enforceable
2 PREPARE TO IMPLEMENT

• Prepare inspection guidance and
consistent public messaging
• Coordinate City, Fire District and
County messaging where service
areas overlap
3 POSSIBLE FUTURE CITY
ROLE
For LRA/VHFHSZ properties, the draft
allows a local fire protection agency
to develop alternative practices for
local conditions.
Those alternatives require governingbody approval and must provide substantially similar practical effects
and be at least as protective.
At this time the SVFD does not intend
to make the restrictions tighter.
Tonight: informational update - no immediate homeowner enforcement action is requested.

SONOMA VALLEY FIRE DISTRICT ZONE 0 • AUGUST 2026
Key message for the community
Zone 0 is coming, but implementation is phased and the Fire District will help residents understand the requirements.
The first five feet around a structure matter. Our message to residents is simple: start with the easy risk-reduction steps now, and we will provide clear guidance as the State
finalizes the effective rule and compliance dates.

Adopt a Resolution Approving an Application for Temporary Use of City Streets for the 2026 Valley of the Moon Vintage Festival 5K Foot Race and One Miler on September 26, 2026 Summary
The Sonoma Valley Vintners and Growers Alliance is requesting temporary street closures associated with the Valley of the Moon Vintage Festival 5K Foot Race and One-Miler scheduled for Saturday, September 26, 2026. City Council approval is required to implement road closures.
The requested closures are as follows:
1. Spain Street Closure – 6:00 a.m. to 10:00 a.m.
Spain Street between First Street West and First Street East would be closed to accommodate the starting and finishing area for the 5K Foot Race and Vintage Vines One-Miler. The start/finish area would be located on Spain Street in front of the Barracks.
2. 5K and One-Mile Race Course Closures – approximately 8:00 a.m. to 10:00 a.m.
Temporary closures along the race route would be implemented and managed based on the presence of runners. The 5K course would depart from Spain Street in front of the Barracks and proceed east on First Street East to the bike path. Runners would continue east along the bike path to Fourth Street East, enter Lovall Valley Road, and continue onto Wilking Way, Greve Lane, Fourth Street East, Brazil Street, and Gehricke Road, with a turnaround near the entrance to Ravenswood Winery. Runners would then return toward Lovall Valley Road, continue east to a turnaround at Seventh Street East, and retrace the route toward Fourth Street East. The course would continue onto East Spain Street and return to the finish line on Spain Street between First Street West and First Street East.
The Vintage Vines One-Miler would utilize a portion of the same course, finishing at the same finish line as the 5K.
3. Traffic Control and Street Marshaling - Approximately 7:30am - 10:30am Temporary traffic control and street closures along the course would be coordinated based on the presence of runners between approximately 8:00 a.m. and 10:30 a.m.
Street marshaling would be provided by the Native Sons of the Golden West and event volunteers. At the time of application, the event organizer anticipates that Motiv will support coordinating race logistics as part of its annual contribution to the community. The final agreement between the Sonoma Valley Vintners and Growers Alliance and Motiv is currently being negotiated.
The proposed course and accompanying road closures are the same as what was implemented in 2025 and previous years. Detailed information regarding the event, proposed street closures, and “No Parking” areas were submitted by the event organizer and have been reviewed by the City's Special Events Committee.
Agenda Item #7.2:
Recommended Council Action
Adopt a resolution approving the use of city streets as proposed, subject to conditions of approval set forth by the Special Events Committee.
Alternative Actions
City Council may elect to not approve the proposed temporary road closures. The event organizers would be required to determine an alternate route and/or not utilize City streets for the footrace.
Financial Impact
City Council previously approved (2018) a fee waiver in perpetuity for the organizers of the Vintage Festival to cover costs associated with the footrace, including the Street Use Permit, and related parking stall reservations necessary to safely conduct the event. The applicants shall reimburse the City for direct personnel costs incurred as a result of the street closure and other aspects of the event.

