Presentation and Third Public Hearing to Review and Gather Feedback on Draft Boundary Maps of the City’s Voting Districts Pursuant to Elections Code Section 10010 (a)(1) California Voting Rights Act
Summary
At this third public hearing on March 5th, the community and the City Council will consider the 16 draft maps that have been submitted by members of the public and the 6 maps that have been prepared by Redistricting Partners. All of the maps are available on the City’s website:
https://www.sonomacity.org/districting-sonoma/. The maps that have been submitted by members of the public through the City’s “Districtr” mapping tool are identified by a numerical identification number (e.g., ID 277459), and the maps that have been prepared by Redistricting Partners are identified by a letter (e.g., Draft Map A). Members of the public had the opportunity to submit maps for 4 or 5 districts over the course of the last six weeks. The City received 7 maps for four districts and 9 maps for five districts.

Seven days in advance of the meeting at which they will be considered, the City must publish the maps on our website. In compliance with that requirement, Staff has been posting draft maps over the last month and all of the draft maps included in the report were posted by February 26, 2025. Redistricting Partners has prepared a FAIR MAPS Act Assessment (“Assessment”) of the maps submitted by members of the public. This Assessment analyzed all of the ranked list of criteria pursuant to the FAIR MAPS Act in the order required (i.e., population size deviation is under 10%, contiguous, maintains “communities of interest”, easily identifiable and understandable lines, compact, etc.). However, as indicated in the Assessment, Redistricting Partners can assess all criteria objectively except for “maintaining communities of interest”. That particular criterion is subjective by definition and should be discussed by the City Council and public at this meeting to determine how well the draft maps fulfil this criterion.

Staff will be seeking feedback on the drafts provided by the demographer as well as any community-submitted maps that the City Council wishes to review. When reviewing the maps, the City Council should consider maps that best preserve communities of interest and best meet the larger goals of the districting process. Ideally, 3 maps, or variants of maps, will be identified that would be brought forward for additional review and consideration at the fourth public hearing on March 19, 2025. Although there is no specific number of maps that can be considered at that stage, it will be necessary to vastly reduce the number of maps under consideration in order to allow the City to continue progressing toward a final determination in April. If the City Council chose to make a determination on the number of desired districts - 4 or 5, it could greatly reduce the number of maps to be considered in depth.

BACKGROUND
Agenda Item #2.1:

At its Special City Council meeting on December 4, 2024, the Sonoma City Council adopted Resolution #98-2024, initiating the transition from an "at-large" election system—where all registered voters in the City vote for all Council Members, regardless of residence—to a "district-based" system. Under the new system, voters in each district will elect a Council Member who resides within that district.

Although there is no evidence suggesting that Sonoma’s current election system violates the California Voting Rights Act (CVRA) or any other law, the City has chosen to transition voluntarily. This proactive approach aims to mitigate potential legal risks, similar to challenges faced by other cities across California.

The resolution not only declared the City's intent to transition to by-district elections but also included a timeline and authorized the retention of a professional demographer to guide the City through the process. Following a review of three proposals, the City Manager selected Redistricting Partners to assist with this effort.

Public Engagement Process
The CVRA establishes a structure for public engagement, requiring five public hearings:

1. Two hearings before any draft maps are drawn to gather public input.

2. Two hearings after draft maps are published to consider public feedback and refine the maps.

3. A final hearing to adopt a map that has been made public at least seven days prior to adoption.

Redistricting Partners is collaborating with the City to conduct presentations, gather and document public input, and utilize these hearings to determine initial criteria for draft maps as well as amend maps based on public feedback.

The adjusted timeline for these actions is as follows:
 December 18, 2024 (5:00 PM): Special Meeting for the first public hearing what districting is and how it works (City Council Chambers). (COMPLETED)  January 15, 2025 (6:00 PM): Second public hearing to gather feedback on election structure, use of mapping tools, and public engagement on communities of interest. (COMPLETED)
 February 26, 2025: Publication of draft district maps for public review on the City's website. (COMPLETED)
 March 5, 2025: Third public hearing to review the draft maps published February 26, 2025, and discuss feedback.
 March 19, 2025: Fourth public hearing for the City Council to select a preferred district map.
 April 2, 2025: City Council adoption of the ordinance to implement district-based elections.

Public Maps: FAIR MAPS Act Assessment
The following maps were submitted by February 25, 2025 and can be considered during the March 5 public hearing Under the FAIR MAPS Act, the City of Sonoma is required to follow a ranked list of criteria in their districting process:
• Relatively equal in population size – total deviation is under 10% • Contiguous
• Maintains “communities of interest”
• Easily identifiable and understandable lines, following city, natural, and man-made boundaries
• Compact
As demographers, we can assess all criteria objectively except for “maintaining communities of interest.” This particular criterion is subjective by definition and should be discussed by the public and the City Council to determine how well these maps fulfil this criterion.
