Study Session to Discuss the Programmatic Assessment of Emergency Evacuation Routes for the City of Sonoma General Plan Safety Element Update Summary
On May 17, 2023, City Council approved a contract with De Novo Planning Group to prepare the comprehensive General Plan Update for the City. This comprehensive update has been underway since Fall 2023. In February 2025, the new Fire Hazard Severity Zone Map was released identifying Moderate, High, and Very High Fire Hazard Severity Zones in Local Responsibility Areas (LRA), that the city adopted as required by State Law. With these new hazards identified, an evacuation study is required in compliance with AB 747 and AB 1409, Government Code Section 65302.15. These bills require agencies to update their safety elements, or local hazard mitigation plans, to identify evacuation routes and their capacity, safety, and viability and evacuation locations under a range of emergency scenarios. The Sonoma County Multi-Jurisdictional Hazard Mitigation Plan update currently in process did not include an evacuation route analysis, so it must be included in the City’s safety element.

In May 2025, the City Council approved an amendment to the General Plan Update contract with De Novo Planning Group to hire Fehr and Peers to assist with evacuation route analysis as a subconsultant. Fehr and Peers provided a memo, attached, that describes the basis for the assessment, methodology used to assess roadway capacity, the results regarding critical roadway congestion to evacuate a designated study area under described evacuation scenarios, and recommendations to improve efficiency of evacuation operations. The intent of this assessment is not to analyze project-level impacts of a specific development on evacuation conditions but rather is a programmatic assessment of a worst-case scenario to inform policy for the updated Safety Element.

Three evacuation scenarios were developed in coordination with Fire Chief Akre, Deputy Chief - Fire Marshall Smith, and Police Chief Cutting based on historic wildfire events. These scenarios included a brush fire that originates in the northwest area near Glen Ellen and Boyes Hot Springs and spreads southeast; a brush fire that originates in the northern area near Mission Highlands and spreads southward; and a brush fire that originates in the northeastern area near North Castle Road and spreads southward. All three scenarios assume the evacuation event takes place at 4:30 PM on the Friday before Labor Day in early September when wineries are in the harvest period and during the PM commute period prior to a major holiday weekend. The traffic and evacuation demand analysis takes into consideration the City's proposed General Plan Update buildout, commuters and visitors.

The results are described in the memo and include appendices that display color-coded traffic impacts on the existing roads for each scenario. These results reflect the City's constraints in the valley due to our topography and limitations of our roadway system. All three scenarios highlight the significance of Highway 12, Arnold Drive, Highway 116 and Highway 121 as key Agenda Item #9.1:

evacuation routes and other key roads under maintenance or jurisdiction by Sonoma County and Caltrans. Despite these constraints, the City can build upon previous evacuation planning efforts and incorporate additional strategies to improve efficiency.

Based on the modeling results, strategies were provided to facilitate evacuation traffic operations organized into three sections: demand, supply, and policy. These recommendations consider a combination of permanent improvements, such as installing signage, changes to traffic control devices, or modifying roadway widths on key routes, and temporary improvements that can be quickly implemented during an evacuation event, such as traffic control officers, triggered evacuation warnings, or diversion of through traffic to maximize capacity for evacuation vehicles. These strategies have been integrated into policies and actions in the City's Safety Element (attached), as applicable.

Prior to adoption by City Council, the city is required to submit the draft Safety Element to the State Board of Forestry and Fire Protection for their review per Government Code Section 65302.5. Staff hopes to have all comments and edits ready by the end of February in order to start that process.

Memo
Date: January 28, 2026
To: Steve Akre, Fire Chief, Sonoma Valley Fire

Subject: Sonoma County Safety Element Update – AB 747 and AB 1409 Assessment Fehr & Peers conducted a general, programmatic assessment of emergency evacuation routes for the City of Sonoma General Plan Safety Element Update. This assessment is consistent with requirements under section 65302.15 of the Government Code, as legislated by Assembly Bill (AB) 747 and AB 1409. This assessment was not prepared for CEQA clearance. In addition, this assessment is to stress test the city’s roadway system, and it is not intended to measure the performance of the 2045 General Plan Update.

This document describes the methodology used to assess roadway capacity and time needed to evacuate a designated study area under described evacuation scenarios. Please note that emergency evacuations can occur due to any number of events. Additionally, any emergency movement is unpredictable because it has an element of individual behavior related to personal risk assessment for each hazard event. As such, this assessment is intended to provide the jurisdiction with a broad understanding of the transportation system capacity during an evacuation scenario; it does not provide a guarantee that evacuations will follow the same modeling used for analysis purposes, nor does it guarantee that the findings are applicable to all situations.

Moreover, because emergency evacuation assessment is an emerging field, there is no established standard methodology. Fehr & Peers has adopted existing methodologies in transportation planning that we believe are the most appropriate within the limits of the tools and data available and the budgetary and time constraints in the scope of work, and by current knowledge and state of the practice.

While this assessment should help the jurisdiction better prepare for hazard related events and associated evacuations, the jurisdiction should still take care in planning and implementing potential evacuation scenarios. Fehr & Peers cannot and does not guarantee the efficacy of any of the information garnered from this assessment, as doing so would be beyond our professional duty and capability.

Agenda Item #9.1:

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 2 Legislative Requirements
Section 65302.15 of the Government Code requires Safety Elements to be reviewed and updated to identify evacuation locations and routes, as well as their capacity, safety, and viability under a range of emergency scenarios. This is a requirement for all Safety Elements and Local Hazard Mitigation Plans (LMHP) completed after January 2022.

