Ordinance adopting the Fire Hazard Severity Zone Map and Finding the Ordinance Exempt from the California Environmental Quality Act (CEQA) Pursuant to Section 15061(b)(3) - General Rule - of the CEQA Guidelines
Summary
As required by Government Code Section 51179, local jurisdictions are required to adopt, by ordinance, updated fire hazard severity zones (FHSZ) in our jurisdiction within 120 days of receiving recommendations from the State Fire Marshal pursuant to Section 51178. CalFire provided the recommended FHSZ Map to the Sonoma Valley Fire District (SVFD) on February 24, 2025. Soon after, the City and SVFD released the map to the public and provided an opportunity for public comment.
The FHSZ Map depicts Moderate, High, and Very High Fire Hazard Severity Zones in State Responsibility Areas (SRA) and Local Responsibility Areas (LRA). The location of the boundaries was developed with recommendations from the California Department of Forestry and Fire Protection based on the evaluation of fire history, fuel growth, density of housing, proposed developments, access, and water supply considerations.
Government Code Section 51179 requires the City of Sonoma to adopt the Local Responsibility Area (LRA), which is new to our City. While the City can increase the severity zone level, it cannot decrease. The map provided for adoption modifies the map provided by the state by identifying the higher severity zone for those parcels with more than one severity zone. In this manner, no parcel contains multiple severity zone ratings, thereby simplifying administration and providing clarity to property owners, regulators and other interested parties. This modification is consistent with the manner in which the Sonoma Valley Fire District (SVFD) is implementing its LRAs per guidance provided by CalFire. The City is thus relying on SVFD’s record to support this modification. No other changes are recommended at this time. (See CalFire Fire Hazard Severity Zones Local Responsibility Area FAQ) New Requirements
With the adoption of the FHSZ, there will be new requirements to be implemented by the City, some of which will impact new development depending on the severity zone. Chapter 7A of the California Building Code "Materials and Construction Methods for Exterior Wildfire Exposure" and hazard disclosures will apply to all properties within the High and Very High Severity Zones.
In addition, for those in the Very High Severity Zone, defensible space landscape requirements will also be required.
Environmental Impact
The proposed action is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment.

Agenda Item #8.1:
City of Sonoma
ORDINANCE #_____ - 2025
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SONOMA TO DESIGNATE FIRE
HAZARD SEVERITY ZONES AND FINDING THIS ACTION IS EXEMPT FROM FURTHER
ENVIRONMENTAL REVIEW UNDER THE GENERAL RULE IN CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES SECTION 15061(B)(3).
THE CITY COUNCIL OF THE CITY OF SONOMA DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. VERY HIGH FIRE HAZARD SEVERITY ZONES
The City of Sonoma hereby designates areas not identified as Very High Fire Hazard Severity Zones by the State Fire Marshal, as Very High Fire Hazard Severity Zones following a finding supported by substantial evidence in the record that the requirements of Government Code Section 51182 are necessary for effective fire protection within the area SECTION 2. MODERATE AND HIGH FIRE HAZARD SEVERITY ZONES The City of Sonoma hereby designates areas not identified as Moderate and High Fire Hazard Severity Zones by the State Fire Marshal, as Moderate and High Fire Hazard Severity Zones, respectively.
SECTION 3. APPROVAL OF MAP
The map, approved by the City of Sonoma, is hereby incorporated by reference as Exhibit A, and entitled “City of Sonoma Fire Hazard Severity Zones” dated April 2, 2025.
The official map is also located electronically on the following website:
https://www.sonomacity.org/local-responsibility-area-lra-fire-hazard-severity-map/ SECTION 4. INTERPRETATION OF FIRE HAZARD SEVERITY ZONE RATINGS For purposes of this ordinance and any regulations or requirements that rely on the Fire Hazard Severity Zone (FHSZ) designations, the following methodology shall apply when interpreting parcels that contain more than one FHSZ rating:
Highest Zone Prevails: In instances where a single parcel of land includes multiple Fire Hazard Severity Zone designations, including but not limited to Moderate, High, or Very High, the entire parcel shall be considered as falling within the highest designated zone present on any portion of the parcel.
Mapping Determination: The official FHSZ maps, as adopted or referenced by the jurisdiction, shall be used to determine zone boundaries and classifications. Parcel-level determinations shall be made by overlaying the official FHSZ map onto parcel boundaries.
Example Interpretation: For illustrative purposes, if a parcel is shown as being partially within a "High" Fire Hazard Severity Zone and partially within a "Very High" Fire Hazard Severity Zone, the entire parcel shall be treated as if it lies within the "Very High" Fire Hazard Severity Zone.
Agenda Item #8.1:
Application of Standards: All development standards, building code requirements, defensible space regulations, or other obligations tied to FHSZ classification shall be applied to the entire parcel based on the highest severity zone present.
No Averaging or Proportioning: No averaging, proportioning, or fractional application of zone designations shall be used. The highest zone classification governs.
SECTION 5. CALIFORNIA ENVIRONMENTAL QUALITY ACT
This Ordinance has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the city. City Planning Staff has determined that the adoption and implementation of the Ordinance is exempt from further environmental review under the general rule in California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) that CEQA only applies to projects that have the potential for causing a significant effect on the environment. The adoption of the fire hazard severity zone map is required by law, and not involving a commitment to any specific project that may result in a potentially significant physical impact on the environment, it can be seen with certainty that there is no possibility that the ordinance will have a significant effect on the environment. The City Council concurs in these findings and adopts them as its own. The City Council, therefore, directs that a Notice of Exemption be filed with the County Clerk of the County of Sonoma in accordance with CEQA Guidelines.
SECTION 6. SEVERABILITY
If any section, subsection, subdivision, sentence, clause, phrase, or portion of this Ordinance for any reason is held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance.
The City Council hereby declares that it would have adopted this Ordinance, and each section, subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.
SECTION 7. EFFECTIVE DATE
This ordinance shall take effect thirty (30) days after passage thereof.
SECTION 8. PUBLICATION
This ordinance shall be published in accordance with the provisions of Government Code section 36933, subdivision (c)(1).

2025 Climate Action Commission Annual Work Plan
Summary
The City of Sonoma has several Commissions that are advisory to the City Council as described in the Sonoma Municipal Code (SMC) Title 2 Administration and Personnel. Chapter 2.50 Climate Action Commission and adopted policies describe how members are appointed, term of appointment, and the rules and regulations of operations. In order to set priorities for the implementation of the Climate Action Strategies, staff recommend that the Climate Action Commission annually adopt a work plan. This work plan will be used to formulate goals, timelines, and priorities for the fiscal year. In March 2025, staff presented the status update on the Climate Action Strategies and the Commission identified the work plan for the next year taking into consideration the City Council Goals for 2025.
Work Plan
The proposed work plan is a framework for achieving continuous improvement on the implementation of the Climate Action Strategies adopted by the City Council in January 2024.
On March 24, 2025, Climate Action Commission recommended that the City Council approve the continued focus on the Climate Action Strategies (attached).
Staff and the Commission identified areas to focus in 2025:
Continue to identify grant opportunities to implement strategies. Recommend ordinances to ban new drive throughs and filling stations. Create educational materials and promote climate activities (e.g. Earth Day Celebration on April 27).
Explore reach codes after release of new building code. Update cash for turf program.
Complete tree inventory and canopy analysis.
To assist staff in the implementation, four ad hoc committees were identified: General Plan Update, Education and Outreach, Water/Cash for Turf, and Budget. In 2024, ad hoc committees were formed by topic area and did a lot of research on the items identified. Items not completed in 2024 are ongoing as time permits.
Environmental Review
This action is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15378(b)(5), which exempts organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
Agenda Item #9.1:
Recommended Council Action
Approve the proposed 2025 Climate Action Commission Work Plan.
Alternative Actions
Provide direction and modify the proposed 2025 Climate Action Commission Work Plan.
Financial Impact
The fiscal impact associated with the staff recommendation is mostly accounted for in the FY 2024-25 budget. No additional funding is being requested at this time.

2025 Planning Commission Annual Work Plan.
Summary
The City of Sonoma has several Commissions that are advisory to the City Council as described in the Sonoma Municipal Code (SMC) Title 2 Administration and Personnel. Chapter 2.44 Planning Commission and adopted policies describe how members are appointed, term of appointment, and the rules and regulations of operations. In order to set priorities for ordinance and policy amendments and any new items, staff recommend that the Planning Commission annually adopt a work plan. This work plan will be used to formulate goals, timelines, and priorities for the fiscal year. In April 2025, staff presented the status update on the work plan and the Planning Commission identified the work plan for the next year taking into consideration the City Council Goals for 2025.
Work Plan
The proposed work plan is a framework for achieving continuous improvement to the City’s land use and regulatory policies. The priorities are organized into three categories: Current Goals, As Time Permits and Long-term Goals, as seen in the attached workplan. A fourth table is provided to show what has been completed. On March 27, 2025, Planning Commission recommended that the City Council Approve the attached 2025 Work Plan.
The Work Plan includes the following focus areas:
General Plan Update and Relevant Code Updates *
Housing Element Implementation
Affordable Housing Fund Policy *
Sign Ordinance
Permit Streamlining Ordinance
Vacant Structures & Demolition by Neglect Ordinance * To assist staff in the development of the policies, three ad hoc committees were identified and are noted above with an asterisk (*).
The completed goals included adoption of ordinances that modified, appeal periods, permit time limits, parking standards, and two unit and urban lot split requirements (SB9).
Environmental Review
This action is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15378(b)(5), which exempts organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
