• California room revenue is expected to rise just 0.2% in 2025. • Several events in 2026 will support growth room revenue next year. San Francisco is hosting the 2026 Super Bowl, and both Los Angeles and San Francisco are host cities for the 2026 FIFA World Cup.
• Declining international arrivals and a weakening US economy are forecast to cause a slight drop in hotel demand in 2025.
• Sonoma Valley Visitors Bureau (SVVB) is prioritizing marketing efforts within California to encourage nearby visitation.
• The State is launching a "California Loves Canada" campaign to boost travel from Canadian markets, which could positively impact local tourism. • No new lodging developments are planned within city limits over the next year.

PROPERTY TAX
City of Sonoma – Budget Study Session May 22, 2025 20
• Home prices remain high: As of March 2025, Sonoma home prices are up 2.1% year-overyear, with a median sale price of $1.13 million. • Mortgage rates around 7% are discouraging home sales across California and Sonoma County.
• This has created a “lock-in effect”, where homeowners with 3–4% fixed-rate mortgages are reluctant to sell, causing a sharp drop in property transfer volume. • Under Proposition 13, assessed values only increase 2% annually unless a sale or major improvement occurs. Fewer sales = slower growth in tax rolls. • New construction and commercial reassessments are still contributing to roll growth, but ongoing high interest rates are expected to moderate overall property tax revenue growth for Sonoma in FY 2025–26 and beyond.
• Property tax revenue for FY 2025–26 is projected to grow modestly—around 3% to 5% Agenda Item #2.1:

SALES TAX
City of Sonoma – Budget Study Session May 22, 2025 22
• Elevated inflation and interest rates led to higher cost of goods resulting in consumers not spending as much as they had in the prior year.
• Total receipts in Sonoma declined 4.1%. Countywide taxable sales were down 3.8%, and the Bay Area saw a 0.5% dip.
• Hotel and dining-related sales tax revenues in Sonoma declined in Q4 2024, with hotels down 19%, fine and casual dining each falling over 5%, while quick-service restaurants grew 1.7%, reflecting weaker demand for higher-end options and a consumer shift toward more affordable dining.
• General consumer goods sales in Sonoma declined by 9% in Q4 2024, primarily due to reduced discretionary spending, especially in home furnishings. • Measure T, the voter approved ½ cent transaction tax is estimated to bring additional $2.6 million revenue in FY26.
• Overall, sales tax performance in 2025 is projected to remain flat to slightly down compared to 2024 unless there is a meaningful shift in tourism activity or consumer spending patterns.

2025/26 ACCOMPLISHMENTS
City of Sonoma – Budget Study Session May 22, 2025 99
 Managed the law enforcement services contract with the County to ensure the delivery of high-quality public service and fiscal accountability. With the significant increase in the contract rate in the 24-25 FY, the City Manager and the Police Chief communicated regularly to ensure accountability.
 Lawfully used the automated license plate reader system (ALPR) to quickly solve crimes that previously would have been impossible to solve when a vehicle was involved.
 Increased public outreach and education to continue to build and improve public trust.  Began the Sonoma Police Department Youth Explorer program after it was suspended in 2020 to reduce the exposure risks to youth from COVID.
 Expanded the relationship with the schools, school district, and school board to include the Community Resource Officer role through daily campus presence, monthly school board report, participation in district and school site safety team meetings.  Acquired advanced training for Police staff on DUI investigations, accident investigations, technology related crimes, and advanced tactical response to in progress crimes.
 Conducted focused traffic safety enforcement at locations around the city to address community concerns. Traffic enforcement stops increased this year over last, with more verbal warnings and time spent with driver education than in previous years.  Increased participation in city-based community groups, to include City Council appointed Committees to ensure up-to-date statistics on safety and traffic related issues are provided.  Provided training to all city staff regarding safety and threat situations that could occur at public events and at all city workspaces.  Working with the Sonoma Chamber of Commerce, facilitated meetings with the newly formed Sonoma County District Attorney’s Office Retail Theft unit to ensure Sonoma businesses were aware that this unit was formed to provide increased prosecution for theft from their businesses.