It should be noted that the relevant statute requires a general, programmatic assessment of emergency evacuation locations and routes. This is a lower standard of granularity than required by CEQA, where quantitative evacuation travel time assessments to study a project or program’s effect on evacuation times for the surrounding area are necessary. This memorandum offers a general, programmatic assessment of emergency evacuation routes to inform potential policies and strategies for the updated Safety Element, rather than a deeper, more granular CEQA level analysis where the purpose is to quantify project specific impacts.

AB 747 Approach
For this AB 747 Capacity Assessment, Fehr & Peers consulted with City of Sonoma Police and Sonoma Valley Fire staff to identify an analysis approach and three evacuation scenarios. The analysis approach illustrated below in Exhibit 1 was developed to study evacuation traffic conditions and identify improvements. An infinite number of emergency events and evacuation scenarios could occur that would require citizens to evacuate. Given the geography and topology of the city, three scenarios based on historic wildfire events (and key considerations to address for those events) were developed in coordination with City Police and Sonoma Valley Fire staff. The following section explains each of the three steps in the emergency evacuation analysis process in greater detail.

Exhibit 1. Emergency Evacuation Analysis Process
Study Area
For this assessment the study area is generally bound by SR 116 west of Arnold Drive, SR 121 south of SR 116, SR 12/SR 121 at the Napa-Sonoma County Line in the east, and Arnold Drive and SR 12 at their intersection in Glen Ellen in the north. The study area represents the evacuation model boundaries; evacuation analysis scenarios may consider evacuation of some or all uses within the study area.

Figure 1 presents the study area and Sonoma County Transportation and Climate Authority (SCTCA) Model traffic analysis zones (TAZs) for transportation modeling purposes. Scenario Development
After reviewing the City and Sonoma County’s evacuation zones and Local Hazard Mitigation Plan, we worked with the City of Sonoma Police and Sonoma Valley Fire staff to identify three wildfire evacuation scenarios in cumulative year conditions. The cumulative year aligns with the city's proposed General Plan Update buildout. Each of these scenarios would require everyone to leave and exit the evacuation area (i.e., not shelter-in-place). The three scenarios are described below:

Agenda Item #9.1:

Page 9 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 5 Scenario 1 Wildfire Originating Near Glen Ellen and Boyes Hot Springs area (Northwest Fire): A brush fire originates in the northwest area near Glen Ellen and Boyes Hot Springs and spreads southeast. This scenario assumes the area between Glen Ellen and the entire City of Sonoma needs to evacuate, and SR 12 north of Arnold Drive is closed. The evacuation area for this scenario is presented in Figure 2. It is assumed the evacuation traffic follows the directions below:
 30% evacuating west via SR 116 toward Petaluma
 35% evacuating east via SR 12/121 toward Napa
 35% evacuating south via SR 121 toward Vallejo and Marin County Scenario 2 Wildfire Originating Near Mission Highlands (North Fire): A brush fire originates in the northern area near Mission Highlands and spreads southward, forcing the area south of Mission Highlands and east of SR 12, including the entire City of Sonoma, to evacuate. The evacuation area for this scenario is presented in Figure 3. No road closure is assumed in this scenario. It is assumed the evacuation traffic follows the directions below:
 30% evacuating west via SR 116 toward Petaluma
 30% evacuating east via SR 12/121 toward Napa
 30% evacuating south via SR 121 toward Vallejo and Marin County  10% evacuation north via SR 12 toward Santa Rosa
Scenario 3 Wildfire Originating Near North Castle Road (Northeast Fire): A brush fire originates in the northeastern area near North Castle Road and spreads southward, forcing the entire City of Sonoma to evacuate. The evacuation area for this scenario is presented in Figure 4. It is assumed that SR 12 east of Napa Road is closed, and the evacuation traffic follows the directions below:
 40% evacuating south via SR 121 toward Vallejo and Marin County  30% evacuating west via SR 116 toward Petaluma
 30% evacuating north via SR 12 toward Santa Rosa
It should be noted that assumptions of evacuation destinations and percentages were based on City of Sonoma Police and Sonoma Valley Fire staff’s qualitative experience and understanding of local traffic patterns. Quantitative data to inform these assumptions was not available for this analysis.

Other Scenario Presumptions Applicable to All Scenarios To study a reasonably conservative scenario, this analysis assumes the evacuation event takes place at 4:30 PM on the Friday before Labor Day in early September—when wineries are in the harvest period and during the PM commute period prior to a major holiday weekend—when the roadway network in the study area is expected to be the most congested. The traffic and evacuation demand brought into the study area by visitors was also included in the analysis, and the number of visitors was estimated based on available visitor volume data in the area as well as location-based big data.

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 9 For all three scenarios, we assumed background traffic (i.e., through trips without an origin or destination in the study area) uses evacuation routes from 4:30 PM to 6:00 PM. Background traffic demand could stop shortly after 4:30 PM as it is unlawful to enter an area under an Evacuation Order; however, it is uncertain that police resources would be available for traffic control since immediate priorities after an evacuation order are to notify residents and assist residents who are unable to evacuate on their own. As such, the evacuation assessment conservatively assumes background traffic would not end with the 4:30 PM evacuation order and includes background traffic on evacuation routes beyond what might be expected. The evacuation demand loading by time period, which represents the time at which individual evacuation trips begin, is as follows:
 20% from 4:30 PM to 4:45 PM
 40% from 4:45 PM to 5:00 PM
 25% from 5:00 PM to 5:15 PM
 15% from 5:15 PM to 5:30 PM
For all three scenarios, the evacuation assessment is based on roadway capacities from the Sonoma County Transportation and Climate Authorities (SCTCA) Travel Demand Model (SCTCA model) with a 10% reduction in capacity to account for various incidents that may occur during an emergency scenario that might limit or reduce roadway capacities (i.e., presence of debris or other hazards).

