Adopt a Resolution Approving and Authorizing the City Manager to Sign an Amendment to a Limited Scope Agreement for Consulting Services between Colantuono, Highsmith & Whatley, PC, City of Sonoma, and R3 Consulting Group, Inc. in an Amount of $15,000 Summary
The City Manager entered into a $20,000 agreement with Colantuono, Highsmith & Whatley, PC and R3 Consulting Group, Inc. in November 2023 to complete negotiations with the City’s garbage haulers in preparations for the required Proposition 218 process to be followed when rates are potentially going to change.
R3 Consulting Group, Inc. has completed the negotiations and is ready to begin the next phase of the project and additional funds are required to complete the Prop 218 process.
These will include:
1. Prepare Prop 218 Notice – R3 will create the design for the notice and work with the City’s designated print/mail house to issue to ratepayers. Printing and mailing paid directly by City (not through R3). R3 deliverable is the final print-ready Prop 218 notice.
2. Staff Report for June 5 Council Meeting – R3 will prepare the staff report and presentation for the Council for the June 5, 2024, Council meeting to approve the new SGC agreement and hold the rate hearing. Deliverables include staff report, PPT deck, and in-person attendance at Council meeting.
The preparation of the Notice is not something that is typically done in house due to the level of expertise in understanding the nuances of Proposition 218. When drafting it, the author has to ensure that it complies with all of the legal requirements, but also provides enough information, in a sufficiently clear manner, to satisfy the needs of all audiences.
The Amendment in the amount of $15,0000 being brought for consideration will complete the project. The timeline is as follows:
March 31, 2024 Finalization of Proposed Rates for Prop 218 Noticing April 14, 2024 Prop 218 Notices to Mail house
April 21, 2024 Final Mailing Date for Prop 218 Notices
June 5, 2024 Council Consideration of New Agreement and Rates July 1, 2024 New Agreement and Rates Take Effect
Agenda Item #7.3:
Recommended Council Action
Adopt the resolution approving and authorizing the City Manager to sign an agreement with Colantuono, Highsmith & Whatley, PC and R3 Consulting Group, PC in the amount of $15,000.
Alternative Actions

This amendment will amend the current agreement by $15,000, from an original amount of $20,000 to a revised amount of $35,000 out of 100-43030-313-50313.

Accept the Expenditure Report for the Month of February 2024 Summary
The attached report shows disbursements for the month of February 2024.
Fund 100 (General Fund) includes two departments which have a negative expenditure amount for the month:
41002 (City Clerk) negative amount was the result of reclassifying furniture expenses in the amount of $50,195 to FY2022-23 when the items were received. Actual expenses for the month without reclassification were $23,305.
41005 (City Attorney) negative amount reflects the voiding of a payment in the amount of $20,076 that was erroneously billed to the city. Actual expenses for the month without the voided payment were $18,078.
Fund 304 (Parks & Facilities CIP) shows expenses exceeding the annual budget by 44%. This is the result of a $116,565 payment for the Depot Park HVAC project. It was estimated that $217,000 would carry-over from the FY2022-23 budget; however, this carry-over from a prior year budget is not reflected in the current FY2023-24 budget, which results in the overage.
Fund 316 (Prop 68 Parks) indicates expenses exceeding the annual budget by 2%; however, matching funds in the amount of $46,254 for the waste receptacles project are currently in Fund 304, which would offset the overage.
Fund 512 (Water CIP) budget was increased by $3,793,981 as a result of resolution #09-2024 for the water meter upgrade project.
Fund 603 (Vehicle Replacement) has a negative expenditure amount of $3,792 which is from a refund for overpayment of a vehicle for the police department. There were no expenses for the month in this fund.
Fund 796 (IGT) shows expenses exceeding the annual budget by 49%. A budget adjustment will be required to cover the overage.
A detailed list of disbursements is available at the web site indicated at the bottom of the report.

