CITY COUNCIL AGENDA REPORT
MEETING DATE: August 7, 2023
TO: City Council Members
FROM: Turu VanderWiel, Chief of Police
SUBJECT: Resolution 08-07-2023-A to Establish Road Closures for the 2023 Sonora Union High School Homecoming Parade.
RECOMMENDATION
Approve Resolution Number 08-07-2023-A, authorizing the closure of State Route 49 (Washington Street) and certain city streets for the 2023 Sonora Union High School Homecoming Parade.
DISCUSSION
Each year Sonora Union High School conducts a parade through downtown Sonora utilizing State Route 49 (Washington Street) and other city streets in conjunction with their homecoming football game and festivities.
The Sonora Union High School Homecoming Parade will be held on Friday, September 29, 2023, between 2:15 pm and 3:00 pm, and staging will occur on School Street between 1:15 pm and 2:15 pm.
The parade will start on School Street, then turn south (left) onto Snell Street. It will travel south on Snell Street to State Route 49 (Washington Street). The parade will then enter southbound State Route 49 (Washington Street) and will travel to the intersection of S. Washington Street and Stockton Road, where it will turn west (right) onto State Route 49 (Stockton Road) and then north (right) onto S. Green Street (City Street). We do not anticipate any challenges with the Stockton Road Transit Project.
The parade will then travel north on S. Green Street to Courthouse Park, where the Sonora High Golden Regiment Marching Band will perform for approximately 15 minutes. Following their performance, the parade participants will be escorted by police personnel back to the high school.
Due to the size and duration of the parade, and the interruption of a State Highway for the parade, a resolution is required from the City Council authorizing the temporary closure of State Route 49 (Washington Street) and specific city streets.
FISCAL IMPACT
There will be overtime and associated fuel costs, which existing departmental budgets will absorb.

CITY COUNCIL AGENDA REPORT
MEETING DATE: August 07, 2023
TO: City Council Members
FROM: Chris Gorsky, Administrative Services Director
SUBJECT: Ordinance 893 City Council Compensation
RECOMMENDATION
Introduce by title Ordinance No. 893, amending Title 2, Administration and Personnel, Chapter
2.16 Salaries, and adding Sections 2.16.100 to 2.16.102 City Council Compensation, and waive the first reading.
BACKGROUND:
In 2009, the City Council approved a voluntary pay reduction, reducing the monthly pay to $150 for the Mayor and $125 for all other Council members. This reduction was later memorialized through adoption of Resolution No.05-14-2014-A on May 19, 2014. The salary amounts received by the Mayor and City Council of the City of Sonora are less than the amounts authorized under State Law.
DISCUSSION
Government Code section 36516 allows a City Council to enact an ordinance based on population size of the City, allowing a maximum monthly pay of three hundred dollars ($300) and SB 329, signed into law and effective January 1, 2024, increased this amount to nine hundred fifty dollars ($950) for city’s with a population up to, and including, 35,000 in size. At the last census the City of Sonora had a population of 5,067.
The salary of City Council members may be increased by an ordinance or by an amendment to an ordinance, but the amount of the increase shall not exceed an amount equal to five percent (5%), with no compounding, for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted. No ordinance shall be enacted or amended to provide automatic future increases in salary.
With the last operative date of change in salary being 2009 and the effective date of this increase occurring in 2024, 15 years have passed, therefore the maximum increase is 15 years x 5%, which results in $262.50 per month for the Mayor and $218.75 per month for each council member.
30 Item 9.
FISCAL IMPACT
There will be no impact to the General Fund in Fiscal Year 2023-24. The increase will be effective for all council members after the beginning of a new term in office for any council member, which will be on or after July 1, 2024. The total impact for future fiscal years will be an annual increase in City Council Compensation from the current annual amount of $7,800 to $13,650, or an annual change of $5,850.
