NATIONAL ECONOMIC OUTLOOK FOR 2027
Growth Increasing: GDP growth expected to be nearly 3.0% in 2026 and moderate in 2027.

Inflation Stays Elevated: CPI shows a slight upward revision to 2.7% for 2026 but is expected to drop into the mid-to low twos in 2027.

Interest Rates: Fed funds rate continues to remain in the range of 3.5% to 3.75% due to economic uncertainty.

Labor Market: Unemployment dipped to 4.3% in January 2026, down from a high of 4.5% in late 2025. While real wage growth is expected to improve, limited hiring will present challenges to the unemployed and those seeking to enter the labor market.

City of Sonoma – Budget Study Session May 27, 2026 6 Agenda Item #2.2:

NATIONAL ECONOMIC OUTLOOK FOR 2027
Policy Impacts:
 Tariffs and deportations expected to raise costs and suppress consumer demand.  Inflationary pressures from labor and goods supply constraints.

Risks: High uncertainty due to shifting policy priorities under the federal administration.

STATE OF CALIFORNIA OUTLOOK FOR 2027
Housing Market
• Median home prices are forecast to rise to 3.6% in 2026. • Affordability remains a concern due to persistent inventory shortages, interest rate volatility and rising insurance costs.

Economic & Labor Trends
• GDP growth rate is near 3%, outpacing national average of 2.5% in 2025. • Unemployment rate of 5.5% is the highest in the nation and is only projected to dip slightly to 5.2% by early 2027.

State Budget & Fiscal Health
• Proposed FY2026–27 budget: $349.4B in total and $246.6B from the General Fund. • No new significant ongoing expenditures but maintain investments for working families, healthcare, education and businesses.

Risks: AB1383 and AB569 could increase pension costs for the City.

City of Sonoma – Budget Study Session May 27, 2026 8 Agenda Item #2.2:

Page 10 of 146 ends

INDIRECT IMPACT FROM FEDERAL & STATE POLICIES
• When healthcare coverage shrinks or becomes harder to access, more people rely on county hospitals, emergency rooms, crisis services and uncompensated care.
• Reductions in food assistance increase pressure on local food banks, schools, shelters, nonprofits, and emergency aid programs.
• Cities often absorb downstream costs through policing, homelessness response, sanitation, behavioral health response, and public safety systems. • Local governments can end up funding “quality of life” and humanitarian gaps that were previously buffered by federal programs.
• These pressures can increase as cities’ expenditures are increasing but revenues are weakening during an economic slowdown or uncertainty.

TRANSIENT OCCUPANCY TAX
City of Sonoma – Budget Study Session May 27, 2026 19
• California is expected to see a 1.8% increase in visitor volume in 2026, up from a

0.8% increase in 2025; however, a decrease of -0.3% is projected for 2027. • The growth forecast by VisitCalifornia for international visitors was downgraded from

3.9% to 2.7%, indicating a continuing struggle to lure international visitors. • San Francisco is one of the host cities for the 2026 FIFA World Cup; however, the City may not see a measurable increase of visitors from this event due to lower than expected lodging reservations in many host cities.
• In the City, FY2025-26 YTD TOT is projected higher at $6.5M than the budgeted $5.9M. For FY2026-27, TOT is projected to be flat compared to the higher YTD projection.
• No new lodging developments are planned within city limits over the next year.

PROPERTY TAX
City of Sonoma – Budget Study Session May 27, 2026 21
 Home prices remain high in the City: for the period ending March 30, 2026, the median sale price in the city was $1.47 million, up 32% from the same period a year ago.  Currently, mortgage rates continue to hover in the 6% range, providing moderate stability.

However, low housing inventory still impact price in favor of sellers, which may result in lower property transfer taxes.
 Property tax revenue for FY 2026–27 is projected to grow steadily in the 4.2% range over the next five years.

SALES TAX
City of Sonoma – Budget Study Session May 27, 2026 23
• Consumer spending remains divided into two distinct groups with tax cuts, wage growth and gains in the stock market benefiting high-income households while tariffs and elimination of social benefits impact low- and middle-income households.
• Uncertainty remains high due to tariff policies, inflation pressure, interest rates, weakening consumer confidence, and higher gas prices, which may reduce discretionary expenditures. • In the City, business and industry is anticipated to slip 4.5% and consumer goods sales is forecast to decrease by 2% in FY26-27, while the restaurants and hotels group is only expected to contribute 0.2%.
• On the plus side, fuel/service stations are expected to increase by 3.3% while building/construction looks to add 2.3%.
• Measure T, the voter approved ½ cent transaction tax, is expected to provide a boost of $2.6M in FY25-26 but is projected to increase just 0.2% in FY26-27, while overall sales tax will decrease by
