/or structures. Will not prune within 10 ft of overhead power lines.

Crown Reduction - Prune to reduce both height and spread of the canopy by removing the end portion of the branches with reduction cuts. Crown reduction makes a tree smaller and to be used in such cases where the tree may be too large for its space, or for aesthetic purposes. Includes any necessary clearance away from buildings and/or structures. Will not prune within 10 ft of overhead power lines.

Palm Pruning - The removal of dead fronds (less than 50% green tissue) and fronds with a petiole that droops below horizontal. Live fronds above horizontal should not be pruned unless otherwise specified. Note: This does NOT include the removal of fruit/inflorescence.

If there is fruit present, removal of the fruit has to be specified and is an additional cost.

Removal - Complete removal of tree as close to ground level as is reasonable and safe, using safety practices as outlined in ANSI Z133.1 safety standard.

Grind Stump (See definition at bottom of estimate) - IMPORTANT: 811 will be notified after stumps have been properly marked with white paint and/or flags for mark and locate of subsurface facilities. No stumps shall be ground until all utilities have provided positive responses and/or marked their facilities. The ability and cost to grind stumps may be subject to change pending the results of the location of subsurface facilities. Conditions are to be assessed and determined by the grinding technician upon arrival. 811 Locators are not able to detect irrigation lines; A Plus Tree, Inc. is not held responsible for broken irrigation lines or unseen sprinkler heads.

Standard Grind Stump includes 6" to 8" below ground grade and back fill of hole with resulting mulch and debris to a level grade.

NO PARKING SIGNS REQUIRED - In order to service this tree, it is imperative that no parking signs be set out and enforced so that this work can be performed safely and smoothly.

Notes For Clients - This "treatment" is to make notes on the individual, specified tree visible for clients and to be disregarded by the crew.

Specific Pruning - This is a specialty pruning where the tree may have a particular need that the assessing Arborist is to define exact pruning specifications in the treatment notes.

Level III - Complete Pruning - A complete pruning of a tree to improve health, aesthetics and structure. This includes - hazard reduction pruning, removing deadwood, clearance pruning, remove lowest sucker growth, end weight reduction where necessary, and pruning to address structural defects where possible. All pruning to conform to ANSI-A300 industry pruning standards. Will not prune within 10 ft of overhead power lines.
**All pruning and tree care performed is according to the American National Standards Institute (ANSI) A-300 standards and conducted in accordance with the ANSI Z133 Safety Standards.** Download to print "No Parking Sign" (https://drive.google.com/file/d/1bdD192wy14tvB0QuoQxNF0dBxcV1pvqP/view? usp=sharing)