Evacuation trips were not assigned to unpaved roads other than unpaved driveways that are the only point of egress to evacuation routes. The free-flow speed of roadways was set at their respective speed limits. Evacuation elapsed time ends when the network returns to an uncongested state (all links with 15-minute volume-to-capacity ratio of 0.75 or less).

Evacuation Operations Analysis
The emergency evacuation operations analysis was conducted using the Fehr & Peers EVAC+ tool, a modeling workflow that extracts the study area from the SCTCA travel demand model to estimate vehicle demand and levels of congestion in 15-minute intervals during an evacuation window. The EVAC+ technical approach uses relevant data from the SCTCA travel demand model but does not use the SCTCA model itself to assess evacuation operations. The EVAC+ workflow can be broken down into three modules:

1. Sub-area module: Preparing the sub-area network to represent the study area and associated background trip tables.

2. Evacuation module: Estimating evacuation trips during the evacuation scenarios.

3. Dynamic traffic assignment (DTA) module: Assigning trips (dynamically) to the sub-area network.

The following sub-sections discuss each of these modules.

Sub-Area Module: Preparing the Sub-Area Network and Associated Trip Tables
Supply and demand are two major aspects of any travel demand modeling exercise. In a travel demand model, the demand is usually derived from people having to perform some activity, for example going to work or evacuating during an emergency. Travel demand can be estimated from socio-economic data of the individuals whose travel constitutes such demand. The supply is based on roadway capacity and travel speeds that determine how many vehicles can travel through a Agenda Item #9.1:

The total travel taking place during an evacuation period can be conceptualized as a sum of background travel—the kind that will happen irrespective of an evacuation—and the evacuation traffic that will enter the roadways because of an evacuation order, creating the need to travel. This subsection discusses the development of the sub-area network and background trips for the purpose of our analysis.

SCTCA Model and Sub-Area Network
In order to obtain the background travel demand, we ran the SCTCA model with the city’s 2045 General Plan Buildout; this background travel demand reflects typical travel conditions before an evacuation is required, and thus the origin-destination travel demand pattern obtained from the model is well-represented by the SCTCA model. Since the evacuation areas for the three evacuation scenarios are a subset of the entire SCTCA model area, we extracted a subset of the model area that represents the area that needs to evacuate as defined in each scenario, as well as the area that would be largely impacted by the evacuation. With this sub-area, we obtained trip tables associated with the network that contain all vehicle trips between each traffic analysis zone (TAZ) and the external gateways (which are the evacuation destinations). The external gateways are roadways that lead outside the study area boundaries. As such, they are not destinations themselves but serve as a proxy for trips leaving the study area.

Trip tables are a series of matrices that store trips between origin and destination pairs. A conventional travel demand model looks at travel aggregated in time periods. In the case of the SCTCA model these time periods are daily, AM peak 1 hour, and PM peak 1 hour. Since this analysis is based on the assumption that evacuation orders are to be issued at 4:30 PM on a Friday preceding a holiday weekend we used the PM peak 1 hour trip table as our initial background trip table.

Big Data Adjustments
Since travel models estimate trips during a normal weekday, further adjustments are required to accurately reflect traffic on a Friday before a holiday weekend. To achieve this, location-based services (LBS) “Big Data”1
traffic counts were pulled to understand how traffic volumes differ on a Friday before a holiday weekend compared to a normal weekday.

In addition, a background trip table was used to represent traffic conditions before and during the evacuation. The background trip table was expanded from 2:30 PM until 6:00 PM based on the traffic volumes according to LBS big data traffic counts.

Finally, from an evacuation standpoint, more disaggregated time intervals help develop a better understanding of travel during an evacuation order lasting just a few hours with a large number of trips evacuating swiftly compared to what travel models typically estimate. Therefore, a 15-minute disaggregation of trip tables was completed based on LBS big data to allow for greater granularity, enabling traffic assignment in 15-minute intervals.
1 LBS data is provided from devices, primarily smart phones, which run applications and connect to cellular, Wi-Fi, and/or GPS networks. LBS data is carrier-neutral and uses multiple location technologies, providing few gaps in coverage and high spatial precision.

Agenda Item #9.1:

Page 15 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 11 Background Trip Tables
Based on the SCTCA travel model outputs and the big data adjustments, background trip tables for every 15-minute interval from 2:30 PM to 6 PM were developed to feed into the dynamic traffic assignment model. When evacuation starts, trips that do not end in evacuation zones are assumed to continue their normal activity regardless of if the evacuation order has been given. Trips that end in the evacuation zone after the evacuation order is given do not travel and stay in the original zone but will travel to a gateway of the evacuation study area.

Evacuation Module: Estimate Resident and Work Trips During an Evacuation Event
The traffic generated due to an evacuation by residents and employees of an evacuation area is the other portion of the total travel. This subsection discusses how the evacuation trips were estimated.

Evacuation Traffic
To estimate the trips originating in each scenario study area due to an evacuation, we need to know how many vehicles will be evacuated for each scenario. Traffic analysis zone (TAZ) geographies from the SCTCA model are used to represent neighborhoods in each sub-area. The number of vehicle trips generated by each household was informed by the land use and socio-economic data (SED) in each TAZ. The SED includes a variety of information based on SCTCA land use data and U.S. census data, including persons per household, number of employees, and auto ownership per household. The SED information was used to determine the number of evacuation event vehicles per household.

It should be noted that the dynamic traffic assignment model only reflects personal vehicle traffic.

Due to the nature of this model, travel made by walking or biking was not considered. However, based on the characteristics of the study area and especially each of the evacuation areas, these trips will be negligible during an evacuation, and the evacuation model assumes all households will evacuate using their personal vehicle (i.e., the largest possible number of vehicle trips).

We forecasted trips evacuating from households based on household demographic data for household size and vehicle ownership for each evacuation study area and estimated the number of evacuating vehicle trips generated by each household accordingly. Each household is assumed to be evacuating together, and the evacuation trip is made directly to the evacuation destination (i.e., shelter or external gateway). We also presumed each household would evacuate with as many vehicles as they can, up to the maximum number of household members. We conservatively assumed that 100% households will be at home and evacuate.

In addition to the residential population demand, we made another conservative assumption that all workers within the evacuation areas drive to work alone, will be present at their workplace in the evacuation area at the time of evacuation, and will also evacuate with each worker driving one personal vehicle.

The number of visitor vehicles was developed based on the hotels, retail, recreational areas, and wineries in the study area. For hotels, we conservatively assumed that rooms will be fully occupied.

For retail and recreational areas, the number of visitor vehicles was estimated based on the city’s parking requirements for retail as well as ITE Trip Generation Manual, 12th Edition. For wineries, the number of visitor vehicles was estimated based on the SCTCA model, which is validated and calibrated for winery and tasting room trips.

Evacuation Departure Time
The departure timing for people leaving the evacuated areas after the evacuation notice is issued varies according to the timing and nature of the event. For events where ample notice is given, less time is needed to prepare for the evacuation. On the other hand, when little notice of an event is given, the time required to prepare for an evacuation is typically longer as residents need to pack belongings, collect their animals, and other activities that require coordination before beginning their evacuation trip. The evacuation time for a trip in this analysis is based on the time after the evacuation trip is loaded on the road network.

Evacuation Demand Loading Window
The evacuation time window is the time between when the evacuation begins and how many hours the evacuation zones require to be fully evacuated (with the assumption that the evacuation zones are fully evacuated when the roadway network within the evacuation area returns to an uncongested state). The distribution across the evacuation time window for the three evacuation scenarios was previously stated in the Scenario Development section. Although this is the assumed distribution for the EVAC+ model, it should be noted that emergency scenarios are often unpredictable, and driver behavior can be disorderly.

The network capacity assessment also changes the time needed for an evacuation. For example, scenarios where a two-hour time window is assumed for evacuation (generally representing the time from evacuation order to the time most people begin their trip to leave the area), the total time needed for evacuation can be longer due to congestion and total distance traveled into/out of the area. The evacuation analysis applies roadway capacities from the SCTCA model, but with a 10% reduction in capacity to account for the various incidents that may occur during an emergency scenario that might limit or reduce roadway capacity (i.e., presence of debris or other hazards).

Unpaved roads were not included in the evacuation network. The free-flow speed of roadways was set as their respective speed limits.

Evacuation Destinations
Trips departing evacuation zones are allocated to model gateways representing destinations outside the model area. The capacity of each use within the model area and shelter opportunities represented Agenda Item #9.1:

Page 17 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 13 at the gateways are used to determine the destination of evacuation trips. The share of trips assumed to end in each evacuation destination are described in the Scenario Development section above.

DTA Module: Dynamically Assign Trips to the Sub-Area
Transportation Network
The sub-area extracted network, background trips tables, and evacuation trip tables are Dynamic Traffic Assignment (DTA) model inputs. A DTA model estimates traffic and levels of congestion in 15-minute intervals and, as link congestion builds (i.e., roads fill with cars), it dynamically reassigns traffic to less congested routes. This process helps identify congested locations on the network that should be considered during an evacuation event and alternative routes people may use due to congested conditions. In this analysis, we assume the evacuation elapsed time ends when the roadway network within the evacuation area returns to an uncongested state (all links with 15-minute volume-to-capacity ratio of 0.75 or less). Because the amount of evacuation demand is a fixed value, when a network returns to an uncongested state it indicates all evacuation demand has been served.

Additional Considerations
Facilitating evacuation of people with access and functional needs (AFNs), such as those who do not have access to or cannot operate a vehicle, is not analyzed as part of this study. The evacuation analysis does not include a detailed assessment of people in the study area with AFNs and how this may impact evacuation. However, this is a critical consideration for emergency personnel to ensure that complete evacuation is carried out. Further research into possible means of evacuating people with AFNs is recommended.

AB 747 Modeling Results
The EVAC+ tool, as described in the Evacuation Operations Analysis section, was used to estimate traffic conditions and operations during each of the three evacuation scenarios. The assignment results for each scenario in 15-minute interval are summarized below.

The resulting plots are color-coded by volume-to-capacity ratio, which measures the amount of traffic on a given roadway relative to the amount of traffic the roadway was designed to accommodate, from green to dark red (green being free-flow traffic and dark red being heavily congested and over capacity), while the width of the lines represents traffic volume. For the purposes of this analysis, a return to a volume-to-capacity ratio of 0.75 or lower indicates the evacuation routes have returned to free flow conditions and served the vast majority of evacuation demand, with the remaining vehicles in the system representing evacuees who evacuated late. The results of each scenario are described as follows.

Scenario 1 – Northwest Fire
Appendix A presents modeling results for Scenario 1. In this scenario, evacuation is triggered by a fire originating northwest of the city near Glen Ellen and Boyes Hot Springs and spreading southeast. The area between Glen Ellen and the entire City of Sonoma must be evacuated, involving approximately 47,500 vehicles. This represents the worst-case scenario, as it encompasses the largest evacuation area among all three scenarios.

Agenda Item #9.1:

Page 18 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 14 Due to the fire pattern, SR 12 north of Arnold Drive is closed at the start of the evacuation. As a result, evacuation toward northern Sonoma Valley is not viable, forcing all evacuation demand to travel south and merge with traffic evacuating from within the city. This condition creates the most limited exit capacity at the study area gateways.

For evacuation demand in the valley, there are only two routes south—Arnold Drive and SR 12—both of which are already congested south of Boyes Hot Springs before the evacuation begins.

Specifically, Arnold Drive south of Petaluma Avenue experiences heavy southbound congestion as traffic flows toward SR 116 in the west and SR 121 in the south. Meanwhile, evacuation demand on SR 12 feeds into the City of Sonoma and travels southbound via 5th Street West, Broadway (SR 12), 5th Street East, and 8th Street East, creating gridlock conditions within the city. Several bottlenecks appear at the southern border of the city in the modeling results as evacuation traffic attempts to access Leveroni Road and Broadway to connect to state highways.

Scenario 2 – North Fire
Appendix B presents modeling results for Scenario 2. In this scenario, a fire starts north of the city near Mission Highlands and spreads southward, forcing evacuation of the area south of Mission Highlands, east of SR 12, and the city itself. No road closures are assumed in this scenario.

Approximately 90% of the evacuation demand exits through gateways south of the city, while 10% evacuates through northern gateways toward Santa Rosa. The total vehicular evacuation demand is approximately 21,000 vehicles, the smallest among all three scenarios.

Given a similar evacuation pattern to Scenario 1, similar congestion and bottlenecks occur in this scenario. However, more congestion is observed on SR 12 and Boyes Boulevard in both directions, as evacuation demand east of the intersection traverses through to reach the northern and southern gateways.

Scenario 3 – Northeast Fire
Appendix C presents modeling results for Scenario 3. In this scenario, a fire starts northeast of the city near North Castle Road and spreads southward, forcing evacuation of the entire city and the area northeast of the city. SR 12 east of Napa Road is closed after the evacuation begins. In this scenario, more evacuation traffic (30%) travels via northbound SR 12 and Arnold Drive toward Santa Rosa. The total vehicular evacuation demand is approximately 27,500 vehicles.

Due to the larger amount of traffic traveling toward Santa Rosa, more congestion is observed on northbound SR 12 and Arnold Drive in the valley. Because of the closure on SR 12 east of Napa Road, heavier westward evacuation flow occurs within the city grid. Leveroni Road, Broadway, and Watmaugh Road are heavily employed to reach the exits on SR 116 and SR 121.

Recommendations
Given topographic and roadway network constraints, the City of Sonoma has limited options to manage evacuation demand during an emergency scenario. The three emergency evacuation scenarios analyzed as part of this emergency evacuation assessment highlight the significance of SR 12, Arnold Drive, SR 116, and SR 121 as key evacuation routes to exit the study area, along with key local and regional roadways under maintenance by Sonoma County and surrounding jurisdictions.

Agenda Item #9.1:

Page 19 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 15 Despite these constraints and challenges, the city can build upon previously completed local, countywide, and regional evacuation planning efforts and incorporate additional strategies that may improve the efficiency of evacuation operations. Based on the modeling results, we developed recommendations to facilitate evacuation traffic operations. Specifically, improvements to facilitate evacuation traffic are recommended for the roadways below within the city:
 Spain Street: 2-lane east-west minor arterial with signalized, side-street stop controlled, and allway stop controlled intersections. Potential improvements include backup batteries and/or adaptive signal control systems for signalized intersections, as well as policies to prohibit parking during red flag days.
 Napa Street: West Napa Street is a 3-lane east-west principal arterial with a two-way left turn lane, while East Napa Street is a 2-lane minor arterial. Napa Street has signalized, side-street stop controlled, and all-way stop controlled intersections. Potential improvements include backup batteries and/or adaptive signal control systems for signalized intersections, converting the twoway turn lane into outbound-only lane during red flag days.  Leveroni Road and Napa Road: 2-lane principal arterials with left-turn pockets at most intersections. Conventional class II bike lanes are in place along both sides of Napa Road.

Intersections are side-street stop controlled except for the Leveroni Road/Broadway intersection.

Potential improvements include backup batteries and/or adaptive signal control systems for the signalized intersection.
 Broadway (SR 12): North-south principal arterial that traverses the center of the city. A recent road diet converted Broadway from a 5-lane principal arterial to a 3-lane road with a two-way left turn lane, buffered class II bike lanes on both sides of the road between Napa Street and MacArthur Street. Potential improvements include backup batteries and/or adaptive signal control systems for signalized intersections, converting the two-way turn lane into outbound-only lane, as well as the use of buffered bike lanes for outbound evacuation traffic, inbound emergency vehicles, or multimodal evacuation use during red flag days.  5th Street West: 2-lane north-south minor arterial with conventional class II bike lanes and street parking on both sides of the road. Intersections along 5th Street West include signalized, sidestreet stop controlled, and all-way stop controlled intersections. Potential improvements include backup batteries and/or adaptive signal control systems for signalized intersections, as well as policies to prohibit parking during red flag days.
 5th Street East: 2-lane north-south minor arterial with side-street stop controlled and all-way stop controlled intersections. Potential improvements include policies to prohibit parking during red flag days.

In addition, these roadways are outside city limits but would likely be used by city evacuation demand, therefore improvements are recommended: SR 12, Arnold Drive, 8th Street East, Watmaugh Road, Petaluma Avenue, Verano Avenue, and Boyes Boulevard.

Broadly, evacuation strategies can be organized into three categories and are detailed further in this section below.

Agenda Item #9.1:

Page 20 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 16  Demand: when, how, and where people evacuate in an emergency.  Supply: the physical and operational infrastructure that facilitates an emergency evacuation.  Policy: how information is shared and received in an emergency.

Demand
 Develop a traffic control plan that identifies how signal backup will commence or key locations to place traffic control officers.
 Work with fire districts and departments to strategically stage emergency response vehicles in coordination with the evacuation warnings/orders.
 Encourage residents to take only one or two vehicles (based on household size) to reduce the number of evacuating vehicles. Offer off-site parking facilities to safely store secondary vehicles in advance of an emergency event.
 Encourage residents to evacuate in a timely manner, or in a phased evacuation, to reduce lastminute evacuations and concentrated demand on the roadway network. Coordinate with school districts to build awareness regarding school evacuation protocols which include sheltering in place or evacuating off-site using school buses or local transit.  Require new developments or residential construction projects to consider worker evacuation needs as part of their construction permits.
 Underground utilities to prevent downed wires on main evacuation routes.

Supply
 Identify routes where reversible lanes could be considered during an evacuation based on the existing right-of-way and infrastructure.
 Develop a catalog of sample cross-sections for temporary conversion and best practice treatments to enable two-lane egress as well as safe pedestrian egress and emergency response ingress.
 Pursue redundancy of critical transportation infrastructure to allow for continued access and movement in the event of an emergency, including vulnerabilities of traffic signals/traffic control centers, to reduce impact and response time for outages that may occur during emergency events (e.g., signals losing power due to high winds or active fire).  Prioritize traffic signals in vulnerable areas for improvements and connect signals to the traffic management center, with contingency plans for loss of power and communications grids.  Investigate adaptive signal control (ASC) systems that can adjust traffic signal timing to account for high volumes that occur during hazard events. Provide redundancy in the form of a static evacuation coordination plan in case of ASC system disruption.  Ensure that fire departments have complete access to all locations in the city, including gated communities and critical infrastructure within the city’s jurisdiction.  Require new developments and redevelopments to provide adequate access (ingress, egress) and a minimum of two roadways with adequate widths and lengths. Inventory and assess existing development within the city’s jurisdiction to understand whether changes to access (ingress/egress), circulation, or vehicle storage patterns could provide additional community benefit during evacuation events.
 Require new developments and redevelopments to incorporate resilience amenities (e.g., community cooling center, emergency supplies, and backup power) to be used by residents and businesses within a quarter-mile.

Agenda Item #9.1:

Page 21 of 200 ends

City of Sonoma AB 747 and AB 1409 Evacuation Assessment | 17  Continue to develop and maintain evacuation options for populations with access and functional needs (AFNs) as well as other vulnerable populations (such as those without sufficient access to a vehicle to evacuate all people in their household).
 Provide one-tenth mile markers to help travelers and emergency responders determine their location, mainly when communications grids are down.
 Designate safety zones (points of last refuge) or shelter-in-place locations as potential places of refuge when evacuation routes become blocked.

Policy
 Establish a redundant and resilient public communications system that builds on existing communications tools and systems (such as the Wireless Emergency Alert, Nixle, and Everbridge) to ensure uninterrupted emergency communications (e.g., solar photovoltaic systems and battery storage, phone/text alerts, radio, sirens/loudspeaker, and signage).  Consider countywide evacuation drills for residents so they are aware of what to expect during an evacuation event and are prepared in such a scenario. Conduct regular evacuation training with single-access community HOAs and residents; encourage residents in single-access communities to maintain emergency supplies for 3-10 days.  Create a registry to accurately document where “Access & Functional Needs” populations are located, along with the location of other potentially vulnerable populations throughout the unincorporated county, such as senior housing facilities and schools, and others without access to a personal vehicle (such as tourists), particularly in very high wildfire risk zones.  Maintain and regularly update the city’s Local Hazard Mitigation Plan (LHMP) and the City of Sonoma Operations Plan (EOP) to maintain eligibility for grant funding.  Adopt an Urban Forestry Plan that includes proper landscaping, planning, and management guidance for county staff and first responders in maintaining clear routes for evacuation.  Provide Community Emergency Response Training (CERT) to increase disaster preparedness training to the community at the neighborhood level.
 Provide multi-lingual (English and Spanish at a minimum) public health, emergency preparedness, and evacuation information and signage to citizens through libraries, the county website, radio, schools, and other social media platforms.  Promote a culture of preparedness for residents and businesses to increase resilience to hazard events.
 Improve coordination between frontline emergency personnel, media sources, and school districts to ensure accurate and clear information is being disseminated.  Coordinate with agencies operating or managing dam facilities on operations, maintenance, and training activities, and provide Emergency Action Plans annually.  Provide evacuees with guidance on evacuation route conditions along with dynamic rerouting information to decrease travel times and reduce congestion on highly traveled roads (for example, GPS routing systems).
 Monitor traffic using intelligent transportation system (ITS) technology to identify accidents and problem areas, determine the effectiveness of responses, and change responses as needed.