Adopt a Resolution Approving the Execution of a Purchase Agreement for a New 2024 Ford E-450 Custom Type III Ambulance with Lifeline Emergency Vehicles and Authorizing the City Manager to Execute the Contract with Lifeline Emergency Vehicles Summary
The City has received a quote from Lifeline Emergency Vehicles for the purchase of a new 2024 Ford E-450 Custom Type III ambulance as a replacement for an older frontline ambulance currently in reserve service. The ambulance to be replaced is a 2004 model that has well over 100,000 miles and is 8 years overdue for replacement. The 2004 model will be surplused. This purchase will also allow for the removal of a 2019 ambulance (Medic 301) from frontline service and placement into reserve status. This ambulance has exceeded its time as a frontline unit and will be at least 2 years past even with this purchase and build time.
Lifeline Emergency Vehicles is a member of the HGAC Government Procurement Group and has been competitively procured. Currently, ambulance manufacturers are experiencing a shortage of chassis to build on. This vendor currently has a chassis to build on that will remain consistent with the make and model of other vehicles in the EMS fleet.
The ambulance fleet consists of six units being replaced on a rotational basis of 12 years of service life. This equates to the purchase of a new ambulance every 2 years. These units will run 4 years as front line and then are placed into backup status for the remaining 8 years. As with past ambulances, funding for this unit has been placed in the Vehicle Replacement Fund through annual contributions. As radios are not included in the price from the manufacturer, the total requested is in an amount not to exceed $300,000.
Special funds such as grants, certain impact fees, and certain ambulance-specific revenues may be available to offset some of the total cost of the vehicle. If it is determined that these funds can be allocated to this purchase, any available special funds will be used to reimburse the City’s Vehicle Replacement Fund for the cost or part of the cost of this ambulance purchase.
Recommended Council Action
Adopt the resolution approving the execution of the purchase agreement for a new 2024 Ford E-450 Custom Type III Ambulance and authorize the City Manager to execute the contract.
Alternative Actions
Deny request and require alternative action.
Financial Impact
Agenda Item #7.5:
The total cost to the city for this purchase is not to exceed $300,000. Annual transfers for this model's replacement will increase beginning in Fiscal Year 2024-2025 to account for the increase in total anticipated replacement cost.

City Cemeteries Action Update and Adopt a Resolution Authorizing the Creation of a New Cemeteries Manager Position and Its Addition to the City of Sonoma Salary Schedule at a Monthly Salary of $9,094 - $11,054
Summary
The City of Sonoma owns, maintains, and operates three cemeteries (Mountain, Valley and Veterans) that comprise the City's Cemetery Enterprise Fund. On August 2, 2023, the City Council approved the City of Sonoma's Response to the Sonoma County Civil Grand Jury Report titled "City of Sonoma Cemeteries" as required by State Law. This response stated the City would complete a financial and operational analysis and develop a strategy to address the Cemetery Fund deficit.
Staff retained L.F. Sloane Consulting Group in September 2023 to assist with the development of a Strategic Operating Plan for the City of Sonoma's cemeteries. Based on findings from this analysis, L.F. Sloane and City staff identified priority action items in the City Cemeteries Action Update (Action Update), that was presented to City Council at its November 15, 2023, meeting.
The City Council unanimously adopted Resolution #74-2023 approving an updated cemeteries pricing list and appropriating $120,000 from unallocated General Fund Reserves to build capacity to meet community needs as outlined in the Action Update. This Council action is projected to provide 100 additional columbaria units, at an estimated return on investment of 350% per unit over the next 2-4 years.
The Action Update also included a staffing recommendation that the City create a Cemeteries Manager position to provide a full-time manager solely focused on the administration, management, marketing, sales and maintenance coordination for the three City-owned cemeteries.
Status of City Cemeteries Action Update items are provided below:
Implement initial cemetery improvements and capital enhancements - (In progress) Update policies and procedures - (Draft Complete)
Develop plan to address Cemetery Fund deficit - (Will be addressed in 2024/25 Budget)
Develop job description and budget requirement for Full-time Cemeteries Manager - (Proposed Action Item) *
As a next step priority action item, staff is recommending the City Council approve the creation and addition of the Cemeteries Manager position to the City of Sonoma Salary Schedule NonRepresented Executive, Management/Administrative and Confidential personnel at a salary of $9,094 - $11,054 per month. The salary requirement for this position would be funded with salary savings from Cemetery Fund Account #501-61010-110-40110 through June 30, 2024, and will be included in Cemetery Operating expenses in future budgets. The salary schedule is Agenda Item #9.1:
