CITY COUNCIL AGENDA REPORT
MEETING DATE: March 6, 2023
TO: City Council Members
FROM: Melissa Eads, City Administrator
SUBJECT: Sustainable Transportation Planning Grant for the Northern SR49 Segment of the Gold Rush Path
RECOMMENDATION
Consider adoption of Resolution No. 03-06-2023-B supporting the Sustainable Transportation Planning Grant for the Northern State Route 49 (SR 49) segment of the Gold Rush Path.
DISCUSSION
The State Route 49 (SR 49) Congested Corridor Plan and the SR 49 Complete Streets Plans both engaged in extensive public outreach as part of their process. Following that outreach, both plans pointed to the need for a pedestrian and cyclist pathway, separate from the highway, that would connect the communities of Jamestown, Sonora, and Columbia to each other for those choosing to travel without cars. The Gold Rush Shared Use Path project has become that pathway.
For those unfamiliar with the project thus far, the Gold Rush Shared Use Path Project will create a Class I shared-use path continuously connecting the communities of Jamestown, Sonora, and Columbia. With these three communities connected, the project will address community needs by enhancing access to critical services aimed at giving people the tools and support needed to overcome their situations. This project has achieved substantial support from the City of Sonora, Tuolumne County, Blue Zones Project-Tuolumne County, schools, local businesses, and other members of local agencies and the public. The impact it will have on our community is anticipated to be substantial.
TCTC, the City of Sonora, and local agency partners were awarded $5.018 million in Active Transportation Program Funding for Phase I of the Gold Rush Shared Use Path in October 2022.
With the first phase fully funded, the TCTC team now aims to apply for a Sustainable Transportation Planning Grant in March 2023. Staff hopes to obtain planning funds for the Northern Segment of the Gold Rush Shared Use Path. The planning grant will allow for coordination with the High School, engagement of disadvantaged communities, receive input from area businesses, and define a streetscape consistent with community desires.
The Sustainable Transportation Planning Grant application deadline is March 9, 2023.

DISCUSSION
In addition to the day-to-day operations of the Department, staff completed the following items:
STORMS – Staff’s time was still consumed in January by storm related issues including downed tree removal, hazardous tree removal and damage to building/structures. Staff also met with several property owners to discuss hazardous trees in need of removal and/or arborist evaluation that were identified by the Public Works Department or City Engineer.
WASHINGTON-STOCKTON TRANSIT PROJECT – The Pre-Construction Meeting for the project was held on January 17th. In attendance was City staff, the UNICO’s Construction Engineer Team, the project Engineer, Caltrans’ project oversight members, and the construction contractor’s staff, Dirt Dynasty. Project details, as well as any concerns, were discussed in detail along with all required Caltrans items. The start date of March 1st was also determined. Construction at the site will begin on Tuesday March 7th with estimated completion in August. All of the final details are underway including public notifications, bird nesting study, submittals, and Caltrans final requirements.
NEW STORAGE CONTAINER ORDINANCE – Following complaints received by the public related to storage containers within the City. Staff determined that there were numerous non-permitted containers throughout the City. Under Sonora Municipal Code Title 17, Zoning Ordinance, the placement of a storage/cargo container requires Design Review approval by the Planning Commission.
This is a limited review basically related only to aesthetics. In evaluating other jurisdictions storage/cargo container requirements most require a Use Permit. The Use Permit process broadens a project’s review criteria and approval conditions. It also provides for project notification to surrounding property owners. A new ordinance is being drafted that will require a Use Permit, for the placement of a storage/cargo container anywhere in the City. Along with provisions for staff approval of a temporary placement. The draft ordinance will be presented to the Planning Commission at their March meeting.
SUCCESSOR AGENCY – Following the dissolution of all Redevelopment Agencies by the State of California in 2012, Oversight Boards were created to oversee the wind down of each agency. As such an Oversight Board was formed for the former Sonora Redevelopment Agency made up members of various taxing entities. Since this time the Board has met, as needed, to address various items and approve the recognized obligations of the former Redevelopment Agency. All was done under strict oversight by the State. The Board met on January 30th to approve the annual ROPS submittal. Due to the fact that there are no additional enforceable obligations of the former Redevelopment Agency, over the next few months staff will be completing the required State documents to close out the Successor Agency and dissolve the Board.

CITY COUNCIL AGENDA REPORT
MEETING DATE: March 6, 2023
TO: City Council Members
FROM: Tyler Summersett, Executive Director, Blue Zones Project Tuolumne County SUBJECT: Linoberg Street Community Design Workshops and Public Input Sessions
RECOMMENDATION
It is recommended that the City Council provide a public forum for residents, business owners, stakeholders, and community members to engage with City staff, Blue Zones Project, and Urbsworks to facilitate a community planning and design process that will yield options for the future functioning of and investment in Linoberg street as an engaging public space.
BACKGROUND
In December 2013 the City of Sonora City Council adopted the Vision Sonora Plan which provided recommendations to rejuvenate the economy, emphasize the rich history and culture of Sonora, and improve the quality of life for residents and visitors alike through improvements in transportation for motorists, pedestrians, bicyclists; wayfinding; parking and placemaking.
One of the key initiatives in the plan was to create public spaces downtown. Specifically listed was the conversion of Linoberg Street, between Green and Stewart Streets, into a pedestrianonly passageway and gathering space In March 2019, Council members approved a temporary one-year closure of the eastern block of Linoberg, between Stewart and Washington Streets. The request was made by Vision Sonora committee members as a way for the City and community to consider benefits and impacts of the street closure. In early 2020, the initial (temporary) closure was extended for another year and Linoberg remained closed as an outdoor space for socialization and outdoor dining during the COVID-19 pandemic.
In March 2022, City Council voted to keep Linoberg closed indefinitely as long as:
1. It remains a pedestrian walkway;
2. It is open to the public, requiring permitting for any private events; and
3. Any future improvements allow access to maintain, repair, or replace water, sewer, and other utilities on the street.
On February 28, 2023, Governor Newsom officially lifted the COVID-19 State of Emergency order, thus negating the California state requirement for outdoor restaurant dining. 38 Item 17.
DISCUSSION
The Blue Zones Project, Tuolumne County has partnered with Urbsworks, experts in urban design who help cities and rural communities across the country to plan and design central areas that consider how public spaces can serve a dynamic set of interests including: social connection, economic activity, health, safety and accessibility for a broad spectrum of users.
This presentation will outline initial observations about Linoberg and the surrounding downtown area. It will serve to explain the various ways in which the planning team: City staff, Blue Zones Project team, and Urbsworks will collect feedback from a representative sample of the community.
Based on initial input from one-on-one interviews, public drop-in sessions, stakeholder meetings (businesses, utilities, transportation experts), survey feedback, and public comment the design team will begin to craft alternative scenarios that illustrate ways to achieve the desires articulated during the three-day outreach process (charrette).
Preliminary concepts and ideas will be presented as discussion items for City Council members to consider as potential options to revitalize this space.