SE-1 SONOMA GENERAL PLAN | SAFETY

SAFETY ELEMENT

INTRODUCTION
The Safety Element provides the framework to reduce risks associated with a range of environmental and human-caused hazards that may pose a risk to life and property in Sonoma. Inclusion of the Safety Element in the General Plan is required by State law.

The Safety Element includes goals, policies, and actions to protect residents, businesses, visitors, and land uses from hazards, and includes the following topics:
• Flooding Hazards
• Fire Hazards and Services
• Climate Adaptation
• Hazards and Hazardous Materials
• Air Traffic
• Police Protection Services
• Geologic Hazards
The Safety Element supports the City’s participation in regional and subregional planning efforts including the Sonoma County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), which is a multi-jurisdictional plan that includes the City of Sonoma.

Background information regarding hazards and safety is provided in Chapter 6.0 of the General Plan Existing Conditions Report.

Sonoma County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP)
Hazard mitigation planning is the process through which hazards that threaten communities are identified, likely impacts determined, mitigation goals set, and appropriate mitigation strategies determined, prioritized, and implemented. The Sonoma County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) is available at:
https://permitsonoma.org/hazard-mitigation

SONOMA GENERAL PLAN | SAFETY SE-2

GOALS AND POLICIES

FLOODING HAZARDS
GOAL SE-1
Minimize risks to life and property associated with flooding.

Policies
SE 1.1: Require development to be designed and constructed in a manner that reduces the potential for damage and injury from flooding to the extent feasible.

SE 1.2: Reduce the potential for localized flooding to the extent possible.

SE 1.3: Encourage and participate in planning efforts undertaken at the local, regional, State, and federal levels to improve flood management facilities and dam safety.

SE 1.4: Require all new development projects to demonstrate how stormwater runoff will be detained or retained on-site, treated, and/or conveyed to the nearest drainage facility as part of the development review process. Project applicants shall demonstrate that project implementation would not result in increases in the peak flow runoff to adjacent lands or drainage facilities that would exceed the design capacity of the drainage facility or result in an increased potential for off-site flooding.

SE 1.5: Ensure that construction activities and new development do not serve to aggravate the flooding potential of the streams and creeks that flow through Sonoma, especially at times of peak flow.

SE 1.6: Ensure that construction activities and new development projects will not result in adverse impacts to existing properties and flood control and drainage structures.

SE 1.7: Regulate land uses in flood-prone areas and allow development in those areas only with appropriate mitigation.

SE 1.8: Maintain and periodically update City flood safety plans, floodplain management regulations (SMC Chapter 14.25), building codes, and other related sections of the Municipal Code to reflect applicable federal and State law, and National Flood Insurance Program requirements.

SE 1.9: Update flood hazard maps as necessary to reflect impacts from climate change in terms of long‐term flood safety and long‐term flood event probabilities.

Agenda Item #9.1:

Page 170 of 200 ends

SE-3 SONOMA GENERAL PLAN | SAFETY
Actions in Support of Goal SE-1
SE-1a: Require development to incorporate measures that mitigate risks associated with flood hazards to acceptable levels.

SE-1b: Upgrade and expand the storm drain system to provide added capacity that will alleviate local flooding potential.

SE-1c: Work with the Sonoma County Water Agency to develop environmentally acceptable methods of reducing or preventing flooding.

SE-1d: Require a hydrologic study, adequate mitigation, and consistency with FEMA requirements for any development proposed in the 100-year floodplain.

SE-1e: New development shall be evaluated in terms of the adequacy of proposed storm drain improvements, shall contribute, as applicable to the implementation of the Sonoma Area Master Drainage Plan, and shall comply with Water Agency design criteria. Best management practices shall be required, as applicable, to reduce or mitigate the volume, concentration and velocity of run-off. Drainage and grading plans shall identify BMP protections and include standards established and recommended by the City that shall be incorporated into development.

SE-1f: Use the FEMA 100-year flood profile for all streams and creeks as a basis for evaluating future land use in floodplain areas.

SE-1g: Continue to review projects in flood hazard areas to ensure compliance with Municipal Code Chapter 14.25 (Floodplain Management Regulations).

SE-1h: Periodically review the conditions of bridges, culverts, canals, and other flood control and stormwater conveyance infrastructure, and when feasible include necessary improvements within the capital improvement plan to increase safety and the adequate conveyance of stormwater.

Agenda Item #9.1:

SONOMA GENERAL PLAN | SAFETY SE-4

FIRE HAZARDS
GOAL SE-2:

Reduce Wildfire Risk and Protect Life, Property, and Essential Services Through Fire-Safe Planning, Development, Infrastructure, Emergency Preparedness, and Long-Term Community Resilience.

Policies

RE: DRAFT FIRE EVACUATION ANALYSIS (SAFETY ELEMENT UPDATE) Overall Assessment and Context
This memorandum represents a fundamentally different type of evacuation study than many of the prior analyses reviewed by the Sonoma Valley Fire District. Unlike project-specific CEQA traffic studies or development-driven evacuation clearance analyses, this document is explicitly programmatic, diagnostic, and forward-looking in nature.

The stated intent of the document to stress-test the existing roadway network under severe but plausible evacuation conditions is appropriate and aligns with the legislative intent of AB 747 and AB 1409, as incorporated into Government Code §65302.15. The study clearly states that it is not intended to measure compliance, certify evacuation clearance times, or evaluate individual development impacts. This distinction is critical and should be preserved and reinforced in how the document is characterized and ultimately applied.

Key Distinction From Other Studies Reviewed
Many evacuation studies previously reviewed by the City or Fire District have focused on project-level impacts such as whether a specific development worsens evacuation conditions, binary conclusions including pass or fail clearance times, or CEQA defensibility that often requires higher precision and narrower assumptions.