Adopt a Resolution Amending the Composition of the Ad Hoc Advisory Committee to Support Development of the City of Sonoma Parks & Recreation Plan Summary
With the formation of a new Parks and Recreation Department in 2025, and as part of the 2026- 27 budget process, the City Council has identified preparation of a comprehensive Parks and Recreation Plan ("Plan") as a priority initiative to establish a long-term vision for Sonoma's parks, recreation facilities, trails, urban forest, open spaces, and recreation services.
To streamline this process, on July 15, 2026, City Council established a temporary Ad Hoc Committee, made up of two City Council members; Mayor Ron Wellander and Councilmember John Gurney to serve until the Plan is approved and adopted by City Council.
The attached resolution reassigns Councilmember Sandra Lowe to the Parks and Recreation Plan Ad Hoc Committee and removes Councilmember John Gurney to align the City Council Ad Hoc Committee representation with Council areas of interest.
Formal Parks and Recreation Plan recommendations will remain with the Parks, Recreation and Open Space Commission and policy direction, funding allocation, and Plan adoption will remain with the City Council during publicly noticed meetings.
Recommended Council Action
Staff recommend that the City Council adopt a resolution to remove Councilmember John Gurney and assign City Council member Sandra Lowe to the Parks and Recreation Plan Ad Hoc Committee
Alternative Actions
The council may elect to not reassign membership to the Parks and Recreation Plan Ad Hoc Committee.

Adopt a Resolution Approving a New Job Classification and Salary Range for Administrative Services Director
Summary
Background
In January 2026, the City of Sonoma Finance Director position was vacated and the City contracted services for part-time Interim Finance Director support to assist the Interim City Manager through the budget process and to complete required annual audit work during the recruitment of a permanent City Manager. On August 19, 2026 a permanent City Manager was selected by City Council.
Discussion
The City of Sonoma currently has 3.5 full-time employees in the Finance Department, and 1 full-time Human Resources Manager in the City Manager Department with Information Technology and Risk Management responsibilities shared among staff in the Community Development, Public Works and City Clerk Departments. The creation of an Administrative Services Director will enhance efficiencies in staff supervision and executive oversight of consultants, contractors, and service providers supporting assigned functions, including outsourced information technology services. Creation of the Administrative Services Director will provide increased coordination and strategic financial analysis to support sound decisionmaking, financial integrity, and long-term fiscal sustainability.
Administrative Services Director Position
The Administrative Services Director will be a department head position reporting directly to the City Manager, responsible for citywide finance and budget functions and executive oversight of human resources, risk management, and information technology. This position will serve as the City’s senior finance executive, principal budget officer, and a member of the City’s executive team.
Key responsibilities include:
Financial Management, Budget, and Reporting
Serve as principal budget officer and lead development and administration of the Citywide operating and capital budgets, including budget policies, assumptions, departmental guidance, reserve and fund balance strategies, and mid-year adjustments.
Monitor revenues, expenditures, staffing costs, capital spending, and fund performance; identify variances and emerging risks and recommend timely corrective actions.
Develop and maintain multi-year financial forecasts, scenario analyses, fiscal impact evaluations, and long-range financial plans to support policy and operational Agenda Item #7.5:
decisions.
Direct governmental accounting and financial reporting in accordance with GAAP, GASB standards, and applicable laws, including year-end close, reconciliations, financial statements, grant reporting, and related schedules. Lead preparation of the Annual Comprehensive Financial Report (ACFR) and oversee the annual independent financial audit and other required audits, including coordination of auditor requests, findings, corrective actions, and Single Audit requirements when applicable.
Oversee treasury, cash management, banking, investments, debt, and long-term liabilities at the policy and management level; establish expectations, review performance and compliance, and coordinate the work of outside investment advisors, financial consultants, actuaries, and other specialists. Direct revenue forecasting and financial analysis; oversee cost allocation, user fee and cost-recovery studies, and financial aspects of grants, contracts, purchasing, and procurement, as assigned.
Maintain effective internal controls and financial policies and provide executive oversight of financial systems and ERP applications to support data integrity, efficient workflows, appropriate access, and reliable reporting.
Human Resources and Risk Management
Provide executive oversight of human resources, including policies and compliance, workforce planning, recruitment, classification and compensation, benefits, employee and labor relations, performance management, and training, using staff, consultants, and legal counsel as appropriate.
Oversee risk management, including insurance, claims coordination, risk transfer, loss prevention, workers’ compensation, and related policies and contracts.
Information Technology Oversight
Provide executive oversight of the City’s outsourced information technology function and serve as the primary management liaison to the IT service provider; establish priorities, service expectations, performance standards, and accountability for contracted services.
Oversee the technology budget, multi-year technology roadmap, equipment replacement, software licensing, system upgrades, and technology procurements in coordination with departments and contracted providers. Ensure appropriate governance for cybersecurity, access management, data protection, backups, disaster recovery, business continuity, incident response, lifecycle management, and vendor risk, relying on qualified technical providers for implementation and specialized expertise.
Funding and Salary
The creation of the Administrative Services Director position will be offset by the continued vacancy of the Finance Director position at a salary of $13,496 - $16,404 per month. The new position would be part of the non-represented group (management/administrative) at a salary of $15,435 -$18,761 per month. The salary is based on a survey of similar positions in our labor market and consistent with the City’s established salary structure.
A detailed job description and salary range are attached for the Council's review and approval. The Administrative Services Director position will be filled and the Finance Director position will remain vacant for the FY26/27 budget.
Approval of the Administrative Services Director position will improve coordination and provide more effective direction and management to oversee and integrate organizational activities and internal operations. Council approval is recommended to approve this new job Agenda Item #7.5:
classification and salary schedule.
Recommended Council Action
Adopt the proposed resolution approving a new job classification and salary range for the Administrative Services Director Position in the FY 26/27 budget.
Alternative Actions
Council discretion.

Discussion, Consideration, and Possible Action to Adopt a Resolution Authorizing the Mayor to Execute an Employment Agreement with Cristine Alilovich as the City Manager Summary
The Sonoma City Manager is directly appointed by the City Council and serves at the pleasure of the City Council. The terms and conditions of the Employment Agreement ("Agreement" - shown as Exhibit A to Attachment A Resolution) are subject to the City Council's approval.
The City Council met over a series of meetings in 2026 to review the job description, discuss and revise the recruitment and brochure, conduct interviews of potential candidates, and finally to negotiate a draft contract with the selected candidate, Cristine Alilovich.
Ms. Alilovich was identified by the City Council as the top candidate in the recruitment that included candidates from across the country. Following a review of applications, phone screenings, reference checks, on-line and in-person interviews by the City Council and Department Heads, the City Council selected Ms. Alilovich based on her extensive experience and qualifications.
Ms. Alilovich has more than two decades of public sector leadership experience. Before coming to the City of Sonoma, where she has served as Interim City Manager since April 6, 2026, she served as City Manager for the City of San Rafael, where she led a full-service municipal organization of approximately 450 employees and managed a $192 million annual operating budget. Her previous experience also includes leadership positions with the County of Marin and County of Sonoma, as well as public sector consulting. She holds a Master of Public Administration from the University of Southern California.
The principal terms of the proposed Employment Agreement with Ms. Alilovich are summarized below:
Effective date and work start date of September 2, 2026 3-year agreement at the pleasure of the City Council pursuant to the Sonoma Municipal Code and the Agreement.
Receive an annual base salary of $290,000, and an annual contribution of Twelve Thousand Two Hundred and Fifty Dollars ($12,250) to a deferred compensation plan. Enrollment in the 2% at 55 Cal-PERS "Classic" formula. Receive fully covered family health care benefit (medical, dental, vision). Vehicle allowance of $500 per month in recognition that City Manager duties require frequent automobile use in lieu of mileage reimbursement. Leaves include: Vacation - accrual of 14.6 hours per month (40 hours may be cashed out); Sick - 12 days credited (cannot be cashed out) as an incentive to serve as City Manager, and accrual of 8 hours/month (cannot be cashed out). hours credited as incentive to agree to serve as City Manager and 160 hours credited on July 1 of each year (cannot accrue or be cashed out) plus 80 hours that may be cashed out before 12/1/2026 in recognition of absence of vacation leave under interim contract. Bereavement - 5 days, 3 of which are paid.
Be subject to other certain terms and conditions necessary and proper when employed as a City Manager for City of Sonoma
Waiver of the requirement that the City Manager live within 10 road miles of City Hall under SMC2.08.020 in light of Ms. Alilovich's long residency in a nearby city.
The City Council is required to adopt the resolution (Attachment A) at a regular Council meeting as a non-consent discussion item. The terms and conditions of the Employment Agreement ("Agreement" - shown as Exhibit A to Attachment A) are subject to the City Council's approval.
With the approval of the attached resolution appointing Ms. Alilovich to the permanent City Manager position, her Employment Agreement, effective April 6, 2026, for Interim City Manager services will expire automatically according to its terms.

AGREEMENT
1. DUTIES AND SCOPE OF SERVICES
1.1 City agrees to employ Cristine Alilovich as City Manager of the City of Sonoma to perform the functions and duties specified in the ordinances and resolutions of City, and to perform other legally permissible and proper duties and functions as the City Council may from time-to-time assign. Under the terms and conditions of this Agreement, Employee shall personally provide all the services and duties ordinarily performed by the City Manager for the City under the direction and control of the City Council and as set forth in the Sonoma Municipal Code.
1.2 Employee shall perform her duties to the best of her ability in accordance with the highest professional, competency, integrity, and ethical standards of the profession and shall comply with all general rules and regulations established by the City.
1.3 Employee shall not engage in any activity which is, or may become, a conflict of interest, prohibited contract, or which may create an incompatibility of office as defined under California law. Prior to performing any services under this Agreement and annually thereafter, the Employee must complete disclosure forms required by law. However, Employee may engage in charitable endeavors not involving employment or activities related to the business of the City so long as such outside activities do not interfere with Employee’s duties under this Agreement.
1.4 Employee agrees to remain in the exclusive employ of the City during the term of this Agreement. Employee shall dedicate her full energies and qualifications to her employment as the City Manager and shall not engage in any other employment except as may be specifically approved in writing in advance by the City Council.
1.5 To ensure that Employee can effectively carry out her duties in a professional and forthright manner and implement the policies of the City Council impartially and equitably, the City Council and its members agree to the following:
Agenda Item #9.2:

Employment Agreement Page 2 of 12
1.5.1 to spend time each year to work with Employee and staff on setting goals and priorities for the City government, and
1.5.2 to work collectively on issues that may arise that inhibit the maximal achievement of City goals.
1.6 The City Council acknowledges that Employee is or may become a member of the International City Management Association (“ICMA”). The parties mutually desire that Employee be subject to and comply with the ICMA Code of Ethics, as amended from time to time (current version attached as Exhibit A). Employee shall comply with the ICMA Code of Ethics in performing her duties hereunder.
1.7 Employee is a FLSA-exempt employee and is expected to engage in those hours of work that are necessary to fulfill the obligations of her position. Employee does not have set hours of work as Employee is expected to be available at all times. Employee shall not be entitled to additional compensation for hours in excess of eight (8) hours per day and/or forty (40) hours per week.
1.8 It is recognized that Employee must devote a great deal of time to the business of the City outside of the City’s customary office hours, and to that end Employee’s schedule of work each day and week shall vary in accordance with the work required to be performed. Employee shall spend sufficient hours on site to perform Employee’s duties; however, Employee has discretion over her work schedule and work location.
2. TERM
2.1 The term of this Agreement shall be for three (3) years commencing on September 2, 2026 (the “Effective Date”), unless terminated by either party in accordance with the provisions set forth in Paragraph 3 or until terminated by the event of the death or permanent disability of Employee. The term may be extended or revised by mutual, written agreement of the parties.
2.2 No later than twelve (12) months prior to the expiration of this Agreement, the parties agree that they shall meet to discuss the renewal of the Agreement, and the City Council within thirty (30) days of said meeting shall notify Employee in writing (“Notice re Extension”) of its decision to extend or not extend the term of the Agreement. If the City Council states that it desires to extend or renew the term of this Agreement, it shall do so conditionally, stating that any such extension or renewal shall be subject to the parties reaching agreement on the terms and conditions of any such extension or renewal, and inviting Employee to discuss any such terms and conditions with the Mayor as soon as is practicable, with the objective of reaching an agreement, if one can be reached, within sixty (60) days after the Council delivers its Notice re Extension to Employee stating the Council’s desire to extend the term. If no such agreement can be timely reached, then this Agreement shall expire at the end of its term.
2.2.1 The City Council’s determination to not extend this Agreement shall not entitle Employee to severance pursuant to this Agreement.
2.2.2 Should the City Council terminate this Agreement pursuant to Paragraph 3(d) after the Employee is given the Notice re Extension extending the Agreement, Employee shall be entitled to severance pursuant to Paragraph 4.
Agenda Item #9.2:

2.2.3 Should the City Council fail to notify the Employee of its intent to not extend or extend the Agreement pursuant to the provisions of this paragraph, this Agreement shall be automatically extended for one (1) additional year beyond the termination date.
3. RESIGNATION AND TERMINATION
3.1 Resignation. Employee may resign at any time and agrees to give City Council at least ninety (90) days informal notice and sixty (60) days formal advance written notice, unless agreed otherwise by the parties in writing.
3.2 Retirement. If Employee retires from full time public service with City, Employee shall provide six (6) months advance notice. The Employee’s actual retirement date will be mutually established.
3.3 Death. Employee’s employment, and this Agreement, shall automatically terminate in the event of Employee’s death. Upon any such termination, no further compensation or other benefits shall be due or owing by City to Employee, except for compensation or benefits due and owing to Employee’s estate as of the effective date of termination commensurate with the City’s personnel policies.
3.4 At Will Employment. The parties recognize and affirm that: (i) Employee is an “at will” Employee whose employment may be terminated by the City without cause, and (ii) there is no express or implied promise to Employee for any form of continued employment. This Agreement is the sole and exclusive basis for an employment relationship between Employee and City.
3.5 Termination Without Cause. The City Council may at any time terminate Employee upon ninety (90) days advance written notice without cause. The City Council may place Employee on paid administrative leave for said ninety-day (90) day period, at the conclusion of which Employee’s employment under this Agreement shall terminate. During any such period of paid administrative leave, Employee shall not be entitled to Business and Professional Development Expenses under Section 6 of this Agreement, nor shall Employee accrue any new leaves.
3.6 Termination with Cause. If City terminates this Agreement (thereby terminating Employee’s employment) with Cause, as determined by the City Council as a body, in closed session at a Regular or Special Meeting of the City Council to the fullest extent permitted by law, unless Employee elects to have the matter considered in open session where Employee is entitled by law to make such election, Employee shall not be entitled to any additional compensation or payment, including Severance as described in Section 4 below, but shall be entitled only to accrued Base Salary and vacation pay, and any other accrued and unused benefit allowances according to their terms. As used in this Agreement, Cause shall mean only any of the following:
3.6.1 Proven failure of the Employee to observe or perform any of her duties and obligations, if that failure continues for a period of thirty (30) business days from the date of her receipt of notice from the City Council specifying the acts or omissions deemed to amount to that failure;

