Agenda Item Title
Adopt a Resolution Approving the Final Parcel Map for a 2-Lot Subdivision, Known as the Reiter Minor Subdivision, Located at 234 Malet Street (APN: 128- 071-014) and Authorizing the Subdivision Improvement Agreement for Public Improvements Summary
On February 10, 2022, the Planning Commission approved a Tentative Parcel Map to subdivide the existing 0.98- acre parcel into two lots. Lot 1 would be a flag lot fronting the driveway and would be 0.52 acres (23,144 sf) and Lot 2 would front Malet Street and total

0.83 acres (36,366 sf). In so doing, the Planning Commission found the Map to be exempt from CEQA as an in-fill project (Class 32). On January 18, 2024, the Planning Commission granted an extension of the Tentative Parcel Map until February 10, 2027.

The subject property is a 0.98-acre parcel with frontage on Malet Street. The property is currently developed with a single family residence, detached garage, and two sheds. The property frontage on Malet Street is partially improved with curbs, and not improved with gutters, or sidewalks.

The City Engineer has reviewed the final Parcel Map and Improvement Plans and has determined that they are in compliance with the Subdivision Map Act and the City’s development code. The City Engineer has also determined that the Parcel Map and Improvement Plans are in substantial conformance with the approved Tentative Map.

Once the City Engineer finds the Parcel Map to be in substantial compliance with the Tentative Map, the City Engineer shall refer to the Parcel Map to the City Council. The City Council has no discretion other than to approve the Parcel Map. The City Council’s action in this regard is considered ministerial.

All conditions of approval imposed as part of the approval of the Tentative Map which had to be satisfied prior to approval of the Parcel Map by the City Council have been fulfilled. Any other conditions imposed as part of the approval of the Tentative Map are required to be complied with in accordance with and by the deadlines specified in the Tentative Map’s conditions of approval.

Under the California Subdivision Map Act and the City’s subdivision ordinance, all public improvements are required to be constructed as part of this project must be completed prior to the final map’s approval by the City Council, unless the subdivider and City enter into a Subdivision Improvement Agreement by which the subdivider guarantees completion of the improvements by a date certain – an agreement that must be secured by bonds. The public improvements identified in the approved Improvement Plans have not yet been completed.

Thus, the developer/subdivider desires to execute a Subdivision Improvement Agreement per Sonoma Municipal Code 16.11.040. The agreement is to be approved by the City Council Agenda Item #7.3:

along with the required security and be executed by the City and subdivider and bonded as required by the conditions of approval and state and local law.

The California Environmental Quality Act (CEQA, Section 21000, et seq. of the California Public Resources Code), requires analysis of the environmental impacts of agency approvals of discretionary “projects.” A “project,” under CEQA, is defined as “the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.” In approving the subject Vesting Tentative Map, the Planning Commission found that action to be exempt from CEQA because the project is considered an “in fill” project pursuant to CEQA Guidelines Section 15332. The proposed Final Map is a project under CEQA. However, because adoption of the Final Map is a ministerial act on the part of the City Council, it is exempt from CEQA under CEQA Guidelines Section 15268(b).

Recommended Council Action
City Council adopt a resolution approving the final Parcel Map for a 2-Lot Subdivision, located at 234 Malet Street (APN: 128- 071-014), and authorizing the subdivision improvement agreement for public improvements.

Alternative Actions
City Council has no discretion other than to approve the final Parcel Map. The City Council’s action in this regard is considered ministerial.

Financial Impact
The City of Sonoma will accept responsibility for the public improvements when constructed by the developer.

Agenda Item Title
2026 Planning Commission Annual Work Plan
Summary
The City of Sonoma has several Commissions that are advisory to the City Council as described in the Sonoma Municipal Code (SMC) Title 2 Administration and Personnel. Chapter 2.44 Planning Commission and adopted policies describe how members are appointed, term of appointment, and the rules and regulations of operations. In order to set priorities for ordinance and policy amendments and any new items, staff recommends that the Planning Commission annually adopt a work plan. This work plan will be used to formulate goals, timelines, and priorities for the fiscal year. In April 2026, staff presented the status update on the work plan and the Planning Commission identified the work plan for the next year taking into consideration the City Council Goals for 2026.

Work Plan
The proposed work plan is a framework for achieving continuous improvement to the City’s land use and regulatory policies. The priorities are organized into three categories: Current Goals, As Time Permits and Long-term Goals, as seen in the attached workplan. A fourth table is provided to show what has been completed. On April 16, 2026, Planning Commission recommended that the City Council Approve the attached 2026 Work Plan, most of which is a continuation of the 2025 Workplan with one new item.

The Work Plan includes the following focus areas:
 General Plan Update and Relevant Code Updates *
 Housing Element Implementation
 Affordable Housing Fund Policy *
 Sign Ordinance (to be concluded summer 2025)
 Vacant Structures & Demolition by Neglect Ordinance *  Night Sky Ordinance (NEW) *
To assist staff in the development of the policies, three ad hoc committees were identified and are noted above with an asterisk (*).

The completed goals included adoption of ordinances that streamlined city permit process, modified workflows, started the citywide historic resources inventory, and adopted ordinance updates for specialized housing as required in Housing Element Programs 15 and rezoning for identified sites in Program 20.
