NATIONAL OUTLOOK
• Rising consumer debt and elevated interest rates will weigh on economic growth. • US consumer spending is softening in 2024. Consumers are spending more to service debt and delinquencies are rising.
• Political volatility surrounding fiscal policy, debt, and outlays could impact government spending over the next few years.
• Labor market tightness remains remarkably persistent. The current ratio of job openings to unemployment suggests that there are nearly two job openings for every unemployed individual looking for a job.
• On inflation, much progress was made over the course of 2023 but more recent data show that momentum has slowed. Emerging trends in energy markets and among certain services industries are serving as a headwind.

STATE OF CALIFORNIA OUTLOOK
• Most Californians are falling behind: since February 2020, wages have increased 15% on average, but prices have increased 19%. According to the California Poverty Measure, 31% are in or near poverty (up from 29% in 2021).
• California is anticipating a budget shortfall in FY254 and FY26 that is $27.6 billion and $28.4 billion respectively.
• Governor Newsom’s May budget revision balanced the state budget by cutting one-time spending by $19.1 billion and ongoing spending by $13.7 billion through 2025-26. This includes a nearly 8% cut to state operations and a targeted elimination of 10,000 unfilled state positions.
• Some workers will see wage increases this spring and summer due to minimum wage laws going into effect ($20/hour for fast food employees in April and $18+/hour for some health care workers).

TRANSIENT OCCUPANCY TAX
City of Sonoma Finance Committee – Budget Overview May 22, 2024 9 • Hotel metrics improved slightly in March from a sluggish February, but room demand growth remained elusive through the first quarter of 2024. The U.S. is seeing a comparable slow start in travel to the year overall.
• Hotel room demand growth in the state was flat year over year and down 8% from 2019 levels. Regions with positive growth rates included the San Francisco Bay Area, Central Coast and High Sierra (due to optimal snow-pack).
• California’s monthly occupancy rate was 68% (-2% year-over-year (YOY)). The state’s average daily rate was $189 (flat YOY), and revenue per available room was $128 (-2% YOY). • California group room demand was down 5% year-over-year and down 29% from 2019. • Two hotels underwent renovations 2024 resulting in less capacity. Hotel renovations should be completed between May and July 2024.
• High degree of price competition among hotels in 2024 as travelers sought more moderately priced hotels and hotels in ski resort areas of the state.

PROPERTY TAX
City of Sonoma Finance Committee – Budget Overview May 22, 2024 11 • The past year saw continued interest rate hikes by the Fed and also a continuation of the downturn in the real estate cycle that began in late spring 2022 when the interest rate increases were implemented to slow the rate of inflation.
• As interest rates increased between 2022 and 2023, there were fewer sale transactions of singlefamily residential homes. This was due in part to insufficient supply as homeowners with lower interest rates were reluctant to give up those homes to search for others with higher prices and higher mortgage rates.
• Supplemental apportionments were at higher levels in prior years, but due to the reduced number of sale transactions in recent months, there will be lower revenue. • In March 2024, Sonoma home prices were down 1.9% compared to last year, selling for a median price of $1.1M
• This lower sale number coupled with the flattening of sale prices is resulting in lower anticipated property tax revenue.

SALES TAX
City of Sonoma Finance Committee – Budget Overview May 22, 2024 13 • Elevated inflation and interest rates led to higher cost of goods resulting in consumers not spending as much as they had in the prior year. • As the Federal Reserve considers delaying softening interest rates, consumer spending could likely stagnate delaying a return to the normal historical growth trend in 2024.
• Sonoma’s receipts from October through December were 7.9% below the fourth sales period in 2022. Excluding reporting aberrations, actual sales were down 4.7%. The fourth quarter is notably the highest sales tax generating quarter of the year and exhibited diminished year-overyear returns as consumers balanced higher prices and financing costs with essential household needs. • Restaurant-hotels had mixed results as patrons chose to eat more at quick service establishments rather than at casual dining; hotel-motels saw a 19.4% decline. State-county pools, the City’s second largest income classification, was soft with a 2.9% decline because several industry categories underperforming.
• General consumer goods growth was bleak at home furniture and specialty stores; consumers are becoming more cautious and frugal. • Measure V, the voter approved transaction tax had negative collections with drop of 4.0%. • Net of aberrations, taxable sales for all of Sonoma County declined 2.9% over the comparable time period; the Bay Area was down 4.8%. • Higher interest rates impacted the auto and transportation sector, especially luxury vehicles, as the group dropped 6.2%. Inventories for many dealers returned, creating downward pressure on prices, further constraining receipts. • Lenders have tightened credit standards, making loan financing challenging.