3.6.5 A proven claim of either sexual harassment or abuse of employees in violation of law or adopted City policy;
3.6.6 Willful and repeated failure to carry out the lawful directives or policy decisions of the City Council; or
3.6.7 Willful abandonment of the position or continued and unexcused absence from duty.
3.7 Election Window. In no event may the Employee be terminated without cause within sixty (60) days immediately prior to, or ninety (90) days immediately following, any change in the composition of the City Council, by election, recall, or appointment of a new Council Member pursuant to section 2.08.070 of the Sonoma Municipal Code.
3.8 Medical Separation. The City shall comply with all applicable leave and reasonable accommodation requirements under applicable law. If separation of employment becomes necessary following exhaustion of such leave and accommodation obligations, Employee shall not be entitled to severance under Section 4.
3.9 Public Communication. In the event the Employee’s employment with the City terminates for any reason, the City and Employee shall endeavor in good faith to mutually agree upon the substance of any press release, public announcement, or other official City communication concerning the Employee’s separation and the reasons therefor. Except for disclosures required by law, including any report required by Government Code section 54957.1, the City shall not issue or authorize an official public statement concerning the reasons for the Employee’s separation that is inconsistent with the mutually agreed-upon statement.
4. SEVERANCE PAY
4.1 If the City Council terminates Employee without cause pursuant to Section 3.5, including any action deemed to constitute a termination without Cause under that Section, or in the event that the City Council formally or a majority of the City Council informally asks that the City Manager resign, and if Employee signs, delivers to the City Council, and does not revoke, the General Release Agreement (“Release Agreement”) in the form attached hereto as Exhibit B, then the City agrees to pay Employee a cash payment equal to twelve (12) months’ Base Salary, based on Employee’s Base Salary in effect on the date of termination. Provided, however, that in no event shall such payment be in an amount greater than Employee’s monthly salary multiplied by the number of months left on the unexpired term of the contract as required under Government Code section 53260. This cash payment may be paid after required deductions and withholdings, at Employee’s election, in (i) lump sum as soon as practicable upon the date of termination; (ii) lump sum on January 1 of the calendar year following termination, or (iii) three (3) equal monthly installments commencing as soon as practicable following Agenda Item #9.2:

the effective date of the Release Agreement. Employee shall provide the City written notice of her payment election prior to the effective date of the Release Agreement.
4.2 Such payment by the City will release the City from any further obligations or liabilities under this Agreement other than: (i) the City’s obligations under Section 10 (Indemnification); (ii) any obligation expressly stated in this Agreement to survive termination or separation from employment; (iii) Employee’s vested retirement rights or benefits; (iv) Employee’s right to payment for accrued and unused leave or other amounts otherwise payable upon separation under this Agreement or applicable law; or (v) any rights or claims that cannot lawfully be waived. Notwithstanding the foregoing to the contrary, the Employee shall not be entitled to be paid severance pay in the event (i) this Agreement expires and is not renewed in accordance with Section 2.2, or (ii) Employee’s employment is terminated due to her death or permanent disability.
5. SALARY
5.1 City agrees to pay Employee a base salary of Two Hundred Ninety Thousand Dollars ($290,000.00) in salary per annum for her services (“Base Salary”), payable in installments at the same time as other employees of the City are paid and subject to customary withholding.
5.2 City shall not reduce Employee’s Base Salary or impose a material reduction in Employee’s aggregate compensation or financial benefits, except for an across-the-board reduction applicable to the City's executive management employees generally and imposed on the Employee on substantially the same basis.
5.3 After six months of employment, the City Council shall consider a negotiated salary increase to Base Salary based on Employee’s performance, taking into consideration the City’s financial condition. Any increase in Employee’s compensation shall be by written amendment to this Agreement.
5.4 Unless otherwise negotiated by the City and Employee, the Employee shall receive the same Cost-of-Living Adjustments (COLAs) and one-time off-schedule payments made to each City Department Head except that no COLA or one-time off-schedule payment shall apply for FY 2026/27.
5.5 Employee shall not be entitled to the Educational Incentive pay offered to other City employees.
5.6 The City Council agrees to annually consider increases in Employee’s Base Salary and/or other benefits of Employee in such amounts and to such extent as the City Council in its sole discretion after consultation with Employee may determine is justified based upon an annual performance review of Employee and City budget.
6. RESIDENCY
The City Council hereby waives the requirements of Sonoma Municipal Code section 2.08.020.

7.3 The City agrees to reimburse Employee for expenses related to educational courses, short courses, executive coaching, seminars, and institutes that will benefit the City and improve the Employee’s professional abilities; provided, however, that the amount paid shall be limited by the amount the City Council budgets for such expenditures.