In contrast, this assessment is best understood as a system-wide vulnerability and improvement analysis intended to answer a different and more strategic question. Where does the existing transportation and evacuation system break down under extreme demand, and where should long-term investments, policies, and operational changes be prioritized.

Agenda Item #9.1:

Sonoma Valley Fire District
Proudly Serving the Communities of
Sonoma, Valley of the Moon, Glen Ellen, Kenwood, and Mayacamas 6 3 0 S e c o n d S t r e e t W e s t • S o n o m a • C a l i f o r n i a • 9 5 4 7 6 - 6 9 0 1 B u s i n e s s : ( 7 0 7 ) 9 9 6 - 2102  s v f r a @ s v f r a . o r g  F a x : ( 7 0 7 ) 9 9 6 - 286 8 This distinction is clearly articulated in the memorandum’s introduction, which emphasizes that the analysis is general and programmatic, evacuation behavior is inherently unpredictable, there is no established statewide standard methodology, and results are intended to inform policy and infrastructure decisions rather than guarantee outcomes. This framing is appropriate and should be preserved.

Agreement With Evacuation Scenarios
The Sonoma Valley Fire District concurs with the three wildfire evacuation scenarios presented in this assessment and agrees that they are reasonable, conservative, and appropriate for a programmatic stress-testing analysis under AB 747 and AB 1409. The scenarios reflect realistic wildfire ignition locations, anticipated fire spread patterns, and known roadway constraints consistent with historic wildfire behavior, regional geography, and operational experience.

However, the Fire District does not believe, based on local fire history, expected fire behavior, topography, fuel continuity, and the operational intent of evacuations, that there is a realistic or likely scenario that would require a complete, mandatory evacuation of the entire City of Sonoma. Wildfire threats to the City have historically and predictably resulted in geographically limited, directional, and phased evacuation needs rather than citywide evacuation under a single operational period.

Accordingly, any modeled scenario involving full evacuation of the City should be understood strictly as a conservative planning construct and not as a probable or expected real-world outcome.

Strengths of the Document
Appropriate Use of Conservative Assumptions
The study intentionally models worst-case conditions including holiday weekend timing, PM peak traffic, full household and employment evacuation, and continued background traffic. While these assumptions yield long evacuation clearance times, they are consistent with the study’s purpose of identifying system stress points rather than producing optimistic or compliance-oriented outcomes.

Clear Identification of Bottlenecks and Dependencies
The modeling consistently identifies the same constrained corridors including SR 12, Arnold Drive, SR 116, SR 121, and key city grid connections. This reinforces that evacuation performance is constrained primarily by structural geography and network limitations rather than minor operational inefficiencies.

Action-Oriented Recommendations
The recommendations are appropriately framed around demand management, operational improvements, and policy coordination rather than roadway widening alone. This approach aligns with realistic fiscal, environmental, and right-of-way constraints faced by the City and regional partners.

Agenda Item #9.1:

Page 186 of 200 ends

Sonoma Valley Fire District
Proudly Serving the Communities of
Sonoma, Valley of the Moon, Glen Ellen, Kenwood, and Mayacamas 6 3 0 S e c o n d S t r e e t W e s t • S o n o m a • C a l i f o r n i a • 9 5 4 7 6 - 6 9 0 1 B u s i n e s s : ( 7 0 7 ) 9 9 6 - 2102  s v f r a @ s v f r a . o r g  F a x : ( 7 0 7 ) 9 9 6 - 286 8 Sonoma County Evacuation Improvements
The Fire District further emphasizes that Sonoma County has made substantial, measurable improvements to evacuation preparedness, warning, and execution over the past several years. These improvements materially influence evacuation demand, timing, and roadway performance during actual incidents.

These improvements include earlier and more targeted evacuation warnings, standardized and widely disseminated evacuation zones, improved situational awareness through fire behavior modeling, weather intelligence, and aerial reconnaissance including unmanned aerial systems, stronger interagency coordination among fire, law enforcement, emergency management, public works, and transportation agencies, redundant and improved public alerting systems, and continuous operational improvement informed by training, exercises, and after-action reviews.

Operational Reality Strategic and Phased Evacuations
As a result of these advancements, full, simultaneous evacuations are not the typical or intended operational objective during wildfire incidents. In practice, evacuations are generally phased based on fire behavior, weather, and topography, geographically targeted to prioritize areas under the most immediate threat, and dynamic with evacuation warnings and orders adjusted as conditions evolve.

This strategy is intentionally designed to reduce unnecessary evacuation demand, minimize congestion on constrained roadways, preserve capacity for the highest-risk populations, and maintain access for emergency responders.

Important Clarifications to Emphasize
To avoid misinterpretation, it would be beneficial to explicitly reinforce that evacuation clearance times are not performance standards and should not be interpreted as failure thresholds. The study is illustrative and not predictive of real-world evacuations. Results are intended to guide long-term system improvements, interagency coordination, and capital planning and not to invalidate existing development or serve as a sole basis for entitlement decisions.

Overall Comment
This document should be viewed as a strategic planning tool and not a regulatory or compliance instrument. Its primary value lies in helping the City, Fire District, Police Department, and regional partners identify where long-term investments, policy changes, and operational improvements will most effectively enhance life safety during evacuations rather than attempting to model or guarantee evacuation outcomes for every conceivable scenario.

Used appropriately, this assessment provides a strong technical foundation for Safety Element updates, grant applications, capital improvement prioritization, and coordinated evacuation planning.
